Scope of this report

Low Impact Development Consulting was instructed to provide a review of the daylight performance of the proposed Aged Care development at 70-88 Greville Street & 42

Charles Street, Prahran.

Investigations, research & assumptions

The areas of concern in relation to the subject development include daylight ingress.

The nominated guidelines for daylight analysis by Stonnington City Council Planning

Scheme Clause 22.05, BESS best practice guidelines are used. The following documents were reviewed and inform this report:

Built Environment Sustainability Scorecard (BESS) – Indoor Environmental Quality (IEQ)

Daylight Access (Living rooms and Bedrooms) and Deemed To Satisfy (DTS). As per BESS

80% of the total dwellings need to achieve the BESS best practice criteria.

Detailed daylight modelling results are included in Appendix A and B.

Methodology

1.

All dwellings (rooms, studios and apartments) are first assessed against the Built

Environment Sustainability Scorecard (BESS) Deemed to Satisfy (DTS) criteria.

2.

The non-complaint dwelling spaces are then assessed against the Built Environment

Sustainability Scorecard (BESS) Indoor Environmental Quality (IEQ) Daylight Access

(Living rooms and Bedrooms) modelling approach.

3.

As per BESS guidelines, compliance needs to be achieved for at least 80% of all the apartments.

Additional reference reports & drawings

Drawing set was provided by CHT Architects on 06 May 2016 for the proposed development at 70-88 Greville Street & 42 Charles Street, Prahran. These drawings form the basis of this review.

In reviewing the plans and documents available, the daylight analysis suggests the following:

Based on the Drawing Set received on 6 May 2016 this development achieves BESS daylight criteria compliance for more than 80% of all the dwellings.

Level Ground to 4: All the rooms in all 150 on these levels meet the requirement. o All rooms except the East facing rooms facing the railway line meet the BESS

DTS criteria. o When modelled the East facing rooms (Sample rooms modelled 0.17, 1.25,

2.26, 3.21and 4.21) on these levels will meet the requirement with a glass of minimum VLT 25%. o Currently specified single glazing as per energy ratings has a VLT of 50%

(VER-004-03* – U-Value 4.4 and SHGC 0.43).

Level 5: In all 9 out of 11 dwellings on this level meet the requirement. o West facing apartments 1-4 meet the DTS requirement (minimum glass VLT

60%). o When modelled the East facing apartments 5-11 pass with a glass of minimum VLT mentioned below (Sample apartments modelled 5-7 & 9-10).

All bedrooms will meet the requirement with a glass of minimum VLT 25%. o Minimum VLTs required for living areas of apartments are

Apt 5, 9 & 10 - minimum VLT 40%

Apt 11 - minimum VLT 25%

Apt 6 - minimum VLT 60%

Apt 7 & 8 - minimum VLT 80% o Currently specified double glazing as per energy ratings has a VLT of 72%

(BRD-0086-09* – U-Value 3.6 and SHGC 0.70). As per this selection all except

Apt 7 & 8 will meet the daylight requirement.

Level 6: In all 6 out of 12 dwellings on this level meet the requirement. o West facing studios 1-6 meet the DTS requirement (minimum VLT 60%). o When modelled the East facing studios 7-12 bedroom areas do not meet the requirement as designed even with a glass of VLT 80%. o The bedroom areas might meet the requirement if wall between the living and bedroom area is clear glazed. o Currently specified double glazing as per energy ratings has a VLT of 72%

(BRD-0086-09* – U-Value 3.6 and SHGC 0.70). As per this selection all except

Apt 7-12 will meet the daylight requirement.

Level 7: In all 8 out of 10 dwellings on this level meet the requirement. o West facing apartments 1-4 meet the DTS requirement (minimum VLT 60%). o When modelled the East facing apartments 5-10 pass with a glass of minimum VLT 80% (Sample apartments modelled on level 5). All bedrooms will meet the requirement with a glass of minimum VLT 25%. o Minimum VLTs required for living areas of apartments are

Apt 8 & 9 - minimum VLT 40%

Apt 10 - minimum VLT 25%

Apt 5 - minimum VLT 60%

Conclusion

Daylight levels to all the complying dwellings is of acceptable quality on the assumption that glazing meets the specified minimum Visible Light Transmittance.

Note - Should more energy efficient glazing solutions be incorporated such as low-e glass there may be a reduction in daylight levels. Achieving a balance between daylight and energy efficiency will be an important decision for the designers.

Appendix B

Daylight Modelling Results of the proposed development at 70-88 Greville Street & 42 Charles Street,

Prahran

Built Environment Sustainability Scorecard (BESS) Indoor Environment Quality (IEQ) 1.1 and 1.2 Daylight

Access (Living Rooms and Bedrooms) is used to evaluate this development. BESS requires all the living rooms to achieve a daylight factor of 1% and bedrooms achieve a daylight factor of 0.5% for 90% of the floor area. BESS requires at least 80% of dwellings to achieve this daylight best practice criteria.

Sample dwellings were modelled for all the dwelling spaces that did not meet the BESS DTS criteria to seek compliance with the BESS best practice guidelines.

All dwellings except bedroom areas of the Level 6 Studios 9-12 meet the best practice BESS daylight criteria at the specified minimum VLT.

As per the currently specified glazing most dwellings meet the requirement –

Level 1 to 4 - Single glazing specified as per energy ratings has a VLT of 50% (VER-004-03* – U-

Value 4.4 and SHGC 0.43). All 150 rooms on these levels meet the requirement.

Level 5 to 7 - Double glazing as per energy ratings has a VLT of 72% (BRD-0086-09* – U-Value 3.6 and SHGC 0.70). All rooms except 4 dwellings (Level 5 Apt 7 & 8 and Level 7 Apt 6 & 7) will meet the daylight requirement.

This results in 95% of dwellings (173/183) meeting the BESS daylight modelling and DTS best practice

The total number of apartments available for assessment is 33. The number of apartments assessed for preliminary NatHERS compliance was 16, or approximately 50%.

Results are provided as an attachment to the advice, confirming the following collective performance for apartments assessed:

6 Star NatHERS.

Apartments chosen for assessment were assumed ‘worst case’, therefore the expected performance of other units is expected to be no less than those already modelled. Note also that apartment glazing performance shown in the attachment is slightly lower than what has actually been specified to ensure a buffer between modelled and actual operational performance.

The list of design assumptions made is also attached to this advice, as approved by the project Architect in advance of design development.

Scope of this report

Low Impact Development Consulting was instructed to provide a review of the daylight performance of the proposed Aged Care development at 70-88 Greville Street & 42

Charles Street, Prahran.

Investigations, research & assumptions

The areas of concern in relation to the subject development include daylight ingress.

The nominated guidelines for daylight analysis by Stonnington City Council Planning

Scheme Clause 22.05, BESS best practice guidelines are used. The following documents were reviewed and inform this report:

Built Environment Sustainability Scorecard (BESS) – Indoor Environmental Quality (IEQ)

Daylight Access (Living rooms and Bedrooms) and Deemed To Satisfy (DTS). As per BESS

80% of the total dwellings need to achieve the BESS best practice criteria.

Detailed daylight modelling results are included in Appendix A and B.

Methodology

1.

All dwellings (rooms, studios and apartments) are first assessed against the Built

Environment Sustainability Scorecard (BESS) Deemed to Satisfy (DTS) criteria.

2.

The non-complaint dwelling spaces are then assessed against the Built Environment

Sustainability Scorecard (BESS) Indoor Environmental Quality (IEQ) Daylight Access

(Living rooms and Bedrooms) modelling approach.

3.

As per BESS guidelines, compliance needs to be achieved for at least 80% of all the apartments.

Additional reference reports & drawings

Drawing set was provided by CHT Architects on 06 May 2016 for the proposed development at 70-88 Greville Street & 42 Charles Street, Prahran. These drawings form the basis of this review.

In reviewing the plans and documents available, the daylight analysis suggests the following:

Based on the Drawing Set received on 6 May 2016 this development achieves BESS daylight criteria compliance for more than 80% of all the dwellings.

Level Ground to 4: All the rooms in all 150 on these levels meet the requirement. o All rooms except the East facing rooms facing the railway line meet the BESS

DTS criteria. o When modelled the East facing rooms (Sample rooms modelled 0.17, 1.25,

2.26, 3.21and 4.21) on these levels will meet the requirement with a glass of minimum VLT 25%. o Currently specified single glazing as per energy ratings has a VLT of 50%

(VER-004-03* – U-Value 4.4 and SHGC 0.43).

Level 5: In all 9 out of 11 dwellings on this level meet the requirement. o West facing apartments 1-4 meet the DTS requirement (minimum glass VLT

60%). o When modelled the East facing apartments 5-11 pass with a glass of minimum VLT mentioned below (Sample apartments modelled 5-7 & 9-10).

All bedrooms will meet the requirement with a glass of minimum VLT 25%. o Minimum VLTs required for living areas of apartments are

Apt 11 - minimum VLT 25%

Apt 6 - minimum VLT 60%

Apt 7 & 8 - minimum VLT 80% o Currently specified double glazing as per energy ratings has a VLT of 72%

(BRD-0086-09* – U-Value 3.6 and SHGC 0.70). As per this selection all except

Apt 7 & 8 will meet the daylight requirement.

Level 6: In all 6 out of 12 dwellings on this level meet the requirement. o West facing studios 1-6 meet the DTS requirement (minimum VLT 60%). o When modelled the East facing studios 7-12 bedroom areas do not meet the requirement as designed even with a glass of VLT 80%. o The bedroom areas might meet the requirement if wall between the living and bedroom area is clear glazed. o Currently specified double glazing as per energy ratings has a VLT of 72%

(BRD-0086-09* – U-Value 3.6 and SHGC 0.70). As per this selection all except

Apt 7-12 will meet the daylight requirement.

Level 7: In all 8 out of 10 dwellings on this level meet the requirement. o West facing apartments 1-4 meet the DTS requirement (minimum VLT 60%). o When modelled the East facing apartments 5-10 pass with a glass of minimum VLT 80% (Sample apartments modelled on level 5). All bedrooms will meet the requirement with a glass of minimum VLT 25%. o Minimum VLTs required for living areas of apartments are

Conclusion

Daylight levels to all the complying dwellings is of acceptable quality on the assumption that glazing meets the specified minimum Visible Light Transmittance.

Note - Should more energy efficient glazing solutions be incorporated such as low-e glass there may be a reduction in daylight levels. Achieving a balance between daylight and energy efficiency will be an important decision for the designers.

Daylight Modelling Results of the proposed development at 70-88 Greville Street & 42 Charles Street,

Prahran

Built Environment Sustainability Scorecard (BESS) Indoor Environment Quality (IEQ) 1.1 and 1.2 Daylight

Access (Living Rooms and Bedrooms) is used to evaluate this development. BESS requires all the living rooms to achieve a daylight factor of 1% and bedrooms achieve a daylight factor of 0.5% for 90% of the floor area. BESS requires at least 80% of dwellings to achieve this daylight best practice criteria.

Sample dwellings were modelled for all the dwelling spaces that did not meet the BESS DTS criteria to seek compliance with the BESS best practice guidelines.

All dwellings except bedroom areas of the Level 6 Studios 9-12 meet the best practice BESS daylight criteria at the specified minimum VLT.

As per the currently specified glazing most dwellings meet the requirement –

Level 1 to 4 - Single glazing specified as per energy ratings has a VLT of 50% (VER-004-03* – U-

Value 4.4 and SHGC 0.43). All 150 rooms on these levels meet the requirement.

Level 5 to 7 - Double glazing as per energy ratings has a VLT of 72% (BRD-0086-09* – U-Value 3.6 and SHGC 0.70). All rooms except 4 dwellings (Level 5 Apt 7 & 8 and Level 7 Apt 6 & 7) will meet the daylight requirement.

This results in 95% of dwellings (173/183) meeting the BESS daylight modelling and DTS best practice
