Benefits include duty deferral, duty elimination, inverted tariff relief and an ad valorem tax exemption. Additionally, there are no time constraints on storage. Enterprise Zone The hiring credit is worth up to $37,440 per qualified employee. Also available are a sales and use (up to $20 million per company for equipment purchases) tax credit, hyper-accelerated depreciation schedules, net operating loss carry forward and preference points for state contracts. Work Opportunity Tax Credit Up to $9,600 worth of federal tax credits for hiring veterans of the armed forces under the “Wounded Warrior” and Returning Heroes Act. In addition, utility incentives are available for energy efficient improvements to existing buildings, energy efficient new construction and self-generation. Rate incentives are available for customers who curtail energy under certain circumstances and qualifying customers may be eligible for an Economic Development rate incentive. Industrial Development Bonds For companies looking to raise $2,000,000+ to build or expand manufacturing facilities, industrial development bonds offer a way to raise money in the tax-exempt marketplace, thereby obtaining a lower interest rate. EMPLOYMENT INCENTIVES New Employment Opportunities (NEO) Program A Department of Social Services subsidized employment program giving CalWORKs participants work experience that enables them to transition into unsubsidized fulltime employment The Employer is reimbursed a flat subsidy of up to $800 per month. California New Jobs Credit Small businesses with 20 or less employees may qualify for a new state tax credit of up to $3,000 for each new full time hire. On-the-Job Training The reimbursement is equal to 50% of average wages for eligible employees during a training period of up to six months, which is assumed to be 1,040 hours in this calculation. Customized Training Training intended to develop the skill sets of potential trainees to match specific job requirements set by the employer. Customized Training provides up to $2,000 per employee. Rural City Revolving Loan funds The cities comprising the I-5 Corridor and the 5 Cities Economic Development Authority each have revolving loan funds which may be accessed by existing companies in the area or those looking to relocate to the area. Recycling Market Development Zone This benefit is available to companies in Fresno County who recycle materials which would otherwise be sent to landfills. Incentives include one-stop permitting assistance, waiver or reduction of development/permit fees, a database of land, buildings, markets, and feedstock, a micro revolving loan fund, and installment payment of fees. The RMDZ loan program can also fund a maximum of 75% of costs directly attributed to an eligible project up to a maximum of $2 million, whichever is less.
