2011 Annual Report
Welcome to Worthington
The City of Worthington is bringing life to business and our residential
community through a number of exciting projects and initiatives in 2012. We
are pleased to highlight these as well as share accomplishments of the previous
year through this Annual Report.
There are certainly signs in Worthington that the economy is stabilizing. Our
primary revenue stream for City services – the income tax – has increased since
2010. While this is largely due to the o.5% increase approved by Worthington
voters, there are also signs that business growth has returned. As new
development and redevelopment continues to take place as outlined in our
Comprehensive Plan, we remain mindful of the importance of maintaining the
integrity of our character and the identity of Worthington that is so important to
the historic culture of this community.
The City continues to focus on ensuring high quality services, facilities and
infrastructure for our citizens. You can see this with the new Godown Road Dog
Park and renovations to the Indianola Park Playground, as well as a variety of
improvements to basic infrastructure – water and sewer lines – throughout the
community.
We will continue to be cautious with expenditures in the coming years. We
will also likely continue to discuss and make operational reductions as we face
revenue cuts imposed by the State of Ohio. Our approach to these has and will
continue to be thoughtful and deliberate. We will continue to remain focused
on the needs of our citizens and customers as the bottom line for such decisions.
We believe that our true wealth resides in the people of this community. We are
constantly amazed at how many of you selflessly volunteer to make it a better
place. This, more than anything, makes Worthington and its neighborhoods an
exciting and wonderful place to live.

Two new members were elected and joined five incumbents on the City
Council in 2012. Doug Smith was elected to a four-year term while Rachael
Dorothy was elected to complete the final two years of a vacant seat.
The City Council continually works to insure quality city services and
infrastructure, provide support for a strong Worthington economy, maintain
and enhance the City’s fiscal health, encourage healthy neighborhoods,
consider sustainability when making decisions and promote the community.
In addition to these ongoing areas of focus, the City Council pursued a
number of initiatives in 2011, which included:
• Entered into a dialog with representatives of the Village of Riverlea
regarding the proposal for Riverlea to become a part of the City of
Worthington and placing the issue on the ballot for voters to decide.
• Supported the redevelopment of the former Dalt’s restaurant
space and adjacent office building into a new headquarters for
Insight Bank.
• Enhanced the bicycle-friendliness of the community by approving the
installation of bicycle racks in Old Worthington and the city facilities.
• Adopted the Wilson Bridge Road Corridor Study to guide redevelopment
along Wilson Bridge Road.
• Approved development plans for the Shops at Worthington Place.
• Accepted a bid from Local Waste Services for solid waste collection services
that will save the City approximately $100,000 per year.
• Passed consent legislation in support of the I-270 and US 23 (High Street)
interchange improvements, including aesthetic improvements to enhance
the appearance of the interchange.

The employees of the City of Worthington are a group of professionals
dedicated to providing an exceptional quality of life for this community and
its citizens.
The Department of Administration offers support services for both residents
and City staff in six key areas: City Clerk’s Office, Economic Development,
Management Information Systems, Mayor’s Court, Personnel and Public
Information.
2011 Highlights:
• The City developed and launched a new website that provides greater
functionality and interaction and updated the City’s logo and print
materials.
• Provided information and support for the Riverlea-Worthington
Annexation Commission.
2012 Goals:
• Transition all City departments to one telephone system and an integrated
computer network.
• Upgrade Fire Division software.
• Evaluate agenda and document management systems and initiate a
plan for implementation to streamline the City’s records management
processes.
• Initiated the second stage of the Wilson Bridge Road Corridor Study.
• Implement an intranet to enhance coordination and communication
internal to the City organization.
• Implemented technology upgrades in Finance, Parks and Recreation and
Public Safety.
• Review the City’s use of health insurance benefits
and evaluate options.

Economic Development
The Economic Development function
seeks to facilitate a strong, sustainable and
vibrant commercial sector in Worthington.
By employing economic development “best practices” to strengthen the City’s
business community, we can ensure a stable tax base exists now and into the
future from which the City can fund its services to residents.
Our economic development activities include working with new businesses that
want to locate in our community, meeting with existing businesses to ensure
they stay and grow in Worthington, cultivating relationships with developers
and investors to re-invest in the City’s commercial buildings and properties, and
interacting with the region’s economic developers to share Worthington’s story.
2011 Highlights
• The City attracted the headquarters of Insight Bank to redevelop and occupy
formerly vacant restaurant and office space next to the Shops at Worthington
Place. This project, along with the City’s continued support for the
investment occurring at the Shops at Worthington Place, demonstrates our
focus on redeveloping and repositioning the corner at West Wilson Bridge
Road and High Street for future success.
• The City gained commitments from several of its leading businesses to
add jobs and investment to their operations in Worthington. Diamond
Innovations, Mediu LLC, Mettler Toledo, and Prosper Business Development.
City Council approved the long-term study of the Wilson Bridge Road Corridor
to help guide future redevelopment of this key commercial area of the City.
• The City instituted regular reporting to track commercial building vacancies,
rental rates, and other data in comparison with other Central Ohio
communities to help the City better understand Worthington’s business
environment.
• The City interacted with developers, property owners, brokers and real
estate financiers to attract interest in Worthington’s inventory of commercial
properties. The City hosted site tours, gave large group presentations
and approached stakeholders to promote Worthington’s high quality
transportation access, City services and visibility.
2012 Projects
• The City will develop a procedure to implement recent changes in Ohio liquor
laws that allow Worthington to help create additional permits for restaurants
and other food businesses as part of our redevelopment efforts.
• The City continues to work with other cities around the region to develop
plans on how to best attract new businesses into Central Ohio and limit the
resources dedicated to companies moving around the region.
• As always, the City places a high value on attracting new business to
Worthington and meeting with existing businesses to support their efforts to
grow and thrive in place.

Parks & Recreation
It is the mission of the Worthington Parks and Recreation Department to
enhance the quality of life in the Worthington community through the proactive
development and operation of comprehensive facilities and program services.
Key Accomplishments for FY 2011:
• Facilitated the design and construction of the dog park at Godown Park in
partnership with the City of Columbus and W.O.O.F.
• Continued the development of marketing initiatives to encourage memberships
at the Community Center including the creation of a Corporate Membership
Package, a professional marketing analysis, review and recommendation,
increased exposure through Facebook, Twitter, and other initiatives like
Groupon, and various facility improvements.
• Expanded summer camp options for parents to include before and after care for
working parents.
• Worked in partnership with Sustainable Worthington to improve the Moses
Wright Nature Area by restoring the park’s natural habitat by removing nonnative plant species (honeysuckle and garlic mustard).
• Continued development of a targeted sponsorship program for Council Review.
• Worked with other City staff to manage the facility improvements at the
Griswold Center and the Community Center, including the major Curtain Wall
replacement project.
• Worked with residents to select and arrange for construction of a new
playground at Indianola Park.
Key Objectives & Goals for FY 2012:
• Implement a set of Sponsorship Guidelines for staff after Council review.
• Restart work with the Parks and Recreation Commission on the Vision 2020
plan.
• Implement staff reorganization to further emphasize marketing and
community outreach for the Community Center and the Department and to
accommodate reductions in staffing.
• Create and implement a Customer Service Program in the Department
including training for all staff.
• Finalize construction and in-house work to open the Dog Park in the late
spring/early summer.
• Continue marketing initiatives including expansion of Corporate Memberships,
implementation of outreach events to increase exposure and awareness of
facilities and programs, and improved communications via social media, the
new City website, and registration software direct e-mail.
• Evaluate and make recommendations in cooperation with the Wilson Bridge
Road Corridor Study on Olentangy Parklands
and McCord Park improvements, public
spaces/pedestrian access along the corridor,
and help seek potential funding from grants
and/or other sources.

Public Service
The Department of Public Service is responsible
for providing efficient and quality maintenance
services to the residents of Worthington.
The Department performs snow removal, leaf collection, street cleaning
and maintenance, sewer and drainage services, traffic control, and grounds
maintenance. In addition, the Department assists with community events,
manages the solid waste collection services, and keeps the City operating
smoothly by maintaining all City vehicles and maintaining all City buildings.
2011 Major Department Accomplishments:
• Completed the annual requirements of the City’s EPA storm water
management permit.
• Continued the development of programming pertaining to Ohio EPA
requirements for Sanitary Sewer Management.
• Prepared bid documents and publicly bid solid waste collection and recycling
processing services for fiscal year 2012-2016.
• Managed the City’s Solid Waste Collection Contract with Rumpke of Ohio,
Inc.
• Developed and maintained City aesthetic initiatives including the hanging
basket program, state route and north corporation landscape maintenance,
US Flag displays, and Central Business District(CBD) Holiday decorating.
Maintained the CBD Streetscape sidewalks and hardscape.
• Continued management and removals of emerald ash borer affected trees.
Began a 5 yr. demonstration project in cooperation with Valent Corporation
and Davey Tree Service to treat 220 Ash Trees with in an effort to reduce/
eliminate the effects of the emerald ash borer.
• Received bids for rock salt through the Cooperative Purchasing Program at
only a slight increase in pricing compared to the prior year.
• Transitioned to a new Fleet Manager and Fleet Maintenance Technician after
the retirement of the Fleet Manager.
• Assisted in data collection and analysis related to the potential for Riverlea
annexation.
Department Goals and Objectives for 2012:
• Continue to develop a Building Management System to assist in the
evaluation of building maintenance and budgetary needs for all City
buildings.
• Continue implementation of the requirements of the Ohio EPA regarding
sanitary sewer system management.
• Continue development and implementation of the requirements of the City’s
Storm Water Management Program.
• Manage the transition of a new multi-year Solid Waste Collection agreement.
• Finalize installation of comprehensive bicycle parking in the Central
Business District.

Crews will collect leaves citywide each week as staffing and weather allow.
In order to make sure your leaves are collected, have them raked to the curb by Monday morning of each collection week.

Division of Fire & E.M.S.
The Division of Fire and Emergency Medical Services provides emergency
response for Worthington, Sharon Township, Perry Township and the Village of
Riverlea. The Division is staffed with 38 full time firefighters. The mission of
the organization includes emergency response to fire, medical, rescue, chemical
and weather related emergencies, building safety inspection, plans review of new
and remodeled buildings, public education and emergency management.
2011 Accomplishments:
• Provided timely, efficient and quality responses to all requests for services
from our residents.
• Implemented an Electronic Emergency Medical Service Quality
Improvement / Assurance Program.
2012 Objectives and Goals:
• Continue to provide timely, efficient and quality responses to all requests for
services from our residents.
• Examine and make recommendations to our current deployment model to
make the Division more efficient in the future.
• Explore the options available for future emergency medical vehicles for the
Division, considering patient care, mechanical reliability and cost.
• Continue to work with the Division of Police to standardize communications
operations in order to provide more reliable data.
• Certified all Division Officers as Incident Managers.
• Work with our Medical Director, Dr. Douglas Rund, and fellow OSU
Physician, Dr. Michael Sayre, to revise the Division’s Medical Protocols.
• Continued to work with the Communications Center Supervisor to expand
joint training opportunities between the Communications Center Staff and
the Division of Fire.
• Seek out operational partnerships in the

Engineering
The Department of Engineering consists of two divisions, the Division of
Engineering Planning and Services and the Division of Building Regulation.
The Division of Engineering Planning and Services administers the Capital
Improvements Program and Comprehensive Plan for the City, maintains record
drawings of plats, streets, utilities and City buildings and provides engineering
support for other City departments. The Division of Building Regulation issues
building and related permits, performs building and property maintenance
inspections and provides administration and enforcement of building and zoning
codes. The Department of Engineering is located at 374 Highland Avenue.
Major Capital Improvement Projects Completed in 2011:
• 2011 Street and Sidewalk Improvement Program, including the repair and
resurfacing of selected residential streets and sidewalks throughout the City.
• West Wilson Bridge Road Resurfacing , including the resurfacing of West
Wilson Bridge Road from High Street to Olentangy River Road. The project
was funded by the license tax.
• Community Center Window Replacement.
Major Capital Improvement Projects Planned for 2012.
• 2012 Street and Sidewalk Improvement Program.
• Huntley Road Resurfacing Project from Dublin Granville Road to Schrock
Road. The project will be funded by the license tax.
• Kenyonbrook Siphon Removal Project, which includes the replacement of a
1920 vintage section of a major trunk sewer and includes replacement of the
existing siphon sewer crossing of Rush Creek.
The Division of Building Regulation provided plan review, administration and
inspection services for 1,540 permits during 2011. Valuation of construction in
the City during 2011 was $21,378,573. The Division investigated 408 reports of
violation of the property maintenance and zoning codes.

The Worthington Division of Police is a 24/7
operation that provides the community a
proactive approach to preventing crime and
enhancing the quality of life for our citizens. The Division is divided into two
bureaus: The Patrol Operations Bureau and the Support Services Bureau, each
working in concert to accomplish our common goal of providing exceptional
service. We are always mindful of our core values while we perform our daily
tasks.
2011 Highlights:
• The Division of Police in conjunction with the Griswold Center formed
Seniors and Law Enforcement Together (SALT) to provide a resource for
senior citizens.
• The Division of Police created a Citizens Police Academy Alumni Association
to develop a volunteer base to assist the Division with its community
programs.
• Patrol operations personnel put together a multi pronged approach to reduce
accidents at the intersections of Wilson Bridge Rd. and High St. and SR 161
and High St.
• In an effort to identify and combat a growing opiate addiction problem in the
central Ohio area, the Division formed relationships with several community
and business groups to form a drug alliance coalition, Drug
Safe Worthington.
2012 Goals and Objectives:
• Explore means to communicate with the community during emergency
situations as well as during events that affect the community.
• Work with the schools to coordinate response plans and review lockdown
procedures.
• With the mission of providing the best possible service to the community
at a cost effective means, we propose to evaluate the feasibility of a shared
communication center.
• Continue with our crime prevention plan by identifying problem areas and
educating the public on crime prevention.
• Continue our efforts to decrease traffic crashes,
identify high crash locations and causative
factors.

Finance
The Department of Finance is responsible for the financial management
and safeguarding of public funds for the City. The tasks and duties of this
department include all accounting and financial management functions for
the City, including financial statements, budgeting, audits, risk management,
investments, debt issuance, accounts payable, receivables and payroll.
The Department of Finance was responsible for the fiscal management of
approximately $32 million dollars of public funds during 2011. The City of
Worthington contracts with the Regional Income Tax Agency (R.I.T.A.) to
provide municipal income tax collection services. Income tax registration and
on-line filing is available through www.ritaohio.com.
2011 Highlights:
• General Fund revenues exceeded expenditures by $1,252,356 or 5.44%
• General Fund revenue was above 2010 collections by $2,542,841 or 11.69%,
primarily due to the increase in the income tax rate.
• General Fund expenditure levels tracked at 98.74% of appropriations for
2011, which reflects the continual efforts made to maintain current service
levels through efficient and conservative uses of our resources.
• General Fund expenditures totaled $23,042,647. Expenditures for all funds
totaled $31,670,929.
• Revenue for all funds totaled $32,468,184 which was $5,207,772 or 19.10%
above 2010 total revenue.
• Revenue for all funds exceeded expenditures by $797,255 or 2.52%.
• $5,195,000 was allocated for Capital Improvement Projects.
• Continued building adequate General Fund reserve balances through
allocating income tax revenues as follows: 80% General Fund, 13.6% General
Fund Reserves and 6.4% Capital Improvement Fund.
• Implemented software upgrades to enhance processing efficiencies.
2012 Goals and Objectives:
• Continue to monitor and further secure fund balances consistent with the
General Fund Carryover/Reserve Balance Policy.
• Seek opportunities for grants, partnerships and other cooperative programs to
increase funding or reduce direct expenses for services.
• Further develop budget and other finance documents for recognition of
Excellence in Financial Reporting through the Government Finance Officers
Association (GFOA).

Mayor’s Court & Law
Harvey S. Minton is appointed by Worthington City Council to serve as Mayor of
the City. Mayor Minton is an attorney with offices in Worthington. He has been
a resident of Worthington since 1986. Mayor Minton’s primary responsibility is
the administration of Mayor’s Court. The Mayor is appointed by City Council for
a two year term, and presides over many civic functions as the ceremonial head
of the community. The duties of Vice-Mayor are fulfilled by James J. Lorimer.
2011 Highlights:
• Increased information available to users on the Court’s web page.
• Determined the need exists for a diversion program for people who have
suspended driver’s licenses.
• Joined discussions with representatives from central Ohio communities
regarding the possibility of shared serves among the mayor’s courts.
• Reviewed policy on issuing warrants for certain types of cases.
2012 Goals and Objectives:
• Finalize provisions for Driver’s License Diversion Program.
• Analyze Schedule of Fines and Bonds for changes to list of offenses which
can be paid through the Traffic Violations Bureau.
• Convert to case management software.
• Review policy on continuances for cases processed by the traffic violations
bureau.
• Review and update records retention schedule.

Vice Mayor James Lorimer
The Department of Law works primarily in support of City Council, Boards
and Commissions, and the City Manager and his staff. In 2011, the Law
Department accomplished a number of goals and objectives, including:
• Providing extensive research analysis and consultation related to the
proposed annexation of the Village of Riverlea.
• Providing legal services and responding to members of City Council, Boards
and Commissions and the senior administrative staff.
• Continuing work on matters pertaining to economic development activities.
• Providing continued support to the Community Improvement Corporation
for the development of the Kilbourne Memorial Library on the Village Green.
• Providing on-going legal advice and consultation related to collective
bargaining.
• Supporting City Economic Development Team initiatives related to the
Shops at Worthington Place and the use of Tax Increment Financing.
Goals and Objectives for FY 2012:
• Continuing advice and consultation to the City staff and officials.
Preparing and implementing the Department of Law Work Plan.
• Review and revise City Council procedures.
• Research for and participation in a group to prepare a conflict of interest
questionnaire for elected officials.

The Healthy Worthington Resource Center & Food Pantry, Inc. provides

North Community Counseling Centers, Inc. is operated in collaboration with

Partners for Citizenship and Character
PCC is a not-for-profit grassroots organization with the goal of being a
catalyst for the development of citizenship and character among individuals,

Worthington International Friendship Association
The Worthington International Friendship Association (WIFA) fosters
intercultural friendships through special events, delegation exchanges, and
educational programming. In 2009, the Cities of Worthington and Sayama,
Japan celebrated their 10th anniversary as sister-cities. Since first establishing
their friendship in 1993, hundreds of citizens, sports teams and city officials
have visited each other’s countries to develop a mutual understanding. WIFA

Worthington Chorus
The Worthington Chorus is a 50+ member
mixed-voice chorus that was founded in 1976. The Chorus performs two major shows each year: a traditional fall concert and a revue-style musical theater

Leadership Worthington
Leadership Worthington is proud to announce and to celebrate
its 21st year (2011) of challenging leaders to succeed. Our
programs concentrate on continuing many leadership initiatives
and development for interested adults, high school students
and 8th graders, who live or work in the Worthington School
District. Our connections with local Worthington businesses and
community organizations continue to play out our Mission: Helping to create
a better Worthington area community. Annual events include the Spelling Bee,

Northwest Counseling Services
The Northwest Counseling Services Older Adults Program provides a variety of
in-home supportive services for older adults and their families. Services include:
assessment of individual needs; home-based counseling for personal or mental
health problems; linking older adults with needed health or social services;
providing transportation for shopping and medical appointments; housing
options counseling; and helping older adults plan for future needs. Professional
social workers, supplemented by community volunteers, provide services. In
addition to one-on-one services, our program also offers a Low Vision Support

Lifecare Alliance
Formed in 1898, LifeCare Alliance is Central Ohio’s first in-home health care
agency, Ohio’s first agency to provide visiting nurses, and the nation’s second
agency to deliver Meals-on-Wheels. LifeCare Alliance is a not-for-profit
organization that provides a comprehensive array of health and nutrition
services to older adults and chronically ill or homebound residents of Central
Ohio through its signature programs: Meals-on-Wheels, Senior Dining Centers,
Wellness Centers, Help-at-Home, Visiting Nurses, Columbus Cancer Clinic,
Project OpenHand-Columbus, and Groceries-to-Go. The Agency’s mission is

Worthington Historical Society
The Worthington Historical Society is a nonprofit
organization dedicated to preserving Worthington’s history and educating the community to help
