The Government of Tamil Nadu have constituted a new Board for School
Examination viz "Tamil Nadu State Board of School Examination" by merging the
two separate boards (1) Board of Secondary Education and (2) Board of Higher
Secondary Examinations vide G.O.1(D) No. 142 School Education(V1) Department
Dated 9-8-2002.

Brief History
The Directorate of Government Examinations was formed as a separate directorate in
Feb.1975. Prior to the formation of Directorate Of Government Examinations, the then
DPI/DSE was the ex-officio commissioner for Govt. exams and the department was having
its office at Madras only.
The first secondary school leaving certificate exam was conducted in the year 1911. This
directorate started conducting the following major exams from the year noted against each of
them.

This Directorate has 7 Regional Offices at Madurai, Coimbatore, Tiruchirappalli, Tirunelveli ,
Chennai, Cuddalore and Vellore.
At present this department is conducting exams for about 20 lakh students every year.

To enable the dropout of the school who could not pursue their school studies due to various
reasons, this department is conducting 8th standard public exam purely for private
candidates. Likewise, private candidates are also permitted to appear for SSLC and Hr. Sec.
School Examns. directly.

Tongue i.e. Tamil, Telugu, Malayalam, Hindi, Gujarathi, Kannada, Urdu and French.
For Non Language subjects the following mediums are permitted. Tamil, or Mother
Tongue, Telugu, Malayalam, Kannada, Hindi, English, Urdu and Gujarathi
3. Award of Certificate
A Pass in the SSLC (X Std)/OSLC (X Std) Examination requires a minimum of 35%
of marks in each one of the five subjects. This includes passing under the
compartmental system also.
Social Science or Tamil or Mother Tongue is an optional subject for OSLC Public
Examination but it will not be taken into account for eligibility. But the candidate
should attend this subject compulsorily.
4. School Students
a) Eligibility
There shall be a Government Examination at the end of the course in X Standard
and the students i.e. Pupil Candidates who are studying in a recognized high school
and completed the same are eligible to appear for the SSLC / OSLC Public
Examination conducted during the month of March / April every year.
b) Age
The pupil should have completed the age of 14 on the first day of the month in
which the examination is to be conducted
Exemption
The following authorities are competent to grant age exemption noted below: Upto
two years : D.E.O. Concerned. More than two years : C.E.O. Concerned.
Such candidate should apply for the exemption accompanied by a Medical
Certificate signed by a Medical Practitioner. The Head of the schools should
recommend their applications.

At the end of the course in X standard and the date fixed by the Director of
Government Examinations, from time to time the Head of the school shall forward
the Nominal Roll in the prescribed forms of his pupils who will be appearing for the
public examination conducted by the Board to the respective Regional Deputy
Director of Government Examinations.

Chennai City candidates have to remit the Examination Fee by means of Demand
Draft obtained from any Nationalized bank drawn in favour of the Director of
Government Examinations, Chennai – 6, payable at Chennai.
Candidates from other places have to remit the Examination Fee by chalan in
Government Treasuries only.

6. Distribution of Admission Certificate and Time Table
The candidates should collect their Admission Certificate and Time Table in person
three days before the commencement of the examination from the examination
centre.
While receiving the Admission Certificate candidates should hand over a selfaddressed envelope with postage of Rs.25/- to the chief superintendent of that
centre for sending their Mark Certificate by Registered Post at a later date.
7. Examination Time Table
Examinations will be conducted as per Time – Table issued.
In the event of any holiday being declared after the publication of Time – Table the
examination will be conducted as scheduled, unless and otherwise it is intimated by
the DGE, Chennai – 600 006.
8. Release of Results
Results of School candidates (pupils only) will be published through dailies and
through Internet in some web sites. Apart from this, Tabulated Mark List (TML) will
be sent to the respective schools where they appeared for the examination.
In respect of Private candidates, results will not be published through dailies and it
will be available in the Internet also.
9. Retotaling
Candidates are permitted to apply for re-totaling in all subjects within the dates
prescribed by this Department after the publication of results.
Re-totalling in all subjects should be applied to Director of Government
Examinations within 5 days of the receipt of Mark Certificate.

2. Scheme of Examination :

Duration of each Examination is 21/2 hours.
From March 2009 onwards Question papers will be issued to candidates at 10.00 a.m.
Ten minutes is provided for reading the Question papers Answer Sheets will be issued at
10.10 a.m. Five minutes is provided for filling up of the particulars on the answer sheet.
Duration of Examination is 21/2 hours i.e., from 10.15 a.m to 12.45 p.m.

3. Award of Certificate :
For a pass in Matriculation / Anglo – Indian Examination, a minimum of Thirty-five percent
of Marks in each subject, in science subject 69 marks out of 200 in Theory and 35 marks out of
100 in Practical is required. This includes passing under the compartmental system also. Their

e) Procedure for examination
At the end of the course in XII Standard and the date fixed by the Director of
Government Examination, from time to time the Head of the school shall forward
the Nominal Roll in the prescribed forms of his pupils along with fee remittance
particulars who will be appearing for the public examination conducted by the Board
to the respective Chief Educational Officer concerned.
5. Private Candidates
a) Eligibility
After issue of Notification and Press Release by this Department in dailies, Higher
Secondary Examination for Private candidates shall be held during
March/September every year. For those candidates who have failed in one or two
or three subjects (H type) Special Supplementary Examination is being conducted
during June/July every year. Candidates applying for Higher Secondary
Examination are classified under two categories as detailed below:
Regular Private
Candidates (H)
Candidates who have once Registered for the earlier
session of Higher Secondary Examination and failed or
absented may apply in the same group.
Direct Private
candidates – (HP)
Candidates who have appeared for the SSLC Public
examination and declared eligible for admission to PreUniversity Courses of study or who have secured 35%
of marks in each of the subjects prescribed for the
SSLC Public Examination (X or XI) or who have passed
any other examination which will be equivalent to
S.S.L.C. Examination in Tamilnadu or Other State
Boards are eligible to apply; provided.
i) They must have a minimum of two years gap from the
year of passing SSLC Examination or equivalent
Examination and
ii) They should have completed 161/2 years of age on
the 1st day of April of the year in which March session,
Exam is held and 1st day of September of the year in
which September session is held. Candidates can
appear only for the subjects not involving practical under
General Education.
iii) Candidates who have passed their SSLC
Examination in other states and wish to apply for Higher
Secondary Examination in Tamil Nadu as direct private
candidate (HP Category) should obtain a Migration
certificate also from their Education Board and enclose
it along with the application. Such Candidates should
appear only in the subjects and medium permissible by
the Government of Tamil Nadu.
No Transfer Certificate will be issued along with the Mark Certificate
to Direct Private Candidates and no other claim regarding T.C will be
entertained.

Direct Private candidates who had failed in language Part I & II under old syllabus
(Prior to March 1997) and opt for existing New syllabus should remit additionally Rs.
2/- for conducting Aural – Oral Skill Test in Paper II in Languages Part I & Part II.
Remittance of examination fee :
a. Private candidates from places other than Chennai City area should remit
the examination fee under the relevant head of accounts into the
Treasuries/Sub Treasuries.
b. Private candidates from Chennai City should obtain Demand Draft from any
one of the branches of State Bank of India or from any one of the
Nationalized Banks, Chennai, favouring the “The Director of Government
Examinations, Chennai – 6.” No other mode of payment will be accepted.
On the reverse side of the Demand Draft, candidates should write their full
name and address without fail. Further the candidates should write the
Demand Draft Number, date and Name of the Bank in the relevant column
of the application without fail.
NOTE Application received with Indian Postal Orders will summarily be rejected.
d) Procedure
Every year blank application forms are likely to be distributed in the first week of
December for march session 1st week of June for Special Supplementary
Examinations and 1st week of August for September session. For candidates who
have failed in 1 or 2 &3 subjects, Special Supplementary Examination will be
conducted during June/July every year for which applications are issued during last
week of May.

6. Distribution of Admission Certificat & Time Table (Both School Candidates
& Private Candidates)
Headmaster concerned will issue identity card to individual student. Time Table
copies will be issued to schools through Chief Educational Officer Concerned
Register Numbers will be assigned in Nominal Roll and sent to School before the
commencement of Practical Examination.
For private candidates Admission Certificate will be sent to Distribution centre along
with Time Table copies 15 days before the commencement of Examination. The
candidates have to collect the Admission Certificate on the dates that will be
announced in the News Papers by this Department.
In the event of any holiday being declared after the publication of Time-table the
examination will be conducted as scheduled, unless and otherwise it is intimated by
the DGE, Chennai-600 006.
7. Release of results
Results of March session Examination shall be announced during second week
third week of May for Pupil and Private candidates for special supplementary Exam
results announced July 2nd week and September session exam results announced
at November 1st week in dailies as well as in Internet along with marks.
8. Distribution of certificates
Mark Certificates shall be distributed through their relevant examination centres
within a week after the publication of results.
For private candidates June / September Mark Certificates are distributed through
the respective exam centres one week after publication of results.
Candidates should submit a self addressed Rs.30/- stamp affixed envelope at the
exam centre on the first day of the exam so as to send the certificate by registered
post to their residential address in case they fail to collect the same in person.

Issue of Photo copy of Answer Scripts in Higher Secondary Exam
With a view to bring transparency in the evaluation system, from the Higher
Secondary Examination held in March 2001 onwards, Photo copy of answer scripts
were given to students in seven subjects namely Physics, Chemistry, Biology,
Zoology, Botany, Maths & Computer Science. From March 2009 HSE., Photo copy
of answer scripts are given to students in all subjects.

Revaluation
In addition to issue of Photo copies of answer scripts, revaluation is also permitted
in all subjects of
Plus Two Examination. The scripts are revalued by a three-
member committee of subject experts. Any increase or decrease in marks on
revaluation is effected in both ways. This system had ensured not only transparency
in the evaluation methods adopted but also bring into focus the accountability of
teachers. Only those candidates, who apply for Photo copy of answer scripts are
permitted to apply for revaluation. Revaluation should be applied to Director of
Government Examination within 5 days of the receipt of Photo copy of the answer
scripts.
Director of Government Examinations will issue the application form and it should
be submitted to The Joint Director (Revaluation) concerned.
Processing of the application takes approximately 25 to 30 days.

Remedies on Loss of Certificate
Candidates can get the Duplicate Certificate or Certified Copy of Mark List in case
of loss of certificate or destroyed by flood or fire. Certified Copy of Mark List is only
valid for short time duration whereas Duplicate Certificate is valid for ever.
Immediately on loss of original certificate the candidate must lodge a complaint in
the nearest Police Station. If the certificate is not traceable, the candidate should
obtain a non-traceable certificate from the Police.
Based on the above Non-traceable certificate, loss certificate from the Tahsildar
concerned may be obtained.
If the certificate is totally destroyed by flood or fire, a certificate to the effect has to
be obtained from the Tahsildar concerned.
If the certificate is partially damaged and cannot be used, the same should be
enclosed with the application for duplicate. In this case there is no need to get nontraceable certificate from Police of from Tahsildar.

Private Candidate
For the candidates appeared privately for the examination the application for C.C.M
should be certified by the Head of the Institution where the candidate had
completed VIIIth or IXth or Xth standard.

The loss of certificate will be published in Gazette by the D.G.E.
The application will be scrutinized and certificate will be prepared and sent back to
the D.E.O from where the application received.
The candidate will be informed to collect the certificate.
With the letter received from this office the candidate should approach the office of
the D.E.O and receive the certificate.
The above instructions are also applicable to private candidates who lost their
certificate.
Chalan and Tahsildar certificate should be enclosed along with filled application.
Instruction to be followed by the candidate who had appeared for X std privately
after completing VIII std or IX std.
The applicant should fill the application correctly.

Teaching practice in each subject will be assessed in each year as per the pattern given. The allotment

Minimum for a pass is 50% in external examination as well as in internal assessment in papers
I to VII and ‘C’ Grade for Practicum and teaching competency.
Those who fail in the external examination should appear for the examination in the
subsequent year in the month of May/June. Students who fail in the internal assessment should appear
before the practical Board of Examiners in the subsequent years at DIET of the District concerned
irrespective of the TTI where the student has undergone the course in the District.
3. Award of Certificate
Minimum for a pass is 50% in external examination as well as in internal
assessment in respects of papers I to VIII listed and for internal examination of
subjects IX to XII will be shown in a separate Grade certificate. This includes
passing under the compartmental system also.
Those who fail in the external examination will have to re-appear for the
examination in the subsequent year/s in the month of April. Students who fail in the
internal assessment will have to appear before the Practical Board of Examiners in
the subsequent years.
4. Syllabus:
The Syllabus is as formulated by the D.T.E.R.T., and approved by the Government
and currently followed in Teacher Training Institutes for the regular students.
However, whenever the syllabus is modified or revised, for the residual private
candidates, who had failed in D.T.E. examination under the Old syllabus, two or
three sessions of examinations under the old syllabus as approved by the
Government will be permitted. For current syllabus, subjects and marks distribution
as specified in Chapter IX.
5. School Students
a) Eligibility
Students undergoing training for two years in the District Institute of Education &
Training / Government Teacher Training Institutes / Private Teacher Training
Institutes recognised by the Southern Regional Committee of N.C.T.E., Bangalore,
having passed their Higher Secondary Examination are eligible to sit for the D.T.E.
Examination for the first year subjects at the end of their first year of study and for
the second year subjects and also for the first year subjects if any (which they might
have failed in their first attempt) at the end of the Second year of study.
b) Age
As prescribed at date the time of admission by the Director of Teacher Education
Research and Training, Chennai – 6 (DTERT)
c) Fees, Mode of Payment
First Year : For each subject Rs.50/Second Year : For each subject Rs.50/Mark sheet for First Year : Rs.100/Mark sheet for Second Year : Rs.100/Diploma Certificate : Rs.100/Service Charges : Rs.5/For regular candidates fee will be remitted by the respective TTIs.
d) Procedure for admission
As admissions in Teacher Training Institutes of regular pupil candidates are
approved and regulated by the D.T.E.R.T. and only those approved by the
D.T.E.R.T. are admitted for the Diploma in Teacher Education Examination.
Nominal Roll will be submitted by DIETs / Government TTIs and Private TTIs. But
the Principal of the DIET concerned will countersign the Nominal Rolls of
Government TTIs and Private TTIs before submission to the Directorate of
Government Examinations.
6. Private Candidates
a) Eligibility
a) Candidates who have appeared earlier and failed
b) Teacher Private candidates
I.
Junior / Elementary Grade Teachers and Teachers
holding Pre-School Teacher Training Course Certificate
(now in service), who have completed 3 years of service
in a recognized school and satisfy other conditions
regarding the marks in the General Educational
Qualification under rule 138 of Tamil Nadu Educational
Rules.
II. Those who have undergone Teacher Training in other
States, but have not obtained 50% of marks in each
subject can also apply as Private Candidates.
Holders of Technical Teachers Certificates, Language Teachers,
Physical Education Teachers, who have put in the prescribed
years of service in a recognized school and also satisfy the
conditions regarding the General Educational Qualification.
III The Secondary Grade Teacher Training candidates (S.G.T.T.) who
have studied in the Higher Secondary Vocational Course previously
and have not yet passed.
For candidates I to III supra – No age limit is prescribed.
Note: Candidates holding Pre School Teacher Mark Certificate of Higher
Secondary Vocational Stream are not eligible to appear under this category
b) Fees, Mode of Payment
First Year : For each subject Rs.50/Second Year : For each subject Rs.50/Mark sheet for First Year : Rs.50/Mark sheet for Second Year : Rs.50/Diploma Certificate : Rs.100/Service Charges : Rs.5/Registration Fees : Rs. 10/For private candidates, excepting those residing in Chennai City, have to remit the
examination fees only by Chalan in Government Treasuries.
Chennai City candidates have to remit the examination fees by means of Demand
Drafts obtained from any nationalized bank drawn in favour of Director of
Government Examinations, Chennai – 600 006
c) Procedure for Admission
Application forms can be had from all District Institute of Education and Training.
d) Enclosures to application:
Private Candidates should submit the following along with the filled in Application:
1. Fee Receipt
2.Photo copies of mark certificates of earlier appearances.
3.Teacher Private candidates should enclose a Service Certificate obtained from
Inspecting officer under whose jurisdiction the teacher is currently employed.
4.Other State candidates should enclose Teacher Training certificates and
verification fees Rs.300/- by way of Demand Draft.
6. Distribution of Hall Tickets and Time Table
Hall Tickets and Time Table will be distributed through District Institute of Education
and Training.
7. Release of Results
For Regular candidates Tabulated Mark list containing the marks (both internal &
external) will be sent to the respective TTIs.
8. Distribution of Mark Certificates
Mark/Diploma Certificates will be sent to the respective TTIs in the case of regular
pupil candidates and to the examination centres where they had taken the
examination in respect of private candidates. The date of distribution will be notified
through the media.
9. Retotalling :
Candidates are permitted to apply for re-totalling in all subjects within the dates
prescribed by this Department after the publication of results.
Fees and Mode of Payment : Rs.205/- for each subject.
Mode of Payment – Procedure followed for S.S.L.C., Higher Secondary is
applicable for DTE also.

Remedies on Loss of DTE Certificate
Candidates can get the Duplicate Certificate or certified copy of Mark List in case of
loss of certificate or destroyed by flood or times C.C.M is valid for short time
duration whereas Duplicate certificates is valid for ever.
Mode of Application for C.C.M. of Duplicate is as applicable to Hr.Sec. & S.S.L.C.
Filled in Duplicate application should be submitted to the concerned DIET’s.
Private Candidates :
Teacher private and Other States private candidates can apply for Duplicate directly
to this department. Fees structure as applicable to regular candidates.
Eighth Standard Public Examination (ESLC) – Private Study
(Conducted yearly once in the month of December)
