General Vision 2030 Update: (Dave Gossman)
Progress Since Last Report (Summer 2016):

Lauren Stroud accepted a position as an associate principal, so she is no longer teaching
agriculture and directly associated with CATA. The position of “assistant executive chair” for
Vision 2030 will remain open for the time being.
-
The late spring / early summer period was a period of action item chairs to assess their individual
task(s), a game plan moving forward, and begin getting organized towards addressing the action
item. Specifics involved within each action item is updated in this report.
General Plan Moving Forward:
-
There has been substantial verbal/written input by the entire CATA membership and it has
shaped the individual action items created and identified in this report. This was the EASY portion
of Vision 2030. The most important CURRENT aspect of Vision 2030 is needed “ACTION” and I
commend each and every one of the individual action item chairs and committee members that
have stepped up to the plate to take on the responsibility of implementing “action” towards
addressing the issues/vision identified in this report. We are all VERY busy with our
individual/family personal lives and our profession, however this project directly affects our
profession and the opportunity to maximize efficiency towards increase productivity both statewide and within our individual programs. We need “action” and we need ALL members to get
involved and assist the teams/leaders involved with each individual action plan.

Each “action item” is expected to have demonstrated progress within each trimester report.

DECEMBER 31st is a key date for all committees. Next summer’s CATA conference has numerous
opportunities to serve membership, our profession, and or an individual action item in terms of:
* Collaboration
* Specialty workshops directly related to particular action items (presented by either “in-house”
resources or external / non-CATA related resources)
* Teacher discussion / Vision 2030 related discussions
* Data gathering meetings / opportunities
Above are just examples, however if any action item committee / task would like to utilize the
summer conference for a specific Vision 2030 related item, they MUST present their request,
idea, and/or need BEFORE December 31st so the information is organized for assessment and
evaluation during the CATA Winter Governing Board Mtg in early January. This is when the DRAFT
conference schedule is discussed and confirmed. We cannot add/revise anything following this
time. So each committee chair, committee, and member needs to utilize the fall season to “think
ahead” and identify any plans regarding this opportunity.

Online resources built at the February 2016 institute have been aligned to Common Core and Next Generation
Science Standards and are now organized into course outlines for Chemistry and Agriscience, and Biology and
Sustainable Agriculture. Resources are identified by UCCI course key assignment numbers for ease of use. CTE Online
Project Based Learning (PBL) trainings for the 2016-2017 school year are scheduled. The agriculture group will meet
February 22-23, 2017 in Sacramento. The focus will be developing projects for the remaining key assignments in the
UCCI Biology and Chemistry courses, and if interest exists the Advanced Interdisciplinary Science for Sustainable
Agriculture as well. Apply online by September 15th at https://www.cteonline.org/cms/page/institutes. Links on the
UCCI website have been updated to include new resources recently added to the Google Drive folders. Dane White
has worked with the UCCI group to change the names of the courses, hopefully these changes will assist in ease of
local adoption of the courses and perhaps NCAA approval.

With multiple sources of current Agriculture curriculum, the committee is working with the
website developers of CalAgEd to build a link within the CalAgEd Teacher Portal to make a secure
home for all resources. This will utilize the current Google Drive with UCCI Curriculum, as well as
provide a location to house lesson plans from teachers. It is planned to make the new site
searchable, and allow teachers to log on and upload their lessons into a standardized format.

Main Committee Goals: (1) Communicate with State Staff, Jim Aschwanden, and regional treasurers regarding setting up
accounts and ways to generate funds. (2) Create an application to apply for funding to cover substitutes. (3) Develop a simple
process for applying for funds and selection process. (4) Create a “post-visit” evaluation form to be completed by teachers
after they have visiting other teachers, programs, etc. to verify attendance/what they learned/etc.
Plan Moving Forward:
1. Contact State Staff & Jim Aschwanden regarding thoughts/ideas on how regions would be able to generate funds to cover
substitute teachers and create regional accounts solely for this purpose. (Expected Completion: September 30th, 2016)
2. Contact regional supervisors to obtain names of current regional treasurers. Ask each of them if they are able of creating
a separate account with a local/regional bank that holds funds that are solely used for covering substitutes for teachers in
their region. (Expected Completion: September 30 th, 2016)
3. Created an “early draft” of application for applying for funds to cover substitutes for teachers. Will continue revising
application and share with State Staff and Ag teachers for review/input this fall. (Expected Completion: Fall Regional

We have identified 4 main goals - (1) Standardize and improve curriculum, (2) create a "one-stop" website (or page on a
site) for Ag Mech curriculum, information on other Ag Mech programs, and questions, (3) build relationships between Ag
Mech teachers to help young teachers connect and help experienced teachers improve, (4) identify funding to support
goals #1-#3.
Step 1: Build a website / social media with “profiles”, general info, contact, etc… of Ag Mechanics teachers and programs.
The site will also, at some point, have all the curriculum and resource. Teachers could add to their profiles, up load
curriculum, maybe customize. This would be the "one-stop" site.
Step 2: Ag Mechanics tours, to build relationships. We would like to create a 3 day tour to see shops. It would most likely
be during summer, and try to hit about 7 different schools. We would pick programs that are different and have different
curriculum. We would take about 20 people
Step 3: Curriculum building, we need to build out more of the curriculum we have and add in some stuff, like more power
Mechanics and expand woodworking/carpentry. This is to help Standardize and improve curriculum.

Our meeting was held at summer conference in front of the Ag Building. Here are some ideas we came up with:
(1) A list of specialty areas could be drawn up with teachers who are strong in that area to be posted on the calaged web site
so that people could contact them for information.
(2) Middle year teachers should be strongly encouraged to act as mentors for young teachers as it would be a great
experience for them (increase leadership skills and ponder own teaching), they might not seem as “scary” to new teachers as
older teachers, and their experiences when they were starting out might more closely resemble what the new teachers are
going through.
(3) Experienced teachers in each section should be encouraged to “adopt” a new teacher- checking up on them, visiting them,
inviting them to the various meetings, etc…
(4) Sections could designate a “mother hen” to take care of and encourage new teachers in their section.
(5) If available, money should be spent to make a Superior Region “Power of Three” type summit happen in each region.
(6) Strongly encourage attendance section, region, and state meetings for all teachers.
(7) Each region and/or could have a welcoming committee for all teachers new to that region. BBQ’s are always fun!
(8) As much as possible, use teachers for presenters at in-services. It will strengthen that teacher. Other teachers will see who
is strong in that area, and they will hear from someone who has actually applied the information in a class room situation.
(9) Create section handbooks so everyone understands how things work.

Create financial plans/information associated with increase funding opportunities for maximum site/program

There are a handful of funding sources that are currently available to agriculture programs to fund
enhancement and expansion to programs.
-Ag Incentive Grant
-CTE Incentive Grant
-Perkins
-CCPT (For schools that are a part of the grant, no new money at this time)
-Local Control Funding Formula (depending on your district support/resources)
Although some schools may feel that they currently have a large amount of money to spend, we cannot
stop efforts to keep looking for new funding sources. Many of the funding sources currently available are
only temporary and will go away after their grant periods are over (CCPT and CTE Incentive). To be able
to help find other grants that are State wide or more regionally based a survey will be going out to
members to help build our collective knowledge and create a resource to other schools. Many private
and public agencies have grants available for specific projects. A list of funding sources/grants will be
created in addition to the common ones listed above. Teachers will be able to access this to help offset
costs within their programs.

Invites were sent out to 16 teachers statewide to form a committee. As of 9-1-16, a committee is in place
A survey was created and sent to teachers statewide to gather some preliminary data. The survey will be closed on
9-9-16. The purpose of the survey was designed to collect data/input that can be shared with state staff and the
committee as the process of “exploring” continues.
It needs to be noted that state staff is currently working on and addressing this issue. They will communicate update
when information is available. The primary goal of this committee is to be partners in the exploration/process.

Several teachers have great interest and input into consideration of an "Ag Teaching" CDE, but variations on the
details and parameters of the contest.
Three types of contests are being explored: (1) “Hands-On” type contest, (2) a “Classwork” type contest, and (3) a
“hybrid” of the two.
Plan Moving Forward: A workshop/meeting needs to be scheduled for membership input to begin identifying the
specifics of this new contest. The committee is currently trying to identify a timeline / opportunity to get this
done.

(A ) At summer conference the ultimate goal of an Ag BTSA was set - that new teachers could participate in to get their clear
credential.
(B) Eric has been on a committee that has established a CTE BTSA. They have created 11 segments that participants complete
for their clear credential. The segments, timeline, expectations are presented at meetings and conferences. The idea is that
Ag teachers complete the 11 segments. This would be in place of traditional BTSA.
To Do:(1) Find out what we (CATA) needs to do to get Ag teachers included in this program. (2)Establish "curriculum" to
present to ag teachers. (3) Establish a timeline - Example: 5 segments to be completed at Sectional Meetings, 3 at
Roadshows, 3 at Summer Conference? (4) Determine the best form of delivery and implementation for this new program mentoring conference? We will need key teachers in each section to oversee the delivery.
(C) We are looking for a committee member from each region to help in the presentation and implementation of introducing
this new program to the regions.
(D) Grant is also working with Cal Poly, SLO on getting information from both Cal Polys about their teacher prep programs.
We also would like to get in contact with the other college prep programs.

Explore approaches and opportunities to reinstate "project periods" back into one's school/program schedule. (S)

The following information has been gathered from R-2 report data since the last meeting.
- There has been a steady decline in the number of teachers with an SAE period over the past 10 years. Currently there are
32 % of Central teachers, 27% of North Coast teachers, 33% of San Joaquin teachers, 23% of South Coast teachers, 15% of
Southern teachers, and 32% of Superior teachers with an SAE period.
- A list of schools and number of teachers with an SAE period has also been compiled to possibly help in the efforts of
figuring out how to schedule an SAE period if we don't already have one.
Next week a survey will go out to the membership to help guide this action item. The scope of the action item is quite broad
and there isn't a lot of guiding information in the action item statement. The survey will focus on what exactly the
membership would like this committee to gather information on and focus efforts on. The SAE period has traditionally been
a class period to help agriculture teachers assist students and conduct project visits, however many programs aren't receiving
this class period in an effort to have more students enrolled in courses through the agriculture department.

Membership input is needed! All members are asked to please take time to respond to the survey before
the end of September. A link to the survey will be emailed to all members shortly.
Members interested in serving on this committee are welcome. The results of the survey will determine
the next course of action – creating a resource database, researching new resources, evaluating the need
of producing resources, etc.

We have been in the process of contacting the Iowa State FFA Association to gather information on how
they went about hosting their Ag Signing Day at their State FFA Convention. After speaking with some
other teachers, it was suggested to try and incorporate multiple signing days that correspond with the
larger field days (CSUF, Chico, Cal Poly SLO and Pomona, Davis) as well as State Conference to try and hit
more students. The display would consist of a traveling background, frame, and potentially a camera.

We would have to look at investing in or creating a certificate to hand out during the signings. Students
that would be signed would be Seniors who have applied to a two-year or four-year university with and
Ag Ed major. This idea will continue to be reviewed.

As chairman of the committee tasked with developing a Leadership Development Program for
Agriculture Teachers I would like to request the 2030 committee chairs to assist me in securing a
room during the State FFA leadership Conference to have a committee meeting for all interested
agriculture teachers. At this meeting we will brainstorm ideas of how to fund the program, who
will administer the program and what will be the focus.

Proposed resolution regarding CATA bylaw amendment:
WHEREAS,CATA is an organization of professionals in vocational agriculture; and WHEREAS, Developing young teachers into
leaders in the profession is critical for the long term health of the organization; and WHEREAS, Serving as an officer at the
state, regional or sectional level should be taken on as an honor and duty, be it RESOLVED, that the bylaw, Article V Officers,
section A The election of CATA Officers, Item 1, be amended to the following (The proposed change is as follows in Italics
and bold/underlined)
All CATA officers elected at state, regional and sectional levels shall be active members in good standing with at least two
years of CATA active membership who are currently teaching Agriculture. If elected while teaching agriculture, that person
may continue through normal sequence of chairs as long as he/she qualifies for active membership. RATIONAL -This proposal
is designed to allow new members an opportunity to become familiar with the operation of the CATA before becoming an
officer at any level.
Action Taken
The above resolution was adopted at the 2016 CATA convention amending the current constitution establishing a minimum
experience level for all CATA officers thus reducing undue burden/expectations of less experienced (new) teachers. As a
result, Action Item #23 has been addressed and accomplished.

Plan Moving Forward:
Step 1- Gather members to help with the following. (Could be members on other curriculum related committees.)
Step 2-Develop a Job Description for a Curriculum Director. See if state staff have a job description on hand that can be
used and revised. (will email staff to see)
Step 3- Present Curriculum Director Position to CATA. Develop needs and wants and Pros and Cons of hiring a curriculum
director.
Step 4- Look at other action items that are related to curriculum development and the sharing of quality curriculum across
the state. See how we can work together to accomplish shared goals and action items.
Step 5- Look at budget constraints and develop a creative action plan that involves that sharing of quality curriculum
across the state if a director can’t be hired.
Step 6- Address curriculum related action items at CATA state conference. Curriculum needs and wants of members and
teachers needs to be addressed sooner rather then later. Established quality curriculum creates quality programs whether
you are a brand new teacher or a veteran teacher.
Needs/Issues Relating to Hiring a Curriculum Director: Twenty-one needs/issues have been identified and they will be
evaluated/considered through this continuing process of development.

Action item #32 and #28 have been combined into our action item. It has been determined that certification is
becoming a top priority with the CDE & CATA. Contact has been made between Dustin Sperling (CRAECP Grant)
and Carrie Phillips (Vision 2030 committee) to determine a new course of action to include certification
development for all three focus areas: Agriscience, Ornamental Horticulture and Agricultural Mechanics.
Invitation emails were sent out to Agriculture teachers in each of the focus groups on August 29, 2016. Once we
receive confirmations back from the focus group members we will be holding a meeting in the fall to begin
certification development. Certification for Floral has been underway for the last year, and a meeting will follow
this fall to finalize a level 2 certification with industry.
More committee members will be added as we move forward.

In combination with action item #7 a list of grants and funding opportunities will be created. At summer
conference we need to have a workshop that will assist teachers in not only knowing about the grants,
but helping teachers applying for them. I know there are lots of teachers that have filled out grants and
have been successful with those. We need to find an expert agriculture teachers or an outside person
that can come and present a workshop that has tips at filling out grants. These tips in addition to a list of
grants should help programs to fill their needs.

After meeting in SLO, and discussing the current certification work that is currently under construction, it
has been determined that this committee is in line with the objectives for 2 other committees.

Therefore, committee #32 will be grouped with Action Item #29 with the focus to “Explore, create, and
identify industry and AgEd approved certifications.”

Carrie Phillips will serve as the overall chair. Currently, there are some smaller committees of teachers
being directed to look into certifications with industry, as has already been started with the Floral
Certification.

These committees will likely meet this Fall to map out plans of action for those specific industry sectors.
