FACILITY AND EVENT MANAGEMENT
EVENT MANAGEMENT
The responsibility of game administration lies with the Associate Athletics
Director for Facilities Operations. Head coaches need to coordinate with the
Director of Events on any preferred pre-game protocol, pre-game/half-time
requirements, etc.
EVENT CANCELLATION
It is the philosophy of the Fresno State Athletics Department that one or a
combination of factors may cause postponement or cancellation of intercollegiate
athletic contests. Among those factors are heavy rain, snow, temperature/wind
chill, safety and well being of the student-athletes, condition of playing surface(s),
and overtime maintenance costs. Before postponing or canceling an
intercollegiate contest all parties involved should consider current weather
conditions, weather forecasts, current field conditions, along with team and
officials' expenses. A reasonable attempt should be made to complete the
game/match/event at its regularly scheduled time and date.
All reasonable attempts to play and complete the intercollegiate contest will be
made taking into consideration the playability of the field(s), the safety and well
being of the participants, and travel considerations. It is imperative that
communication take place between the Fresno State head coach, administration,
and the visiting team head coach before postponing and/or canceling a
game/match/event.
Unless extenuating circumstances exist, the official notification to postpone or
cancel a home intercollegiate game/match before it starts should come from the
Associate Athletics Director for Facilities & Operations after consulting with the
head coach, the sport supervisor, visiting head coach, visiting sport supervisor
and any other necessary parties. The initial point of contact will be the Director
for Events.
Once an intercollegiate contest begins, NCAA and Mountain West rules/policies
will take precedence as when to postpone and/or cancel a game and who has
the authority to make such a decision. If a non-conference game, NCAA
rules/policies will take precedence as when to postpone and/or cancel a game
Revised: February 25, 2016

DEPARTMENT OF ATHLETICS
and who has the authority to make such a decision. If there are no governing
rules/policies to postpone and/or cancel a game it will be mutually agreed upon
by both head coaches, both sport supervisors, the head official, and the event
manager.
When an intercollegiate athletic contest has been postponed or canceled, the
following individuals need to be notified as soon as possible:
Athletics Director
Sr. Associate Athletics Director for Sport Services/SWA
Sr. Associate Athletics Director for External Relations
Sr. Associate Athletics Director for Business Operations
Associate Athletics Director for Facilities and Operations
Assistant Athletics Director for External Communications
Assistant Athletics Director of Sports Medicine
Assistant Director of Events
Head Athletic Equipment Manager
Event Manager
Other pertinent working personnel
The Event Manager will be responsible for making sure all appropriate individuals
are notified.
FAN CONDUCT
Fresno State Athletics is committed to maintaining an atmosphere of
sportsmanship and ethical conduct. Individual incidents of inappropriate behavior
are handled by event staff with direction from the Event Manager and/or Facility
Manager for all home events, with assistance from contracted security and police
staff.
The Mountain West sportsmanship announcement will be read prior to all home
contests. It is as follows:
“The Mountain West Conference and Fresno State are committed to the ideals of
good sportsmanship and fair play. We ask all persons to please show respect for
the opposing team, game officials, and each other. Persons throwing objects or
participating in other acts in conflict with good sportsmanship and fair play are
subject to ejection. Your cooperation is greatly appreciated.”
All fans who engage in unruly or illegal conduct are subject to ejection from
athletic events. In addition, season ticket holders are responsible for their own
conduct and the conduct of all others who use their tickets to gain admission to
athletic events.

every sport season. In the case of severe conduct or repeat ejections, the ticket
purchaser’s ability to purchase season tickets in the future may be restricted or
revoked.
Revocation of Season Ticket(s) – The season ticket used by any individual to
gain admission to an athletic event will be revoked for the remainder of that
current sport season for any of the following conduct or offenses committed

CALIFORNIA STATE UNIVERSITY, FRESNO
DEPARTMENT OF ATHLETICS
7. Other Fresno State in-season teams (first come, first
served)***
8. Other Fresno State out-of-season teams (first come, first
served)***
Teams shall be considered in-season during time periods when NCAA rules
allow those student-athletes to practice a maximum of 20 hours /week. Teams
shall be considered out-of-season during time periods when NCAA rules allow
those student-athletes to practice a maximum of 8 hours per week.
* - Official practices shall be defined as practices which coaches are permitted to
attend by the NCAA. Consequently, unofficial practices shall be defined as
practices which coaches are not permitted to attend.
** - Every effort will be made to accommodate visiting teams with a reasonable
practice time and appropriate support services. Therefore, if reasonable
accommodations cannot be made based on the above criteria a visiting team
may be shown priority over an out-of-season team’s practice.
*** - Requests for time due to inclement weather cannot be made more than 2
days prior. If scheduling becomes an issue with two teams requesting the same
time then the team which has practiced in the venue the least will be awarded the

through the Director of Events, with the final say on all scheduling conflicts
coming from the Associate Athletic Director for Facility Operations or their
designee.
It is the responsibility of the coaches to contact visiting teams regarding practice
times and request such times from the Director of Events.
Coaches must check with the Director of Events as to availability of the facility
before contacting visitors. A coach from the sport also is required to act as host
for visitors’ practices.
If scheduled time in the facility is not being used, the Director of Events must be
notified as soon as possible so others may use that time.
SAVE MART CENTER SCHEDULING
It is the intent of the Athletic Department to provide opportunities for sports (in
addition to Men’s Basketball, Women’s Basketball and Volleyball) to hold
marquee events in the Save Mart Center on campus.
The following factors will be considered in determining scheduling into this
facility:






Scheduled contest with Top 25 marquee opponents
Invitational or tournament which generates revenue to the department
National recognition for our sport program
Participation in this event will result in a subsequent contest with the
opponent which will bring a financial guarantee (revenue), regional hosting
opportunity, or national/significant recognition
Anticipate paid attendance to offset the cost of the event and any other
financial considerations
Facility availability
Other factors determined by the Director of Athletics that are in the best interests
of the Athletic Department.
AQUATIC CENTER SCHEDULING
Any athletic team wanting to use the aquatics center will need to follow these
guidelines:

approval from Aquatics Director

supervision of a coach, strength coach or athletic trainer
Under these guidelines, athletic teams may use the facility free of charge. Any
coach, strength coach or athletic trainer that will be supervising must be either
Lifeguard certified or Basic Water Rescue certified. If a certified coach is not
present, then normal facilities use policies will apply (i.e. required to hire a
Fresno State Aquatics lifeguard and pay their normal rate and sign a facilities use
agreement).
Lifeguarding and Basic Water Rescue are both available through Red Cross. If
you have your own certifications or plan on getting your own, you will need to
provide proof of certification prior to booking the pool. The athletic department
will provide certifications for Basic Water Rescue for any coach, strength coach
or athletic trainer that would like to be certified.
All facilities use requests must still be made to the Aquatics Director and further
approved by the Assistant Athletics Director of Operations.
All activities other than workouts (athletic related activities or conditioning) must
go through the normal facilities use request procedure including paying for
lifeguards and signing a facilities use agreement.

FACILITIES & EVENTS EMPLOYEE SUPPLEMENTAL PAY POLICIES
Revised: February 25, 2016
Original: n.d
CALIFORNIA STATE UNIVERSITY, FRESNO
DEPARTMENT OF ATHLETICS
As stated in the third paragraph on the U.S. Department of Labor website,
http://www.dol.gov/elaws/overtime.htm:
“Nothing in the FLSA or the Department's Regulations prevents an employer
from paying a worker at or above the minimum wage or overtime pay even if the
worker is not, by law, subject to the minimum wage or overtime pay
requirements.”
Therefore, Fresno State Athletics chooses to pay the facilities & events
employees for their time working non-Fresno State Athletics events. This would
be described as any event not funded by the Fresno State Athletics Department
annual operating budget but still occurring on/in one of the area/venues
controlled by the Fresno State Athletics Department and requiring the
supervision of a Fresno State Athletics employee.
In order to avoid any instance of “double dipping”1 the only way the employee
can earn any money for working an “external event” is by meeting the following
criteria:
1. Work for the event must happen during non-business hours.
2. Employee must not have to already be on-site or at work during nonbusiness hours for a Fresno State Athletics event while working the
external event.
The assignment of Fresno State Athletics Facilities/Events employees to work
the external events will be determined by the Director of Events. The assignment
will be done on a voluntary rotational basis. Should no employees choose to
work the event, the Director of Events has the authority to assign a
facilities/events employee to work the event. Employees will be compensated for
a minimum of 3 hours for all external events at a rate of no less than $20 per
hour.
EMERGENCY EVACUATION
Only the Associate A.D. for Facilities or their designee in conjunction with
University Police, with the approval of the Director of Athletics and the President,
can make the decision to evacuate a facility.
MUSIC AT EVENTS
a. The music played will be free of profanity, sexual references, or
innuendos.
1
Double Dipping is defined as a time when an employee would be receiving payment from an outside
entity for working an event although still technically working for Fresno State Athletics within the standard
40 hour work week of 8am to 5pm, Monday through Friday.
Revised: February 25, 2016
Original: n.d
CALIFORNIA STATE UNIVERSITY, FRESNO
DEPARTMENT OF ATHLETICS
b. The music will be free of vulgar and violent contents.
c. The music played will not be unsportsmanlike toward opposing teams.
d. The music played will not violate copyright laws.
These items will be enforced by the Marketing staff. They are the only personnel
who are authorized to approve the music played at intercollegiate and special
events. Request to play music will be reviewed and approved by the respective
marketing staff member. All music requested must be submitted to the marketing
office one week in advance of the event. Head coaches and coaching staffs are
responsible for complying with this policy during practices. In all other situations,
music played in athletic facilities (i.e., weight room, etc.) will be approved by the
unit manager of that activity. Failure to follow these guidelines could result in
disciplinary action.
