Matthew F. Bartels, MD, FAAP, CPE
Medical Director, Clinical Quality
Matthew F. Bartels, MD, is medical director of clinical quality. He
participates in the development and implementation of planwide quality
projects and is also the medical director for oversight of case and disease
management. He graduated from the University at Buffalo School of
Medicine and Biomedical Sciences and continued his training at the
University of Virginia Medical Center. There he completed a pediatric
residency and is currently board-certified in pediatric medicine. Dr. Bartels
is a member of the American Medical Association, the Erie County Medical
Society, and is a fellow of the American Academy of Pediatrics. He is also a
member of the Buffalo Pediatric Society and a Certified Physician Executive
through the American College of Physician Executives.

Allan Birnbaum, MD
Medical Director
Allan Birnbaum, MD, is a medical director with a focus on Medicare and
government programs for Excellus BlueCross BlueShield. Board-certified in
family practice with appropriate recertification, Dr. Birnbaum was in clinical
practice 1974 through 2011. He attended medical school at the University
of Louisville and completed a residency in family practice at St. Joseph’s
Hospital Health Center in Syracuse, N.Y. He was the director of medical
education at the U.S. Air Force, Wright Patterson Air Force Base, from
1972 to 1974. Dr. Birnbaum is a member of the American Academy of
Family Physicians, New York State Academy of Family Practice, the
Onondaga County Medical Society and the Medical Society of the
State of New York.

Frank J. Dubeck, Jr., MD, FACP, FACPE
Vice President & Chief Medical Officer of Utica Region
Frank J. Dubeck, Jr., MD, is vice president and corporate medical
officer for medical policy and clinical editing for Excellus BlueCross
BlueShield. Dr. Dubeck also supports the health plan’s special investigations
component. A graduate of Georgetown University School of Medicine,
Dr. Dubeck completed his internal medicine residency at the University
of Pittsburgh. He is board-certified in internal medicine with 20 years
of experience in clinical practice. A fellow of the American College of
Medical Executives, Dr. Dubeck is on the Executive Committee of the
BlueCross BlueShield Association’s Medical Policy Panel. He represents the
Association on the American Medical Association’s CPT Editorial Panel.
Other memberships include the American College of Physicians, American
College of Physician Executives, American Medical Association and the
Medical Society of the State of New York.

Michael J. Feinstein, MD, FACS
Medical Director
Michael J. Feinstein, MD, FACS, is a medical director for Excellus BlueCross
BlueShield. Dr. Feinstein received his medical degree from New York
Medical College. He then completed residencies in general surgery
and urology at the University of Rochester Medical Center as well as a
fellowship in reconstructive urology at the Middlesex Hospital in London,
England. Dr. Feinstein is board- certified in urology and practiced urology
in Rochester for many years, including an appointment as the chief of
urology at the former Genesee Hospital, Rochester, N.Y. He is a member
of the American Urologic Association and a fellow of the American
College of Surgeons. Dr. Feinstein served as a captain in the U.S. Air
Force Medical Corps, where he was the assistant chief of surgery at the
1st USAF Hospital.

Ann E.Z. Griepp, MD
Chief Medical Officer for Behavioral Health
Ann E.Z. Griepp, MD, is the chief medical officer for behavioral health
and focuses on adult psychiatry for Excellus BlueCross BlueShield. Boardcertified in psychiatry, Dr. Griepp maintains a private practice in psychiatry.
She earned her medical degree from Michigan State University and
entered the family medicine residency at Marquette University in Michigan.
Dr. Griepp completed her psychiatry residency and a neuropsychiatry
fellowship at the University of Rochester. She is a member of the Monroe
County Medical Society, the National Alliance for Mental Illness., the OCD
Foundation and the National Academy of Eating Disorders. Dr. Griepp is
on the board of the Mental Health Association. A recipient of the Sandoz
Award for Excellence in Psychopharmacology in 1988, Dr. Griepp received
the Christopher Hodgman Award for Medical Student Teaching in 2000.

Brian D. Justice, DC
Medical Director
Brian D. Justice, DC, is a medical director for Excellus BlueCross
BlueShield’s Pathway Development and Spine Program. Dr. Justice
attended graduate school at National Chiropractic College in Chicago,
IL. He then spent 28 years in a spine-focused chiropractic practice
in a variety of private, industry and hospital settings. Dr. Justice has
published articles in peer review journals, served on national spine care
guideline development committees and presented on spine care, quality
improvement, pathway development and optimal interdisciplinary spine
care. He is a member of the American Chiropractic Association, the New
York State Chiropractic Association and the North American Spine Society.

Jamie E. Kerr, MD, MMM
Vice President & Chief Medical Officer for Utilization
Management
Jamie E. Kerr, MD, MMM, is vice president and chief medical officer for
Excellus BlueCross BlueShield. She participates in the development and
implementation of planwide utilization management projects.
Dr. Kerr is board-certified in internal medicine. She received her medical
degree from Northwestern University Feinberg School of Medicine
and completed her residency in internal medicine at the University of
Rochester School of Medicine and Dentistry. Dr. Kerr is a member of the
Medical Society of the State of New York. She is a recipient of several
awards including the Alpha Omega Alpha Honor Society and the Janet M.
Glasgow Award of Achievement.

Richard H. Lockwood, MD
Medical Director
Richard H. Lockwood, MD, is a medical director with responsibility
for utilization management for Excellus BlueCross BlueShield. He is
board-certified in internal medicine. Dr. Lockwood is a graduate of the
Downstate Medical Center’s College of Medicine, Brooklyn, N.Y. He
completed his residency at the Medical College of Pennsylvania. Twice the
president of the medical staff at Community General Hospital in Syracuse,
N.Y., Dr. Lockwood spent 30 years in private practice focused on internal
medicine. He continues to be active in clinical geriatric care as the medical
director and an attending physician at Iroquois nursing home in Jamesville,
N.Y. He is also an attending physician at Van Duyn Home and Hospital
in Syracuse, NY.

Martin Lustick, MD
Senior Vice President, Corporate Medical Director
Martin Lustick, MD, senior vice president and corporate medical
director for Excellus BlueCross BlueShield, leads the medical services
department. As a board-certified pediatrician, Dr. Lustick was in clinical
pediatric practice for 17 years. He also served as the chief operating
officer for Kaiser Permanente in the Mid-Atlantic states. Before coming
to Excellus BlueCross BlueShield in 2005, he served as the chief
medical officer for Thompson Health in Canandaigua, N.Y. Dr. Lustick
earned his medical degree from Columbia University. He completed his
residency at Children’s National Medical Center in Washington, D.C. He
is a member of the Monroe County Medical Society, the Canandaigua
Medical Society and Medical Society of the State of New York..

Marybeth McCall, MD, MMM, FACP, CPE
Vice President and Chief Medical Officer of Central New York
and Southern Tier
Marybeth McCall, MD, MMM, is the vice president and chief medical
officer for the Central New York and Southern Tier regions of Excellus
BlueCross BlueShield. Board-certified in internal medicine, Dr. McCall
is a graduate of Georgetown University School of Medicine. She
completed her residency at the University of Pittsburgh Medical
Center’s Presbyterian Hospital. Dr. McCall completed a one-year
research fellowship in immunology and allergy at Creighton University.
She initially practiced in Omaha, Neb., at Offutt Air Force Base, where
she was promoted to major of the U.S. Air Force. She later achieved
added qualifications in geriatrics, then a master’s degree in medical
management from Carnegie Mellon University. Dr. McCall is a fellow
of the American College of Physicians and a member of American
Medical Association, Medical Society of the State of New York,
County Medical Societies of Oneida and Onondaga Counties, and the
American College of Physician Executives.

Katherine McCarthy, MD
Medical Director
Katherine McCarthy, MD, is a medical director for Excellus BlueCross
BlueShield. She has practiced as a pediatrician for 33 years, including
more than 20 years in her native Syracuse, N.Y. She is board-certified
in pediatrics and pediatric hematology-oncology. Dr. McCarthy earned
her medical degree from SUNY Upstate Medical University in Syracuse.
She completed her pediatric residency and a fellowship in pediatric
hematology-oncology at New York University and Bellevue Hospital.
She was a member of the NYU faculty for three years. In 2008, Dr.
McCarthy served as interim medical director of Auburn Memorial Hospital,
Auburn, N.Y. She has been pursuing graduate studies in public health
administration at the Maxwell School of Syracuse University.

Ed Sassaman, MD
Medical Director
Ed Sassaman, MD, is a medical director for Excellus BlueCross BlueShield.
Dr. Sassaman graduated from Harvard Medical School and completed
a pediatric residency and fellowship in developmental disabilities at
Children’s Hospital Medical Center in Boston. Dr. Sassaman is boardcertified by the American Board of Pediatrics. He is a fellow of the
American Academy of Pediatrics.
