النشر العالمية التي يغلب عليها‬ ‫ظاهريا النشر العلمي ولكن في الواقع أنها تضع في اولوياتها‬ ‫االغراض التجارية مما يبعدها عن الرصانة العلمية المطلوبة‪،‬‬ ‫وتستدرج هذه الجهات ومجالتها العلمية الباحثين في الكثير من‬ ‫البلدان ومنها العراق للنشر فيها‪ ،‬ولعدم وضع الرصانة العلمية‬ ‫ضمن أولويات النشر فإن هذه الدور تنشر البحوث بدون تقييم أو‬ ‫بتقييم ضعيف المستوى مما يقلل من الفائدة العلمية لهذه البحوث‬ ‫وبالتالي يؤثر على رصانتها العلمية‪ .‬وتقوم هذه المجالت بالنشر‬ ‫األلكتروني في شبكة المعلومات الدولية (األنترنت) وتدعي النشر‬ ‫المتاح ‪ Open Access‬وتحمل الباحث أجور نشر باهظة‪ ،‬وقد‬ ‫تكون مجانية تعمد الى سرقة أفكار الباحثين وتطويرها في‬ ‫مؤسساتهم العلمية‪.‬‬ ‫‪1‬‬ ‫ونظ اًر لكثرة أعداد هذه المجالت غير المنضبطة ذات النشر‬ ‫السريع واتساعها على الشبكة العنكبوتية‪ ،‬فقد يقع الباحثون غير‬ ‫الملتزمين تحت إغرائه‪ ،‬وقد يكون هذا النشر العشوائي بشكل غير‬ ‫متعمد لعدم دراية الباحث بتوجهات هذا النوع من المجالت وناشريها‬ ‫إالّ بعد فوات األوان واإلكتشاف الحقاً بأن أدوات تصنيف البحوث‬ ‫وضوابط لجان الترقية العلمية قد تهمل النتاج العلمي المنشور في‬ ‫غير محله‪ ،‬وبذلك يفقد الباحث ثمرة نتاجه العلمي فضالً عن‬ ‫خسارته المادية نتيجة دفعه أجور النشر التي قد تكون باهضة‪،‬‬ ‫فضالً عن خسارة الباحث لفكرته العلمية نفسها‪ .‬ومن المحتمل إن‬ ‫إتجاه الباحث لمثل هذا النوع من المجالت غير الرصينة والتي‬ ‫تدعي العلمية جاء نتيجة رفض بحثه العلمي غير الرصين أو‬ ‫الحاوي على كثير من األخطاء الطباعية والفنية مع إمكانية سرعة‬ ‫هباء‪.‬‬ ‫النشر فيها وبالتالي ضياع جهده ً‬ ‫‪2‬‬ ‫نستعرض في هذا الكتيب النشر الرصين وغير الرصين‬ ‫وماهو مطلوب من الباحث أن يعرفه قبل اإلقدام على إرسال بحثه‬ ‫للنشر‪ ،‬مع تعريف بالمجالت والناشرين غير الرصينين الذين بدأوا‬ ‫بغزو عالم النشر العلمي واألكاديمي‪ .‬وقد تصدى لهؤالء الناشرين‬ ‫ومجالتهم العديد من الجهات العلمية ومنها الموقع االلكتروني‬ ‫‪(scholarlyoa.com) Scholarly Open Access‬‬ ‫التابع للمكتبي األكاديمي ‪ Jeffery Beall‬في جامعة كولورادو‬ ‫‪ Colorado‬االمريكية‪ .‬وقد اعتمدنا على قوائم هذا الموقع‬ ‫األلكتروني بالدرجة األساس في تحديد أمثال هؤالء الناشرين‬ ‫ومجالتهم التي تدعي العلمية‪ .‬ونأمل أن تكون هذه المعلومات‬ ‫عوناً للتدريسيين والباحثين العلميين الذين يتوخون الرصانة في‬ ‫النشر العلمي‪.‬‬ ‫‪3‬‬ ‫متابعة النشر غير الرصين‬ ‫بدأ األكاديميون بالتعاون مع مواقع تابعة لبعض الجامعات‬ ‫والمؤسسات العلمية بالتحذير من النشر غير الرصين والسريع دون‬ ‫ضوابط التقييم‪ ،‬وقاموا بتوجيه األنظار الى الناشرين والمجالت‬ ‫العلمية التي تمارس هذا النوع من النشر التجاري غير المنضبط‬ ‫أو الرصين‪ .‬نذكر من هذه المواقع علي سبيل المثال الموقع‬ ‫االلكتروني ‪ (scholarlyoa.com) Scholarly Open Access‬الذي‬ ‫انشأه المكتبي األكاديمي‪ Jeffery Beall‬في جامعة كولورادو‬ ‫األمريكية‪ .‬ويقوم هذا الموقع بالتحليل الدقيق لكثير من المنشورات‬ ‫التي بدأت تظهر في السنوات األخيرة وخصوصاً بعد ‪ 2119‬تحت‬ ‫تدعي العلمية ولكن تقل فيها‬ ‫مسميات النشر المتاح في مجالت ّ‬ ‫إن لم تنعدم الرصانة األكاديمية والعلمية‪ ،‬فضالً عن األمانة العلمية‬ ‫‪4‬‬ ‫الناشر المفترس ُيصدر مجلة مفترسة‬ ‫قام المكتبي األكاديمي ‪ Jeffery Beall‬بنشر قوائم عدة‬ ‫للناشرين الذين يعملون في مجال النشر التجاري غير العلمي‬ ‫ويسميهم بـ "الناشرين المفترسين" الذين يصدرون "مجالت‬ ‫مفترسة"‪ ،‬فضالً عن نشر اسماء المجالت المنفردة (ليس من خالل‬ ‫دور النشر) والتي قد ال تكون رصينة‪:‬‬ ‫‪ .1‬قائمة بالمجالت المنفردة التي قد تكون تحت مسمى المجالت‬ ‫المفترسة (المشكوك فيها) أي بمعنى غير رصينة وتهدف الربح‬ ‫الرخيص‪ ،‬ويبلغ عدد هذه المجالت التي تم جردها لغاية‬ ‫‪ 2115/2/11‬بـ (‪ )561‬مفردة علمية مفترسة (الجدول رقم‬ ‫‪،)http://scholarlyoa.com/individual-journals/( )1‬‬ ‫ويدعو الموقع لجان الترقيات في الجامعات إلى توخي الحذر‬ ‫‪5‬‬ ‫في التعامل مع البحوث المنشورة فيها والتأكد من مصداقيتها‬ ‫قبل إتخاذ أي قرار‪.‬‬ ‫‪ .2‬قائمة الناشرين الذين يهدفون الربح السريع والرخيص‪ ،‬وتحوي‬ ‫القائمة أسماء الناشرين المفترسين "غير الرصينين" (الجدول‬ ‫رقم‪)2‬‬ ‫(‪،)scholarlyoa.com/publishers‬‬ ‫وبلغت‬ ‫ناشر آلخر تحديث في ‪ .2115/2/11‬ويرينا‬ ‫أعدادهم (‪)735‬‬ ‫اً‬ ‫الجدول رقم ‪ 3‬الزيادة السنوية في أعداد الناشرين والمجالت‬ ‫ولغاية ‪ ،2115‬وهي زيادات مضطردة وبقفزات عالية سنوياً‬ ‫لتبدأ من ‪ 11‬ناشر في عام ‪ 2111‬و ‪ 126‬مجلة في عام‬ ‫‪ 2113‬لتصل في عام ‪ 2115‬الى ‪ 735‬ناشر و‪ 561‬مجلة‬ ‫وال زالت األعداد في ارتفاع مستمر‪.‬‬ ‫‪6‬‬ ‫وبعملية حساب بسيطة‪ ،‬إذا كان كل ناشر من الناشرين‬ ‫أعاله يصدر عشر مجالت فأن المحصلة النهائية تكون أكثر من‬ ‫سبعة آالف مجلة قد تكون غير رصينة!‪ ،‬وبذلك يمكن أن نقدر‬ ‫حجم المسؤولية الملقاة على عاتق لجان الترقيات واللجان العلمية‬ ‫التي تقوم بتق ييم المجلة أو البحث العلمي وتقدير قيمتها العلمية‬ ‫واألكاديمية‪ .‬ومما يزيد الطين بلة أن بعض الناشرين المعنيين في‬ ‫أعاله يقومون بنشر المئات من المجالت التي تدعي العلمية‬ ‫والرصانة‪ .‬وظهر مرات عديدة بأن بعض هذه المجالت تنشر بحوثاً‬ ‫تحوي مقاطع أو أجزاء كبيرة من بحوث منشورة لباحثين آخرين في‬ ‫مجالت أخرين دون االشارة اليها‪ ،‬وتدعى هذه العملية باالنتحال‬ ‫‪ Plagiarism‬أو السرقة العلمية وأخذ جهود الباحثين اآلخرين دون‬ ‫وجه حق‪.‬‬ ‫‪7‬‬ ‫االنتحال ‪Plagiarism‬‬ ‫يعد االنتحال أحد األسباب الرئيسية وراء رفض البحوث‬ ‫للنشر‪ .‬وتقوم دور النشر والمجالت الرصينة بفحص البحث المقدم‬ ‫للنشر للتأكد من خلوه من المشاكل المرتبطة باالنتحال وبنسبة‬ ‫يجب أن ال تتعدى ‪ %5‬أو بدون أي نسبة على االطالق للمجالت‬ ‫الرصينة ذات عامل تأثير‪ Impact Factor‬صادر من تومسون‬ ‫رويترز ‪ .Thomson Reuters‬وعادة ما يكون هنالك طرف‬ ‫ثالث يقوم بهذه المهمة حالما ما يقوم الباحث بارسال بحثه للناشر‪،‬‬ ‫وهذا يسبب عادة الرفض السريع للبحث الذي يحتوي على هذا‬ ‫النوع من المشكالت‪ .‬وبالفعل فأن عدد من التدريسيين العراقيين قد‬ ‫نبين هنا‪ ،‬أن وقوع‬ ‫واجهوا مشاكل من هذا النوع‪ .‬ولكن نود أن ّ‬ ‫الباحث في هذه المشكلة قد ال يكون متعمداً وانما نتيجة لعدم معرفة‬ ‫‪1‬‬ ‫حقيقية بمفهوم االنتحال وكيفية تجنبه وعدم استخدامه لبرامج‬ ‫الكشف عن االستالل للتأكد من خلوه من االنتحال قبل ارسال‬ ‫البحث للنشر‪.‬‬ ‫يشار الى أن االنتحال يمكن تعريفه بأنه تقديم عبارات أو‬ ‫جمل أو أفكار أو عمل شخص آخر على أنه عمل الباحث الخاص‬ ‫‪.‬فضالً عن استخدام عمل اآلخرين من دون االشارة لهم أو تقديم‬ ‫بناء على‬ ‫العمل على أنه جديد وأصيل في الوقت الذي هو مشتق ً‬ ‫عمل سابق‪ .‬لذلك فأن الباحث يجب أن يشير إلى أي مادة ال تعود‬ ‫له‪ ،‬وهذا يمكن أن يتضمن افكار و عبارات وجداول إحصائية‬ ‫وصور ومواقع انترنت وبرامج ورسوم بيانية وتسجيالت صوتية أو‬ ‫مرئية ورسائل الكترونية وأي اتصاالت شخصية أخرى‪.‬‬ ‫‪9‬‬ ‫ولتجنب االنتحال غير المقصود ينبغي على الباحث فهم‬ ‫طرئق‬ ‫معنى االنتحال وضبط واتقان أساليب كتابة المصادر وتعلم ا‬ ‫إعادة صياغة النص بدون إستعارة لغة أو بنية النص األصلي‪.‬‬ ‫وهناك العديد من البرامج ومواقع االنترنت بعضها مجانية‬ ‫وأخرى مدفوعة الثمن يمكن استخدامها لغرض تدقيق البحث من‬ ‫ناحية وجود حاالت إنتحال من عدمه‪ .‬ويفضل أن تكون هذه‬ ‫البرامجيات مدفوعة الثمن إذ تكون أدق وذات موثوقية واعتمادية‬ ‫أعلى من المجانية‪ .‬وهذه أمثلة على البرامج والمواقع التي يمكن‬ ‫استخدامها لهذا الغرض‪:‬‬ ‫‪TurnItIn‬‬ ‫‪iThenticate‬‬ ‫‪Viper‬‬ ‫‪PlagiarismChecker.com‬‬ ‫‪Plagiarism Detect‬‬ ‫‪Grammarly.com‬‬ ‫‪Plagiarisma.net‬‬ ‫‪Plagiarism Software.net‬‬ ‫‪11‬‬ ‫عامل التأثير‪Impact Factor‬‬ ‫عامل التأثير هو مؤشر مبني على تكرار استخدام بحوث‬ ‫مجلة ما في منشورات علمية اخرى‪ ،‬وهو قد يعكس جودة هذه‬ ‫المجلة‪ .‬وقد أجرى عدد الباحثين دراسة عن مدى كون هذا العامل‬ ‫مقياس صادق على جودة المجلة )‪ (Saha et al., 2003‬هدفت‬ ‫هذه الدراسة إلى فحص االقتران بين جودة المجلة كما تقدر من‬ ‫قبل باحثين وممارسين سريريين وعامل التأثير‪ .‬وقد أظهرت النتائج‬ ‫أن هناك إرتباط دال وايجابي بين تقديرات الباحثين وعامل التأثير‪.‬‬ ‫وهذا يؤشر أهمية هذا العامل في تقييم رصانة المجلة‪ .‬ومع ذلك‬ ‫ال ينبغي تجاهل العوامل األخرى في تقييم رصانة المجالت‬ ‫بناء على المجالت المسجلة‬ ‫العلمية‪ .‬هذا العامل ينبغي حسابه ً‬ ‫‪11‬‬ ‫ضمن قاعدة بيانات ‪ Thomson Reuters‬وبناء على تقارير‬ ‫‪ Journal Citation Reports‬لهذه القاعدة‪.‬‬ ‫ويتم حساب عامل التأثير للمجلة كما يأتي‪:‬‬ ‫‪ ‬لتقدير عامل تأثير مجلة معينة لعام ‪ 2111‬على سبيل‬ ‫المثال يتم بحساب عدد المرات التي استخدمت فيها البحوث‬ ‫المنشورة في المجلة للعامين ‪ 2119‬و‪ 2111‬والتي‬ ‫استخدمت في بحوث نشرت في مجالت مؤشرة ضمن‬ ‫قاعدة بيانات تومسون رويترز في العام ‪ .2111‬ثم يتم‬ ‫تقسيم هذا العدد على مجموع البحوث المنشورة في المجلة‬ ‫للعامين ‪ 2119‬و‪.2111‬‬ ‫هناك بعض النقد يوجه لهذا العامل‪:‬‬ ‫‪12‬‬ ‫‪ ‬مجموعات محددة من المجالت مؤشرة في قاعة بيانات‬ ‫تومسون رويترز‪ ،‬وبعض التخصصات تغطى بشكل‬ ‫ضعيف‪.‬‬ ‫‪ ‬تضم المجالت باللغة االنكليزية فقط‪ ،‬رغم إضافة بعض‬ ‫اللغات األخرى مؤخ اًر‪.‬‬ ‫‪ ‬فترة السنتين تعد قصيرة نسبياً ألن بعض التخصصات تأخذ‬ ‫وقتاً طويالً النتاج البحوث‪.‬‬ ‫‪ ‬العامل هو معدل وبالتالي فأن بعض البحوث قد ال تكون‬ ‫بالمستوى المطلوب في المجالت ولكنها ستستفاد من‬ ‫البحوث االخرى‪.‬‬ ‫‪ ‬اضافة المجالت لقاعدة تومسون رويترز مكلف ماليا وقد‬ ‫يدفع مجالت رصينة فعالً لعدم االشتراك فيه‪.‬‬ ‫‪13‬‬ ‫مؤشر ‪h –Index‬‬ ‫هو مؤشر على جودة النتاج العلمي لباحث معين‪ .‬وهو‬ ‫يتضمن تقييم للكم (عدد البحوث) والجودة (استخدام هذه البحوث‬ ‫في بحوث اخرى ‪ .)Citations‬ويعتمد حساب هذا العامل على‬ ‫عدد البحوث المنشورة للباحث وعدد المرات التي استخدم فيها كل‬ ‫بحث في بحوث اخرى‪.‬‬ ‫لهذا العامل عدد من الفوائد منها‪ :‬إنه مقياس حقيقي لجودة‬ ‫النتاج البحثي للباحث وليس للمجلة‪ ،‬ويمكننا بهذا المؤشر معرفة‬ ‫الباحثين الجيدين في تخصص معين‪.‬‬ ‫يوجه لهذا العامل‪:‬‬ ‫هناك بعض النقد أيضاً ّ‬ ‫‪14‬‬ ‫‪ ‬أن االشارة إلى بحث معين على سبيل المثال قد ال يكون‬ ‫بسبب جودة البحث بل على العكس لبيان سلبيات هذا‬ ‫البحث‪.‬‬ ‫‪ ‬يتجاهل موقع وعدد الباحثين المشتركين في البحث‪.‬‬ ‫‪ ‬نظ اًر الرتباط هذا المؤشر بعدد البحوث المنشورة فأنه قد‬ ‫اليكون مؤش اًر جيداً لجودة الباحثين في التخصصات قليلة‬ ‫النشر بسبب طبيعة الدراسات فيها‪.‬‬ ‫‪15‬‬ ‫عامل التأثير التجاري الوهمي‬ ‫تزود المجالت المذكورة آنفاً بعامل تأثير‬ ‫توجد مواقع عديدة ّ‬ ‫‪ Impact Factor‬غير حقيقي (الجدول رقم‪ ،)4‬إذ أن عامل‬ ‫التأثير‬ ‫يعطى‬ ‫فقط‬ ‫من‬ ‫قبل‬ ‫موقع‬ ‫شركة‬ ‫تومسون‬ ‫رويترز)‪ ،(ThomsonReuters.com‬ومن المعروف أن حصول‬ ‫أية مجلة علمية على عامل تأثير من تومسون رويترز يحتاج إلى‬ ‫سنوات عدة‪ ،‬فضالً عن المتطلبات األخرى بخصوص نوعية‬ ‫المجلة ورصانة بحوثها وكونها ضمن االهتمام الدولي‪ .‬ولهذا تلجأ‬ ‫المجالت "دون المستوى المطلوب" الى ثالث خيارات‪:‬‬ ‫األول ‪ :‬هو وضع عامل تأثير وهمي على المجلة‬ ‫الثاني ‪ :‬هو االعتماد على بعض الشركات أو المؤسسات لحساب‬ ‫عامل تأثير غير مؤهل أو ُمعترف به‪.‬‬ ‫‪16‬‬ ‫الثالث ‪ :‬خطف اسم مجلة أو ناشـر ذات عامل تأثير حقيقي بأن‬ ‫يكون اسمها مشابه تماماً كما نالحظ ذلك في قائمة‬ ‫اسماء المجالت والناشرين األصليين والخاطفين في‬ ‫الجدول (‪.)5‬‬ ‫بالخيارات أعاله يتم خداع الباحثين بأن لهذه المجالت‬ ‫عامل تأثير يشبه الحقيقي ‪ ،‬وعليه ننصح الباحثين في الجامعات‬ ‫ودوائر الدولة األخرى توخي الحذر من مثل هذه العمليات‪،‬‬ ‫والفيصل في معرفة عامل التأثير الحقيقي الصادر من تومسون‬ ‫رويترز هو الرجوع الى قاعدة بيانات هذه الشركة والتي تخضع‬ ‫الى ضوابط االشتراك وحقوق الملكية والعالمة التجارية لها‪.‬‬ ‫وتوجد مناقشات في األروقة األكاديمية حتى بخصوص‬ ‫عامل التأثير الناتج من شركة تومسون رويترز‪ .‬وقد قامت الجمعية‬ ‫‪17‬‬ ‫االمريكية لعلوم حياة الخلية ‪American Society for Cell‬‬ ‫‪ Biology‬مع مجموعة من الناشرين والمجالت العلمية الرصينة‬ ‫بالدعوة الى عدم االعتماد كلياً على عامل التأثير في تقييم البحوث‬ ‫أو المجالت العلمية‪ .‬وقد صدر من المجتمعين في مؤتمر علمي‬ ‫في مدينة سان فرانسيسكو األمريكية عام ‪ 2112‬إعالن سان‬ ‫فرانسيسكو‪ ،‬وحالياً (نهاية تموز ‪ )2114‬بلغ عدد الموقعين لهذا‬ ‫اإلعالن بشكل شخصي (‪ ،)11214‬وكان أول الموقعين من‬ ‫العراق أ‪.‬د‪ .‬غسان حميد عبد المجيد (مدير عام دائرة البحث‬ ‫والتطوير) بالتسلسل ‪ ،11919‬أما عدد المنظمات المسجلة فهو‬ ‫(‪ ،)492‬ويدعو اإلعالن الى ما يأتي ‪:‬‬ ‫عدم استخدام مقاييس المجلة العلمية (مثل عامل التأثير)‬ ‫كبديل عن التقييم النوعي للبحوث العلمية وفي تقييم مدى عطاء‬ ‫‪11‬‬ ‫الباحث العلمي ونتاجه العلمي وغيرها من األمور المهمة للباحث‬ ‫والناشر والمؤسسات العلمية التي تقيم النتاج العلمي‪ .‬وتظهر‬ ‫تفاصيل اإلعالن في الموقع )‪ ،(am.ascb.org/dora‬وننصح‬ ‫هنا االطالع على هذا االعالن والتسجيل عليه في حالة القناعة‬ ‫بمحتواه‪ ،‬وتقدم هذه الجمعية نصائج مفيدة للمنظمات التي تقدم‬ ‫البيانات‪ ،‬وللناشرين‪ ،‬والمؤسسات البحثية‪ ،‬والجهات الداعمة‬ ‫للبحوث العلمية‪ ،‬والباحثين أنفسهم‪ .‬وقد أعترفت شركة تومسون‬ ‫رويترز في بيان لها بأن عامل التأثير الخاص بها ال يقيس نوعية‬ ‫البحث المنشور في المجلة العلمية وأنما يقيس إنجاز المجلة نفسها‬ ‫كوحدة متكاملة‪ .‬ولزيادة رصانتها‪ ،‬تقوم شركة تومسون رويترز‬ ‫بمراجعة سنوية للمجالت العلمية التي تصنفها وتخرج من قائمة‬ ‫عامل التأثير المجالت التي يثبت تالعبها بهذا العامل أو تالعبها‬ ‫‪19‬‬ ‫بحيث تزيد عامل تأثيرها بشكل غير واقعي أو صحيح من خالل‬ ‫اإلشادة لبحوثها بشكل مقصود‪ .‬وقد بلغت أعداد المجالت التي‬ ‫أوقفت من تصنيف عامل تأثير شركة تومسون رويترز لعام ‪2112‬‬ ‫(‪ )66‬مجلة من مختلف بلدان العالم (الجدول ‪ .)6‬وكان هذا العدد‬ ‫في العام السابق ‪ 51‬مجلة علمية والعام الذي قبله ‪ ،34‬وقد زادت‬ ‫قيمة عامل التأثير في العام ‪ 2112‬لـ ‪ %55‬من المجالت ونقصت‬ ‫لـ ‪ %45‬من المجالت من خالل المراجعة السنوية المستمرة‪ .‬نشير‬ ‫هنا إلى أحدث بحث علمي منشور في ‪ 2114‬حول عامل التأثير‬ ‫حيث يستنتج المؤلفون (كوان منك ‪ Kuan-Ming‬وجماعته) بأن‬ ‫هذا العامل ال يشير من قريب أو بعيد ألهمية ونوعية البحوث وان‬ ‫هذا العامل يعتمد على عدد البحوث المنشورة في المجلة‪ ،‬وكذلك‬ ‫على عدد المجالت في قاعدة البيانات‪ ،‬وهما عامالن متغيران‪،‬‬ ‫‪21‬‬ ‫ولهذا ال يوصي المؤلفون بإعتماد عامل التأثير للمقارنة والمفاضلة‬ ‫بين المجالت أو حتى البحوث‪.‬‬ ‫واليعني كالمنا هذا عدم وجود شركات أو جهات أكاديمية‬ ‫أخرى تقوم بتقييم المجالت العلمية على أساس الرصانة واالشادة‬ ‫بها في الدوريات العليمة‪ .‬ومن أهمها موقع ‪SCIMago‬‬ ‫‪(www.scimagojr.com) Journal & Country Rank‬‬ ‫المعتمد على قاعدة بيانات ‪ SCOPUS‬منذ العام ‪ ،1996‬الذي‬ ‫يستخدم عامل خاص به يدعى بـ‪ ،SJR‬ويعمل الموقع هذا على‬ ‫تصنيف المجالت العلمية بحسب التخصصات وترتيبها وفق ‪SJR‬‬ ‫ال عن ترتيب الدول حسب نتاجها العلمي‪ .‬ومع‬ ‫الخاص بها‪ ،‬فض ً‬ ‫ذلك اليخلو هذا الموقع من بعض الثغرات إذ يحوي مجالت قد تقع‬ ‫تحت حقل عدم الرصانة‪.‬‬ ‫‪21‬‬ ‫من هذا المنطلق نؤكد مرة أخرى بأن عامل التأثير أو أي‬ ‫عامل آخر (مثل ‪ )SJR‬يجب أن يستعمل في تقييم المجلة العلمية‬ ‫نفسها فقط‪ .‬ولتقييم البحث العلمي يجب االعتماد على الناتج‬ ‫العلمي ومحتوى البحث ومدى إضافته للمعرفة العلمية موضوع‬ ‫البحث‪ ،‬مع مراجعة لغة البحث من قبل مراجعين ومقيمين لغويين‬ ‫مختصين في لغة كتابة البحث حيث تقوم مؤسسات ومصالح‬ ‫لتحرير وتصليح القواعد اللغوية وغيرها من مواصفات البحث الجيد‬ ‫والرصين‪ .‬وهنا تبرز أهمية المزاوجة بين المحتوى العلمي وأهمية‬ ‫ودقة النتائج وأصالة البحث من جهة واستخدام برامجيات االستالل‬ ‫الرصينة من جهة أخرى قبل ارسال البحث فهي تعطي مؤش اًر على‬ ‫علمية ورصانة الناشر‪.‬‬ ‫‪22‬‬ ‫خصائص المجالت العلمية الرصينة‬ ‫ندرج فيما يأتي خصائص رصانة المجالت العلمية والتي‬ ‫تساعد في رفع مستواها األكاديمي والعلمي‪ ،‬فضالً عن الحفاظ‬ ‫عليهما‪ ،‬وجذب الباحيثن للنشر فيها‪:‬‬ ‫‪ ‬مجلة لها تاريخ طويل في النشر بدون إنقطاع‪.‬‬ ‫‪ ‬لها قاعدة واسعة من المشتركين ضمن اإلختصاص الدقيق‬ ‫اء من الباحثين أو المؤسسات العلمية‪.‬‬ ‫سو ً‬ ‫‪ ‬نسبة قبول البحوث العلمية المرسلة إليها للنشر قليلة ال تتجاوز‬ ‫‪.%41-31‬‬ ‫‪ ‬ال يقع تخصص المجلة في حدود ضيقة من التخصص العلمي‬ ‫الدقيق‪.‬‬ ‫‪23‬‬ ‫‪ ‬مجلة ذات طابع عملي وتقني وتجلب انتباه قطاع واسع من‬ ‫الباحثين‪.‬‬ ‫‪ ‬رئيس تحرير المجلة وهيأة تحريرها أو مستشاريها من‬ ‫المعروفين عالمياً في األروقة العلمية واألكاديمية‪ ،‬وينتمون إلى‬ ‫مؤسسات علمية وجامعات معروفة ورصينة‪.‬‬ ‫‪ ‬للمجلة صدى واسع في قواعد البيانات‪ ،‬وتدرج في الكشافات‬ ‫العالمية المتخصصة‪.‬‬ ‫‪ ‬للمجلة عامل تأثير ٍ‬ ‫عال صادر من شركة تومسون رويترز أو‬ ‫لها ‪ SJR‬من ‪.SCIMago‬‬ ‫‪ ‬المجلة تعتمد على برامجيات رصينة ذات قاعدة بيانات كبيرة‬ ‫لفحص االستالل مثل )‪ (Turnitin‬و )‪ (IThenticate‬قبل‬ ‫البدء بإجراءات عملية التقييم‪.‬‬ ‫‪24‬‬ ‫‪ ‬المجلة محكمة وتعتمد على عملية تقييم البحوث المرسلة للنشر‬ ‫من قبل مقيمين إثنين في األقل من ذوي األختصاص‪.‬‬ ‫‪ ‬تنشر المجلة البحوث ضمن الوقت المحدد‪ ،‬وتتابع عمليات‬ ‫التقييم أوالً بأول‪.‬‬ ‫‪ ‬قد تكون المجلة مطبوعة أو متوفرة في شبكة المعلومات الدولية‬ ‫(األنترنت) ألكترونياً حسب قاعدة االتاحة المفتوحة ‪open‬‬ ‫‪ access‬الستفادة شريحة واسعة من الباحثين‪.‬‬ ‫‪ ‬توضح المجلة حقوق النشر وهل تعود لها أم للباحث‪.‬‬ ‫‪ ‬مالك المجلة أو ناشرها جهة معروفة بجديتها ورصانتها‪.‬‬ ‫‪25‬‬ ‫مبادئ الشفافية وممارسات النشر العلمي الجيد‬ ‫نشرت مؤخ اًر الرابطة العالمية للمحررين في المجالت‬ ‫الطبية ‪ WAME‬بالتعاون مع لجنة أخالقيات النشر ‪COPE‬‬ ‫ودليل المجالت ذات اإلتاحة المفتوحة ‪ DOAJ‬ورابطة ناشري‬ ‫اإلتاحة األكاديمية المفتوحة ‪ OASPA‬في موقعها على شبكة‬ ‫المعلومات الدولية مبادئ الشفافية وأفضل الممارسات في النشر‬ ‫العلمي‪ .‬وفيما يأتي خالصة هذه المبادئ والممارسات الرصينة‪:‬‬ ‫‪ ‬عرض البحوث العلمية المقدمة للنشر على محكمين علميين‪.‬‬ ‫‪ ‬وجود هيأة تحرير للمجلة من خبراء واختصاصيين أو‬ ‫أكاديميين‪ ،‬فضالً عن هيأة أو لجنة إدارية للمجلة‪.‬‬ ‫‪ ‬إيضاح أسماء وعناوين رئيس تحرير المجلة وأعضاء هيأة‬ ‫تحريرها وكيفية االتصال بهم‪.‬‬ ‫‪26‬‬ ‫‪ ‬إيضاح أجور نشر البحوث إن وجدت في مكان مالئم من‬ ‫تعليمات النشر للمؤلف‪.‬‬ ‫‪ ‬شرح و ٍ‬ ‫اف لحقوق النشر‪.‬‬ ‫‪ ‬شرح آلية التعامل مع إدعاءات عن سوء السلوك في إجراءات‬ ‫البحث العلمي ونشره‪.‬‬ ‫‪ ‬إيضاح اسم مالك المجلة وعنوانه واعطاء معلومات وافية عن‬ ‫إدارتها‪.‬‬ ‫‪ ‬للمجلة موقع جيد مبني مهنياً في شبكة المعلومات الدولية‪.‬‬ ‫‪ ‬كون اسم المجلة فريداً وال يتداخل مع أسماء المجالت األخرى‪.‬‬ ‫‪ ‬ذكر أي تضارب في المصالح‪.‬‬ ‫‪ ‬ذكر كيفية حصول القارىء على البحث وآلية اإلتاحة‪.‬‬ ‫‪ ‬مصادر تمويل المجلة‪.‬‬ ‫‪27‬‬ ‫‪ ‬سياسة االعالنات في المجلة‪.‬‬ ‫‪ ‬أرشفة المجلة وأعدادها الرقمية‪.‬‬ ‫‪ ‬إيضاح تسويق المجلة وبحوثها‪.‬‬ ‫وفي هذا المجال ننصح رؤساء تحرير المجالت األكاديمية‬ ‫ذات العالقة في العراق باالنخراط في عضوية الرابطة العالمية‬ ‫للمحررين في المجالت الطبية ‪(www.wame.org) WAME‬‬ ‫والجمعية االمريكية لمحرري أطباء األسنان ‪ ،WFSJ‬والجمعية‬ ‫الدولية للمحرري اإلدارة والتقني ‪... ISMTE‬وغيرها‪ ،‬وتهدف هذه‬ ‫الرابطة والجمعيات إلى التعاون واالتصال بين المحررين وتحسين‬ ‫معايير النشر العلمي‪ ،‬وتوخي المهنية في تحرير المجلة العلمية‪،‬‬ ‫البناء‪ ،‬وتشجيع إجراء بحوث علمية‬ ‫واعتماد الشفافية والنقد الذاتي ّ‬ ‫في موضوع مبادئ النشر العلمي في المجاالت المختلفة وممارساته‬ ‫‪21‬‬ ‫خصائص البحث الرصين‬ ‫للبحث الجيد والرصين صفات عدة يجب أن تتمتع بها كي‬ ‫يتم نشره في المجالت العلمية المعروفة ذات الرصانة‪ .‬وندرج فيما‬ ‫يأتي أهم هذه الخصائص‪:‬‬ ‫‪ ‬وضوح الغرض من البحث وكونه يقدم ما هو مفيد وجديد‬ ‫للباحثين‪ ،‬وفيما إذا كان يعالج نظريةً ما أو يعرض إكتشافاً‬ ‫مهماً ذو نفع‪.‬‬ ‫‪ ‬أن يكون مكتوبا بلغة سليمة ونتائجه تعرض بشكل ال التباس‬ ‫به وتكون االستنتاجات مبررة ويشمل تغطية كاملة للمصادر‪.‬‬ ‫‪ ‬مصادر البحث حديثة جداً (ضمن آخر خمسة سنوات) مأخوذة‬ ‫من مجالت علمية رصينة تدخل في الكشافات العالمية‬ ‫المتخصصة‪.‬‬ ‫‪29‬‬ ‫‪ ‬البحث معروض بشكل جيد ضمن أجزاء نظامية وبأسلوب‬ ‫عالمي‬ ‫لكتابة‬ ‫(استخدام‬ ‫البحوث‬ ‫الطريقة‬ ‫النظمية‬ ‫‪ )Systematic Approach‬في عرض المقدمة‪ ،‬ومشكلة‬ ‫البحث‪ ،‬وتاريخها‪ ،‬واسلوب معالجة المشكلة‪ ،‬وتحليل النتائج‬ ‫واستخالص المهم منها‪.‬‬ ‫‪ ‬رصانة المؤسسة العلمية أو األكاديمية التي ينتمي اليها الباحث‬ ‫مع تخصصه في النشر في اختصاصه الدقيق‪.‬‬ ‫‪ ‬يغطي البحث المشكلة المراد معالجتها ويعرض ماهو جديد‬ ‫حول الموضوع‪.‬‬ ‫‪ ‬الجداول واألشكال واضحة وتقف لوحدها في عرض‬ ‫المعلومات بشكل مفهوم وشيق‪.‬‬ ‫‪ ‬البحث منشور في مجلة ذات إختصاص مالئم للبحث نفسه‪.‬‬ ‫‪ ‬البحث منشور في مجلة ذات عامل تأثير من شركة تومسون‬ ‫رويترز أو لها ‪ SJR‬من ‪.SCOPUS‬‬ ‫‪31‬‬ ‫إختيار المجلة لنشر البحث العلمي‬ ‫‪ ‬إن عدم إختيار المجلة المناسبة للبحث يؤدي في كثير من‬ ‫األحيان إلى رفض البحث بالرغم من كونه جيداً ورصيناً‪.‬‬ ‫‪ ‬يجب إختيار المجلة التي نشرت بحوثاً مقاربة للبحث المراد‬ ‫نشره‪.‬‬ ‫‪ ‬إختيار المجلة ذات عامل تأثير مناسب للبحث ومستواه‪.‬‬ ‫ويعطي عامل التأثير من شركة تومسون رويترز فكرة جيدة‬ ‫عن رصانة المجلة العلمية‪ ،‬وكذلك الحال مع ‪ SJR‬من‬ ‫‪.SCOPUS‬‬ ‫‪ ‬إختيار المجلة التي تعالج موضوع التقييم والنشر ضمن مدة‬ ‫معقولة‪ .‬ويجب الحذر من المجالت التي تنهي عملية التقييم‬ ‫ال)‪.‬‬ ‫وتقبل البحث خالل مدة قصيرة (أسبوع واحد مث ً‬ ‫‪31‬‬ ‫‪ ‬إختيار مجلة رئيس تحريرها وهيأتها من المعروفين عالمياً‪ ،‬أو‬ ‫المنتمين الى جامعات ومؤسسات أكاديمية معروفة ورصينة‪.‬‬ ‫‪ ‬التأكد من أجور النشر وعدم كونها باهظة قبل إرسال البحث‬ ‫للنشر‪ .‬والتعني إرتفاع أجور النشر رصانة المجلة علمياً‪.‬‬ ‫‪ ‬على الباحث مطالعة البحوث العلمية في حقل اختصاصه‪،‬‬ ‫ومعرفة المجالت التي تنشر في ذلك االختصاص‪.‬‬ ‫‪ ‬يمكن أخذ رأي الباحثين أصحاب الخبرة في مجال النشر‬ ‫العلمي‪.‬‬ ‫‪ ‬أخذ توصية مدير المكتبة العلمية من ذوي الخبرة‪.‬‬ ‫‪ ‬التأكد من مؤشر ‪ h‬الخاص بالمجلة المراد النشر فيها‪.‬‬ ‫قد يحتار الباحث في إختيار المجلة المناسبة لبحثه وكيفية‬ ‫المفاضلة بين المجالت ضمن التخصص الواحد أو التخصصات‬ ‫‪32‬‬ ‫المقاربة‪ .‬وظهرت في السنوات األخيرة بعض البرامج األلكترونية‬ ‫لتقييم المجالت العلمية وحساب معاييرها النوعية من خالل مواقع‬ ‫لها في األنترنيت وأهمها‪:‬‬ ‫‪Google Scholar‬‬ ‫‪Web of Science‬‬ ‫‪Scopus‬‬ ‫وتقوم هذه الجهات بحساب مؤشر ‪ h‬المجلة العلمية )‪(y‬‬ ‫ويعنى به أي رقم كان الذي ينتج من اإلشارة لبحوث المجلة بعدد‬ ‫مرات الرقم )‪ .(y‬وفي ‪ Google Scholar‬يتم اختيار ‪Metrics‬‬ ‫وطبع العنوان الكامل للمجلة للحصول على مؤشر ‪ h‬المجلة بشكل‬ ‫‪ h5-index‬و ‪ ، h5-median‬وهذا المؤشر يعتمد على ماهو‬ ‫ال ‪-2111‬‬ ‫منشور من قبل المجلة المعنية لمدة خمس سنوات (مث ً‬ ‫‪ .)2112‬كما يمكن استخدام برنامج ‪ Publish or Perish‬الذي‬ ‫‪33‬‬ ‫يعود ملكيتـه إلـى ‪ Harzing‬لحساب ه ــذا المؤشـر لســنوات أخـرى‪.‬‬ ‫وعلى سـبيل المث ــال نـرى بـأن أعلـى مؤش ـ ــر ‪ h‬تمتـلكــه المجالت‬ ‫العلمية العراقيـة تع ــود إلـى المجلــة العراقيــة للعلـوم البيطريـ ـ ـ ـ ـ ـ ــة‬ ‫‪ Veterinary Sciences Iraqi Journal of‬الصادرة من‬ ‫جامعة الموصل‬ ‫)‪ ،(h5-index=6, h5 median=13‬والتتجاوز أعداد‬ ‫المجالت العلمية العراقية التي تمتلك هذا المؤشر عدد أصابع اليد‬ ‫الواحدة من بين العدد الكبير من المجالت الصادرة (‪ 262‬مجلة)‬ ‫بحسب االحصائية التي أجرتها دائرة البحث والتطوير في و ازرة‬ ‫التعليم العالي والبحث العلمي ضمن موقع ‪Google Scholar‬‬ ‫خالل شهر تشرين الثاني ‪!2114‬‬ ‫وللعثور على مجالت علمية مناسبة للبحث العلمي المراد‬ ‫نشره تقدم مواقع معينة خدماتها للباحثين‪ ،‬وتقترح المجلة المناسبة‬ ‫‪34‬‬ ‫ وفيما‬.‫للبحث بعد إدخال عنوان البحث والخالصة والكلمات الدالة‬ :‫يأتي الموقع باالختيار المناسب‬ ‫ ويبقى القرار النهائي عليه في اختيار المجلة المناسبة‬،%111 ‫لنشر البحث العلمي بعد االطالع على تخصص وطبيعة البحوث‬ .‫المنشورة فيها‬ 35 ‫آليات النشر في المجالت العلمية‬ ‫لغرض زيادة احتمالية قبول بحث ما للنشر ينبغي على‬ ‫الباحث القيام بما يلي‪:‬‬ ‫‪ ‬كتابة البحث بوضوح واستخدام لغة سليمة‪ .‬والتركيز على‬ ‫مهارات الكتابة االكاديمية ووفقا للتعليمات التي تضعها كل‬ ‫مجلة او جمعية علمية‪.‬‬ ‫‪ ‬ارسال البحث الى واحد او اكثر من الزمالء لغرض مراجعته‬ ‫قبل ارساله للنشر‪.‬‬ ‫‪ ‬عدم التعامل بشكل انفعالي مع المالحظات التي تقدم‬ ‫بخصوص البحث وحمل الموضوع محمالً شخصياً‪.‬‬ ‫‪ ‬االستفادة من المالحظات والمؤشرات على البحث في حالة‬ ‫رفضه لغرض المعالجة وترصين ودعم البحث بالنتائج واألدلة‬ ‫والمصادر لغرض نشره الحقا‪.‬‬ ‫‪36‬‬ ‫‪ ‬اختيار المجلة المناسبة لغرض نشر البحث فيها‪ .‬الن ارسال‬ ‫البحث الى مجلة غير مناسبة قد يؤدي الى رفض البحث‬ ‫وبالتالي ضياع الجهد والوقت وربما المال ايضاً‪.‬‬ ‫‪ ‬قراءة مالحظات المقيمين بعناية واالستجابة لها بدقة وبسرعة‪.‬‬ ‫وهنا نود بيان خطوات ارسال البحث للنشر‪:‬‬ ‫‪ -1‬تسجيل الباحث بالموقع الخاص بالناشر او المجلة‪.‬‬ ‫‪ -2‬تحميل البحث حسب تعليمات الناشر او المجلة‪.‬‬ ‫‪ -3‬يتم تقييم نسبة االنتحال في البحث من قبل طرف ثالث‬ ‫يستخدمه الناشر‪.‬‬ ‫‪ -4‬تستلم هيأة التحرير البحث وترسله للمقيمين‪.‬‬ ‫‪ -5‬يعود البحث من المقيمين وهناك اربع احتماالت بخصوص‬ ‫البحث‪:‬‬ ‫‪37‬‬ ‫‪ ‬قبول البحث كما هو أو بعد اجراء تعديالت طفيفة جدا‪.‬‬ ‫‪ ‬قبول البحث بعد اجراء التعديالت المطلوبة‪.‬‬ ‫‪ ‬اعادة تقديم البحث بعد اجراء التعديالت المطلوبة لعرضه‬ ‫من جديد على مقيمين اخرين‪.‬‬ ‫‪ ‬رفض البحث‪.‬‬ ‫‪31‬‬ ‫مواصفات المجالت التي قد تكون"غير رصينة"‬ ‫نرى وجود بعض الخصائص والمواصفات المشتركة في‬ ‫الكثير من المجالت التي تهدف الربح السريع وتنشر البحوث بدون‬ ‫تقييم أو تقيـم البحوث ظاهرياً فقط‪ .‬ومن الطبيعي فأن المجالت‬ ‫الرصينة تبتعد عن هذه األمور‪ .‬ونذكر فيما يأتي أهم هذه‬ ‫المواصفات التي تظهر على مستويات عدة‪:‬‬ ‫هيئة التحرير‬ ‫‪ ‬عدم وجود هيأة تحرير للمجلة‪.‬‬ ‫‪ ‬عدم توفر المعلومات األساسية والخلفية األكاديمية وأماكن‬ ‫العمل لرئيس وأعضاء هيأة التحرير‪ ،‬وفي بعض األحيان‬ ‫يعرض عنوان سكني‪.‬‬ ‫‪39‬‬ ‫‪ ‬تكرار أسماء هيأة التحرير نفسها ألكثر من مجلة‪ ،‬وقد تكون‬ ‫هذه األسماء وهمية ملفقة‪.‬‬ ‫‪ ‬ظهور أسماء في هيأة التحرير ألكاديميين معروفين دون أخذ‬ ‫موافقتهم‪.‬‬ ‫‪ ‬عدم نشر أعضاء هيأة التحرير بحوثاً في المجلة العلمية‬ ‫نفسها‪.‬‬ ‫إدارة المجلة‬ ‫‪ ‬عدم وضوح العمل االداري في المجلة وانعدام الشفافية في‬ ‫عملية النشر‪.‬‬ ‫‪ ‬عدم وجود سياسة واضحة ومحددة لعملية النشر العلمي في‬ ‫المجلة‪.‬‬ ‫‪41‬‬ ‫‪ ‬االعتماد على استحصال مبالغ باهضة لغرض نشر البحث‬ ‫العلمي‪.‬‬ ‫‪ ‬عرض عشرات وحتى مئات المجالت في موقع في شبكة‬ ‫المعلومات الدولية مرة واحدة الستقبال البحوث‪ ،‬وهذه العملية‬ ‫تجلب الشك‪.‬‬ ‫النزاهة والشفافية‬ ‫‪ ‬تعارض اسم المجلة مع مهمة المجلة ورسالتها‪.‬‬ ‫‪ ‬عدم وضوح اسم المجلة وعنوانها‪ .‬وقد يتكون االسم من‬ ‫عدة كلمات تم رصفها بدون رابط حقيقي‪ ،‬أو مشابهة‬ ‫(مخطوفة) ألسماء مجالت عالمية رصينة‪.‬‬ ‫‪41‬‬ ‫‪ ‬قيام مالك المجلة بارسال عدد هائل من الرسائل‬ ‫األلكترونية عبر البريد األلكتروني ألكاديميين تختلف‬ ‫اختصاصاتهم عن تخصص المجلة‪.‬‬ ‫‪ ‬عرض عامل تأثير وهمي الفتعال مكانة علمية تكون‬ ‫المجلة غير مؤهلة لها‪.‬‬ ‫‪ ‬إدعاء الناشر بأن المجلة تدرج في قواعد بيانات عالمية‬ ‫عكس ما هو الحال عليه‪.‬‬ ‫‪ ‬ال يبذل الناشر أي جهد لمنع االنتحال وسرقة البحوث‬ ‫المنشورة في مجالته‪.‬‬ ‫‪ ‬استخدام الناشر أسماء مقيمين وهميين لعملية تقييم‬ ‫البحوث‪ ،‬وقد تكون هذه األسماء مقترحة من الباحث نفسه‬ ‫كي يقوم بعملية التقييم بنفسه‪.‬‬ ‫‪42‬‬ ‫ممارسات غريبة تقوم بها المجالت غير الرصينة‬ ‫‪ ‬إعادة نشر بحوث قد نشرت سابقاً دون ذكر الجهة األولى التي‬ ‫قامت بالنشر‪.‬‬ ‫‪ ‬استخدام عبارات مثل "الناشر األول" في مجال التخصص أو‬ ‫"الناشر في مقدمة الناشرين"‪ ،‬وغيرها من العبارات‪.‬‬ ‫‪ ‬عدم تصحيح البحوث المقدمة للنشر‪.‬‬ ‫‪ ‬دعوة الناشر الزائف للباحثين لكي يصبحوا اعضاء في هيئة‬ ‫تحرير المجلة بحيث تتضمن القائمة عدد هائل من األعضاء‪.‬‬ ‫‪ ‬نشر مقاالت أو بحوث غير متكاملة وهي غير رصينة‪،‬‬ ‫والتتمتع بالتأهيل األكاديمي‪.‬‬ ‫‪ ‬عدم ذكر العنوان الصريح للناشر وجهة االنتساب‪.‬‬ ‫‪ ‬استنساخ تعليمات النشر من مجالت علمية أخرى نصاً أو‬ ‫بتعديالت قليلة‪.‬‬ ‫‪43‬‬ ‫‪ ‬نشر مجالت بعناوين عامة غير متخصصة على سبيل المثال‬ ‫مثل المجلة العالمية او االمريكية او البريطانية‪.‬‬ ‫‪ ‬جمع العنوان ألكثر من تخصص العالقة فيما بينها‪.‬‬ ‫‪ ‬عدم مهنية موقع المجلة في شبكة المعلومات الدولية‪ ،‬وكونه‬ ‫غير محدث ويحوي معلومات ناقصة‪.‬‬ ‫‪ ‬وجود أخطاء لغوية كثيرة في األجزاء التعريفية للمجلة‪ ،‬مع‬ ‫استخدام صور وأشكال غير مرخص بها من مصادرها‬ ‫األصلية‪.‬‬ ‫‪ ‬إرسال دعوات مكثفة للباحثين ودعوتهم لنشر بحوثهم بشكل‬ ‫سريع‪.‬‬ ‫‪ ‬استخدام عناوين بريد عامة مثل ‪ Yahoo‬و ‪ Gmail‬أو‬ ‫‪ NetZero‬أو لجامعة معروفة دون استخدام البريد األلكتروني‬ ‫لدار النشر‪.‬‬ ‫‪44‬‬ ‫‪ ‬عدم وضوح رؤية المجلة ضمن مجال االتاحة المفتوحة‪.‬‬ ‫‪ ‬عدم وجود سياسة خاصة ومعلنة للمجلة حول سحب البحوث‬ ‫الخاطئة أو تلك التي يثبت فيها السرقة العلمية‪ ،‬فضالً عن‬ ‫عدم نشر التصويبات‪.‬‬ ‫‪ ‬عدم وجود الرقم الدولي الخاص بالمجلة المنشورة طباعيا‬ ‫)‪(print‬‬ ‫‪ISSN‬‬ ‫أو‬ ‫تلك‬ ‫التي‬ ‫تنشر‬ ‫ألكترونياً‬ ‫)‪.ISSN(online‬‬ ‫‪ ‬استخدام رابط رقمي ‪ DOI‬غير صحيح وال يعمل‪.‬‬ ‫‪ ‬استخدام اسماء رنانة لدار النشر التعكس الواقع‪.‬‬ ‫‪ ‬استخدام اعالنات كثيرة في الموقع والتي تتداخل مع تصفح‬ ‫المجلة‪.‬‬ ‫‪ ‬ليس للناشر أية عضوية في جمعيات خاصة بالنشر‪.‬‬ ‫‪45‬‬ ‫‪ ‬وضع روابط ألكترونية لمؤتمرات عالمية علمية وهي ليست‬ ‫بذات عالقة بالناشر أو المجلة‪.‬‬ ‫‪ ‬الدعاية بالنشر السريع بعد إجراءات تقييم سريعة قد تكون‬ ‫وهمية‪.‬‬ ‫‪ ‬عدم تقديم خدمات للقارىء‪ ،‬وأنما التركيز على الباحث لجلب‬ ‫بحثه للنشر‪.‬‬ ‫‪ ‬إدارة المجالت من طرف شخص واحد فقط‪.‬‬ ‫‪ ‬عدم ادراج المجلة في الكشافات وقواعد البيانات الدولية‬ ‫المعروفة‪.‬‬ ‫‪ ‬تشابه عناوين المجالت مع عناوين أخرى لمجالت عالمية‬ ‫معروفة مع تغيير بسيط للغاية‪.‬‬ ‫‪46‬‬ ‫أخطاء شائعة في كتابة البحوث العلمية‬ ‫يواجه الباحث العلمي مسؤولية كبيرة في سبيل نشر بحثه‬ ‫في المجالت العلمية ذات التخصصات المختلفة كي يسهل األمر‬ ‫ألقرانه ضمن التخصص نفسه‪ ،‬أو في التخصصات القريبة‬ ‫ويساعدهم على فهم البحث واألستفادة منه‪ ،‬فضالً عن الوصف‬ ‫الوافي لتمكين الباحثين اآلخرين من إعادة بعض التجارب‪ .‬وتتطلب‬ ‫كتابة البحث العلمي دراية جيدة بأساليبها إلخراج البحث بشكله‬ ‫النهائي ونشره في المجالت العلمية المختصة‪ .‬وتبدأ خطة الكتابة‬ ‫بتقسيم البحث المراد كتابته على أجزاء قياسية يجب التقيد بأطرها‬ ‫األساسية آخذين بنظر االعتبار تعليمات الكتابة والنشر الخاصة‬ ‫بالمجلة العلمية التي وقع االختيار عليها لنشر البحث‪ .‬ويشمل‬ ‫البحث األجزاء القياسية اآلتية‪:‬‬ ‫‪47‬‬ ‫عنوان البحث‬ ‫أسماء المؤلفين وعناوين مؤسساتهم التي يعملون فيها‬ ‫الخالصة‬ ‫والكلمات المفتاحية‬ ‫المقدمة‬ ‫مواد العمل وطرائقه‬ ‫النتائج بضمنها األشكال والجداول‬ ‫المناقشة‬ ‫االستنتاج‬ ‫اإلشادة والتقدير‬ ‫المصادر‬ ‫ٍ‬ ‫بشكل أو آخر أثناء كتابة البحث‪،‬‬ ‫وكثي اًر ما يخطىء الباحث‬ ‫وأي خطأ فيه يؤثر سلباً في إمكانية قبول البحث للنشر ويؤخره أو‬ ‫قد يسبب رفضاً قاطعاً للنشر‪ .‬ويخطىء أيضاً من اليلتزم بتعليمات‬ ‫النشر الخاصة بالمجلة العلمية التي وقع األختيار عليها لغرض‬ ‫النشر‪.‬‬ ‫‪41‬‬ ‫أخطاء شائعة في كتابة أجزاء البحث العلمي‬ ‫نستعرض فيما يأتي أهم األخطاء الشائعة التي قد يقع فيها‬ ‫الباحثون وبخاصة حديثو العهد بالنشر العلمي مما ينتج بحثاً سيء‬ ‫التحضير جاهز للرفض ‪:‬‬ ‫عنوان البحث‬ ‫‪ ‬العنوان أطول أو أقصر من المطلوب (عشر كلمات كحد‬ ‫أقصى أو أكثر وال يفي بالغرض منه)‪.‬‬ ‫‪ ‬ال يحوي العنوان على كلمات مفتاحية تشد الباحثين اآلخرين‬ ‫أو تجلب إنتباه الكشافات والفهارس العلمية العالمية‪.‬‬ ‫‪ ‬العنوان مكتوب بصيغة تشبه جملة طويلة‪.‬‬ ‫‪ ‬العنوان غير واضح‪ ،‬وعدم مالئمته لمحتوى البحث أو‬ ‫تصميمه‪.‬‬ ‫‪ ‬إستعمال المختصرات في العنوان‪.‬‬ ‫‪49‬‬ ‫‪ ‬إحتواء العنوان على كلمات أجنبية‪ ،‬مثل األنكليزية في‬ ‫البحث المكتوب باللغة العربية‪.‬‬ ‫‪ ‬وضع أرقام متسلسلة في عنوان البحث‪.‬‬ ‫المؤلفون‬ ‫‪ ‬عدم االشارة الى اسم المؤلف المسؤول عن المراسلة‪.‬‬ ‫‪ ‬إغفال ذكر اسم أو أكثر من أسماء المؤليفن المشاركين في‬ ‫البحث‪ ،‬ومن ثم مفاتحة المجلة حول االضافة‪.‬‬ ‫‪ ‬حذف اسم أو أكثر من أسماء المؤلفين المشاركين في البحث‬ ‫بعد إرساله إلى المجلة‪.‬‬ ‫‪ ‬عدم وضوح االسم األخير للمؤلف والذي يستخدم في‬ ‫الفهرسة‪.‬‬ ‫‪ ‬عدم ذكر عنوان الباحث ومحل العمل الذي تم إجراء البحث‬ ‫فيه‪.‬‬ ‫‪51‬‬ ‫الخالصة‬ ‫‪ ‬محتويات الخالصة من طرائق العمل والنتائج واالستنتاجات‬ ‫تختلف عما جاء في نص البحث‪.‬‬ ‫‪ ‬الخالصة أطول أو أقصر من المطلوب‪.‬‬ ‫‪ ‬االستنتاج غير موجود‪ ،‬أو غير واضح‪.‬‬ ‫‪ ‬في المجالت التي تنشر البحوث بلغتين‪ ،‬تختلف الخالصة‬ ‫عن مثيلتها باللغة األخرى‪.‬‬ ‫‪ ‬كثرة المختصرات في الخالصة‪ ،‬أو استعمالها بدون ذكر‬ ‫تفاصيلها‪.‬‬ ‫‪ ‬عدم تقيد الباحث بأجزاء الخالصة في المجالت التي تطلب‬ ‫ذلك (الهدف‪ ،‬وطرائق العمل‪ ،‬والنتائج‪ ،‬واألستنتاج)‪.‬‬ ‫‪51‬‬ ‫الكلمات المفتاحية‬ ‫‪ ‬تكرار الكلمات المفتاحية الواردة في عنوان البحث‪.‬‬ ‫‪ ‬الكلمات أكثر أو أقل مما هو مطلوب (بحدود خمس‬ ‫كلمات)‪.‬‬ ‫المقدمة‬ ‫ٍ‬ ‫كاف وال تحوي مصادر حديثة أو‬ ‫‪ ‬إستعراض المراجع غير‬ ‫ال أكثر من اللزوم‪.‬‬ ‫يكون مطو ً‬ ‫‪ ‬الهدف من الدراسة غير مذكور أو غير واضح‪.‬‬ ‫‪ ‬ال توجد مشكلة مطروحة لغرض إجراء البحث‪ ،‬وقد يكون‬ ‫عرض المشكلة غير واضح واليقدم البحث أي سؤال محدد‪.‬‬ ‫‪ ‬تحوي مواد التمت بصلة للبحث‪.‬‬ ‫‪ ‬تحوي مواد تعود إلى أجزاء أخرى من البحث‪.‬‬ ‫‪52‬‬ ‫مراجعة األدبيات السابقة‬ ‫من خالل خبراتنا السابقة فقد تبين لنا أن نسبة مهمة من‬ ‫الباحثين ال تتوفر لديهم معرفة كافية بمعنى وأغراض مراجعة‬ ‫األدبيات السابقة‪ .‬كما أن مراجعة بعض البحوث واالطاريح‬ ‫والرسائل قد تؤدي لالستنتاج نفسه‪ .‬حيث يالحظ أحياناً أن األدبيات‬ ‫السابقة التي يتم استعراضها في البحث قد ال تكون ذات صله‬ ‫بالبحث أو أن الباحث ال يعرض كيف استفاد من تلك األدبيات أو‬ ‫أن تكون قديمة (نسبة البحوث الحديثة باكثر من ‪ %71‬من عدد‬ ‫البحوث المشار اليها)‪.‬‬ ‫وهنا نود أن نبين أن األدبيات السابقة يمكن تعريفها بأنها‬ ‫مجموعة من الوثائق الحديثة المنشورة وغير المنشورة حول موضوع‬ ‫‪53‬‬ ‫معين‪ ،‬وتتضمن معلومات وأفكار وبيانات ونتائج كتبت لتعبر عن‬ ‫وجهات نظر معينة حول واألساسية‬ ‫ألي دراسة رصينة‪ .‬ولهذه المراجعة عدة أدوار وفوائد‪ ،‬ومنها‪:‬‬ ‫‪ ‬تحديد مصطلحات البحث والظاهرة المراد دراستها‪.‬‬ ‫‪ ‬بيان أهمية الموضوع المراد دراسته‪.‬‬ ‫‪ ‬تحديد الفجوة في المعرفة السابقة والتي بحاجة لدراستها‪.‬‬ ‫‪ ‬استنباط وسائل البحث المناسبة‪.‬‬ ‫‪ ‬نقد أساليب البحث السابقة والنتائج التي تم التوصل اليها‪.‬‬ ‫‪54‬‬ ‫‪ ‬المساعدة في تحديد أهداف الدراسة قيد االهتمام‪.‬‬ ‫‪ ‬تحديد االطار النظري للدراسة‬ ‫‪ ‬المساعدة في تصميم البحث‬ ‫‪ ‬تفسير نتائج الدراسة قيد البحث‪.‬‬ ‫‪ ‬تحديد االضافة التي قدمتها الدراسة من خالل مقارنتها مع‬ ‫الدراسات السابقة‪.‬‬ ‫مواد العمل النتائج ومناقشتها‪.‬‬ ‫‪ ‬عدم وضوح الحجج ومغزى النتائج أو الفائدة المتوخاة منها‪.‬‬ ‫‪51‬‬ ‫‪ ‬عدم إقتراح دراسات مستقبلية إعتماداً على نتائج البحث‪.‬‬ ‫‪ ‬تتجاوز المناقشة النتائج والمغزى منها وتقدم استنتاجات غير‬ ‫مدعومة بالنتائج‪.‬‬ ‫االستنتاجات‬ ‫‪ ‬تكرار ذكر النتائج أو معلومات من أجزاء أخرى من البحث‪.‬‬ ‫‪ ‬التوصل إلى استنتاج غير مدعوم بالنتائج‪.‬‬ ‫بناء على مدخالت‬ ‫‪ ‬المغزى الرئيس من إليها في قائمة المصادر‪.‬‬ ‫‪ ‬بعض المصادر زائدة عن الحاجة أو لم يشر إليها في نص‬ ‫البحث‪.‬‬ ‫‪ ‬عدم ذكر مصادر تمت اإلشارة إليها في نص البحث‪.‬‬ ‫‪ ‬المصادر غير متسلسلة‪.‬‬ ‫‪ ‬االشارة لمصادر العالقة لها بالبحث‪.‬‬ ‫‪61‬‬ ‫برنامج ادارة المصادر ‪Endnote‬‬ ‫لغرض تجاوز المشكالت اعاله بخصوص المصادر كون‬ ‫كتابة المصادر واحدة من المشكالت الرئيسية التي تواجه الباحثين‪.‬‬ ‫وتؤدي في كثير من االحيان الى عدم قبول بحوثهم للنشر‪ .‬حيث‬ ‫يالحظ في بعض البحوث واالطاريح والرسائل وجود مصادر في‬ ‫متن البحث لكنها غير موجودة في قائمة المصادر او بالعكس‪.‬‬ ‫كذلك كتابة المصادر بانماط مختلفة داخل البحث الواحد‪.‬‬ ‫لحل هذه المشكلة‪ ،‬هناك العديد من البرامج الدارة‬ ‫المصادر‪ ،‬والبرنامج ‪ Endnote‬يعد واحد من اهم تلك البرامج‬ ‫والمستخدم عالميا في معظم المؤسسات االكاديمية في العالم وال‬ ‫غنى الي باحث عنه‪.‬‬ ‫من ميزات هذا البرنامج‪:‬‬ ‫‪61‬‬ ‫‪ ‬انشاء قاعدة بيانات او مكتبة شخصية لمصادر المعلومات‬ ‫المختلفة‪.‬‬ ‫‪ ‬تحميل وتنظيم القيود من قواعد البيانات وفهارس المكتبات‪.‬‬ ‫‪ ‬اضافة النصوص يسبِب رفض البحث بشكل قاطع‪،‬‬ ‫فضالً عن إحداث ضرر بسمعة الباحث العلمية واألخالقية‪.‬‬ ‫وعموم ًا ينتج االنتحال عند الكتابة بلغة أجنبية‪ ،‬وأخذ فقرات نصاً‬ ‫من بحوث لمؤلفين آخرين واالدعاء على أنها ملك بالبحث‬ ‫العلمي عدم االستعجال بالكتابة والتأني في اختيار المصادر‬ ‫الساندة للبحث واإلشارة إليها‪ ،‬فضالً عن إختيار المجلة العلمية‬ ‫المالئمة لتخصص البحث لغرض النشر‪.‬‬ ‫كما ويجب االنتباه آلراء المقيمين العلميين للبحث والمحرر‬ ‫العلمي للمجلة وأخذها بنظر االعتبار في تصحيح البحث ألنهم‬ ‫قاموا بجهود كبيرة لقراءة البحث وتحريره واخراجه بالشكل المقبول‬ ‫لغرض النشر بشكل مطبوع أو لنشره في شبكة المعلومات الدولية‬ ‫في المجالت األلكترونية‪.‬‬ ‫‪65‬‬ ‫المقترحات‬ ‫بناء على ما تقدم فإننا نقترح ما يأتي‪:‬‬ ‫ً‬ ‫‪ -1‬اجراء دراسة للكشف عن مدى توفر مهارات البحث العلمي‬ ‫في الموضوعات مدار هذا التقرير لدى التدريسيين وحسب‬ ‫التخصصات المختلفة‪.‬‬ ‫‪-2‬عقد ورشة عمل عن أساليب وطرائق كتابة البحث العلمي‬ ‫والمشكالت التي تواجه التدريسيين والباحثين في مجال البحث‬ ‫العلمي والنشر في المجالت العلمية الرصينة‪.‬‬ ‫‪ -3‬االقتراح على الجامعات باضافة المواد المتعلقة بمهارات البحث‬ ‫العلمي ضمن البرامج الدراسية للطلبة سواء على مستوى‬ ‫الدراسات االولية او العليا وكذلك إضافتها الى دورات التعليم‬
