Background
• Initial meetings with California Department of Social
Services Community Care Licensing Division, ACF
Regional Program Manager, and other stakeholders
identified regulatory gaps in Title 22 child care licensing
standards.
• California ranks 50th for regulations and oversight in
recent NACCRRA report.
• Stakeholder attempts to change regulations for annual
inspections in legislation failed.
• Broad stakeholder interest in working together to effect
change.

Leadership and Guiding Principles
• Participation in the group will not mean agency support
of any outcome or regulatory recommendation. Agencies
can choose to support recommendations.
• Collaborative process based on evidence based
research and expert input.
• Whenever possible, there will be consistency within the
recommendations between regulations for Centers and
FCC.
• Regulatory changes may also occur through legislation.
