Reports from City Departmental Representatives • Atlanta Fire Department – Station 19 North Highland; Station 29 Monroe We have two main topics tonight - Christmas lights and trees - be sure trees are watered and unplug lights when you go to bed. We have had 2 house fires due to lights so far this season. Use surge protector plugs if you can. Fires have been down so far, so mostly dealing with paramedic calls. • Atlanta Police Dept. - Zone 6 - Major Peek, Capt. McGee; Zone 2 - Major Hobbs, Capt. Steeds Major Hobbs - Holiday plan put in place in Nov. is working and we are seeing reductions in crimes. We still see the typical things - car break ins, keys left in cars, etc. We are already planning for New Year’s Eve - we will go to 12 hours shifts to ensure adequate staffing. Please use designated drivers if you will be drinking - we will have plenty of enforcement out there to keep an eye on things. Major Peek - We have had a reasonable decrease in crime, we are pleased with that. Update on string of robberies - one camera has been added on Maiden Lane, trees and over growth has been cleared and lighting has been upgraded, heavily patrolling that area to keep things under control. Thanks to those who supported the Zone 6 toy drive as we were able to support all the needs and requests. Questions/Comments: What authority does an APD officer hired by a building have to ignore red lights, etc.? As soon as the officer steps into the intersection the officer is taking control of the intersection. There is a lot of severe tree cutting involved. They have stopped for a short period of time to re-evaluate the pruning due to contact to Mary Norwood’s office. Hopefully this will end with some improvement. Google’s pruning is different than the Georgia Power pruning, Google’s is more towards the middle of the tree which is more stressful for the tree. The supervisor for Google has agreed to attend our NPU meeting and discuss these practices. Fabiola Stokes will appear at January’s meeting. Issues have also been raised about AT&T and Verizon - they are doing the same type of pruning, but a bit spottier. There are many sub-contracted crews out there so it’s difficult to figure out who is responsible and what is going on. Jan. , 2016 The applicant seeks a variance to reduce the required frontage and setback from 50 feet to 6 feet (Lenox Road) and reduce the half-depth front yard set back from 25 feet to 6 feet (Sidney Marcus Blvd) to allow for a mixed-use storage facility as per Z-15-48. LMMNA: This lot is located at the northeast corner of Buford Highway and Lenox Road within 300 feet of LMM. The tract was recently rezoned to O and I (Office and Industrial) to allow for this use. The lot is quite steep and borders the North Fork of Peachtree Creek. The allowable building area is restricted by the stream buffer and the topography. However, it would seem that the applicant would have known about the severe topographical challenges prior to purchasing the property and seeking the zoning change. Application denied, 8-1. NPU-F: Motion to support the future decision on this property made by Pine Hills Civic Association carries 14-7. *This site is in NPU-B, but is within 300 feet of NPU-F, so they must attend both meetings. The property was rezoned from R-100 to O&I many years ago. Comments from applicant: Intersection of Buford Hwy./Lenox Rd./Cheshire Bridge Rd. This is the only vacant lot in this area. It has been rezoned for O&I. It is a 3.5 acre site but with only a little over 1 acre of useable space. The north fork of Peachtree Creek comes through the site, a sewer line comes through the site, and there is a lot of rock and steep slope here. A self-storage facility is being proposed, 5 stories tall, designed to look like an office building. We have worked with the Pine Hills Civic Assoc. to design this in a way that they approve of. It will include a street scape. But to do this, we need these variances. Ingress/egress is off of Lenox Rd. and Buford Hwy. Due to the new residential construction in this area, the demand for self-storage is high. Apartment buildings that are proposed for across the street will be higher than this proposed facility. This will be 4 stories above ground. How many units will it contain? It will contain 600 storage units. What about the stream buffer? The apron will encroach into the stream buffer a small amount on the Lenox Rd. side, but we have added additional stream buffer in other areas to make up for that. A stream buffer variance will be needed. The closest we get to the stream is roughly 60-65 feet, so the encroachment is small. What is the buildable footprint? Without the variance it’s about 12K land available. With the variance it’s about 20K. Will there be truck rentals? No Sidewalks? There is an existing sidewalk and we will landscape from sidewalk to building. What has Pine Hills decided? They will decide in the morning. NPU-B? Their meeting is in two weeks. How many parking spaces? 14 required outside, and under building for loading. Will any other variances be needed? No (There was legislation earlier this year sponsored by Councilmember Shook that wanted to add self storage to O&I and when it came through the NPU, we were not sure what the point of that legislation was. This is the point of that legislation.) LMMNA Comment: This would be the 3rd self-storage facility in this area, and while we don’t have a big problem with the type of facility, we object to trying to shoe horn this on to this site. We did not hear from the applicant on this, but we consulted with Pine Hills, and it is in our purview to weigh in on this. Zoning Chair Comment: NPU typically defers to the NPU which has over sight of the site. NPU-B covers much of Buckhead, Brookhaven, and south on Peachtree to W. Wesley/Peachtree Battle area. Not only have they both tirelessly served their community for decades, but their leadership in support of NPU F has been a model for other Civic Association board members. Whether it’s defending the Comprehensive Development Plan, leading a discussion group for a an innovative change to the zoning ordinances or documenting the rich history of the Virginia-Highland neighborhood, they are present – offering opinions, solutions or advice on how to reach and teach neighbors on how the past, present and future will impact the community. Visit The City of Atlanta Web Site – www.atlantaga.gov 11 NEIGHBORHOOD PLANNING UNIT - F Lola's recent efforts on the Virginia Highland Civic Association Planning and Historic Preservation Committees spearheaded the preservation movement to “save” historic Fire Station #19 which is now a funded project of the Renew Atlanta Infrastructure Bond. Further, the committee successfully listed the Virginia Highland neighborhood on the National Register of Historic Places; an impressive accomplishment, indeed. Jack's tireless work on our Neighborhood Commercial legislation, Beltline planning, zoning enforcement, parliamentary procedures and land use planning have made him a resource without peer in our council district. Although much of their work is in the background, you will find them both at the annual Virginia Highland Summerfest, our Tour of Homes, and managing the logistics at large neighborhood and NPU meetings. Great neighborhoods are made up of great neighbors and NPU-F is pleased to honor Lola Carlisle and Jack White for their many contributions to the neighborhood, council district, and NPU.
