This SDMS shall also be read in conjunction with SEC Purchase order or contract schedules. 3.0 APPLICABLE CODES AND STANDARDS The latest revision of the following codes and standards shall be applicable for the equipment/material covered in this specification. In case of any deviation, the vendor/manufacture may propose equipment/material conforming to an alternate code or standard. However, the provisions of SEC standard shall supersede the provisions of these standards in case of any difference. 3.1 ANSI C62.1 Standard specification for surge arrester for AC power circuit. 3.2 NEMA LA1 Standard specification for Surge Arresters. 3.3 IEC 60099-4 Standard specification for non-linear resistor type arrester for A.C. system. 3.4 IEC TC37Part-3(wg-4) Standard specification for metal oxide type arrester with out spark gaps. Page 3 of 12 Saudi Electricity Company SEC DISTRIBUTION MATERIALS SPECIFICATION 3.5 IEC 168 Insulator. 3.6 ANSI 153 Galvanising. 3.7 BS 729 Galvanising. اﻟﺸﺮآﺔ اﻟﺴﻌﻮدﻳﺔ ﻟﻠﻜﻬﺮﺑﺎء 35-SDMS-01 DATE: 28-12-1422 H In case of any deviation from the listed standards, it should be indicated in the list of deviations submitted by the supplier. 4.0 SERVICE CONDITIONS 4.1 Surge arrester shall be suitable for operation under the service conditions as per SEC latest revision of General Specification No. 01-SDMS-01. 4.2 The surge arresters and its fittings shall withstand the effect of direct solar radiation at their installed locations. The temperature of exposed surfaces shall be regarded as 75ºC plus the effect of internal heating. 4.3 All locations are subject to sand storms and arresters shall therefore be designed to prevent ingress/deposit of sand over the outer and inner surface of surge arresters. 5.0 SYSTEM CONDITIONS The surge arresters shall be suitable for installation in a system of the given characteristics in Table No. 1. However for detailed system conditions refer to the latest revisions of the SEC general specification No. 01-SDMS-01. Page 5 of 12 Saudi Electricity Company SEC DISTRIBUTION MATERIALS SPECIFICATION اﻟﺸﺮآﺔ اﻟﺴﻌﻮدﻳﺔ ﻟﻠﻜﻬﺮﺑﺎء 35-SDMS-01 DATE: 28-12-1422 H 6.3 Duty Class: Surge arrester distribution classes shall be as defined in IEC 60099-4. 5KA Arrester-light duty class. 10KA Arrester-heavy duty class. 6.4 Over Pressure Relief Device: Arrester shall be provided with a pressure relief device, a mean for relieving internal pressure in an arrester and preventing explosive shattering of the housing following prolonged passage of flow current or internal flashover of the arrester. 6.5 Disconnection Feature: Disconnector shall be incorporated. It is a device for disconnecting an arrester from the system in the event of arrester failure to prevent a persistent fault on the system and to give visible indication of the failed arrester. The method of operation of disconnector shall be described by supplier. 6.6 Insulator Detail: All the insulator shall have the rated withstand voltage given in Table No. 1. Creepage distance is based on nominal line-to-line voltage and shall be 25/40mm/KV minimum for dry and wet areas respectively. Insulator sheds shall be designed to minimize trapping of contamination. It can either be made of polymer or porcelain having glazed brown or gray color. The polymer should be “Silicon rubber housing made by direct molding method”. 6.7 Moisture Sealing: The supplier shall describe the moisture sealing system used and shall state his own experience with the design offered. The method of factory testing of the sealing shall be described. It is the discretion of SEC either to accept or to ask the manufacturer to modify the surge arrester design and construction. It shall be confirmed by the supplier. NEMA type mounting brackets shall be provided to facilitate mounting of arresters on angle or channel iron type cross arms. 6.9 Corrosion Protection: All metal parts shall be hot dip galvanized in accordance with the standard mentioned in sub-section No. 3.6 with exception to stainless steel. In all cases the supplier shall clearly mention the protective measure used when dissimilar metals are in contact. 6.10 Terminals: Terminals shall be clamp type and shall be constructed for conductor either copper or ACSR and continuous work shall be guaranteed without any deterioration. Full details of the design of terminals must be submitted at the time of tendering and must receive SEC approval. Terminals shall accommodate conductor standard sizes used by SEC. 7.0 MARKINGS: Each arrester shall be provided with a name plate, bearing the following information as a minimum, in English and/or Arabic: 7.1 Rated voltage. 7.2 Nominal discharge current. 7.3 Short circuit level. 7.4 Maximum continuous operating voltage (MCOV). 7.5 Manufacturer’s name or trademark. 7.6 Year of manufacture. 7.7 Country of origin. 7.8 Manufacturer serial number. Page 7 of 12 Saudi Electricity Company SEC DISTRIBUTION MATERIALS SPECIFICATION اﻟﺸﺮآﺔ اﻟﺴﻌﻮدﻳﺔ ﻟﻠﻜﻬﺮﺑﺎء 35-SDMS-01 DATE: 28-12-1422 H 8.0 TESTING AND INSPECTION 8.1 General: All equipments shall be tested in accordance with the latest standards and as specified herein. The supplier shall provide acceptable type test certificates for his offered equipment. SEC at his discretion may wish to have additional or repeat type test carried out. After completion of the type tests, two certified copies of the test reports shall be submitted for approval. No equipment shall be shipped untill approval of the test report has been given by SEC. Routine and/or sample test shall be carried out at the supplier’s factory. Type tests shall be carried out at an independent laboratory or shall be witnessed by a representative of an independent testing laboratory or other representative acceptable to the SEC. 8.1.1 Type Tests: All arrester shall be fully type tested in accordance with the IEC TC 37 working group 4 proposals on surge arresters (Section 5 & 6) and test report shall be submitted for SEC review. 8.1.2 Routine Test: Supplier shall provide detail of the routine tests, which will be performed on the arresters with the minimum requirement being following. 8.1.2.1 Leakage current test: - Measurement of the leakage current of the arresters at voltage to 100%, 80% and 60% of the rated voltage. 8.1.2.2 Power frequency reference or low current. 8.1.2.3 Residual voltage test. 8.1.2.4 Insulator tests. Accordingly, the supplier should give adequate notice of manufacturing and test schedules. 9.0 PACKING AND SHIPMENT 9.1 Each arrester shall be unit packed, complete with line and ground lead attachment and mounting accessories in such manner to prevent damage to them during transportation and handling up to installation site. 9.2 Packing shall be designed to prevent entry of dust, ingress of moisture and other foreign matters. 9.3 Packing shall be marked with the following: 9.3.1 9.3.2 9.3.3 9.3.4 9.3.5 9.3.6 Manufacturer’s Name. Handling instructions. 9.4 Supplier shall contact Material Department for additional packing, handling and shipment instructions as applicable. 9.5 Packing note in Arabic and English shall be included in each case giving description of goods packed. 10.0 GUARANTEE 10.1 Vendor shall guarantee the surge arresters against all the defects arising out of faulty design, workmanship or defective material for Page 9 of 12 Saudi Electricity Company SEC DISTRIBUTION MATERIALS SPECIFICATION اﻟﺸﺮآﺔ اﻟﺴﻌﻮدﻳﺔ ﻟﻠﻜﻬﺮﺑﺎء 35-SDMS-01 DATE: 28-12-1422 H a period of one (1) year from the date of installation or two (2) years from the date of delivery, unless and otherwise specified in tender documents. SEC certification for the date of installation shall be accepted by the vendor. 10.2 If no exception/deviations are taken to this specification and no list of deviations is submitted, it shall be deemed that, in every respect, the offered arresters and their accessories conform to this specification. 11.0 TECHNICAL DATA SCHEDULES 11.1 The vendor shall complete and return one copy of the attached Data Schedule with quotation. In addition to Data Schedule, clause-byclause compliance to this Specification shall also be confirmed/submitted. 11.2 Detailed dimensional drawing of the arrester showing mounting arrangements, line and ground lead connections. 11.3 The supplier shall provide literature describing field experience under similar service conditions to those given in SEC Ref. No. 4. A reference sakes list shall be included. This shall detail the quantities sold, name and address of users, the number of years in service in each case. The literature shall show at least 10 years service in each environment. 11.4 Type test certificates. 11.5 Submittals required following award of contract are given below: a- Manufacturing schedule, progress report and test schedule. b- Test reports.
