GATEWAY SCHOOLS BCITO Background The Building and Construction Industry Training Organisation (BCITO) is the standard setting body for the building and construction industry – we are responsible for working with the industry to develop construction-related qualifications and manage industry training for those qualifications through apprenticeships. We cover a number of industry sectors with the majority of the BCITO’s business relating to carpentry. BCITO offices are run by a network of Training Advisors, they are the people who manage apprenticeships in their designated area. The BCITO team is committed to working with the industry to maintain high standards in trade training. An essential part of this involves working with schools to ensure that we get the right students coming out of school and entering the industry. Our key objectives are to: • develop strong relationships with local schools, students and employers • introduce schools and students to the BCITO, apprenticeships and its training programmes • promote the BCITO as the primary contact for training opportunities and apprenticeships in the building and construction industry • provide information to students on the training opportunities and career pathways available to school leavers. BCITO Gateway Services and Fees The BCITO offers the following services: • signing your Gateway students into a BCITO Gateway Training and Assessment MoU • providing comprehensive learning and resource packages for your students • assessing completed theory unit standards • assisting you in getting to know your local industry employers • helping students make career decisions • introducing students to prospective employers when they leave school • providing appropriate building and construction information for careers advisors • assisting you with accreditation processes. If you wish to seek accreditation, first check the Consent and Moderation Requirements (CMR) at http://www.nzqa.govt.nz/nqfdocs/maps/pdf/0048.pdf and then contact the BCITO Quality Assurance team on 0800 422 486. Schools can offer BCITO Gateway programmes through the following channels: Premium programme (Option 1) – BCITO Gateway Package purchase with assessment by BCITO. Use this option if your school is not accredited for the BCITO unit standards or is accredited but does not have an appropriate assessor available. The BCITO Training Advisor will assess the student/s at the completion of the programme. The table below shows the unit standards (including their designated domains) for schools wishing to progress with accreditation. The School will be responsible for assessment of the unit standards in the Gateway package purchased from the BCITO. (In some cases an unaccredited school has an MoU with an accredited provider to assess the unit standards in the package and must provide information about this at the time of purchase.) The BCITO Gateway Training and Assessment MoU records each party’s obligations when placing a student into work-based learning, including arrangements for assessment and reporting results to NZQA (see below). The BCITO Gateway Training and Assessment MoU is available from your Skills Broker or Training Advisor. The table below shows unit standards (including their designated domains) that are included in the base scope of accreditation for schools – therefore no accreditation application on behalf of the school is required for these. Unit standard, levels and credits 26627 (L1, C3) BCITO Gateway Package Cement and Concrete Domain Work and Study Skills The school must sign and return one MoU, that • indicates the assessment, reporting and moderation option they have chosen • gives the required detail for each BCITO Gateway student. The school will be invoiced for the package/s and services indicated in the MoU. Reporting Credits to NZQA If the school opts to use a BCITO Training Advisor as the assessor, the BCITO Gateway Training and Assessment MoU confers to the school the right and obligation to report Gateway results to NZQA through the school data file using the BCITO provider code. If the school is accredited and their qualified staff member is assessing the students, then results must be reported to NZQA using the school code. (If the school has an MoU with another provider, then results must be reported to NZQA according to the terms of that MoU.) 2 January 2013 © BCITO © BCITO January 2013 7 SCHOOLS GATEWAY Career Plan The BCITO Gateway Programmes can be the starting point for an exciting career in the construction industry. Project Manager Quantity Surveyor Business Owner Manage large scale commercial projects. Hotels, stadiums or apartment complexes! Goal: Diploma in Construction Management Project quantities and cost management, construction can’t start without you. Goal: Diploma in Quantity Surveying Own your business and your future! Contract Manager Estimator It’s all about the ‘bottom line’. Manage finances and control costs – are you within budget? Goal: Diploma in Construction Management Got a head for numbers? Source materials and cost out projects – can you make it work? Goal: Diploma in Quantity Surveying Building Careers Contract Supervisor Oversee multiple contracts, programme control, supervision of health and safety on site. You’re in charge and no two days will be the same! Supervisor Moving on up! Supervise on site staff and subcontractors and keep the site safe by managing health and safety. Goal: National Certificate in Construction - Supervisor Qualified Trades Person Pre-Trade Training The theory learning is supported by on-site, practical work experience. To achieve meaningful outcomes and continue with the real-life theme, the theory elements of the package are actual unit standards taken from BCITO National Certificates. See the section “Packages and Pathways” in this Guide for the unit standards in each of the BCITO Gateway Packages and the National Certificate/s to which those unit standards are attached. The BCITO Training Advisor will assess all unit standards at the completion of the programme if your school is not accredited, or if your school is accredited but does not have an appropriate assessor available. Appeals: In the event of a disagreement or query about assessment, the student and/or Gateway Coordinator should speak to the BCITO Training Advisor. If the problem is not resolved, your school’s Principal’s Nominee should contact the BCITO National Moderator to negotiate a way forward. This does not, however, mean that a student on Gateway work placement is unable to do practical tasks – their experience may be included in evidence for assessment when and if they choose to sign into an apprenticeship when they leave school. Learn foundation knowledge and skills on a pre-trade course at a private training establishment or polytechnic. Certificates AT School The BCITO will provide a Certificate of Acheivement for each student who successfully completes all the unit standards associated with their BCITO Gateway package. The school’s Gateway Coordinator will need to liaise with their BCITO Training Advisor to ensure the list of eligible students is correct. Gear up for a career in building and construction by taking the BConstructive programme and get work ready with a BCITO Gateway package. 6 Theory and Assessment Please note: Students are unable to gain credits for practical unit standards contained in the National Certificates as all practical tasks must be demonstrated to a tradesperson’s standard. “Commercial competence” refers to the ability to demonstrate knowledge and skills that reflect the productivity, uniformity, finish quality and material economies currently accepted within industry. Congratulations! You’re now qualified to work in the trade of your choice. From here you can opt for more training or start your own business. The sky’s the limit. Kick start your career and head straight into your apprenticeship training from school. The packages include both theory learning and practical application and come complete with all necessary resources to enable students to complete their programme. The practical sections of the BCITO Gateway packages have been designed to replicate an apprentice’s Record of Work and Assessment Manual. They contain sections on the key practical activities that a student may be involved in and a place to record what they have done when on their Gateway work placement. The construction industry can be a physically challenging and potentially hazardous environment. Students wishing to participate in the BCITO Gateway Programme should: • have a serious interest in exploring a career in the construction industry • be mature • be work-ready • be physically fit The Premium Programme (Option 1) includes assessment by the BCITO Training Advisor at a cost of $200 per student plus the cost of the chosen package. Gateway Carpentry Attached to the National Certificate in Carpentry (Level 4) or National Certificate in Frame and Truss Manufacture (Level 3).
