ABOUT THE INDIAN INSTITUTE OF TECHNOLOGY ROORKEE The Indian Institute of Technology (IIT), Roorkee is the successor of the University of Roorkee and is the oldest technical institution of the Indian subcontinent. It was established as the Roorkee College in 1847 and rechristened as the Thomson College of Civil Engineering in 1854. Recognizing its yeoman contribution for the development of the country for over 100 years, this temple of learning was elevated to the status of a University, the first technical university in India in 1949. The University of Roorkee was converted to IIT Roorkee by the Government of India on September 21, 2001, thereby further elevating it to an institute of national importance. Over the years, it has built up and maintained an excellent academic reputation. The outstanding achievements of its alumni especially in the field of water related subjects are a testimony to this. The IIT Roorkee has academic departments in the area of Engineering, Sciences, Architecture and Planning, Management studies and Humanities and Social Sciences besides many centres of higher education and research. ABOUT THE DEPARTMENT PREAMBLE The Electrical Engineering Department was part of the Thomson College The application of computer has permeated in all aspects of electrical of Engineering from the year 1897, one of the earliest such specialization in the engineering practices and new avenues of such applications are being continually world when the discipline itself was in its infancy. The first batch in Electrical explored. The scientific and engineering community is devoting efforts to harness Engineering passed out of the college in the year 1900. The department was closed down in the year 1923, following the recommendation of a special committee that the college may be converted to purely Civil Engineering Institution. This decision was not to be reversed until on the eve of being converted into a University. The the potential of computer assisted solutions to fascinating and challenging problems of electrical engineering. An element of artificial intelligence is defining new control strategies, unthinkable until recently, in all segments of this vital branch of engineering enriching it with efficient, reliable, flexible and user friendly solutions achievable with precision. Fortescu committee advised the resumption of instructions in Electrical Engineering and the present department of Electrical Engineering came into being Starting from Generation, Transmission, Distribution and Utilization of in 1946, and the first graduates of the new department were offered courses with Electrical Engineering to different applications of the same, the use of computers, options in both Electrical & Telecommunication Engineering. Subsequently in both online and offline has become very popular. In order to keep pace with the 1964, the department was bifurcated to form the two departments i.e. Electrical development of Computer Applications in Electrical Engineering, an International Engineering and Electronics & Communication Engineering. Conference helps in bringing people engaged in teaching, research and industries The department is a recognized centre for under-graduate, postgraduate and Ph.D programmes. It is offering Ph.D. programme since 1964 and more than 125 research scholars have been graduated so far. The Department is very active in industry-institution interaction and is providing consultancy services to the industry over the last 45 years. Number of prestigious sponsored and consultancy projects for different organisations have also been completed by the Department. together to learn from each other and enhance their knowledge level as well. The Department of Electrical Engineering, IIT Roorkee is more than hundred years old and it has its trained graduates in almost all corners of India and abroad. In 1997, it was thought to organize International Conference in the area of Computer Applications in Electrical Engineering every four years with an aim to update the teaching and research fraternity about the newer developments. The present conference is the fifth in this series. OBJECTIVES The impact of computers, particularly over last four decades, has changed practices in electrical engineering beyond recognition even though the process is not yet complete. CERA'13 aims to provide platform for bringing together teachers, researchers, professionals, managers and policy makers not only to discuss recent advances in off-line and on-line computer application techniques including use of associated fields of optimization, modeling, simulation, expert systems, artificial intelligence, neural network etc., but also to discuss the absorption of these areas in academic curriculum and industrial practices and to deliberate on directions needed to be taken up for future course of R&D and training in this vital areas. Besides research papers, CERA'13 welcomes application oriented papers particularly relating to industry as well as papers highlighting applied problems for which appropriate solutions are being currently searched. Some of the themes identified for the conference are as under: 1. Smart Grid Technologies and its applications 2. Distribution System Automation and Reforms 3. Digital Protection and SCADA 4. Design, Operation and Condition Monitoring of Power Apparatus 5. Intelligent and Virtual Instrumentation 6. Distributed Electronic Measurements 7. Digital Signal and Image Processing 8.
