You are invited to submit a proposal for the Work as described in this Bid Package.
1. This Bid Package includes:
a. written specifications
b. floor plans
c. kitchen cabinetry preliminary layout
d. Exhibit B - HUD requirements for CDBG funded projects
e. SBH insurance requirements (under 1.00 General Conditions)
f. lead inspection report
g. addenda if issued
The floor plans included with this bid package are intended to supplement the written materials. If there is
a conflict between the drawings and written material, the written material is to take precedence.
2. Carefully review the written specifications and corresponding drawings. Field verify all conditions.
Contact Pat Lynch at SBH (cell: 574.286.0816) with any questions concerning specifications. Report any
discrepancies or errors you may find immediately. Any changes or clarifications will be addressed with an
addendum to these specifications.
3. Keys for the property may be checked out from SBH for brief periods so that you and/or your
subcontractors can walk through again. It is advisable to call first to verify key availability.
4. Submitted bids must have at least one line item price for each applicable catagory (i.e. 1.00 General
Conditions; 6.00 Siding; 10.00 Walls; etc.) and a separate Interior / Exterior number for 12.00 Painting. If it
is helpful to you when figuring your bid, you may enter individual line item prices in the attached written
specification sheets.
Include any mark-up, overhead & profit, etc., you may have into each line item. There is no line item for

6. If you wish to propose changes or revisions to the Bid Package, you must do so prior to the bid period
deadline. At SBH's discretion an addendum describing the change may be issued to all bidders.
7. If all bids received by the above deadline are above the SBH determined maximum price, a verbal or
written notice of revision will be issued to all bidding general contractors. SBH will then, at their option, (1)
reduce the scope of work, (2) work with the bidders to identify areas within their bids that are excessively
out of line with other received bids, (3) ask the bidders to substitute SBHcontracted sub-contractors for
theirs, or (4) ask the bidders to consider using a SBH recommended sub-contractor in lieu of the general's
sub-contractor or in-house work.
8. This Bid Package (as revised and approved by both the contractor and SBH) will become a referenced
part of the final SBH Residential Remodeling Contract. A copy of the SBH Residential Remodeling
Contract is available upon request for review.
Your draw requests will be based upon the written specification line items, work completed, & SBH
inspection/approval. Draw requests must be submitted per the SBH draw schedule for prompt payment.
9. Payments. Due to the nature of our funding sources, SBH cannot pay a retainer or any money down at
contract signing. The contractor will submit an AIA G702/703 request for payment to SBH by the 25th of
each month or as otherwise agreed. Payment can then be anticipated within 30 days. Payment(s) to the
contractor are limited to inspected work-in-place and approved purchased/stored materials. 5% retainage
will be held on this contract. Blank copies of the G702/703 will be provided for contractor use.

1.00 PERMITS: The contractor is responsible for applying for, paying for and receiving a
building permit prior to starting any work. The contractor shall perform all work in
conformance with appicable local codes and requirements.

GUARANTEE: Contractor shall remedy any defect due to faulty material or
workmanship and pay for all damage to other work resulting there from, which
appears within one year from final payment. Further, contractor shall furnish owner
with all manufacturers' and suppliers' written warranties covering items furnished
under this contract prior to release of the final payment.
DRAW PROCEDURE: Monthly or as otherwise agreed in writing between SBH and
Contractor. Submit requests for payment to SBH by the 25th of each month on an
AIA G702/703 form. 5% retainage will be held on this project. Partial lien waivers are
required with each draw request.

1.00 INSURANCE REQUIREMENTS:
(a) $1,000,000 commerical general liability
(b) $500,000 liability for hired or non-owned auto.
Use of a personal vehicle requires non-owned/hired auto liability.
(c) $100,000/$500,000/$100,000 in workmans comp & Employers
Liability (or affidavit of waiver if applicable)

(e) SBH must be listed as add'l insured for SBH owned properties.
CHANGE ORDERS: All changes in the work shall be documented by the contractor
in writing in the form of a work change order and must be approved in writing by SBH
prior to beginning the revised/additional work. The change order will specify the items
to be changed and the cost or credit for each item. Add'l time required, if any, beyond
the already noted duration of work must be noted.
1.00 JOB SITE: The contractor shall keep the job site clean and orderly during the course
of work and remove all debris at the completion of the work. Broom clean. The
contractor shall adequately protect the work, adjacent property, and the public and
shall be responsible for any damage or injury due to his actions.
TERMITES: None known to be present. Contact SBHF if active or past termite
damage is found on site.

LEAD: All work on this project must comply with HUD regulations on controlling lead
based hazards, completed under the supervision of a licensed lead supervisor. Any
questions regarding these regulations should be directed to South Bend Heritage
Foundation prior to bid submission. Safe Work Practice techniques must be utilized
when a lead based paint hazard had been identified.
2.00 REMOVAL OF UNUSED AND DEMOLISHED MATERIAL: Remove all materials from
property, which will interfere with the construction process. The contractor shall clean
debris from the dwelling and site to a dumpster or legal landfill at least once each
week, and leave the property in a broom clean condition. In occupied dwellings,
debris shall be removed from living quarters daily. Contractor to schedule dumpster
and incorporate dumpster & dumping costs in this bid.
3.00 Landscape & Sitework
General conditions for landscaping: none
SBHF will directly contract any plantings, landscaping, or lawn work.

5.00 Roofing & gutter general notes:
If roofwork is called for below in the EXT spec: All roof to siding terminations to be
step flashed. Repair existing roof to masonry connections if properly flashed and
counterflashed. Otherwise install new aluminum flashing and counterflashing with
kerf cut in masonry 6" above roof plane. Frame for proper drainage (i.e. cricket) if
required.

Tear off if two or more layers exist on roof. New overlay sheathing, if required to be

8.00 Insulation general notes:
All new blown attic insulation and/or crawl space insulation to be by GC.
Fiberglass or rigid insulation otherwise specified here (I.e. in wall framing or
foundations, etc) by Contractor.
9.00 Exterior Door & Window general notes when called for in individual specs:
9.00a - Window - for all windows: repair deteriorated sashes. Replace any plexiglass
or broken glass w/ SS glass.
Replace any missing or loose glazing compound with new.
Raise upper sash if dropped and fix in place with small blocks screwed in place.
If glazing compound is significantly deteriorated or if glass is broken, remove glazing
compound, prime sash with boiled linseed oil and re-glaze with glazing compound and
points.
Remove obsolete hardware from window & trim.
All sash locks to latch securely. Adjust as req'd.
Install new brass plated locks & lifts if required.
9.00b - For bedrooms and all second floor rooms: Repair, and adjust lower sash to
operate smoothly. Replace sash cords with nylon-reinforced cords if missing or
deteriorated.
9.00c - Basement/Attic windows (type 1): repair deteriorating sashes and frames.
Replace any plexiglass or broken glass w/ SS glass.
Replace any missing or loose glazing compound with new. Clean glass of paint.
9.00d - Basement windows (type 2): remove deteriorating sashes and frames. Install
new glass block. Every other basement window to have integral vent, minimum 1
vent per basement.
10.00 Walls & Ceiling general notes:
ASSUME FOR ALL AREAS unless noted otherwise in a specific room's description:
10.00a - All new GWB to be 1/2" unless noted otherwise. Fur out wall patches as
necessary to be flush with existing finish surface and adjacent trim. Screw 8" OC.
Tape, three-coat finish and sand ready for painting. 1/2" moisture resistant GWB at
all bathrooms. Very light texture is allowed on ceilings.
10.00b - Wallpaper need not be removed if it is securely adhered to wall unless noted
otherwise. Scrape loose wallpaper from wall. Cracks in plaster behind the wallpaper
that do not break the paper surface may remain.
For plaster repair, minor existing imperfections in the wall may remain. Skim coating
req'd ONLY in areas w/ obvious imperfections, gouges, holes, or spider cracking.
Skim coat existing walls as necessary when adjacent to new const. to blend the
transition.
Larger exposed cracks must be filled: Cut out cracks 1/4" wide in a vee joint. Apply
filler coat of non-shrink "Durock" or equivalent. Use mesh drywall tape and base coat
of drywall compound over repaired crack. Finish with drywall compound and sand
smooth. Finish patch flush with adjacent wall surfaces.
If adjacent surfaces are textured, attempt to match texture.

12.00 1.3 EXISTING Interior walls & ceiling:
As required, prime all interior walls using stain hiding primer as required.
Caulk seams and joints as required. Prep & paint repainted surface - flat: Remove
or cover hardware and accessories not to be painted. Scrape loose, peeling, cracked
and blistered areas. Clean oil, grease, fungus, dirt and dust from surface. Fill holes
and cracks. Prime all new materials and spot prime existing with acrylic latex.
Topcoat with premixed acrylic latex. Replace or uncover hardware, fixtures,
accessories, and blinds if applicable.
1.4 NEW GWB: prime followed by two coats latex.
1.5 EXISTING PAINTED Interior trim / doors / windows :
Remove or cover hardware/surfaces not to be painted. Wet scrape loose,
cracked, pealing and blistered paint from all trim including doors and sashes. Clean
oil, grease, dirt and dust from trim. Fill holes and caulk cracks. Degloss as required.
Prime as req'd and paint. Razor scrape existing or new paint residue from glass. Do
not paint windows shut. Any windows that are painted shut will be returned to
operable condition by the contractor.

c. If this spec calls for a new 80% eff. hot water heater AND if this spec calls for the
replacement of the existing chimney vented furnace with a high-efficiency model,
HVAC contractor is to install appropriate flue liner in the existing chimney for hot water
