Purpose:
To provide an update on the management of growth.
Summary – Key Issues:
x
the State Government has now indicated that a new Park N Ride is
likely to be constructed in Mount Barker with the objective of
construction commencing late in the year; and
x
the first meeting of the Project Steering Group investigating location
options for required SA Power Networks new electricity infrastructure
was held on 11 January 2013.
Recommendation:
That Council note the update on the management of growth.
Background:
This item provides an update on the management of growth post the item
that was considered at the Council meeting held on 17 December 2012.
Discussion:
Development Applications
1.
The status of significant development applications lodged for land
division is as follows.
2.
Wellington Road, Walker Corporation 505 lots approved - commercial
negotiations are yet to occur as to the cost to the developer for the
provision by Council of access to the community wastewater
management system and the developer has lodged an appeal against
some of the development approval conditions as requested by the
Department for Planning, Transport and Infrastructure (DPTI). Early

indications are that the matter may be able to be negotiated rather than
go through the Court process.
3.
Sims Road and Paech Road, Lanser Communities lodged for 498 lots
in early December 2012 and is still being assessed.
4.
Wellington Road and Sims Road, 45 lots was lodged late in 2012.
Assessment has commenced.
5.
Indications from other developers are that they intend to lodge
development applications in the near future.
Transport Infrastructure
6.
Following on from a series of meetings that the Mayor has held with the
Hon John Rau MP Deputy Premier and with the Hon Patrick Conlon
MP, Minister for Transport and Infrastructure advocating for the need to
increase Park N Ride capacity, there is now some welcome news.

Pleasingly the State Government has indicated that a new Park N Ride
is likely to be constructed in Mount Barker.
8.
This occurred via a News Release issued on 18 December 2012 by the
State Government - refer attachment 1.
9.
The identification of possible sites is now being investigated by the
DPTI in liaison with Council with the objective of construction
commencing late in the year.
10. A response to a letter from the Mayor has been received from the Hon
Pat Conlon MP - refer attachment 2.
11. Pleasingly the letter indicates commitment from DPTI to contributing to
the determination of the connector road alignment and identifying a
mechanism to lock this alignment in legally so as to provide certainty
for all stakeholders including infrastructure providers.
12. The Minister’s letter also indicates that he intends to write to Council
soon regarding appointments to the Mount Barker Road Transport
Advisory Committee.
13. As previously advised, Council is seeking to introduce a separate rate
on land within the Ministerial DPA area for the purposes of all
developers contributing to the upgrading of transport infrastructure e.g.
a new freeway interchange at Bald Hills Road etc.
14. The proposed approach is expected to be the subject of a Council
meeting agenda item in the near future.

15. Based on the legally binding approach between several developers
and the State Government this would secure (in 2013 dollars) around
an additional $30 million to contribute to the required transport
infrastructure upgrading.
16. The principles behind this approach are that:
x
the beneficiary pays i.e. developers but not those who have
already committed via a Deed with State Government;
x
the contributions from developers should be equitable; and
x
the contributions would be payable when the land is developed.
Electricity Infrastructure
17. In early December 2012 Council proposed the establishment of a
Project Steering Group to include a nominee from SA Power Networks,
DPTI, the Urban Development Institute of Australia (SA Division) and
Council.
18. Each of these parties has confirmed their support for and participation
in the Council proposed process.
19. The Group is to investigate options for the location of required SA
Power Network electricity infrastructure and produce information to
provide a sound basis for decision making.
20. The Group is being convened by the DPTI. The first meeting of the
Project Steering Group was held on 11 January 2013 and Brian
Clancey attended.
21. Discussions at the first meeting were constructive and further work on
options is now being undertaken.
Wastewater
22. Please refer to the separate item on wastewater contained in this
agenda.
Stormwater Management
23. Tonkin Consulting has been retained to assist Council to progress
stormwater master planning investigations with coverage over:
x
the magnitude of 100 year Average Recurrent Interval flood flow
increases;
x
the impact that development may have on the more frequent runoff
events and existing downstream channel and creeks;

x
identification of potential detention basin locations and associated
sizing, and
x
potential stormwater yield that may be available for reuse schemes
locally or regionally.
24. From these investigations Council will be able to potentially propose a
co-ordinated approach to stormwater basins and not have a patchwork
quilt of basins that the community (via Council) would have to maintain
at a higher cost.
25. Additionally, where stormwater yield opportunities are good, Council
may be able to secure grant funding to partner with developers and
assist in the delivery of infrastructure so as to secure community
benefits.
Recreation & Sport
26. The draft concept plans for the Council owned land on Bald Hills Road
and Springs Road are now being firmed up to enable discussions to
commence with potential contributors through grant funding programs
and other means.

Budget:
Direct budget provision in 2012/13 for growth management is $320,000
which excludes staff salaries but includes the preparation of the Nairne
Township Master Plan.
As at 31 December 2012 expenditure for the financial year to date was
$196,826 excluding staff salaries.

Significant resources continue to be applied to managing growth.

Conclusion:
The State Government announcement of support for the establishment of a
new Park N Ride in Mount Barker illustrates the important role of Council in
