Airports Authority of India, LGBI Airport, Guwahati invites tenders (through e-tendering process)
for grant of “License for Airport Restaurant inside Terminal Building at LGBI Airport, Guwahati
for a period of 03(three) years with a Minimum Reserve Licence Fee of Rs. 2,63,760/-(Rupees two
lacs sixty three thousand seven hundred sixty only) per month plus service tax and other levies as
applicable.
1.Downloading of Tender Documents

3.Opening of Technical Documents

4.Date of opening of financial bid of the tenders found to be fulfilling the eligibility and technical
criteria shall be opened on a subsequent day which shall be intimated.

NOTICE INVITING TENDER
Tender in prescribed form duly sealed are hereby invited for granting license for the
following:

2.
i) The period of license shall be for 03 (three) years.
ii) Obligations relating to Transfer:
The Authority agrees that during the Concession Term, in the even the Authority transfers
the rights to operate and maintain the Airport to a third party(s), the Authority shall ensure
that
a) Authority shall cause to transfer/ novate this Agreement, in favour of such third party,
on the principle that such transfer/ novation would release Authority of all liabilities and
obligations arising from and after the date of transfer/ novation of such rights. The
Parties, along with relevant third party(s) shall execute necessary documentation or put
in place necessary agreements for the aforesaid transfer/ novation; and
b) The rights and obligations under or pursuant to all contracts and other arrangements
entered into in accordance with the provisions of this Agreement between Authority and
Concessionaire shall be vested in such third party.
3.
The quoted license fee against MRLF shall be subject to annual compound escalation @ 10%
for subsequent year or rate as decided by AAI from time to time.

Offers below MRLF will not be considered for award.
5.
In case of any increase in the area for Airport Restaurant, the license fee shall be enhanced on
pro-rata basis.
6.
The parties fulfilling the following criteria are eligible to participate in the tenders:
a) The party should have 3 years experience in similar type of business during the last seven
years.
b) The tenderer shall have minimum Annual Gross Turnover of Rs.15, 82,560/- (Rupees
fifteen lacs eighty two thousand five hundred sixty only) i.e. 50% of GTO from the same
kind of business.
c) The turnover criteria should be in any of the last 5 financial years.
d) The turnover details should be duly certified by a practicing Chartered Accountant.
e) In case of multiple business of a company then the breakup of the turnover with the specific
requirements of the tendered facility should be submitted duly certified by the Chartered
Accountant.
7.
Only one Tender Document shall be sold to a single party either a firm or an individual. The
proprietor of more than one company or firm will be considered as single party and one legal
entity. No party or legal entity will be sold more than one tender.
8.
Any party either a firm or an individual falling under the following categories is not eligible:
a)
De-barred/black-listed by CBI or AAI or Undertakings/Departments like; Railways, Defense
or any other Department of Govt. of India, State Govt.
b)
Parties facing action under PPE act with AAI.

c)
Parties either an individual or a business establishment, who has been ordered by a court of
Law to pay the outstanding dues of AAI at any of the airports as a whole and has not paid
such dues to AAI, shall also not be eligible for the tender.
d)
If the entity participating in any of the tenders is a private or public limited company,
Partnership Firm or Sole Proprietor and any of the Directors/ Partners/ Sole Proprietor of
such company is also a Director of any other company or partner of a concern or a Sole
Proprietor having established business with AAI and has outstanding dues payable to the
Authority, then the said entity may not be allowed in AAI tenders.
A declaration to this effect [Sl. No. 8(a) to 8(d) above ] has to be submitted on Non-Judicial
Stamp paper of Rs.20/- duly attested by the Notary Public by the party while submitting the
tender documents in Envelope-”A”.
9. Tender documents indicating full details of the licence will be available at AAI Website
www.airportsindia.org.in/www.aai.aeroand portal address https://etender.aai.aero/irj/portal
between 05.04.2014 to 27.04.2014 upto 1700 hrs. Bidder (s) shall have to pay the tender document
fees of Rs.5,000/- (Rupees five thousand only) through payment gateway provided by HFDC
making payment through credit cards.
10. Airports Authority of India, - Name of Bank – State Bank of India, Branch – Borjhar, Guwahati,
A/C No.32950142583, MICR Code No.781002013 and IFSC – SBIN0003776. A copy of the receipt
of the payment made is to be uploaded alongwith the Technical Bid document at the time of
submission. Non-submission of Tender Purchase Receipt shall lead to disqualification.
11. Tender Documents duly completed in all respect containing Technical Bid along with the
Financial Bid (separately) be uploaded (in English only) at https://etender.aai.aero/irj/portal upto
28.04.2014 upto 1430 hrs positively. Each page of Technical should be signed by the authorized
representative of the tenderer. The authorization (power of attorney) should be on non-judicial stamp
paper of Rs.100/- duly attested by Notary Public.

The tenderers are required to furnish an Earnest Money Deposit of Rs. 1,58,500/-(Rupees
one lac fifty eight thousand five hundred only) through RTGS in favour Airports Authority
of India, - Name of Bank – State Bank of India, Branch – Borjhar, Guwahati, A/C No.
32950142583, MICR Code No. 781002013 and IFSC code - SBIN0003776. A copy of the
receipt of the payment made is to be uploaded along with the Technical Bid of Tender
Documents at the time of submission. Non-submission of EMD Receipt shall lead to
disqualification
The Technical Bids of the tenderers shall be opened on 28.04.2014 at 1500 hrs.
Date of opening of financial bid of the tenders found to be fulfilling the eligibility and
technical criteria shall be opened on a subsequent day which shall be intimated.
12.
AAI reserves to itself the right to reject the conditional tender without assigning any reason
thereto.
13.
AAI reserves to itself the right to reject any or all the tenders without assigning any reason
thereof and to call for any other details or information from any of the tenderer(s).
14.
Parties shall inspect the location of the restaurant before participation in the tender. AAI
will provide only vacant space for the restaurant. All modification / interior designing has
to be borned by the party, for which AAI will not pay any amount to the party. A
declaration in this effect shall be submitted along with tender.

E-Tendering Participation requirements:- Interested vendors willing to participate through
e-tendering process are required to register themselves on this portal following the process

User name and Password: The objective of obtaining system generated user identification
(UID) followed by password is essential for downloading tender document. The tender
document is uploaded by AAI using digital signatures. However, digital signature is not
required for down loading of tender document. The portal can be viewed through ugest user
(id) for getting tender details and other information at portal.
There is no registration fee applicable. However bidders shall have to pay the tender
document fees through payment gateway provided by HFDC making payment through credit
cards.
