Notes
Alabama adopted the 2012 edition of the IRC effective 10/1/2012 .
Also adopted the 2009 IECC effective 10/1/2012. Alabama does not
have a statewide adoption of the NEC except for State Buildings,
Schoolhouses, Hotels, & Motion Picture Studios.
The State of Alaska adopted the 2011 NEC per Tim McClintock of
NFPA. There is little enforcement as there are only 3 inspectors
coverning the entire state outside of Anchorage, Fairbanks, and
Juneau. The state Division of Labor Standards and Safety enforces
the electrical codes; The Mechanical Inspection Section has
jurisdiction over the electrical inspection and adoption process.

enforcing 2008 NEC
The State of Arkasas Electrical Board voted to adopt the 2014 NEC
without amedment. A public hearing has been scheduled for May 20,
2014 in Little Rock. FYI - the HBA has begun to make waves to
oppose the normal AFCI/GFCI expansions. Update - 6/27/14
Legislative Hearing was scheduled for August 13, 2014 in Little
Rock.
The State adopts all construction codes through the California
Building Standards Commission (CBSC). Input is received from
several state agencies with involvement in construction: Division of
the State Architect (DSA - schools & accessibility), Office of
Statewide Health Planning and Development (OSHPD - hospitals &
clinics), Housing and Community Development (HCD - all residential)
and the State Fire Marshal (SFM - broad range of occupancies). Each
of these agencies might change the code only for those structures
under its jurisdiction. Local jurisdictions enforce the adopted codes
and may not alter the California codes without approval from the
CBSC based on local geographic, climactic, or geologic conditions.

The 2011 NEC is adopted in its entirety with the exception of two
amendments regarding the installation of smoke alarms on branch
circuits protected by Arc-Fault Circuit-Interrupters.
The 2013 Construction Codes are based on the 2012 model codes
published by the International Code Council (ICC), and the 2011
National Electrical Code published by the National Fire Protection
Association (NFPA), with amendments to reflect unique District
policies and characteristics 2012 IECC and 2012 IGCC were also
adopted on the same date

The 2008 NEC was implemented October 1, 2009 with one
amendment. An exemption for one- and two-family dwellings from the
provisions of Section 680.22(B) was added to Section 2705 of the
FBC-B and Section E3304 of the FBC-R. The exemption was deleted
from both codes effective March 15, 2012. The 2011 NEC is
expected to be adopted on March 1, 2015.

and began implementation on July 1, 2008. In 2012, the legislature
rejected the 2011 NEC. On Jan. 25, 2014, the legislature approved
the adoption of the 2014 NEC with State amendments, to be effective
July 1, 2014. The State will skip the 2011 NEC edition.

6/25/14 - UPDATE - The Iowa EEB voted to eliminate the 210.12 (B)
& 406. 4(D)(4)Replacement OBC AFCI from the code due to being
new and unreliable.Also, retained several GFCI amendments from the
2011 NEC. There is a public hearing scheduled for August 12, 2014
in Des Moines. The tentative effection date is 1/1/15.
The state of Indiana adopted the 2008 NEC with amendmends by
deleting any requirementments for Tamper Resistant and by deleting
AFCI. However, Indiana has not adopted the latest edition of the IRC
even though proposals have been sent to the Residential Committee.
The 2008 NEC adoption will be implemented September 26, 2009.

The State of Kentucky 2014 NEC review committee is in the cost
anaylisis impact stage. No knowen opposition at this time for adoption.
UPDATE: As of 2/20/14 the KY Dept of Housing, Building &
Construction Board voted to move forwrd with the adoption of the

in10/14.

1/1/13. The 2012 IRC went into effect on January 1, 2014
On July 18, 2014, The 2014 NEC with several amendments
effectively became the Electric Installation Standards in the State of
Maine. The Maine Office of Licensing and Registration, Electricians
Examining Board recently amended and approved to the standards,
which replaces the reference to 2011 National Electrical Code
(NEC®) with a reference to the 2014 NEC®. The 2014NEC®, with six

On January 1, 2014 the 2014 National Electrical Code (NEC®)
became the basis for the 2014 Massachusetts Electrical Code.

Michigan's Gov. Rick Snyder selected a residential code review
committee with only one person (contractor rep) to be on the
committee along with several state electrical inspectors. The meeting
are scheduled to begin late August 2013 and go through October. No
timeline set for adoption. 1/2/14 2014 NEC Commercial Code review
committee members have recently recieved invitations to sit on the
committee. No dates have been set at this time. Will update with more
information as it's recieved.

The State of Missouri is a local adoption state. However, the City of
St. Louis adopted the 2011 NEC without amendment. St. Louis
County is in the progress of reviewing the 2011 NEC. Adoption date

The State of Montana adopted the 2011 NEC without significant
amendment. Montana is a "Mini/Maxi" state. The NEC is both the
minimum and maximum electrical installation code. Cities and
counties are not permitted to amend the NEC as adopted by the

The Governor signed the 2011 NEC into law with an effective date of
August 27, 2011. On 1/27/14 State of Nebraska held a legislative
hearing on the adoption of the 2014 NEC. From information received
there was no opposition present at the hearing. The adoption date

The New Hampshire State Building Code Review Board is responsible
for reviewing and updating the New Hampshire building code and to
hear appeals of variances or exceptions to the state fire code that
have been granted or denied by the State Fire Marshal, and appeals
of a decision of the State Fire Marshal in enforcing provisions of the
State Building Code. (See RSA 155-A:11, I). The 2014 NEC is

The New Jersey Department of Community Affairs, Division of Codes
and Standards has completed the Electrical SubCode review process.
Effective May 7, 2001, the 2011 National Electrical Code with
amendments became the electrical standard for all new electrical
installations in the state.

On July 10, 2012 the State Fire Prevention and Building Code
Council gave conditional approval to move to the 2011 NEC. The
DCEA has completed the legal documents, text etc. for submission to
the Governor’s Office for their approval to go to the public comment
period. Once submitted the process should take a few months. The
public comment period and hearings will be posted on the DCEA web
site, www.dos.ny.gov. It is anticipated that there will be enough time
for a transition period to go to the 2011 NEC.

2011 NEC effective date Sept 1, 2011 1/17/14 The ND State
Electrical Board is anticapted to approve the 2014 NEC at their
January 22, 2014 board meeting. 1/23/14 Update: During the board
meeting on 1/22/14 the board decieded to table the 2014 NEC
adoption to discuss further and will call a special meeting in the
coming weeks to finialize. The new possible adoption date appears to
be 1/1/15. 2/15/14 Update: On 2/12/12 the NDSEB voted to amend
the AFCI expansion in kitchen, laundry and dormitories from thier
2011 NEC (Commercial Bldg only) Nov 1, 2011 . Residentail code
for 1-2 &3 family dwellings was adopted with an effective date of
January 1, 2013. 1/17/14 - The OBBS is in the process of adopting
the 2014 NEC for only commercial buildings. 1/28/14 The adoption is
now in the Common Sense Intiative (CSI) phase . This committee
(CSI) will reach out to local stakeholders to get their feedback on
adoption - which should start to happen sometime this spring. 3/31/14
- the 2014 NEC adoption (Commercial code only) process is moving
along without admendment. Next step is for the OBBS to vote and
begin the CSI review. The adoption is still on track to have an effective
date of 1/1/15 or sooner.

A newly appointed Technical Committee began review of the 2014
NEC on May 7, 2014.
Oregon developed its own "Low-Rise Residential Code" to cover all
dwellings up to 3 stories, including electrical. The electrical
requirements are based on NFPA 70A and have been harmonized to
the 2011 Edition of NFPA 70. The Electrical & Elevator Board adopts
the code by rule.

No real activity has occurred as yet on 2011 NEC adoption. The main
reasons for this was the dismissal of Jim Pillow, Deputy Director of
Commerce, and the hiring of his successor Gary West; and the firing
of the state field inspection head supervisor Marcus Pipkin , and the
hiring of his successor Gary Farley, a former Fire Inspector from
Murfreesboro, TN. Keeping an eye on this one as it may change
soon..
The Texas Electrical Safety and Licensing Act requires the Texas
Department of Licensing and Regulation (TDLR) to adopt the revised
National Electrical Code (NEC) as the electrical code for the state of
Texas. On November 21, 2013, the Texas Commission of Licensing
and Regulation, which oversees TDLR, adopted amendments to
Chapter 73.100 of the Electricians Administrative Rules and
established the 2014 NEC as the "minimum standard" for all electrical
work in Texas covered by the Act.

Chapter 1305.201 of the Act provides municipalities the authority to
make local amendments to the 2014 NEC; however, any proposal to
amend these standards should be done in accordance with NEC 90.4
which stipulates that "the authority having jurisdiction may waive
specific requirements in this Code or permit alternative methods
where it is assured that equivalent objectives can be achieved by
establishing and maintaining effective safety."
Any non-exempt electrical work started on or after September 1, 2014
must be installed in accordance with the 2014 NEC. For purposes of
The State has also adopted the 2009 International Residential Code
(IRC) in its entirety, including the electrical chapters. With the 2009
IRC containing the residential requirements from the 2005 NEC, there
is inconsistency in technical requirements, as it has been determined
that the electrical provisions of the IRC apply to buildings covered
under that code. Therefor, a jurisdiction will enforce the 2011 NEC for
apartments, condominium, and other multi-family dwellings, but revert
to the 2005 NEC for one-family and two-family dwellings.
The 2012 IRC is set for adoption on 7/1/2013, th AFCI issue is still
open for debate as it is currently amended to only cover the language
as defined in the 2005 NEC for 1 and 2 family dwellings and
townhomes.

The 2011 NEC is included in the adoption of the 2012 Virginia
Uniform Building Code. The code adoption is shown only as NFPA 70
in Chapter 27 of the Vigginia UBC, with the NEC edition shown in the
front of the book under administrative.
The electrical code is controlled by the State Department of Labor and
Industries/Electrical Section, which adopted the 2008 Edition of the
National Electrical Code in the fall of 2008, with local amendments.
AFCI is enforced only in bedrooms and not on smoke alarm circuits.
Adoption of the 2011 NEC was underway in late 2011, but was
suspended until at least early 2012 because of an Executive Order
from the Governor suspending all non-critical rulemaking through
2012. The 2014 NEC was adopted in September 2013 and will be
effective in July 2014. The State is in the process of finalizing State
amendments. WA will skip the 2011 NEC edition and go directly from
the 2008 NEC to the 2014 NEC.

2008 NEC Expected adpotion date is July 1, 2010 without
amendment. The state fire marshal dept. anticapte the 2011 NEC
will be adopted in possibly 2012. Update…It doesn’t appear the
state will adopt the 2011 NEC until 2013.
AFCI - Receptacle was amended from the 2011 NEC adoption.On
1/30/14 They voted to move it to “ General File.” General File is
the first time the full Legislature has the opportunity to debate
and vote on bills. At this stage, senators consider amendments,
which may be proposed by committees and by individual
senators. Many people consider General File to be the most
crucial stage of the legislative process because it is where most
compromises are reached. It takes a majority vote of the
Legislature (25 votes) to adopt amendments or move a bill from
General File to the next stage of consideration.

On June 12, 2007, Tucson adopted the 2005 Edition of the National
Electrical Code®, along with the 2006 Editions of the International
