ABOUT ROORKEE
Roorkee town (Longitude: E770 53' 52” and latitude: N290 52' 00”.
Average elevation: 268 meters above the mean sea level) is situated in south of
lower Himalayan range and is in Haridwar District of the northern Indian state of
Uttarakhand. It is located about 30 km from Haridwar and 180 km north from the
national capital, New Delhi and considered to be the gateway to pilgrimage
centres/ hill stations of many renowned places like Haridwar, Rishikesh,
Mussoorie, Badrinath and Kedarnath. Roorkee is well connected by roads and
trains and falls on Dehradun-Saharnpur rail link. There are frequent bus services
from Inter-State Bus Terminus (ISBT, Anand Vihar), New Delhi and two superfast
trains Shatabdi Express and Janshatabdi Express runs between New Delhi and
Dehradun with a halt at Roorkee. The nearest International Airport is New Delhi
and the Domestic Airport is Dehradun (70 kms). The weather during October in
Roorkee remains pleasant.
ABOUT THE INDIAN INSTITUTE OF TECHNOLOGY ROORKEE
The Indian Institute of Technology (IIT), Roorkee is the successor of the
University of Roorkee and is the oldest technical institution of the Indian subcontinent. It was established as the Roorkee College in 1847 and rechristened as
the Thomson College of Civil Engineering in 1854. Recognizing its yeoman
contribution for the development of the country for over 100 years, this temple of
learning was elevated to the status of a University, the first technical university in
India in 1949. The University of Roorkee was converted to IIT Roorkee by the
Government of India on September 21, 2001, thereby further elevating it to an
institute of national importance. Over the years, it has built up and maintained an
excellent academic reputation. The outstanding achievements of its alumni
especially in the field of water related subjects are a testimony to this. The IIT
Roorkee has academic departments in the area of Engineering, Sciences,
Architecture and Planning, Management studies and Humanities and Social
Sciences besides many centres of higher education and research.

and it has its trained graduates in almost all corners of India and abroad. In 1997, it
was thought to organize International Conference in the area of Computer
Applications in Electrical Engineering every four years with an aim to update the
teaching and research fraternity about the newer developments. The present
conference is the fifth in this series.
OBJECTIVES
The impact of computers, particularly over last four decades, has
changed practices in electrical engineering beyond recognition even
though the process is not yet complete. CERA'13 aims to provide platform
for bringing together teachers, researchers, professionals, managers and
policy makers not only to discuss recent advances in off-line and on-line
computer application techniques including use of associated fields of
optimization, modeling, simulation, expert systems, artificial intelligence,
neural network etc., but also to discuss the absorption of these areas in
academic curriculum and industrial practices and to deliberate on directions
needed to be taken up for future course of R&D and training in this vital
areas.
Besides research papers, CERA'13 welcomes application oriented
papers particularly relating to industry as well as papers highlighting
applied problems for which appropriate solutions are being currently

CALL FOR PAPERS
Prospective authors, intending to present their research papers, are
requested to submit their full length paper in IEEE standard format having
restricted length, which when accepted should be limited to maximum 6 pages of
IEEE double column format. The author(s) should indicate the theme under which
article would be considered in the conference. The paper may be submitted on A4 size. The research paper will be reviewed by a panel of experts from different
fields. After recommendation of the reviewers the acceptance of the paper will be
sent along with the instructions for preparing the final manuscript. For paper to be
published in conference, it will be obligatory for at least one of the authors to
register and present the paper in the conference. All the papers presented in
CERA'13 will be included in conference proceeding(soft bound). 15 selected
papers will be recommended for publishing in the International Journal of
Emerging Electric Power Systems (IJEEPS).
How to upload a research paper
Open the link www.iitr.ernet.in/cera13 and click on "Submit a paper", then Register
in "Easy chair account" and follow the instructions. The paper need to be in IEEE
double column pdf format. Maximum page length is restricted up to six pages.
