REASON
Corrects the flameout condition when the engine operating mode is switched from auto to manual
below 70% N2.
DESCRIPTION
This service bulletin transmits Pratt & Whitney Canada Service Bulletin PW500-72-30290, Revision 2
which installs a new hydromechanical fuel control unit.
COMPLIANCE
INFORMATIONAL. This service bulletin is for informational purposes only.
A service bulletin published by Cessna Aircraft Company may be recorded as “completed” in an aircraft
log only when the following requirements are satisfied:
1)
The mechanic must complete all of the instructions in the service bulletin, including the intent
therein.
2)
The mechanic must correctly use and install all applicable parts supplied with the service bulletin
kit. Only with written authorization from Cessna Aircraft Company can substitute parts or rebuilt
parts be used to replace new parts.
3)
The mechanic or airplane owner must use the technical data in the service bulletin only as
approved and published.
4)
The mechanic or airplane owner must apply the information in the service bulletin only to aircraft
serial numbers identified in the “Effectivity” section of the bulletin.
5)
The mechanic or airplane owner must use maintenance practices that are identified as acceptable
standard practices in the aviation industry and governmental regulations.
No individual or corporate organization other than Cessna Aircraft Company is authorized to make or
apply any changes to a Cessna-issued service bulletin, service letter, or flight manual supplement without
prior written consent from Cessna Aircraft Company.
Cessna Aircraft Company is not responsible for the quality of maintenance performed to comply with this
document, unless the maintenance is accomplished at a Cessna-owned Citation Service Center.

ACCOMPLISHMENT INSTRUCTIONS
1.
Prepare the airplane for maintenance.
A.
Make sure that all switches are in the OFF/NORM position.
B.
Disconnect electrical power from the airplane.
C.
(1)
Disconnect the airplane battery.
(2)
Disconnect external electrical power.
Attach maintenance warning tags to the battery and external power receptacle that have "DO NOT
CONNECT ELECTRICAL POWER - MAINTENANCE IN PROGRESS" written on them.
2.
Do the attached Pratt & Whitney Canada Service Bulletin PW500-72-30290 on both engines.
3.
Update the FAA Approved Airplane Flight Manual.
NOTE: The new configuration codes can not be used until P&WC Service Bulletin PW500-72-30290 has
been accomplished on both engines.
A.
(Airplanes -5002 thru -5372 that are using 56XFM Revision 12 or later.) Make sure that the pilots are
aware to use Configuration Code BC, BE or BG as applicable.
B.
(Airplanes -5501 thru -5560 that are using 56XFMA Revision 2 or later.) Make sure that the pilots
are aware to use Configuration Code AB.

This summary provides additional information for the flight crew regarding operational changes as a result
of accomplishment of this service bulletin. Please remove this summary from the service bulletin and give
it to the flight crew. This summary is informational only and does not supersede any information in the
FAA Approved Airplane Flight Manual.
•
The completion of Pratt & Whitney Canada Service Bulletin PW500-72-30290 will correct the flameout
condition that occurs when the engine is decelerated below 70% N2.
•
The transition from electronic engine control mode to manual mode causes a sudden drop in fuel pressure.
•
The drop in pressure causes the fuel pressure to be less than the deceleration minimum fuel flow limit.
•
The new hydromechanical fuel control unit has improved internal sealing which eliminates the pressure
drop when transitioning between auto and manual modes.

Problem
There can be an engine flame out in the operation range of 60% to 70% N2 (High
Pressure Compressor Rotor Speed) during the transfer from the engine electronic
control mode to the manual mode.

Cause
There can be a rapid drop of the fuel flow below the minimum deceleration flow
limit due to a sudden opening of the leakage paths by the transfer valve.
(3)
Solution
Replace the hydromechanical fuel control unit with a new one that has a better fuel
flow deceleration.

SPECIAL PROGRAM ALLOWANCE
PROGRAM NAME:
PW545A Fuel Control Unit (FCU) Upgrade.
APPLICABILITY:
PW545A engines in accordance with the Pratt & Whitney Canada Corp. (P&WC) Service
Bulletin (SB) 30272, 30277,30279, 30290.
PROGRAM DESCRIPTION:
This Commercial Support Program (CSP) offers assistance to the Operator to comply
with SB 30272, 30277,30279, 30290 PW500 FCU Upgrade.
PROGRAM DURATION:
This program will terminate on 31 December 2006.

COVERAGE:
This CSP offers:
Exchange parts and consumables listed under section 2D of the “REFERENCE
DOCUMENT” are available through this Commercial Support Program at a fixed price to
the operator, depending on engine operating hours.

An upgrade exchange price of $18,000* is offered for FCU with up to 2,500 hours
where the FCU is exchanged for the purpose of incorporating the modifications.
An upgrade exchange price of $25,000* is offered for FCU with up to 5,000 hours
where the FCU is exchanged for the purpose of incorporating the modifications.
Price is pro-rated between 2,500 – 5, 000 hours using the following formula:
Price = $18,000* +($2.80* x (FCU total time – 2,500)), to a maximum of
$25,000*. ( if FCU total time is not available, consider it is above 5000 hrs).
Operators who elect to participate in this program at an on-wing maintenance
event (e.g. Hot Section Inspection) are eligible to claim for 10 hour R&I labor
allowance.
* 2005 $USD Prices, subject to escalation.
Note: Units repaired under first run warranty will receive the upgrade modifications at
no additional charge.

ORDER INSTRUCTIONS:
For Operators
To obtain an exchange FCU, the Operator must submit a Purchase Order 30 days prior
to the date required to the address listed under "REWORK FACILITY”. Exchange units
will be shipped to the participating maintenance facility specified on the Purchase Order.
Please ensure that the engine model, engine serial number, engine hours/cycles
(TTSN/TCSN/TTSO) and this program number 1001189 are clearly indicated on all
documents submitted.
Please be advised that this CSP does not cover charges for repair of damage caused by
improper operation, improper maintenance, mishandling, induced failure or accident.
The Operator will be contacted by the rework facility with an estimate of any additional
charges should this occur, and the credit will be adjusted accordingly.
Should any additional charges be eligible for warranty consideration, a warranty claim
may be filed with P&WC Warranty Administration with the supporting documents.
P&WC owned or affiliated Service Centers (Shop)
If the Operator decides to have this CSP incorporated by a Shop, it is the Shop's
responsibility to verify with the Operator that the part covered by this CSP has not
already been ordered by the Operator. To obtain an exchange FCU, submit a Purchase
Order 30 days prior to the date required to the address listed under "REWORK
FACILITY”.
CLAIM INSTRUCTIONS:
For Operators
A warranty claim must be submitted through the source of supply (P&WC PDC or P&WC
Warranty Administration) for:
The 10 hours R&I labour allowance.
For Shops
A warranty claim must be submitted through P&WC Warranty Administration for: (HSI &
UR removals only)
The 10 hours R&I labour allowance.
The 2 hours of Administration fee
Please ensure that the engine model, engine serial number, hours/cycles
(TTSN/TCSN/TTSO) and this CSP number 1001189 are clearly indicated on all
documents submitted.
NOTE: Failure to comply with the preceding instructions may delay or void the warranty
claim and/or the offered CSP coverage. P&WC may refuse any claim for
coverage under this program that is received more than one hundred and eighty
(180) days after compliance with this program.
