REMC/051/DFA 2015-07-17 –2– 1 2 3 4 5 6 7 8 9 IEC 01 © IEC:2014(E) INTERNATIONAL ELECTROTECHNICAL COMMISSION –––––––––––– IEC Conformity Assessment Systems – Harmonised Basic Rules – IECRE Supplement FOREWORD 10 11 This draft has been prepared by WG001 of IECRE 12 The text of this publication is based on the following documents: Document 13 14 Report on Voting REMC/051/DFA 2015-07-17 IEC 01 © IEC:2014(E) –3– INTRODUCTION 15 16 17 IECRE System Objective 18 19 The objective of the IECRE System is to facilitate international trade in equipment and services for use in Renewable Energy Sectors while maintaining the required level of safety: 20 • Operate a single, global certification System 21 22 • Consistent understanding of what a certificate means, which certificates exists and how they are related 23 24 25 • The System must be effective (avoid double work, which information must be given when and to whom) and will include a mechanisms to solve disagreements between stakeholders both on the content of the System as well as its correct application 26 27 • The System aims for a harmonized application around the globe to ensure a uniform implementation and mutual recognition between certification bodies and test labs 28 29 • The System will make use of high quality international standards and will allow for continuous improvement of the System 30 31 32 • The System aims for harmonized application around the globe to ensure a uniform implementation and delivery of information by suppliers, sub-suppliers, end users and others providing documentation for certification 33 34 35 36 • The System aims for harmonized application around the globe to ensure a uniform implementation and clear understanding of all suppliers, sub-suppliers, end users and other applicants for the elements and modules as well as reports, statements and certificates of the certification processes 37 38 • The System aims for acceptance by local/national authorities or other bodies requiring and benefiting from certification 39 40 Reason 41 42 The following key points have given rise to the need for a single International Renewable Energy Conformity Assessment System 43 44 45 46 • The RE systems are composed of a number of differing component sub-systems which form indispensable parts of the systems, e.g. electrical generation and power electronics, electrical prime movers, civil structures, mechanical structures, composite components, electronic sensors, processing and signalling 47 48 • The installation process of the system is complex and effective performance requires safe and reliable processes in manufacture, installation and maintenance 49 50 • The equipment is directly subject to the natural environment and cannot be protected by any secondary protection system 51 52 RE Sector 53 54 55 56 RE (Renewable Energy) Sectors can be known by different names such as “Solar PV Energy”, “Wind Energy”, “Marine Energy”, and the like and relate to areas characterized by systems which generate electricity from renewable natural sources, which consist of complex arrangements of sub-systems including structures, which are installed outside of any REMC/051/DFA 2015-07-17 –4– 57 58 59 60 61 IEC 01 © IEC:2014(E) protective environment and whose reliability and performance is affected by direct interaction with the natural environment. These areas may include the equipment and processes to produce energy, as well as the equipment to manufacture, transport and service the energyproducing equipment. The IECRE secretariat must send the request to all member bodies for vote. The agenda and proposal documents shall be circulated at least one month prior to the meeting. 110 111 In preparing the agenda, the IECRE Executive Secretary shall, as far as possible, list all the documents related to the various items for discussion. 112 113 [ADD NEW PARAGRAPHS TO CLAUSE 7.7] 114 115 116 Committees established by the IECRE REMC may also establish Working Groups with clearly defined terms of reference, to advise it on matters related to the management of the Sector or to enhance the efficiency of its operation. 117 118 NOTE Working Groups may be established for the purpose of dealing with matters relating to, for example: 119 – Rules of Procedure for the Sector 120 – Stakeholder Groups 121 122 Officers, Executive and administration (HBR Clause 8) 123 [ADD NEW CLAUSE 8.12] 124 125 126 127 128 129 130 The Chairman of each Sector Operational Management Committee (OMC) and any other Committee established by the REMC is appointed by the REMC for a period of three years, on the nomination of the committee established by the REMC. He is eligible for re-appointment in the same office for one further period of three years. If at the conclusion of a second or subsequent term there are no new candidates nominated for election to the position, the Sector OMC may by specific resolution, outlining the circumstances, propose to the REMC that the incumbent Chairman be appointed to a further term of three years in that position. 131 132 The Chairman shall be responsible to the REMC and shall ensure that the affairs concerning the Sector are conducted in accordance with the agreed Rules. 133 The principal duties of the Committee Chairman are to: 134 a) convene meetings of the IECRE established Committee; 135 b) preside over the meetings; 136 c) decide upon the agendas for the meetings; 137 d) act on behalf of the Committee between its meetings; and 138 e) report on behalf of the Committee to the REMC. 139 140 The Chairman may attend all meetings within the Sector, ex officio, without vote in this capacity. 141 142 In the event of the Chairman’s being unable to fulfil his duties, the Vice-Chairman shall deputize for him. 143 144 [ADD NEW CLAUSE 8.13] REMC/051/DFA 2015-07-17 IEC 01 © IEC:2014(E) –7– 145 146 147 148 149 150 151 The Vice-Chairman of each Sector OMC and any other Committee established by the REMC is appointed for a period of three years by the REMC, on the nomination of the REMC established Committee. IECRE 172 173 174 175 A.5.1 The IECRE CA System, “IEC System for Certification to Standards Relating to Equipment for Use in Renewable Energy Applications”, hereinafter referred to as “the IECRE System” is a Renewable Energies Conformity Assessment System which covers the following Sectors: 176 177 178 • • • Marine Energy (ME) Solar PV Energy (PV) Wind Energy (WE) 179 180 181 182 183 184 185 A.5.2. The IECRE System includes conformity assessment of any particular material, product (services, software, hardware or processed materials), installation, process, system, person or body covered by International Standards related to Sectors listed under A5.1 above are proposed by its Management Committee (REMC) and approved by the IEC Conformity Assessment Board (CAB). The IECRE System may also provide for the assessment and certification of competence of persons and bodies working in or conducting work affecting IECRE Sectors. 186 187 188 189 190 191 A.5.3. The IECRE System will not include the conformity assessment covered by the other IEC CA schemes. However, the IECRE System may select to make use of the deliverables from the other IEC CA schemes such as certificates and reports for integration in applicable IECRE schemes.
