The Northern Road Upgrade at the intersection of the realigned Elizabeth Drive and the existing The Northern Road The Northern Road Upgrade Between Mersey Road, Bringelly and Glenmore Parkway, Glenmore Park July 2016 The Australian and NSW governments are planning to upgrade The Northern Road as part of the Western Sydney Infrastructure Plan to improve safety, increase road capacity and reduce travel times and congestion in the future. Roads and Maritime Services has developed a preliminary design and access strategy for The Northern Road Upgrade between Eaton Road, Luddenham and Littlefields Road, Luddenham. After carefully considering community feedback and further review of the road design, alternate access arrangements have also been developed for Littlefields Road, Luddenham and Gates Road, Luddenham. Roads and Maritime is seeking feedback from the community on these proposals until Wednesday 17 August 2016. In July 2015, Roads and Maritime released a preliminary design and access strategy for The Northern Road Upgrade between Littlefields Road, Luddenham and Jamison Road, South Penrith for community and stakeholder comment. This display showed new traffic light intersections at Gates Road and Littlefields Road, with all movements permitted. After further design review and consideration of community feedback requesting fewer traffic light intersections, alternate access arrangements for Littlefields Road and Gates Road have been developed. What is being proposed? In February 2016, Roads and Maritime displayed the preliminary design and access strategy between Mersey Road, Bringelly and Eaton Road, Luddenham. At that time, the community was informed that more information on The Northern Road Upgrade, between Eaton Road and Littlefields Road would be presented to the community in mid-2016, following further investigations of other transport projects in the area. These investigations have now taken place and Roads and Maritime has developed a preliminary design and access strategy between Eaton Road and Littlefields Road. The Northern Road Upgrade between Mersey Road and Glenmore Parkway covers about 16km. The proposal would improve road capacity, facilitate construction and operation of the planned western Sydney airport and improve access for residential and freight vehicles to the proposed M12 Motorway, the South West Priority Land Release Area and the Western Sydney Priority Growth Area. Background Roads and Maritime is planning to upgrade around 35 kilometres of The Northern Road between The Old Northern Road, Narellan and Jamison Road, South Penrith from a generally two to four lane undivided road to a six to eight lane divided road. The Northern Road will provide one of the main arterial transport corridors for the South West Priority Land Release Area and the Western Sydney Priority Growth Area. The Northern Road Upgrade was previously divided into four stages (1, 2 ,3 and 4) but due to design refinement will now be planned in six sections between: Being built • The Old Northern Road, Narellan and Peter Brock Drive, Oran Park (3.3km) In final design • Peter Brock Drive, Oran Park and Mersey Road, Bringelly (including the Bringelly Road Upgrade between The Northern Road, Bringelly and King Street, Rossmore) (10km) In planning • Mersey Road, Bringelly and Eaton Road, Luddenham (5.5km) • Eaton Road, Luddenham and Littlefields Road, Luddenham (4.5km) • Littlefields Road, Luddenham and Glenmore Parkway, Glenmore Park (6km) Assessing tender • Glenmore Parkway, Glenmore Park and Jamison Road, South Penrith (4km). Project Benefits The benefits of the proposed The Northern Road Upgrade between Mersey Road, Bringelly and Glenmore Parkway, Glenmore Park include: • Improved transport connections between Penrith, the M4 Motorway, the planned western Sydney airport and surrounding developments • Increased road capacity for future growth and development • Improved access for construction and operation of the planned western Sydney airport at Badgerys Creek • Improved public transport by providing dedicated bus lanes • Improved safety for pedestrians and cyclists by providing a new shared path • Improved road safety for all road users by: ·· Installing traffic lights at some intersections ·· Building a central median to separate opposing traffic flows ·· Providing turning lanes at some intersections • Improved alignment of the road • Improved street lighting • Improved traffic efficiency for road users. Key features Eaton Road to Littlefields Road The key features of the proposed The Northern Road Upgrade between Eaton Road and Littlefields Road include: • Access to the Luddenham town centre from north of the realigned The Northern Road and the existing The Northern Road • A new four-way traffic light intersection to connect the realigned The Northern Road, the existing The Northern Road and the realigned Elizabeth Drive • A future connection to the proposed M12 Motorway between Elizabeth Drive and Littlefields Road (details are available in the M12 Motorway Community Update) • Upgrades to the existing The Northern Road, north of Elizabeth Drive, generally along the existing alignment • Left out access to The Northern Road for properties located on the existing Elizabeth Drive • Left in and left out access to the realigned Elizabeth Drive for properties located on the existing Elizabeth Drive • Left in and left out access from private properties to the realigned The Northern Road where required. The design between Eaton Road and Littlefields Road would connect with the realigned The Northern Road between Mersey Road and Eaton Road and the upgraded The Northern Road between Littlefields Road and Glenmore Parkway. Littlefields Road and Gates Road connections The key features of the alternate access arrangements for Littlefields Road and Gates Road include: • A new four-way traffic light intersection at Littlefields Road and The Northern Road, with a new eastern extension of Littlefields Road • Left in turns only onto Gates Road from The Northern Road, with options for left out subject to further investigation • A new road connection between the proposed eastern extension of Littlefields Road and Gates Road. The new motorway would provide direct access to the planned western Sydney airport at Badgerys Creek and connect to Sydney’s motorway network. In February 2016, Roads and Maritime presented eight shortlisted route options for the proposed M12 Motorway. Roads and Maritime is currently assessing the feedback received during the consultation period and is planning an announcement on the preferred corridor option shortly. The announcement will include information about the future connection of the M12 Motorway to the upgraded The Northern Road. The Northern Road Upgrade between Glenmore Parkway, Glenmore Park and Jamison Road, Penrith Roads and Maritime is continuing to deliver this important project.
