The primary work of the following service providers — whether government agencies and
services, nonprofit organizations, or private contractors; is to provide comprehensive
rehabilitation services to people who are blind or visually impaired. In addition, they
provide information and referral about a wide range of topics and issues, and direct
clients to other resources not listed in this guide. Some organizations also appear under
various subject listings.

Description: DSB offers a wide range of
services to increase the independence,
employment potential, and quality of life
for persons who are blind or visually
impaired throughout Washington. Services
include a vocational rehabilitation program,
employment services, a residential orientation
and training center, the Independent Living
program, Child and Family program, the
Business Enterprise program, Assistive
Technology Center, and employer relations
service. DSB provides these services at no
cost to participants or employers.

Description: The Division of Vocational
Rehabilitation (DVR) provides employment
services and counseling to individuals
with disabilities who want to work, but
experience barriers to work because
of a physical, sensory, and/or mental
disability. A DVR counselor works with each
person to develop a customized plan of
services designed to help them reach their
employment goal. DVR assistance may
include, but is not limited to the following:
counseling and guidance, assessment
services, independent living services,
assistive technology services, training and
education, job-related services, and project

Description: The WA State School for
the Blind provides specialized quality
educational services to visually impaired/
blind youth ages 0-21 who are residents
of Washington. Services are offered
through residential placement, day student
programs, and outreach throughout the
state by itinerant vision teachers. The
school serves as a statewide demonstration
and resource center, and a technology
support service for school districts.

Description: SightConnection is a private
non-profit agency offering comprehensive
rehabilitation services to people with
impaired vision. SightConnection offers
personal adjustment counseling and
resource information, instruction in
safe and independent travel, skills for
independent living, low vision assessment
and training, an adaptive aids store
with mail order and an online catalogue,
free CCTV demonstrations, assistive
technology center, and educational services
including information and referral, monthly
e-newsletter, and public speaking on issues
relating to vision impairment.

Description: The Deaf-Blind Service
Center (DBSC) provides services to
people who are 16 years old or over and
who are both deaf and blind to assist
people in reaching and maintaining their
highest possible quality of life and degree
of personal autonomy. DBSC provides
information and referral, community
education, advocacy, case management,
support services, deaf-blind to deafblind classes, senior citizen services, and
profession to professional services.

Description: The Edith Bishel Center for the

Description: Lilac Services for the Blind
provides in-home training, which includes
communication methods, home management
activities of daily living, and more. Both onsite and in-home training is available. Other
services include an adaptive computer lab,
Braille transcription and a Braille library, a
low vision department that includes adaptive
aid demonstrations, low vision evaluations,
and a magnifier program. Lilac also hosts
