The Macon Bibb County (Owner) invites the submission of Proposals and Qualifications from interested and
qualified parties with demonstrated expertise in the development and operation of the fixed base operator (FBO)
facilities for the sole” at the Macon Downtown Airport (MAC).
I.
REQUEST FOR QUALIFICATIONS AND PROPOSALS
Notice is hereby given that Macon-Bibb County, Georgia, will receive sealed qualifications and proposals in the
Procurement Department, 8th Floor City Hall Annex, 682 Cherry Street, Macon, Georgia, until 12:00 NOON, at the
time legally prevailing in Macon, Georgia on Friday, April 25, 2014, for Fixed Base Operator (FBO) for the
Macon Downtown Airport (the “Airport”, or “MAC) LATE OR UN-SIGNED PROPOSALS WILL NOT BE
ACCEPTED.
The names of responding firms will be publicly opened and read in the Macon-Bibb County Procurement
Department, 11th Floor Training Room on Friday, April 25, 2014, at 2:00 P.M.
Announcement of this request for Qualifications and Proposals may also be posted on the Bibb County website at
www.co.bibb.ga.us, the Macon Bibb website at www.cityofmacon.net or the Georgia Procurement Registry website
at http://ssl.doas.state.ga.us/PRSapp/PR_custom_index.jsp?agency=61100

Proposal may not be withdrawn for a period of one hundred and twenty (120) days after time has been called on date
of opening of Qualifications and Proposals.
If a contract is awarded, the successful respondent will be required to indemnify, defend and hold Macon-Bibb
County, Georgia, harmless from and against all claims, loss, liability, cost and expenses, including attorney’s fees,
howsoever arising or incurred, alleging damage to property or injury to, or death of, any person, arising out of, or
attributable, to the Fixed Based Operator performance of the contract awarded.
Macon- Bibb reserves the right to reject any and all proposals and to waive technicalities and formalities.
MBE/WBE/DBE Participation: Minority, Women Owned, and other Disadvantaged Business Enterprises are
encouraged to participate in the solicitation process. Additionally, respondents are encouraged to use M/W/DBE
subcontractors where possible.
II.
PROJECT OVERVIEW
A.
BACKGROUND
The consolidation of the City of Macon and Bibb County inspired a renewed effort to develop the Macon
Downtown Airport. Members of the community joined together to create a plan that will lead to growth and
development at the airport. Macon became the fourth largest City in the State of Georgia as a result of
consolidation and airport stakeholders recognize the demand for a thriving general aviation airport with
adequate aircraft services.
The Airport is located approximately ten minutes away from the heart of the rapidly developing Central
Business District. It also neighbors the Ocmulgee East Industrial Park which is home to tenants such as
GEICO and YKK. Over 10,000 workers are employed at the park and additional growth is expected there
soon.

Less than five minutes away, you will find the Ocmulgee National Monument which hosts about 120,000
visitors per year. Over 12,000 years of continuous human habitation can be traced here and is the biggest
tourist attraction in Middle Georgia. The park annually hosts the Ocmulgee Indian Celebration and routinely
commemorates Civil War battles that took place near the park.
MAC contains over 400 acres which is ample space to meet the growing needs of Middle Georgia’s general
aviation industry. The Federal Aviation Administration (FAA) and the Georgia Department of transportation
(GDOT) are participating in funding capital projects as part of a phased plan to ultimately extend the runway
to 5000’. These projects are in design and a detail schedule should be completed soon. All capital projects are
subject to approval from other governmental agencies and priorities are subject to change.
Over the years, MAC experienced a number of successful ventures. For example, the world’s first aerial crop
dusting company and precursor to Delta airlines, Huff Daland Dusters, was founded at MAC in 1924. Other
entities such as flight schools and maintenance facilities were successful for periods of time throughout the
history of MAC. We believe opportunities exist for future successes because the airport is situated in the
Center of Georgia and its location is attractive to a number of aviation entities.

Georgia Forestry Commission (GFC) Statewide Air Operations head Quarters and Maintenance
Facility. This building is adjacent to airport property and functions as a “Through the Fence”
operation. GFC’s fleet of 16 aircraft are maintained and repaired at the Macon facility.
Historically, the GFC purchased fuel through FBO.

*The values represented in 2008 and 2009 did not include every month of the respective year as
some months were missing from the report. Therefore, the lowest total was entered, again without
totals from some months. In addition, when comparing data with other records the fuel flow
estimates for 2008 range from 80,623-117000 gallons. 2009 fuel flow estimates range from 34,930
– 53,000 gallons. 2010 and 2011 records are estimates acquired from documents other than our
files.

REQUIRED FACILITIES
The FBO Terminal Building is comprised of approximately 16,600 square feet. The building consists of
the following:

FBO Terminal 1st floor approximately 3,423 square feet which includes the following areas:
Conference Room, Flight Planning Room, Pilot Lounge, Shower, Reception Area, Canteen and
Offices

Unfinished FBO Terminal 1st floor approximately 936 square feet – area is unfinished, but
prepared for easy completion.

Unfinished FBO Terminal 2nd floor approximately 5,000 square feet.

FBO Hangar is 6,400 square feet and includes 840 square feet of shop space for a total of 7,240
square feet. Hangar door opening is approximately 19’-20’.

Ramp areas combined are approximately 2.6 acres (See attachment D for more detail)

Fuel Farm - located on 75’ x 75’ parcel and it consists of the following:

One (1) 12,000 gallon underground storage tank (UST) AvGas

One (1) 12,000 gallon underground storage tank (UST) JetA
Fuel Farm is registered with the State of Georgia is certified for 2014. However, it is likely that some
repairs and upgrades such as interior tank cleaning, annual inspection, annual filter changes, and hose
replacement may be necessary. Cost of repairs may be recouped by adjusting the lease payment start date.

E.
OPTIONAL FACILITY
Flight School Facility – Consists of 4,200 square feet facility with flight line access to less than ¼ acre of
aircraft parking. (See Attachment E for details)
F.
PROJECT SCHEDULE
Please include in your submittal a lease start date and a lease payment start date (See Attachment A). Also
include any improvement you plan to make, the amount of investment, and a schedule for completion.
G.
MINIMUM SCOPE OF SERVICES
The successful will, as an FBO be required to provide aeronautical goods and/or services to the public
which, at a minimum, meet the Airport’s minimum standards for FBO’s, as specified in the “FBO
Minimum Standards”( Attachment “D” to this RFP/Q).
These include, at a minimum:


III. QUALIFICATIONS – SUBMITTAL FORMAT AND REQUIREMENTS
A.
QUALIFICATIONS INSTRUCTIONS
Any questions regarding this Request shall be submitted by email to Delia Bridges, DBridges@maconbibb.us,
no later than 5:00 P.M. on Monday, April 07, 2014. The Owner will respond to any Respondent’s questions
on or before Monday, April 14, 2014.
Qualifications submittals will be received until 12:00 P.M. Friday, April 25, 2014, at the following
location:

Respondents should deliver one (1) original and three (3) copies of their proposals. It is the sole responsibility of
the respondents to assure delivery to the appropriate party; the Owner cannot accept responsibility for incorrect
delivery, regardless of reason. No proposal will be accepted after the time stipulated above. Proposals will not
be accepted via facsimile.
It is the responsibility of the respondents to examine the entire Request, seek clarification in writing, and
review their proposals for accuracy before submitting a response. Once the deadline has passed, all proposals
will be final. The Owner reserves the right to ask for additional information from all parties that have
submitted proposals.

Each respondent by making his proposal represents that he has visited the site and familiarized himself with
the local conditions under which the work is to be performed and that he has read and understands the project
documents. Arrangements to examine the existing building and Airport and leasing areas must be scheduled

C.
PROPOSAL FORMAT AND REQUIREMENTS
1.
Letter of Interest – A letter executed by a principal of the firm committing to the requirements
specified in this Request. Provide a brief summary of the firm’s experience and capabilities in
related endeavors with public agencies. Provide an explanation of what differentiates your team as
the best candidate for this project.
2.
Description of Firm – Provide basic company information including name of firm; street, mailing
and e-mail addresses; phone and fax numbers; along with the name of a primary contact in regard to
this submittal. Provide the number of years the firm has been in business, form of ownership and
state of residency or incorporation. If the firm has multiple offices, the submittal should include
information about the primary office that will perform the work. Describe the firm’s current position
in the Fixed Base Operation and briefly describe the firm’s vision or philosophy. Describe any
litigation experience over the past three (3) years with Owners, Architects, or Subcontractors. List
any active or pending litigation and explain.
3.
Experience - Provide examples of specific FBO experience, including experience relevant to this
type of project. Please demonstrate that you meet the experience requirements set forth in the
attached “FBO Minimum Standards” marked as Attachment F. Describe three to four roughly
equivalent projects (similar type of operations and dollar amount) that demonstrate the firm’s
capabilities to perform the project at hand.
4.
Local Participation, Minority Participation, and Non-Discrimination – Describe your firm’s
position or policies in regard to local participation, minority participation, and non-discrimination
including the firm’s history of Minority and Women Owned Business Enterprise (M/WBE)
participation. Include a strategy for promoting minority participation in this project and a realistic
goal for participation. List references of Owners, M/WBE firms or consultants who can speak to
your firm’s utilization of M/WBE on previous projects. In addition, the CM shall complete and
include the Georgia Security and Immigration Compliance Act Affidavit (Attachment B) and NonDiscrimination Notice (Attachment C), as noted under Par. 11 below.
5.
Safety Information – Submit a copy of your firm’s safety program. Provide a letter on the firm’s
insurance company’s letterhead stating the Workers Compensation Experience Modification Factor
(EMF) for the past three years. Provide your accident rate for the past three years utilizing the
following formula:
Incident Rate = # Injuries / # Total Man Hours
List the contact persons, addresses, and phone numbers for the firm’s insurance carrier and agent.
6.
Financial Information - Supply financial and main banking references. List the firm’s total annual
billings for each of the past three calendar years. The vendor selected will be required to provide a
100% performance and payment bond.

IV. EVALUATION, SELECTION AND AWARD
A.
GENERAL SELECTION PROCESS
The services being sought under this Request are considered to be professional in nature. Consequently, the
evaluation of the proposals will be based upon consideration of the demonstrated qualifications and capabilities of
the respondents that will result in an award that is in the best interest of the Owner. Those qualifications include
such things as experience and references in operating comparable facilities, local and minority participation plan,
management plan(s), investments (if any) Financial Wherewithal and fee proposal. The Owner may, at their
discretion, short-list and interview FBO firms.
V.
ADDITIONAL CONDITIONS
The Owner reserves the right to reject any or all Proposals received. The Owner is not obligated to request
clarifications or additional information but may do so at its discretion. The Owner reserves the right to extend
the deadline for submittals.
Upon receipt of a proposal by the Owner, the proposal shall become the property of the Owner without
compensation to the Respondent, for disposition or usage by Macon Bibb County, Georgia at its’ discretion.
Subject to the provisions of the Open Records Act, the details of the proposal documents will remain
confidential until final award.
The Owner assumes no responsibility or obligation to the respondents and will make no payment for any costs
associated with the preparation or submission of the proposals. Costs incurred in responding to the request for
qualifications are the Respondents’ alone and the Owner does not accept liability for any such costs.
Macon Bibb County, Georgia does not desire to enter into “joint-venture” agreements with multiple Fixed
Based Operation firms. In the event two or more firms desire to “joint-venture”, it is strongly recommended
that one incorporated firm become Sole firm with the remaining firms being consultant.

We understand that Macon-Bibb reserves the right to reject all Proposals in its sole discretion and that MaconBibb will not reimburse any proposer for its proposal preparation costs. Macon-Bibb County intends to award
proposal based upon, in the judgment of the Administration, the best interest of the County.
Also, we have taken steps to encourage minority businesses to subcontract on this project, whenever possible.
And we further state; my products/services meet or exceed all specifications per this Request for
Qualifications/Proposal with my pricing being F.O.B. destination.
