PEDE
Scope
These specifications cover the minimum technical requirements for the design
manufacture. Supply and transportation to the site(s) and testing of Metal-Oxide surge
arresters without gaps with silicon-polymer housing for indoor and outdoor
installation in the 20KV distribution system of the PEDE under the service conditions
of Syria.

GENERAL INFORMATION AND REQUREMENTS
1. INTRODUCTION
This description determines the requirements of the PEDE for design material, testing
and supply of Metal-Oxide surge arresters without gaps with Silicon-Polymer housing
for indoor and outdoor installations in the distribution system of the PEDE under the
service conditions of Syria.
For preparing tenders in good and complete form. Tenderers are requested to examine
carefully the tender documents in order to ascertain the matters on which they are to
undertake.
The form of the tender and all accompanying documents shall be
completely filled in and signed by tenderer and must not be altered or mutilated. The
tenderer shall fill technical specification list (Guarantee schedule) and give clear
technical information and dimensions in detail.
The tenderer shall give answers to all questions mentioned in the tender book.
If any tenderer is in any doubt as to the true meaning of any part of the tender
documents or wishes to make inquiries regarding the documents. He should make all
such inquiries addresses as follows:

2. DEFFINTIONS
PEDE:

SA:
Surge arrester.
3. SYSTEM DETAILS AND SERVICE CONDITIONS
The performance of the S.A. shall be guaranteed for the following operating,
installation and environmental conditions of Syria.
3.1 20KV Distribution System
- 20KV ± 20%
- Three phases, three wires.
- Earthed through an earthing transformer 20/0.4 KV (Zn Yn11)
- Vector group of distribution transformer 20KV /0.4 : DYN 11.
- Rated voltages Uo/U: 12KV/20KV.
- Maximum service voltage : 24 KV
- impulse withstand voltage level: 125KV at 1.2/50 us.
- Symmetrical system rated short-circuit level is 500 MVA.
3.2 Environmental Conditions:
- Altitude above sea level: 1000m
- Max. ambient temperature: 50°c
- Temperature with solar radiation: 60°c
- Min. ambient temperature: -10°c
- Average max. temperature: 40°c
- Average max. relative humidity: 80% at 30 deg.
(relative humidity – in some site of Syria – of up to 100% are possible).
- Severe surface contamination from salt. Dust heavy industrial and marine
pollution. Sandstorm and dine dust can be expected.
Pollution degree III .

The offered products should be suitable for use under semi-arid conditions as well as
for use on coastal area.
4. STANDARDS AND NORMS
All material workmanship, design, inspection and testing of the subject surge arresters
shall conform to the latest revision applicable IEC standards (IEC99–4)
5. RATINGS AND PERFORMANCE / GENERAL
5.1 Rating, performance and testing of the S.A. shall meet the requirements described
in the relevant clauses.
5.2 All materials used in the construction of the S.A. shall be capable of withstanding
mechanical, electrical and thermal stresses developed during the normal working
(permanent or temporary loading), short circuit and emergency overloading under the
service conditions described in clause3
6. CONSTRUCTION DETAILS
The surge arresters shall be designed for outdoor and indoor service and for
installation between phase and earth. The SA shall be composed of on or several
series connected units. The SA unites shall be interchangeable with like rated units to
the same type and design. The active part of the S.A. shall consist of non-linear Zno
varistors.
6.1 Housing
The internal part of the S.A. shall be enclosed:
-.in Polymeric insulator designed to withstand the environmental conditions.
The insulators shall meet the requirements and test requirements described in the
relevant IEC standards.
6.2 Terminals
The SA shall be furnished with two parallel vertical flat terminal connection pads
suitable for connection to the high voltage system made of copper stainless steel or
aluminum for connection similarly with a horizontal pad for grounding.
6.3 Galvanizing
Exposed iron and steel parts shall be hot dip galvanized according to any proposed
international standards. The average thickness of the coating except for small parts
shall be 50 µ m.

7. ACCESSORIES
7.1 Disconnector: current bath must be from metal oxide (ceramic capacitor is not accepted)
7.2 Earth Lead Disconnector .
8. DIAGRAMS AND DRAWINGS
The following diagrams and drawings shall be submitted with the tender as a part of
the tender documents.
-complete sets of detailed dimension drawings and catalogues of the offered
products.
-calculation sheets for construction.
-other necessary drawings (open view for complete S.A) .
The Contractor shall submit detailed working drawings together with the calculations
justifying their use as soon as possible after elaboration of the contract, instruction
document for maintenance, installation and putting in operation of the equipment.
9. QUALITY ASSURANCE

10. LANGUAGE OF THE OFFER AND CORRESPONDENCES
The offer and its enclosed documents and references shall be submitted in English.
The correspondence, if abroad, shall be in English and, if inland, shall be in Arabic.
11. TENDERER’S BACKGROUND
Tenderers are requested to state in their offers their experience in design, manufacture
and erection of the products they have proposed, namely:
-Annual capacity of production
-list of main clients (companies, establishments, etc…, over the last two years)
with addresses (telex, fax)
-any other details may be useful.
12. DOCUMENT OF TECHNICAL OFFER
A complete technical offer shall include three copies of the following documents in
English:

1-tender schedule of guarantee duly completed and signed by the offerer and the
manufacturer.
2-All required information.
3-Copies of latest edition of applicable IEC standard (one copy).
4-Quality assurance certificate by an independent authority.
5-Dimensioned drawings and details of S.A. accessories and the used materials in
addition to open view for complete SA..
6-Reference list:
-Manufacturer experiences in design, manufacture and erection of S.A. and
accessories.
-Annual capacity production.
-Main clients of the offered S.A. used over the last two years (companies,
establishments, etc…., with addresses and fax numbers)
7- One Sample should be sent with the offer and will be considered as essential part of
it.
8- Type test report for the offered SA shall be enclosed with the offer.
13. TESTING AND INSPECTION
There are many tests required .. and the contractor will bear the costs of all tests.
1- Offered sample: The offered sample will be evaluated and tested according to
IEC 99-4
If the sample failed during evaluation, the offer will be rejected.
2- Testing of the surge arresters will be carried out at Syrian Arab Republic (6
samples from each delivery)
14. PACKING AND SHIPMENT
15.1-The type of packing should be suitable for export and provide complete
protection for marine or truck or rail transportation and for loading and unloading.
15.2- Each three surge arrester should be packed in one cartoon box separately. So,
many cartoon boxes should be collected in one wooden ballet to achieve easy
loading and unloading.
15. MARKING AND IDENTIFICATION
15.1- PEDE stresses great importance to distinct and durable identification.

Metal-oxide surge arresters shall be identified by the following minimum
information which shall appear on a nameplate permanently attached to the arrester:
-continuous operating voltage.
-rated voltage.
-nominal discharge current.
-the manufacturer’s name or trade mark, type and identification of the
complete arrester.
-identification of the assembling position of the unit (for multi-unit arresters
only).
-the year of the manufacture.
-PEDE, the purchaser.
-line discharge class or high lightning duty type.
-contamination withstand level of the enclosure, see IEC 815.
15.3-It is important to mark each case or box clearly by the following:
-contract number.
-PEDE, the purchaser.
-delivery number, shipment number.
-manufacturing date.
-name of manufacturer.
-kind of materials.
-quantities contained.
-main technical specification.
-gross weight, net weight.
-item number.
The marking must be clear and written on two sides of the box with inerasable
materials.
16. FINAL ACCEPTANCE REJECTION AND REPLACEMENT
The final acceptance will be in the Syrian warehouses after holding the following:
-Verifying the compliance of the materials specification delivered with the
standards (stipulated in the technical specification in the contract).
-Succeeding the acceptance tests.
17. GUARANTEE
The manufacturer shall guarantee the S.A. against all defects arising out of faulty
design or workmanship, or defective material for a period of 12 months from the
date of provisional acceptance of the last shipment .
