Much thanks to Martin Marietta Materials, Southern for hosting this event. The attendees toured the MMM Fillmore plant, were briefed on the production, loading, trucking and use of WMA.
They visited the Banning Lewis Ranch job site where warm mix asphalt was being placed adjacent to a new subdivision in eastern
Colorado Springs.

The Northwest Parkway Authority recently completed its first planned improvements
(ie. pavement preservation) since constructed in June, 2001, to November, 2003. When originally constructed, the pavement section was left 3 inches short of the finished design thickness. The roadway has had routine maintenance in the form of crack fill and this year a 1-1/2” stone matrix asphalt preservation overlay was placed over the entire 34 lane mile highway.
Project PlaNNiNg:
Several maintenance options were considered for the roadway. These included pavement rejuvenator, micro-surfacing, slurry seal, and dense graded asphalt overlay. CAPA Affiliate Member Stantec Consultants was retained to assist in the planning and design of the project. With the guidance provided by Stantec Consulting, a 1.5 inch stone matrix asphalt (SMA) overlay was determined to be the best option.
According to Mark Shotkoski, Engineering and Maintenance Director for the Northwest Parkway Authority, cost and expected performance were the primary drivers in the decision making process. The Authority wanted a cost effective preventive maintenance solution to renew and refresh the riding surface. The roadway had very little, if any, longitudinal rutting in the existing roadway. There were several areas which exhibited swelling and dips and the
Authority wanted these issues addressed as well during the construction process.
With input from industry, the Authority agreed that anything less than 1.5” would not give them the desired results. One scope item that that was added before the overlay was performing minor surface repairs and longitudinal joint repairs. These locations typically consisted of mill and fills ahead of the overlay. One of the factors in selecting SMA was for improved winter driving. With the gap-graded Stone Matrix
Asphalt wearing course, the intention was to be able to treat and pre-treat the road more effectively with liquid deicers and that this will act as a longer active chemical when fighting snow and ice. Another factor was the durability and longevity of SMA.

Being a tollway the Authority had to consider the impact on road users. Consideration had to be given to when the contractor would be allowed to work (ie. days, nights, weekends etc.). The Authority had no hourly time restrictions although they discussed with the contractor that a typical day sees an AM peak going westbound and a PM peak going eastbound.
There were no restrictions as far as weekday or weekend work. The only time line to be enforced was for roadway work to be done by August 28 so that the customers would enjoy a free-flowing, wide open, construction-free, long Labor Day weekend. With the flexible hours of work, APC determined there was a greater benefit of day paving. The benefits included higher productivity and improved safety. The construction zone had posted speeds of 55 mph versus the standard 75 mph. Access was maintained at all times and impacts to drivers minimal.

APC Construction of Golden was selected as the paving contractor through a negotiation process. During the negotiations many items were discussed and considerations were made for a smooth construction process. Keary Brown, Project Manager for
APC stated, ”We liked the fact that it could be done during the day or night. It did have a bit of a tight time frame but very flexible hours. This helped with the logistics of completing the project within the time frame laid out by the owner.” Also, the project is a good location from our plant with good access.”
Although the contract did not require a profile of the road, they feel confident from the
“seat of the pants ride” that the roadway is much smoother and motorists will feel it.
Also, there is much better traction and skid resistance and visibility-wise, this will also enhance the customers’ experience.
The contractor stated “We had very good subcontractors, especially the traffic control. RoadSafe did a fantastic job in keeping to project safe and the traffic moving at all times. Our paving train consisted of a
Cedar Rapids paver, with materials delivery utilizing a Roadtec Shuttle Buggy, and compaction applied with Hamm roller with the oscillating roller system.

The Northwest Parkway is an all asphalt 75-mile per hour toll road that connects E-470 in the east, at I-25, which is north of 144th
Ave, with U.S. 36 and State Highway 128 in Broomfield.
Construction of the Parkway commenced in June 2001, under a design / build contract by the
Highway Authority. The Parkway opened to traffic on November
24, 2003, and toll collection commenced on January 1, 2004.
Approximately 350,000 tons of asphalt were used in its original construction.
The completed Parkway has
26 structures, three major interchanges, four ramp toll plazas, four mainline toll plazas and a toll plaza administration building. The Parkway forms the Northwest section of a beltway system extending around the Denver Metropolitan area, which includes E-470 to the east and C-470 to the south and west. The Parkway connects with several toll and non-toll highways, including E-470, I-25 U.S. 36, and
U.S. 287, providing convenient access to residential and employment centers within the northwestern metropolitan area, The Flatirons shopping area, and Boulder, including Denver International Airport (“DIA”).
The Parkway is a public road 100% privately funded. No federal funds were/are used on the Parkway.

Sand and Gravel Company used a full freeway closure over parts of the August
8-11 weekend to pave over 10 lane-miles using 8,000 tons of Stone Matrix Asphalt.

Kraemer & Sons, and CDOT allowed the team to complete paving and bridge work in 40 hours which would have otherwise required 20 nights of lane closures and traffic shifts. Many thanks to the hardworking folks at Brannan, Kraemer, and

Building more densely means we often don’t have room for traditional stormwater detention ponds. As part of their current expansion project, Denver First Church at 3800 East Hampden Avenue recently selected porous asphalt pavement so they could put the parking they need on top of their stormwater detention and treatment system and optimize use of their property. While this project isn’t seeking
LEED certification, if it were, their porous asphalt parking area would give them
LEED points for stormwater quantity and quality, as well as contributing 200 tons to recycled material points.

The Pikes Peak Region Asphalt Specification has been the standard for the City of Colorado Springs and El Paso County since 2010.
The specification has been successful in standardizing mixes and acceptance criteria in the region. Changes have recently been approved that are expected to improve long term pavement performance.
These changes include the following:
· Asphalt mixture design air voids will be
3.5%. The 3.5% is lower than the previous design requirement of 4.0%. The change will result in an increase in the amount of asphalt binder in the mix and improved durability (ie. less oxidation, weathering, and surface cracking).
·The suggested PG (performance grade) asphalt binder for low volume roads will be PG 58-28. This binder, in lieu of the currently used PG 64-22, is a softer asphalt and is expected to reduce the occurrence of low temperature thermal cracking.
·Warm mix asphalt (WMA) will be allowed as an alternative to hot mix asphalt provided that all material requirements and specification standards are met and as approved by the engineer.

It has been 15 years since rubblization and asphalt overlay technology was introduced in Colorado. The technology has proven to be an effective tool to rehabilitate deteriorated concrete pavement.
The first project, constructed in 1999 by
Asphalt Paving Company (the fore father company of APC Construction), was on
I-76 and extended from the Sterling exit
(MP 125) to three miles to the east of Sterling in both directions.
The project demonstrated the use of both the multi-head hammer and the resonant breaker methods of rubblization. Both methods proved successful and the CDOT rubblization specification continues to allow both to be used.
The asphalt mixture used on the project was an early generation Superpave mix with a lower asphalt binder content and before the current longitudinal joint specification was implemented.
Although the roadway has had a fair amount of crack filling, the pavement continues to perform very well from a rut resistance (ie. permanent deformation) standpoint. According to Jeff Vickers,
CDOT Project Engineer – Sterling Residency, there are no current plans for a rehabilitation project and it is likely the section will make it to 20 years.
The design and construction features were described in the construction report, “Interstate Demonstration Project NH 0762-038
(Rubblization)”, Report No. CDOT-DTD-
R-2000-4.
The final report documenting the follow-up performance of this rubblization project,
“Performance of Colorado’s First Rubblization Project on I-76 Near Sterling”, Report
No. CDOT-DTD-R-2005-20, was prepared by Yeh and Associates.
This report also proposed methods to incorporate rubblization into the CDOT pavement Design Manual.
Since this project, rubblization has been used by the Town of Castle Rock on
Founders Parkway and extensively by
CDOT on I-25 in northern Colorado.

The feds got this one right. The Code of
Federal Regulations (CFR) for construction materials on Federal-aid highway projects requires that those sampling and testing for acceptance are “qualified by a state recognized program.” Colorado DOT, like each state DOT in the country, defines qualified as being “certified” by a state recognized program. In Colorado, the Laboratory for
Certified Asphalt Technicians (LabCAT) is the state recognized program for asphalt materials.

Level S – Smoothness. The Board and the Technical Committee are comprised of representatives from CDOT, CAPA, FHWA,
ACEC – Colorado Chapter, and the Colorado Association of Geotechnical Engineers
(CAGE).
Requirements for certification include both a written exam and for all levels except
Level I – Inspector a proficiency or hands on exam. Certification is good for 3 years and a streamlined version is allowed for those coming back for recertification. To increase the access to the program, certification courses are held remotely on a rotating basis. the Introduction to Asphalt QC/QA Education Course. This course allows those new to the industry or those needing a refresher an opportunity for a comprehensive introduction to all aspects of asphalt materials sampling and testing.
The feedback on the program has been very good. Each attendee is asked to complete a 12 question survey or critique at the end of the course. Thus far in 2014, over
90% of attendees have rated the benefit of the program as either good or excellent.
Furthermore, over 95% of attendees have rated the quality of the program as either good or excellent. “There will always be differences in test results, but we feel that
LabCAT provides the foundation for proper sampling and testing and reduces test result variability,” stated LabCAT Board member Bill Schiebel of CDOT.
Started in 1996, LabCAT is an administered as a partnership between the Colorado
DOT and the Colorado Asphalt Pavement Association (CAPA). A joint Board of
Directors and Technical Oversight Committee provide direction and oversight to the
Certification courses are planned for Durango in the spring of 2015 and in Grand
