Application For Collector Vehicle Status
General Information — Applying for Collector Vehicle Status
To qualify for Collector Vehicle Status:
1.
your vehicle must meet all eligibility criteria in this application, and
2.
pages 1, 2 and 3 of this application must be completed and submitted.
Complete the steps below by ticking the applicable boxes in each section of the Criteria to confirm your vehicle’s eligibility.
In this application, “vehicle” means motor vehicle or motorcycle. ICBC reserves the right to apply additional eligibility criteria
when determining a vehicle’s Collector Vehicle Status in accordance with the Motor Vehicle Act Regulations. There is no fee for
this application.
Eligibility Criteria
STEP 1 — Confirm Vehicle is Stock or has Approved Parts and Accessories

Note: Non-stock vehicles that have parts and accessories not listed on the Approved Parts and Accessories List on page 4 are not
eligible for Collector Vehicle Status.
STEP 2 — Confirm Vehicle Age Requirement

15 years old — Limited Production Vehicle (see definition below), or
15 years old — Discontinued Vehicle (see definition below).
Definitions:
Limited Production Vehicle is one of no more than 1,500 of that make and model (not edition) produced worldwide by the
manufacturer for that model year.
You will need written proof from the manufacturer on it’s letterhead identifying the total number of vehicles produced worldwide.
The letter must also indicate the make, model, and model year of your vehicle and quote the full vehicle identification number (VIN).
If a letter outlining the worldwide production numbers for the vehicle cannot be obtained from the manufacturer, you will need to
provide other proof that is acceptable to ICBC that clearly demonstrates the worldwide production numbers.
Discontinued Vehicle is one where the manufacturer that owns the “trademark” or “make” of that vehicle has ceased manufacturing
vehicles of any kind for at least the last five years. You will need to provide proof that’s acceptable to ICBC.
Note: Only vehicles manufactured by recognized manufacturers that are or have been engaged in the regular production of new
vehicles are eligible for Collector Vehicle Status. Replicars, replikits, modified cab/chassis, kit cars, vehicles with an aftermarket body
not manufactured by the original manufacturer, and motorhomes are not eligible.

STEP 3 — Confirm Vehicle Condition Requirements

Vehicle exterior — My vehicle has no dents, paint blemishes, bubbling, chips, rust, or visible primer, and my tires are similar
to the size and appearance of the original tires. Body repairs to the vehicle are completed according to professional practices
and standards. If there is a convertible top it is not damaged and in good working order.

Engine compartment — My engine is stock for the model and year of the vehicle. There are no performance enhancements. It is
clean, and all permitted engine “dress-up” is era correct.

Vehicle interior — My vehicle’s interior is in excellent original or restored condition with no tears, stains, or significant wear and
tear and is neat and clean. If the vehicle is in original condition, minor neat repairs to the original upholstery are acceptable.
□
Stickers and advertising — My vehicle has no stickers or advertising of any kind. Exceptions are allowed to show affiliation with
a collector vehicle club or for original dealer nameplates or decals that were dealer or factory installed.
STEP 4 — Confirm Vehicle Use Requirements and Declare General Transportation Vehicle

My collector vehicle will be used solely for pleasure purposes and will not at any time be used for driving to or from or part way
to or from work or school.

I own or lease a non-collector vehicle or am the assigned operator of a company vehicle that is registered, licensed and insured
in B.C. as my general transportation vehicle.
Note: If you do not meet the above, you may still display collector plates on your vehicle, but your collector vehicle must be rated
for pleasure use only, and must not at any time be used for driving to or from, or part way to or from, work or school. Please contact
Specialty Licensing Programs as provided at the top of this application for further information.
STEP 5 — Photograph Your Vehicle — Read This Section Carefully
*** POOR QUALITY PHOTOGRAPHS WILL RESULT IN YOUR APPLICATION BEING RETURNED WITHOUT REVIEW.***
Please visit the collector vehicles webpage at icbc.com for examples of good quality photographs.
All photographs, including digital images, must be taken within 3 months of mailing your application and be:
• clear and detailed
• a minimum size of 4" x 6"
• in colour
• printed on glossy paper
• high resolution and unaltered
Note: You will be required to provide additional close up photographs if the photographs you submit do not provide clear detail of
your vehicle’s condition.
A. Motor Vehicle Photographs
Colour photographs of the following (minimum 11 photographs in total):
Exterior
• entire front view
• trunk with lid open (or tailgate down)
• entire rear view
• engine compartment
• entire right side (may require two or more photographs)
• if convertible model, convertible top up
• entire left side (may require two or more photographs)
Interior
• entire dashboard (including radio and steering area)
• driver’s side floor (loose floor mats removed)
• all seats (non-factory seat covers removed)
• headliner
B. Motorcycle Photographs
Colour photographs of the following (4 photographs in total):

STEP 6 — Complete Your Personal Details and Broker Information
If your application is approved, a plate will be sent to the broker noted below. If we don’t have all of this information, we won’t know who to send your plate to.
If the plate is not issued within 90 days, the broker will return the plate to ICBC.

STEP 7 — Complete Statement of Applicant
For Licensing Purposes:
I declare that:
1. I am a resident of British Columbia, and
2. the vehicle described above:
a) is in, and will remain in, a condition that makes it of significant value to a collector or exhibitor of motor vehicles by adhering to the
requirements provided in step 3.
b) has been maintained or restored, and will remain in, a condition which conforms to the vehicle manufacturer’s original specifications
with the exception of upgrading of brakes, headlights and the installation of seatbelts, safety glass or other items satisfactory to ICBC.
c) i) is at least 25 years old, OR
ii) is at least 15 years old and
(A) is a “Limited Production Vehicle” (see definition in Step 2), or
(B) is a “Discontinued Vehicle” (see definition in Step 2).
d) when licensed as a collector vehicle, the vehicle will be used solely for pleasure purposes and will not at any time be used for driving
to or from or part way to or from work or school.
For Insurance Purposes:
I declare that when the vehicle described above is licensed and insured as a collector vehicle at the reduced collector vehicle premiums:
a) it will be used solely for pleasure purposes and not for driving to or from, or part way to or from, work or school, and,
b) I own or lease another licensed non-collector motorcycle or other motor vehicle, or have a licensed non-collector motorcycle or other
motor vehicle as a company assigned vehicle that is insured for general transportation purposes in one of the following rate classes
001, 002, 003, 004, 005, 007, 011, 012, 013, 014, 015, 017, 021, 022, 023, 024, 027, 310 to 314, or 320 to 324.
WARNING — INSURANCE COVERAGE AND CONTINUED ELIGIBILITY IN THE COLLECTOR VEHICLE PROGRAM
1. Insurance coverage may be forfeited if the vehicle described above:
(a) is used contrary to the statements made above under "For Insurance Purposes",
(b) has been modified beyond the safety modifications permitted above,
(c) does not conform to the manufacturer's original specifications and has any aftermarket, non-factory options or accessories installed
other than those permitted in the Approved Parts and Accessories List (page 4),
or
(d) has not been maintained and is not in a condition that makes it of significant value to a collector or exhibitor of motor vehicles.
2. If these conditions are not met, I understand that the vehicle will not be eligible for collector vehicle status and the collector vehicle insurance
rate class and that I must immediately contact an Autoplan broker to obtain appropriate licensing and insurance for my vehicle.
I acknowledge that if my vehicle is modified at a later date and does not continue to meet the condition standards as I have indicated
above, or is used for more than pleasure purposes at any time after the initial application and approved as a Collector vehicle, my vehicle
is no longer considered to be eligible for the Collector Program.
I acknowledge that if my vehicle is approved for Collector Vehicle Status, I must continue to maintain my vehicle in the same condition as
the date of approval regardless of age at all times during the original and each subsequent licence/insurance policy term.
In signing this application, I declare that all the foregoing statements are true, and that I make these declarations with the intention that the
Insurance Corporation of British Columbia will rely on the same.

Wheels and Tires

• change your wheel size (not more than one inch taller and wider)
• upgrade your tires from bias ply to radials
• install era correct wheels and hubcaps
Fuel System
Yes you can…
• change your intake manifold (must not be a high rise)
• change your carburetor (must be same size as originally equipped or
provided as a factory option for that model and year)
• upgrade your mechanical fuel pump to electric
No you can’t…
• change your fuel system from that originally equipped
• change from carburator to fuel injection
Electrical
Yes you can…
• add an electronic ignition
• add an electric cooling fan
• upgrade your generator to an alternator
• upgrade your electrical system from 6 volts to 12 volts
• add an alarm system, immobilizer, flashing alarm light or a GPS
monitored alarm system
Body and Paint
Yes you can…
• refinish your vehicle with a base coat clear coat paint system
• change the colour of your vehicle to any colour offered by that
manufacturer for that model and year (all inner body panels and fire
wall originally paint matched to the exterior must also match exterior
colour change)
• add an aftermarket era correct sunroof
• add an era correct roll bar to a convertible
No you can’t…
• install a roll cage
• have custom paint work or custom stripes
Motorcycles
Yes you can…
• add era/period correct:
highway pegs, windshield, saddle bags, rear racks, trailer hitch,
extra lighting and reflectors
• install aftermarket exhaust that meets factory specifications
and appearance
No you can’t…
• install S & S performance carburetor on your Harley Davidson
• have custom paint work or custom stripes — and the motorcycle
must have all original decals/logos
• install aftermarket seat(s)
• have any damage — rust, dents, scrapes, faded paint, tears on seat
Brakes

• upgrade your drum brakes to disc brakes*
Lights and Lamps

• upgrade your headlights, brake and fog lights with era correct DOT
approved halogen lights or add a third brake light
Exhaust

• upgrade cast iron to steel ceramic coated headers
• replace the exhaust system with one that is similar to that provided
by the original equipment manufacturer
• replace exhaust system to stainless steel
Engine Compartment

• add era correct engine dress up kit and valve covers

• upgrade your steering to power steering or rack and pinion*
• upgrade your suspension with new shock absorbers

• raise or lower your vehicle by more than one inch/2.5 cm
• add ladder bars, traction bars or shackles
• change your leaf springs to coil springs
Interior and Upholstery
Yes you can…
• install an era correct aftermarket radio/tape player (model year
vehicles 1987 and newer may have era correct CD players)
• upgrade your radio and speakers with modern functionality as long
as they are visually indistinguishable from the radio and speaker
system originally installed
• install aftermarket temperature, oil pressure and voltage gauges
(must be era correct, e.g. black background only)
• install an era correct aftermarket tachometer (e.g. no oversized
tachometer with lights)
• reupholster your seat/interior so long as the material/fabric matches
that originally installed

• change an analog radio with a radio with a digital face
• add aftermarket hidden audio equipment (e.g., subwoofer, amplifier,
CD changer, etc.)

• install a bicycle rack, trailer hitch or an era correct canopy or camper
• upgrade to stainless steel brake and fuel lines

• install an aftermarket window tint
• add steel braided hoses or cables (other than brake and fuel lines)

* Requires a passed inspection certificate from a Provincial Designated Inspection Facility to demonstrate design change is installed correctly.

STATEMENT OF LIMITATION
The information on this application, pages 1 – 4, is current to the latest version of the Insurance (Vehicle) Act (and Regulations) and Motor Vehicle Act (and Regulations). If there is any
conflict between the acts or regulations and the information on this application, the acts or regulations will govern.
ICBC may require an inspection for motor vehicles that have been altered by design changes other than those established by the manufacturer of the vehicle.
