Taylor County July 2011 SECTION 16010 – ELECTRICAL GENERAL PROVISIONS PART 1 - GENERAL 1.1 RELATED DOCUMENTS A. Drawings and general provisions of Contract, including General and Supplementary Conditions and Division-1 Specification Sections, apply to this Section. B. The provisions of this Section shall apply to all electrical items specified in the various Sections of Division 16 and all other Divisions specifying electrical items of these Specifications, except where otherwise specified or shown in the Contract Documents. 1.2 GENERAL DESCRIPTION OF WORK A. The Contractor shall provide all tools, supplies, materials, equipment, and all labor necessary for the furnishing, construction, installation, testing, and operation of all electrical work and appurtenant work and accessories necessary to provide a complete and operable system, all in accordance with the requirements of the Contract Documents. B. The Contractor shall obtain all necessary permits and inspections required for the work to be performed and shall pay all charges incidental thereto. C. Contractor is responsible to have previously visited the jobsite and carefully inspected the present conditions before preparing his bid. The failure to do so will not serve as just cause for any type of cost or time adjustment or from full responsibility for all factors governing his work. D. Equipment furnished as specified in other sections of these specifications or shown on drawings other than the Electrical Drawings requiring any wiring or electrical installation shall be governed by this Division of the Specifications. E. The plans and specifications are complimentary one to the other and any item called for by one and not the other shall be supplied the same as if it were called for by both. F. It is the intent of these specifications and drawings that the electrical system shall be complete, fully operational, and suitable in every way for the service required. Drawings are diagrammatic in nature and do not show in every detail all devise and incidental materials necessary to accomplish their intent. Therefore, it shall be understood that such devices and incidental materials required shall be furnished at no additional cost to Owner. G. LAYOUT OF WORK AND COORDINATION: 1. H. The Contractor shall correlate final equipment locations with all other trades to ensure all trades may install equipment in available space, and provide all required coordination and supervision where work connects to or is affected by the work of others. The Contractor shall furnish all temporary power and lighting as required by all other trades. ELECTRICAL GENERAL PROVISIONS 16010 - 1 Taylor County I. Demonstration of Completed Electrical and Control Systems: 1. 1.3 July 2011 The function of the electrical and control systems shall be demonstrated after the construction is substantially complete in the presence of the Owner or his representative and at a mutually agreed upon time. SCOPE OF WORK A. GENERAL 1. The Scope of Work for this project includes the supply and installation of the electrical power service to the proposed concession buildings, restroom buildings, maintenance buildings, field lighting, site lighting, sanitary sewer pumping stations and associated control panels, scoreboards as more fully depicted on the construction drawings. The control system (including control panel) and loose control devices) shall be supplied by the pump station vendor, but shall be received, stored, and installed by the Contractor. 2. Check out and start-up of the pump station in conjunction with the pump station vendor shall be part of the work (i.e. setting float switch levels, checking pump rotation, distal head pressure and verifying system operation, etc. Start-up work also includes assisting the Vendor and/or Owner during the start-up and initial operation phase. Furnishing and installing all incidental items not actually shown or specified, but which are required by good practice to provide complete functional systems. 1.4 SUBMITTALS A. Manufacturer’ data in the form of “cut sheets” and engineering drawings of the equipment and materials shall be submitted to the Engineer for review before delivery to the work site. Review of the submittal by the Engineer is to check for general conformance to the design and intent and shall not relieve the Contractor of the responsibility for the correctness of all dimensions and the correct fitting of all parts of the work. B. The entire Electrical Submittal shall be complete and delivered in one (1) package. incomplete submittal will be returned to the Contractor without review. C. The submittal shall be thoroughly checked by the Contractor for accuracy and compliance with the contract requirements. The submittal shall be dated and shall be accompanied by a statement from the Contractor that they have been checked for conformity to the specifications and drawings. Submittals not so checked and noted will be returned without review. D. SUBSTITUTIONS 1. An Requests for substitutions shall be per General Conditions set forth in this specification and must be received in the Owner’s office a minimum of ten days prior to bid due date, including credits and test and performance data to determine if equipment meets all specifications and requirements. Substitutions will not be reviewed if submitted with bid proposal. All substituted equipment that cannot meet space requirements shall be replaced at the Contractor’s expense. ELECTRICAL GENERAL PROVISIONS 16010 - 2 Taylor County E. 1.5 July 2011 Any alternate proposals affecting the design or intent of the plans and specifications shall be submitted with the bid. They shall be complete with plans, specifications and sufficient details for proper evaluation. Incomplete or partial proposals will not be given consideration. RECORD DRAWINGS A. 1.6 At Job Close-Out, submit three (3) copies of the Record Drawings that are clean, complete, and clearly and accurately show deviations to the Contract Drawings. GUARANTEES A. In addition to the guarantee of equipment by the Manufacturer, the Contractor shall also guarantee such equipment and shall be responsible for a period of one year after the final acceptance of the project to make good any defects of the materials or workmanship occurring during this period. Any repair or replacement shall be at no expense to Owner. Light bulb replacement guarantee shall be limited to sixty days. B. Additional guarantee requirements may be in the General or Supplemental Conditions of these specifications. PART 2 - PRODUCTS 2.1 GENERAL A. Unless otherwise indicated, provide all first-quality, new materials and equipment, free from any defects, in first-class condition, and suitable for the space provided. Provide materials and equipment listed by UL wherever standards have been established by that agency. B. Where two or more units of the same class of material or equipment are required, provide products of a single manufacturer. Component parts of materials or equipment of the same manufacturer are preferred. 2.2 STANDARD PRODUCTS A. 2.3 Unless otherwise indicated, provide materials and equipment which are the standard products of manufacturers regularly engaged in the production of such materials and equipment. Provide the manufacturers' latest standard design that conforms to these Specifications. EQUIPMENT FINISH A. Provide materials and equipment with manufacturers' standard finish system, in accordance with Division 9 Finishes. Provide manufacturers' standard finish color, except where specific color is indicated. If manufacturer has no standard color, finish equipment in accordance with Division 9 Finishes with ANSI No. 61, light gray color. ELECTRICAL GENERAL PROVISIONS 16010 - 3 Taylor County 2.4 July 2011 OUTDOOR EQUIPMENT A. 2.5 Provide equipment and devices to be installed outdoors or in unheated enclosures capable of continuous operation within an ambient temperature range of 20 degrees F to 120 degrees F. HAZARDOUS AREAS A. 2.6 Provide materials and equipment acceptable to the regulatory authority having jurisdiction for the Class, Division, and Group of hazardous area indicated. SPECIAL TOOLS A. The CONTRACTOR shall provide all special tools required for operation and maintenance of the equipment. The tools shall be considered as part of the product and become the property of the Owner. PART 3 - EXECUTION A. Install materials and equipment in a workmanlike manner utilizing craftsmen skilled in the particular trade. Provide work which has a neat and finished appearance. Carry out work in accordance with NECA Standard of Installation unless otherwise specified. B. Coordinate electrical work with ENGINEER and the INSPECTOR and work of all other trades to avoid conflicts, errors, delays, and unnecessary interference with operation of the plant during construction. 3.2 3.3 PROTECTION DURING CONSTRUCTION A. Throughout this Contract, provide protection for materials and equipment against loss or damage in accordance with provisions elsewhere in these Contract Documents. Throughout this Contract, follow manufacturers' recommendations for storage. Protect everything from the effects of weather. Prior to installation, store items in clean, dry, indoor locations. Store in clean, dry, indoor, heated locations items subject to corrosion under damp conditions, and items containing electrical insulation, such as transformers, conductors, motors, and controls. Provide temporary heating, sufficient to prevent condensation, in transformers, switchgear, switchboards, motors, and motor control centers which do not have space heaters. B. Following installation, protect materials and equipment from corrosion, physical damage, and the effects of moisture on insulation. When equipment intended for indoor installation is installed at the Contractor's convenience in areas where it is subject to dampness, moisture, dirt, or other adverse atmosphere until completion of construction, ensure that adequate protection from these atmospheres is provided that is acceptable to the Engineer and the Inspector. Cap conduit runs during construction with manufactured seals. Keep openings in boxes or equipment closed during construction. Energize all space heaters furnished with equipment. MATERIAL AND EQUIPMENT INSTALLATION ELECTRICAL GENERAL PROVISIONS 16010 - 4 Taylor County A. Follow manufacturers' installation instructions explicitly, unless otherwise indicated. Wherever any conflict arises between the manufacturers' instructions, codes and regulations, and these Contract Documents, follow Engineer's decision. Keep copy of manufacturers' installation instructions on the jobsite available for review at all times. B. Use appropriate conduit and conductor entry fittings with enclosures that maintain the specified enclosure environmental capability after proper installation. 3.4 REMOVAL OR RELOCATION OF MATERIALS AND EQUIPMENT A. Where existing materials and equipment are removed or relocated, remove all materials no longer used such as studs, straps, conduits, and wires. Remove or cut off concealed or embedded conduit, boxes, or other materials and equipment to a point at least 3/4-inch below the final finished surface. B. Repair affected surfaces to conform to the type, quality, and finish of the surrounding surface in a neat and workmanlike manner. Follow any specific instructions given under Division 9, Finishes. Utilize skilled craftsmen of the trades involved. 3.5 CUTTING AND PATCHING A. 3.6 Lay out work carefully in advance. Do not cut or notch any structural member or building surface without specific approval of Engineer or the Inspector. Carefully carry out any cutting, channeling, chasing, or drilling of floors, walls, partitions, ceilings, paving, or other surfaces required for the installation, support, or anchorage of conduit, raceways, or other electrical materials and equipment. Following such work, restore surfaces neatly to original condition. Utilize skilled craftsmen of the trades involved. CLEANING AND TOUCHUP PAINTING A. 3.7 Keep the premises free from accumulation of waste material or rubbish. Upon completion of work, remove all materials, scraps, and debris from premises and from interior and exterior of all devices and equipment. Touch up scratches, scrapes, or chips in interior and exterior surfaces of devices and equipment with finishes matching as nearly as possible the type, color, consistency, and type of surface of the original finish. If extensive damage is done to equipment paint surfaces, refinish the entire equipment in a manner that provides a finish equal to or better than the factory finish, that meets the requirements of the Specifications, and that is acceptable to the Engineer and the Inspector. HAZARDOUS AREAS A. 3.8 July 2011 Install all materials and equipment in hazardous areas in a manner acceptable to the regulatory authority having jurisdiction for the Class, Division, and Group of hazardous area indicated. INSPECTION ELECTRICAL GENERAL PROVISIONS 16010 - 5 Taylor County A. 3.9 July 2011 Allow materials, equipment, and workmanship to be inspected at any time by the Engineer or the Inspector. Correct work, materials, or equipment not in accordance with these Contract Documents or found to be deficient or defective in a manner satisfactory to the Engineer and the Inspector. SERVICE CONTINUITY A. Maintain continuity of electric service to all functioning portions of the process or buildings during hours they are normally in use. Temporary outages will be permitted during cutover work at such times and places as can be prearranged with Engineer and the electric utility company providing service to the facility. Such outages shall be kept to a minimum number and minimum length of time. Make no outages without prior written authorization of the Engineer and notification of the Inspector. Include all costs for temporary wiring and overtime work required in the Contract price. Remove all temporary wiring at the completion of the work.
