Introduction, minutes of 17 November 2014 HNF6, and review of actions

Postponed until next meeting.

Quieter Procedures (NP)
Joining Point Analysis
A presentation was given on the analysis. The following questions were raised at the
end:

What are the reasons for the identified variations?
•
Are these trends consistent historically?
•
How should we monitor going forward?
It was agreed that JD would look further at this issue, considering larger datasets,
historical information, options for regular monitoring and projections to future.
Action HNF7_1: Quieter Procedures – Joining Point – Consider further actions
including historical data, options for regular monitoring and projections to future.

It was also suggested that a complaints comparison could be made with the joining
point data.

Trials (CM/JD)
Update
th
Most recent trial ended on 12 November 2014 with the report planned in April 2015.
No more trials are planned before Autumn 2015 and any trial plans will be presented
to this group.
Community Noise Forum
Plans for this new group were explained. MG is to chair the first meeting and request
ideas on a future Chair. All LA’s on HACC are to be approached. There is to be
Airport reps, Airspace team, Airline rep, DfT rep, CAA rep. The first meeting is
scheduled for the early March 2015.
As reported at the last meeting, HAL are regularly criticised that their radar and track
data are not accurate and HAL would like an independent verification of this data.
This trust topic is to be included at the meeting. It was agreed to ask DR to introduce
the data verification topic at the meeting.
Action HNF7_2: Working with Local Communities – Community Noise Forum –
RN to approach DR to introduce the data verification topic.

Land Use Planning (RG)
Update
Hounslow’s consultation process has been delayed as a result of other publications
including the new BS4142 and BB93. RG to update at next meeting.
Action HNF7_3: Land Use Planning – RG to update on Hounslow consultation
process at next meeting.

Item delayed until Hounslow’s consultation document published.

Respite Working Group (NP)
An update presentation was given:
• Implementation examples analyzed.
• Research wish list being developed, principles for qualitative research
presented.
• Framework of final report proposed and under review.
• Ongoing analysis of respite research in progress for next meeting.

Knowledge Share (KJ)
The Airports Commission recommended that a Senior Delivery Group (SDG) be set
up and as part of their work look at the cross-industry programme of initiatives to
modernise airspace and route network. A paper is to be published by the SDG on the
implementation of performance-based navigation in the UK. This is due at the end of
the month.
Action HNF7_4: Knowledge Share – Table SDG paper at next meeting.

Blueprint (MG)
The Blueprint for noise reduction has been published and describes ten practical
steps to cut noise by summer 2015 using the balanced approach. HAL have written to
40 airlines and there has been a good response rate. A tracker is being developed. A
number of concept flights were described in relation to approach operations.

Review of Workplan (RN)
The progress against the workplan was discussed and members were comfortable
with how the work is developing. The audit is to be covered at the next meeting. HAL
are working towards bringing the metrics work item to the group at the next meeting.

Cranford Appeal: formally submitted with inquiry due at the end of May 2015.
Audit: completed.

Forecast contours 2018 are available on website within the 2013-2018 Noise
Action Plan.
