Practical Training is a much desired part of the curriculum of professional courses, which often gets neglected due to lack of suitable facilities with educational/ professional institutes. Prasar Bharati seeks to encourage and assist students, especially of Journalism & Mass Communication, who have Electronic Media as one of their subjects and Engineering, in getting hands on experience of Programme Production for Radio and/ or Television, Broadcast Engineering and Newsroom Operations in its training institutes and Stations/ Kendras by conducting such short term 'Practical Training Courses' for students of Govt/ AICTE accredited institutions. which would culminate in the award of a Prasar Bharati certificate. In order to retain some market value for this certificate, high standards, a rigorous and detailed curriculum and quality instructional staff are extremely necessary. 2. There is a need to distinguish between Internship and Practical Training courses. Prasar Bharati's Policy on Internship has been issued vide Office Order No. 239/2014/PPC dated 30.09.2014, issued from file No. A-10/162/2014-PPC. Internship is designed to provide opportunities to select students and graduates of media related courses to intern in its organization and gain experience of actually working on production of programmes for Radio and/ or TV in AIR and DO. It is planned to be project based with selections being done based on merit and production proposal forwarded for consideration of Prasar Bharati. 3. Practical training on the other hand is limited in its scope and duration, in that, it will provide On the Job Training to students during their holidays. 4. VANI Certificate courses are not covered in this policy and will continue as hithertofore. However fee fixation should be done as laid in this policy. 5. As an ongoing practice, students of AICTE approved Engineering Colleges visit local TV and Radio stations to fulfil syllabus requirements of practical training in the field of Electronics and Communications. These visits take place in consonance with the vacations of the colleges. While these can go on, such activities should not be construed as sufficient to award Prasar Bharati Certificate. AIR &00 Stations/ Kendras may continue to entertain such ,requests and issue completion certificates. A fee of Rs. 1000/week+ taxes may be charged from candidates. Such activities should be for a maximum period of 4 weeks. 4 Objective 5. The Practical Training Courses' scheme of Prasar Bharati envisages reputed media educational/ training institutes entering into agreements with the NABM for providing practical training with NABM, RABMs, Capital AIR Stations, Doordarshan Kendras, NSD and DD News for a period not exceeding six weeks for their students. This will enable students studying relevant courses to actually get hands on experience of real-life Programme Production, Broadcast Engineering and Newsroom Operations. It will be in line with the broad objectives of Prasar Bharati of informing and educating the public. I Implementation 6. Outline The training courses will be implemented as follows:- (a) NABM Delhi will be responsible for co-ordinating and implementing this scheme for Programme Production and Broadcast Engineering. NSD and DD News will be responsible for coordinating the training in respective spheres of activity. (b) NABM Delhi will design the following modules:- standard I. Radio and new media programme duration). II. Television and new media programme Doordarshan (4 weeks duration). Practical Training production in AIR (4 weeks production In III. Combined Practical Training of Radio and Television with new media programme production in both AIR and Doordarshan (4 weeks duration). IV. Certificate level Training for the benefit of engineering students should be for a maximum period of six weeks. (c) Scheduling and Content of the modules, mentorship, list of AIR Stations and DDKs where such training can be done, the number of students who can be given opportunities, will be worked out in detail by NABM Delhi. Minimum and maximum number of students who can be accommodated per batch should be clearly indicated by the selected Stations and approved by NABM. 5 (d) Only capital AIR Stations, DDKs, major AIR Stations and high power installations which have all infrastructural facilities for the conduct of such training should be included in the list of training centres. (e) RABMs will, for this purpose, function under Regio,nal Training Committees (RTCsJ. The RTCs will have the Head of RABM, Programming and Engineering Heads of the Capital Station/DDK as members and the senior-most officer will function as the Chairman of the RTC. (f) The RTCswill be specifically responsible for approving the institutes with whom agreements will be entered into for sponsorship of trainees. (g) RABMs will send details of the institute, along with the approval of the RTCs,to the NABM Delhi which will be the Nodal Authority for signing the agreements. (h) A common format for the agreements will be formulated NABM Delhi and approved by Prasar Bharati. (i) Preference for providing training institutes in the following order:I. Central/State Government II. Institutes which are accredited opportunities by will be given to Universities, Colleges and Institutes. with the AICTE. (j) Trainees will be assigned by the RABMs in consultation with, and to the AIR Station or Doordarshan Kendra concerned, in a manner and number which does not in any way adversely impact the normal functioning of the Station or Kendra. (k) The fees to be charged from each participant for different modules which are designed within the frame work mentioned above are given in the table below. (m) Prasar Bharati will not be responsible for providing transport, board or lodging, or meals to any trainee. However, as part of hospitality, tea and snacks can be provided on the Opening day and after the voledictorv function. (n) NABM Delhi will prescribe a common feedback format to be used by the RABMs for evaluating the quality of the training programme by the participants. Changes in the content, duration, type of trainees can be contemplated after one year of implementation of this policy and some experience having been gained. (0) A standard template will be prescribed by NABM, Delhi for the certificate to be given to each trainee on successful completion of the training, on behalf of Prasar Bharati. It is important that the certificate is given to only those candidates who have successfully and sincerely completed their training as per rigorous NABM standards. (p) Regional NABMs will submit quarterly information to the NABM Delhi in a prescribed format for compiling and analyzing the data on implementation of the training programme. (q) Overall training policy will be reviewed has been implemented for two years. (r) Honorarium of RS.l,500/- per week may be paid to the persons actually taking classes and demonstrations and functioning as batch coordinator. The concerned Head of Office should ensure that this is paid to only those staff member(s) who are actively involved in training activities. (s) Training material to be provided will be made by the Stations/ Kendra as per the guidelines of NABM/RABM.
