IMPLEMENTATION OF UK SIC 2007 AND AVERAGE WEEKLY EARNINGS IN
MM19
This note covers the implementation of the United Kingdom Standard Industrial
Classification 2007 (UK SIC 2007) for Producer Prices (PPI), and the use of Average Weekly
Earnings (AWE) in August’s edition of MM19 published on 10 November 2010.
SIC 2007 Summary
Classification systems are used to classify business establishments and other standard units
by the type of economic activity in which they are engaged. Since 1948 the United Kingdom
Standard Industrial Classification of All Economic Activities (UK SIC) has been revised six
times in 1958, 1968, 1980, 1992, 1997 and 2003 (the changes in 1997 and 2003 were not fullscale revisions). The introduction of SIC 2007 represents the first major revision since 1992.
These revisions are motivated by the need to adapt the classifications to changes in the world
economy.
Proposed changes to ‘Purchases of Materials and Fuels’
Cost indices for the purchase of materials and fuels are represented by 'gross sector input'
indices, which are heavily dependent on import prices. When implementing the move to UK
SIC 2007, fundamental changes to the underlying framework structure of ‘import’ prices
were made. Selection of the indices found in the table below provides the most representative
match to the previous input-output groups used but also to the SIC 2007 industries they are
trying to represent.

Proposed changes to ‘Earnings and National Insurance’
Cost indices for earnings and national insurance payments are currently represented by the
Average Earnings Index (AEI). In MM19 from November 2010 onwards AEI indices will be
replaced with AWE. By then AWE will have also implemented the switch to UK SIC 2007.
The industry level of the AWE indices to be published in MM19 will be at a more aggregated
level than the AEI data previously used. The AWE indices selected will provide a robust and
representative measure of earnings in these industries, and are consistent with those
published as part of the monthly AWE dataset. The proposed changes to the earnings and
national insurance indices can be found in the table below.

Proposed changes to ‘General Expenses’
Cost indices representing general expenses in these manufacturing industries will continue to
use the Retail Price Index (excluding food).
Proposed changes to ‘Combined Costs’
The combined cost index of each industry is a weighted aggregation of the three individual
index components, using 2005 sales data from the Annual Business Inquiry to reflect the
pattern of the industries costs. For each existing industry in MM19 (2960, 3210, 3320 and
3530) a representative industry on the UK SIC 2007 has been selected and can be found in
the table below.

Due to the level of correlation in these industries between the SIC 2003 and SIC 2007
classifications and to ensure the base year sales used in MM19 remains consistent with all
other PPI indices, the combined cost indices will continue to use the existing component
weights based on 2005. These can be found in the table below.

Materials and fuels
As part of the PPI rebasing programme, the coverage of the materials and fuels indices has
been extended. These now include imported parts and equipment. For more details see the
note on the PPI redevelopment at:

Earnings Index
This index is provided by the Average Earnings Index (AEI) and includes Employer National
Insurance costs.
Since information from the AEI is not available at the very detailed level, broad SIC
classifications are used. These are as follows:
•
The AEI for SIC 29 (machinery and equipment not elsewhere classified) is used for
weapons and ammunition. (SIC 2960).
•
The AEI for SIC 30-33 (electrical and optical equipment) is used for electronic valves,
tubes and other components (SIC 3210) and instruments and appliances for measuring
etc. (SIC 3320).
•
The AEI for SIC 34-35 (transport equipment) is used for aircraft and spacecraft. (SIC
3530).
General Expenses
General expenses are represented by the Retail Price Index for all items excluding food.
Output Indices
Indices in Table 5 are a selection of Output Producer Price indices. For a full set of output
price indices please refer to the publication MM22.

Component weights
The component weights for the 2005=100 series have been calculated using data from the
Annual Business Inquiry for each SIC (92) class and reflect the pattern of industries’ costs in
2005. The weights used to combine the major constituent series are shown on the following
table and are expressed in percentage terms:

DEFINITIONS AND SYMBOLS USED
Provisional Data
Indices for the latest two months are always provisional and flagged with a ‘p’ marker due to
the level of imputation present for items where the latest prices are not available. This level
of imputation reduces significantly for earlier months, allowing index data to be published as
firm values.
Revisions
Occasionally, new information produces a change in the value of an index already published
as firm. Where change is significant, index values are recalculated and annotated with an ‘r ‘
marker.

Various symbols are used in Table 5 to provide meaning where the quality of the index
values is reduced.

coverage.

Linking Rebased indices
To convert 2005=100 indices back onto a 2000=100 basis
For those who are using the 2000=100 indices in long-term contracts and wish to extend the series
beyond June 2008 (the latest month for which 2000=100 figures were published), the following
approach may be suitable.
First, select the nearest equivalent index published in the 2005=100 series and then calculate a
linking factor as follows:
2000=100 index for June 2008
Nearest equivalent 2005=100 index for June 2008
Then simply multiply the 2005=100 index after June 2008 by this linking factor to extend the
2000=100 time series.
