TRADE MISSION TO CAMBODIA
24TH – 27TH NOVEMBER 2013
1.
INTRODUCTION
Cambodia is a country in Southeast Asia that borders the Gulf of Thailand. Neighboring countries include
Laos, Thailand, and Vietnam. The geography of Cambodia is mountainous in the southwest and north
and dominated by the Mekong River and Tonle Sap Lake. The government system is a multiparty
democracy under a constitutional monarchy; the chief of state is the King and the head of government is
the Prime Minister. Cambodia has a mixed economic system, self-defined as a planned economy with
markets, in which the economy includes a variety of private freedom, combined with centralized
economic planning and government regulation. Cambodia is a member of the Association of Southeast
Asian Nations (ASEAN).
It is not surprising, then, that Cambodia is becoming a magnet for ASEAN companies preparing
international expansion plans and looking for alternative production bases with low-cost labour.
Cambodia offers ample opportunities for export of Malaysian products and services. Malaysians should
move in more aggressively in this market to tap its enormous potentials.
Due to this huge potential in the various sectors, the National Chamber of Commerce and Industry is
organising a General Trade Mission to Vientiane from 24 to 27 November 2013. This mission is managed
by the Malaysian Export Academy.

MISSION OUTCOMES
Based on the debriefing session immediately after the Gala Dinner, the delegates expressed satisfaction
on the outcome of the mission.
Among the projects that they have planned to undertake are as follows:






CONCLUSIONS / RECOMMENDATIONS
It is recommended that the delegates should conduct follow up visits. Other Malaysian companies
should also be encouraged to visit this country which appears to be an attractive destination for
Malaysian investments and export of services. Investments in manufacturing of building materials,
agricultural products, auto parts, rubber-based products etc, export of services such as Education,
Engineering, Construction, Event Management, Medical etc have great potential in this country. The
tourism sector is another area to explore and invest in this country.
In a nutshell, the six areas in terms of priority that Malaysians could target are Real Estate Development,
Education, Medical Services, Tourism, ICT and Manufacturing. In terms of export, we should look at
more high tech products and services.

NCCIM TRADE MISSION TO CAMBODIA

The Brief on the Courtesy call session on 25th November 2013, Phnom Penh.
The Malaysian delegation for the courtesy call:

H.E. Ith Prang, Secretary of State, (representing the Minister of Industry, Energy and Mines,
Cambodia, who is way on an official function) and his team of Senior officials presented
detailed insights into the energy scenario of Cambodia, especially its electrification programmes
- to the rural areas and for its industrialization needs.
It was also noted that a Malaysian company, CUPL (as known in Cambodia), that had the first
IPP projected in 1996, 30MW , and the same company in 2013 also became the first to build a
power plant,100MW, with coal as the generation fuel.
It is also noted that since 1996, in terms IPP projects, there has not been any substantive
Malaysian presence as the scenario has been dominated by the Chinese and Korean companies.
The Cambodian labour market too has been hit with the incidence of labour supply shortages;
by virtue of its increasing industrialization activities.
BUSINESS MATCHING SESSION
25TH November 2013

Time: 9.00 am to 6.00 pm
1) The business matching program is participated by 38 delegates from Malaysia to
Cambodia, the first session for the day at 9.00 am with 4 presentation from Banking
sector, taxation, customs procedures and business analysis presentation for potential
industry in Cambodia to be tap by the Malaysian Investors by the President of Malaysian
Business Council of Cambodia, the entire presentation ends at 12.00 pm lunch time.
2) Followed by the presentation is at 2.00 pm the actual business matching event took
place between Cambodian business and Malaysian Business. The overall number of
business entity participated for this business matching is around 50 companies including
companies from Cambodia and Malaysia, there were also walk in business to meet the
Malaysian Delegates for business Matching.
3) Many individual Cambodian business’s meet up to 12 companies in Malaysia for various
business opportunity, therefore all the Malaysian delegates gets the opportunity to
engage in business partnership instantly.
4) The main discussion during the business matching is the buyers and sellers from
Cambodia and Malaysia get the understanding of the needs and want of product and
services and discussion on the term and conditions for exporting the products and joint
venture opportunity. The entire business matching ends at 6.00pm.

Time: 10.00 am to 12.00 pm
1) The meeting starts at 10.00 am with the roundtable discussion attended by the
Cambodian Chamber of Commerce, NCCIM Head of Delegation & Malaysian delegates.
2) The first session is the introduction by the Cambodian Chamber of Commerce and
followed by information on business sectors that Malaysia can look into investing in
Cambodia by Honorary president H.E Neak Oknha Dr. SOK KONG.
3) Datuk Syed Ali Alattas the president of NCCIM suggest to the Cambodian Chamber that
there is a lot of opportunity in Cambodia for the Malaysian Investors especially in the
agriculture sector and Halal food industry, where the Malaysian can produce more Halal
products and export to the Cambodian market to create the Halal food Hub for the
ASEAN region.
4) The Cambodian Chamber welcomes the proposed idea of Datuk Syed Ali Alattas
President of NCCIM, the president of Cambodian Chamber also stress that they are
looking for more investors from ASEAN region to develop Cambodia economy since
Malaysia is actively involved in ASEAN they suggest this will be good opportunity to
voice out the interest.
5) The session ends with Q & A between the both parties which end at 11.00 am and
followed by business matching organized by the Cambodian Chamber of Commerce.
Total successful Business Matching session conducted during the trade mission is two (2).
MOU Signing
25TH November 2013

Time: 11.45 am to 12.00 pm
1) After the business matching session, MOU signing took place between two major
companies from Malaysia and Cambodia. The two companies are Hot & Roll Holdings
Sdn Bhd major snacks food outlet operator in Malaysia the delegates are Ms. Yeow Lee
Peng, General Manager and Naning Bin Jamaludin, Business Development Manager
from Malaysia. The Cambodian company is Shukaku Inc, Ms. Onkha Lau Michelle,
Executive Director.
2) The MOU is on the franchising partnership for the Hot & Roll outlet to operate in
Cambodia. This MOU is Witness by the Malaysian Ambassador in Cambodia H.E Ybhg,’
En. Raszlan Abdul Rashid, Datuk Syed Ali Alattas, President of NCCIM, Dato Syed Hussein
Al Habshee, Secretary General NCCIM, Mr. Teh Sing, President of Malaysian Business
Council of Malaysia.

The key pointers:
1) NCCIM reiterated on the key objective of the mission - the search for business potential and
opportunities is in the forefront; but the need to yield awareness and to provide first hand opportunities
for the Malaysian businesses to gain insights into the economic landscape of Cambodia are strategic
dimensions that underpin the objective of the mission.
This is important by virtue of the fact that the AEC will be a reality in 2015; with LAO PDR as a member
of ASEAN; places importance on the need of businesses to have more opportunities and platforms of
interaction to drive towards greater degree of familiarization with the view of creating collaborations on
existing and new scopes that could be pursued.
2) The Ambassador strongly agrees to the importance of ASEAN, and there lies ahead a wide scope of
tasks and initiatives that needs to be undertaken collectively for the benefit of all parties concerned - at
bilateral and collectively at ASEAN level, and Cambodia does indeed look forward to Malaysian
experiences to be a part of its economic development.
3) The Ambassador reiterated that Cambodia should be perceived as an upcoming “regional distribution
hub”; and call upon Malaysian businesses to share the same perspective in its deliberation of business
possibilities that can arise.
4) In his speech he also mention that SMEs should be given importance, as there are an important part
do a nation; and both countries should seriously look into how SMEs of both nations can be brought
closer together to have business collaborations - at bilateral and at ASEAN level.
6) The Ambassador also mention in his speech that business should have the mindset of how
collaborations should consider the strengths of each country, how it can be collectively tapped upon,
and there ought to be collective efforts towards the creation of ASEAN products for export and even to
assist on the reduction of the regional import bills on certain category of goods.
