Pacific Bell Wire Centers Deploying ADSL

Pacific Bell currently has 87 wire centers (limited geographic areas served by an individual Central
Office) in which it is deploying ADSL. Loop information regarding these wire centers has been loaded
into tables to facilitate electronic loop qualification.
CLECs utilizing Verigate or DataGate for pre-order may mechanically determine electronic loop
qualification within the identified Central Offices by entries in the RTZ field. The RTZ field provides a
loop length indicator as it applies to ADSL-capable loops in these specified Pacific Bell wire centers.
However, this information may be used to assist in qualifying other DSL technologies if applicable under
your current interconnection agreement.
Pacific Bell has divided ADSL loop qualification into the following categories:

“12”
This value indicates that ADSL service may be deployed on the loop between
the customer address and the local serving wire center and that the loop length is less than
12,000 feet. The Local Wholesale Customer may submit an order if they wish to purchase
the ADSL service. (Other DSL technologies may also be deployed on this loop.)
“17”
This value indicates that additional information is needed to qualify the loop
for ADSL service (or other DSL technologies) because the loop length falls between 12,001
and 17,500 feet. The CLEC should contact the Local Service Center (LSC) to request
additional information for this qualification. The LSC will request additional loop make-up
be made available to assist the CLEC in determining if the loop can be qualified for the
service they intend to provide their end user.
“18”
This value indicates that ADSL service is not available, meaning the loop
length is greater than 17,501 feet. If the CLEC feels that Pacific’s criteria are restrictive to
their individual technology, they may request additional information regarding specific loop
length and make-up from the Local Service Center (LSC). The LSC should also be
contacted if additional information for other DSL technologies is desired.
“BLANK” This value indicates that ADSL technology has not been deployed by Pacific
Bell at the local serving office serving this customer address. If you are providing any DSL

technologies in this office, contact your Account Manager. Upon written notification of a
CLEC’s intent to market DSL within a specific wire center, Pacific will update the tables to
provide similar electronic loop qualification within 60 days. Manual qualification of an
address marked as “blank” can be processed through the appropriate LSC.
CLECs not using Verigate or DataGate may contact the Customer Care Center in the LSC to request
manual verification for a specific address. The CCC will validate the address utilizing the same RTZ field
information. For online verification, the LSC may be reached on 1 800 458-4477. Select option #21 if
your ordering needs are served out of the south LSC or options #22 if your ordering needs are served out
of the north LSC. The same codes will be applicable. If you prefer to utilize fax for pre-qualification of
an address, send your request to 714 533-9815 (south LSC) or 415 979-9576 (north LSC).
Please note that pre-order qualification of the end user’s loop (either mechanically or manually) does not
reserve or guarantee the facility availability. A firm order must be received before facilities are reserved
and a Firm Order Completion returned.
Below is a list of current Central Offices where loops have been pre-qualified by Pacific Bell for ADSL
deployment.
