Recently staff provided Council with 2 memos concerning the grant program.
The first memo, dated May 4,2005 was provided to the Town Council as a program
status report. The current sta~us of the program remains as that memo explained other
than the action by the LPA to.grant Historic Designation to the structure located at 109
Hercules Drive, and the LPA recommendation for approval of the applicant's grant
request. The Grant Application and the Staff Project Evaluation Report for 109 Hercules
Drive will be included in the June 27 Town Council meeting packets.
As explained in the earlier memo the present funding status is insufficient to meet last
year's obligations and provide funding for the grant application before the Council, should
this application be approved.
Therefore, staff is requesting reaffirmation of last year's funding approvals and sufficient
funding to cover the 109 Hercules Drive project," if approved.
Additionally, staff is requesting Town Council authorization for the Town Manager to
execute any and all necessary documents in order to move these projects forward during
the summer recess.
The second memo, dated June 6, 2005 concerns suggested policy changes to the
program. Staff is requesting Council's approval of these changes.

Project Description: The applicant has submitted an estimate from W.G. Mills, Inc. as
listed above which includes architectural and engineering drawings, permitting and all
exterior and interior renovations. The house is in a significant state of deterioration
requiring roof and foundation replacement as well as interior wall and floor replacement.
The current creosote pilings have suffered significant subterranean deterioration causing
some settling of the house. Water infiltration from the deteriorated metal roof has caused
extensive deterioration of the structural members including the floor joists, flooring and
interior walls. The front and rear exterior doors along with the bathroom and a bedroom
window unit will be replaced. The owner has agreed, to the maximum extent possible, to
replace the doors and windows with units that match the existing style or are
representative of the period of original construction.

Staff Analvsis of Grant Reauest
The property is located at 109 Hercules Drive and is contained within the originally
platted Hercules Park subdivision; the STRAP is 29-46-24-W3-0060B.0030. The singlefamily home was built in 1947 and has been recommended for designation under the
Town's historic preservation ordinance by the LPA's Historic Preservation
Subcommittee. The house is in poor condition and is vacant and uninhabitable in its
current state. The applicant is requesting grant assistance for exterior and structural work
that will prevent further water damage and deterioration of the structure. A work
breakdown and cost estimate is included in the applicant's submission.
The structure is one of the few remaining older cottages on Ft Myers Beach and appears
to retain all the original architectural elements from the time of construction. The
structure has 2 bedrooms and 1 bathroom for a total of 1,113 square feet on a lot of
approximately 6,800 square feet, and is approximately 7 feet above grade to the lowest

inhabitable floor. A deck was added in 1995 that extends across the front of the structure
and partially wraps around the sides. Additio~al information concerning the historical
significance of the home is contained in the attached staff prepared Historic Designation
Report.
The application is in order and meets all the conditions for consideration. The applicant
intends to continue the use of the home as a single family residence.

originally purchased the property with the idea of major renovations or replacenlent, but 1 have
grown so fOlind of it as it stands (less the deterioration) that I would like to keep it with all of its
historical charm.

Theproperty is threatened because-it has significant and imnlediate need for thefoundation and
pilings to be replaced due to deterioration of it being a 58 year old structure as shown in the
attached photos. The 5 v crinlp galvalume nletal roof is at the end of its useful life and need~'
replacement before further da111ageoccurs to the structure. Due to the extensive deterioration
qf the structure, it would be nlore cost effective to tear down the cottage and build a new
structure. The size of the lot would support a larger structure and code yjlouldallow a much
higher elevation. However, it is the applicant's desire to seek ,financial support to correct the
conditions that threaten the property that would allow theproject to be cost effective.
