School Turnaround Leaders Development Program Grant - Overview

Introduction
Leadership is a critical factor in creating a welcoming, equitable, and productive school
environment in which students learn and consistently demonstrate strong academic
achievement and growth and in which teachers are empowered to learn and grow
professionally and collaboratively. In low-performing schools, leadership is acutely
important and must extend in a coherent fashion to teacher leaders as well as to
district and charter leaders in order to create a system of support that is responsive to
student needs. Given the current levels of performance in many of Colorado’s public
schools, there is a tremendous opportunity for Colorado to recruit, develop, and
facilitate new and existing leadership development programs that are specifically
focused on developing leaders to serve students in low-performing schools. 2014-2015
was the first year of our School Turnaround Leaders Development Grant Program that
identified high-quality program providers that focus on developing leaders to serve
low-performing schools. Nine Colorado school districts and charter schools received
over $1.6 million to participate in four turnaround leadership programs, resulting in
over 80 eligible aspiring and current leaders attending these programs.
Purpose
The purpose of this funding opportunity is to provide funds to support training and
development of school turnaround leaders for Colorado’s public schools. This program
will grant funds to school districts, charter schools, and the Charter School Institute
(CSI) throughout the state to use in partnering with identified Program Providers to
develop outstanding school leaders with the skills and competencies required to turn
around low-performing public schools in the state. Only applicants that specifically
address the purposes identified for funding will be considered.

In an effort to turn around low-performing schools through the development of
outstanding school principals, teacher leaders, and district administrators, this grant
program allows the Colorado Department of Education (CDE) and recipient school(s) to
fulfill all of the CDE’s 2015-2016 Strategic Goals:
• Start strong: Every student starts strong with a solid foundation in grades
preschool-3.
• Read by third grade: Every student reads by the end of third grade.
• Meet or exceed standards: Every student meets or exceeds standards.
• Graduate ready: Every student graduates ready for college and careers.
• Department priority: Turning Around the State’s Lowest Performing School
Systems.
School districts and the Charter School Institute (CSI), on behalf of their schools with
Priority Improvement or Turnaround (PI/T) plan types, are eligible to apply for this
funding opportunity. Applicants may apply to provide training to school turnaround
leaders – principals, teacher leaders, or district-level or Institute administrators or
employees that support schools with Priority Improvement or Turnaround plan types.
Available grant funding will be distributed to eligible applicants that demonstrate a clear
need for the recruitment, training, and retention of leaders with expertise to turn around
persistently low performing schools within their districts or Institute, and a commitment to
serve the PI/T school and district for a minimum of two years, after completion of
program. Because leaders must commit to serving in the identified schools for a period
of two years, schools closing or phasing out during the 2016-2017 school year may not
be eligible for some of the providers. See Attachment A for a list of eligible schools.

Approximately $1.6 million is available for the 2015-2016 fiscal year. Funds will be
awarded by CDE no later than June 30, 2016. Grant awardees will be responsible for
spending awarded funds in accordance with the approved budget and timeline within
the grant application.
Note: after approval, Priority Improvement/Turnaround schools named within the
approved budget are set; other schools cannot be swapped in for any approved schools
identified in budget and timeline. However, another leader that will serve the identified
school may receive these services.
Available Funds
Participants that require a change in provider must submit a formal request to CDE
before services are rendered. Unobligated funds will be returned to the Colorado
Department of Education. Any additional expense beyond what are approved in the
application will be the responsibility of the district.
Districts may apply for leaders in schools already participating in one of the grant
programs (e.g. a principal attended a program, applying for AP to also attend);
however, leaders may not apply and participate in multiple leadership programs
simultaneously.
Each School Turnaround Leaders Development (STLD) Grant may continue for up to
three budget years. Additional funding for this grant program beyond 2015-16 is
contingent on approval from the State Legislature. Continued funding for applicants is
contingent upon availability of funds and successful reporting from the recipients.
Grantees are required to use funding from this grant to:
• Identify, train, and support: teacher and aspiring school leaders; current school
leaders; district, charter organization, or Institute level staff who support
identified Priority Improvement or Turnaround school(s);
• Subsidize the cost of school turnaround leaders and other support staff to
participate in turnaround leadership development programs; and
• Reimburse school turnaround leaders for the costs they incur in completing
turnaround leadership development programs offered by identified providers
(see details in section E and budget).
Allowable Use
of Funds
An “identified provider” is a public or private entity that offers a high-quality
turnaround leadership development program for Colorado Educators. See Attachment
B for a list of identified providers. Note: By applying for funding to participate in one of
the identified provider programs, you are not guaranteed acceptance or enrollment.
Whereas each identified provider either has a functioning program or is in the process
of developing their program, they have a limited capacity and seats. In addition to
submitting this application for funding, applicants should also contact targeted
providers to initiate their unique application process. Additionally, schools participating
in one of CDE’s Turnaround Initiatives (e.g., Tiered Intervention Grant or Turnaround
Network) may have priority in some of the provider programs.
School and districts that are currently participating in turnaround leadership
development programs must be successfully fulfilling the requirements of the

grant. Current participation will be considered when reviewing district applications for
new or additional applicants.
Funds from this opportunity must be used to supplement and not supplant any
federal, state and local moneys currently being used to provide school turnaround
leaders at the school or district level. Note: Indirect Costs are not allowable; however,
Administration may be claimed in an amount of up to 5%.

The attached STLD Participant Matrix Spreadsheet (Attachment C) includes prepopulated costs for each provider program by individual and/or school team. The sheet
also includes pre-populated average costs for travel for each provider
program. Applicants may add additional costs under the “Other Expenses”
column. Granted amounts will be dependent on available funds and demand by other
applicants. If greater demand exists than funds allow, CDE may limit awards to some or
no costs for Other or Travel expenses.
Funds will be awarded by CDE no later than June 30, 2016. Grant awardees will be
responsible for spending awarded funds in accordance with the approved budget and
timeline within the grant application. Unobligated funds will be returned to the
Colorado Department of Education.
Review Process
and Award
Timeline
This funding opportunity is a competitive process – applicants must score at least 55
points out of the 84 possible points to be approved for funding. Applications that score
below 55 points may be asked to submit revisions that would bring the application up
to a fundable level. There is no guarantee that submitting an application will result in
funding or funding at the requested level. All award decisions are final. Applicants that
do not meet the qualifications will be notified and may reapply for future funding
opportunities.
Applications will be reviewed by CDE staff to ensure they contain all required
components. CDE will then recommend applicants to the Colorado State Board of
Education for final funding approval. CDE will make all efforts to notify applicants of
final award status no later than March 30, 2016.
Note: approved grantees must submit their final roster of program participants by May
31, 2016.
In each of the first three budget years in which the program operates, CDE will annually
review each grant recipient's use of the grant moneys and may rescind the grant if the
department finds that the grant recipient is not making adequate progress toward
achieving the goals identified in the grant application.

Grantees are required to report, at a minimum, the information found in Attachment D
to CDE on or before June 1, 2017.

1) The grantee will work with and provide requested data to CDE for the School Turnaround
Leaders Development Program within the time frames specified based on the evaluation
requirements described on page 6.
2) The grantee agrees to develop specific contracts with identified Turnaround Leadership
Development organizations through the Provider Grants.
3) The grantee will track the effectiveness of persons who complete a turnaround leadership
development program and report the effectiveness to the department on or before July 1
of the year following the training. The report will use department rubrics to measure the
effectiveness of persons who complete the turnaround leadership development program.
Each grant recipient must report on the following:
• Number of people who participated and in which programs;
• Schools served;
• Impact on student achievement and school culture, specifically the following
pre and post data:
o Plan type and percentage of points earned as measured by state SPF;
o Student achievement and growth as measured by a viable local
assessment; and
o Student culture, as measured by average daily attendance, chronic
absenteeism, referrals, etc.; and
• Change in principal or aspiring leader’s actions/behavior, as measured by self
and staff assessments.

are set; other schools cannot be swapped in for any approved schools identified in budget

this program will be conducted by the grantees as a part of their regular audits.
11) That if any findings of misuse of these funds are discovered, project funds will be returned
to CDE.
The Colorado Department of Education may terminate a grant award upon thirty (30) days’ notice
if it is deemed by CDE that the applicant is not fulfilling the requirements of the funded program as
specified in the approved project application, or if the program is generating less than satisfactory
results.
Project modifications and changes in the approved budget must be requested in writing and be
approved in writing by the Colorado Department of Education before modifications are made to

SCHOOL TURNAROUND LEADERS DEVELOPMENT PROGRAM GRANT
PROGRESS REPORT REQUIREMENTS
Each Participant district, charter school, or the Charter School Institute awarded
a School Turnaround Leaders Development Program Grant must submit a
progress report to CDE on or before June 1, 2017.
Due: June 1, 2017 to Marnie Cooke (cooke_m@cde.state.co.us)
1) Provide an evaluation of impact of the School Turnaround Leaders Development Program
Grant. This should include, but not be limited to:
• Number of people who participated and in which programs;
• Schools served;
• Impact on student achievement , specifically the following pre and post data:
• Plan type and percentage of points earned as measured by State SPF;
• Student achievement and growth as measured by a viable local assessment; and
• Student culture, as measured by average daily attendance, chronic
absenteeism, referrals, etc.; and
• Change in principal or aspiring leader’s actions/behavior, as measured by self and staff
assessments.
