INFORMATION SHEET 3: Teachers and Related Employees Enterprise Agreement
2013(including Bradfield College)
A STRONG FUTURE FOR TAFE NSW

The following information is provided relating to TAFE NSW proposals for a new enterprise
agreement. It is subject to discussion at further enterprise bargaining meetings.
Introduction of new classifications - Tutor/Instructor and Assessor
TAFE NSW is proposing to introduce new paraprofessional classifications to create a more diverse
service delivery team mix and to broaden career entry pathways within TAFE.
TAFE proposes to maintain all current classifications and functions and also to introduce the new
service delivery classifications of Tutor/Instructor 1 and 2 and Assessor.
The rationale for the creation of these proposed new roles is to:

position teaching sections to improve completions, meet compliance requirements, and
compete for business such as traineeships and global on-line education that our competitors
currently dominate
address the growing demand for learning and skills across the NSW economy
create a wider mix of roles in service delivery to address the diverse needs of learners and
enterprises
provide support for teachers and Head teachers in managing compliance and public
accountability
develop increased service delivery options for learners and enterprises
help succession planning across the TAFE workforce by increasing career entry points.
What is the difference between a Tutor/Instructor 1 and 2? What work would
they do?
In brief, a Tutor/Instructor 1 would provide tutoring support, mentoring, coaching or advice to
students and clients in a range of locations and modes. They would provide learners with an
opportunity to build skill and competence. They would not undertake training. They would work as
part of a delivery team to implement the tutoring strategy that has been developed in conjunction
with the teacher and /or Tutor/Instructor 2. They would help a teaching section to improve
completions.

By comparison, a Tutor/Instructor 2 would undertake training and may conduct assessments. They
would deliver pre-designed training programs and facilitate skill development. The role would use
existing resources and would not develop course, curriculum or program resources and learning
materials. The Tutor/Instructor 2 would be a key support to teachers and Head teachers in meeting
Australian Skills Quality Authority (ASQA) compliance.
What qualifications are needed to be a Tutor/Instructor 1 or 2?
The minimum qualification for a Tutor/Instructor 1 would be appropriate subject knowledge and
skills as determined by the employer.
The minimum qualification for a Tutor/Instructor 2 would be the Certificate IV in Training and
Assessment from the TAE10 Training and Assessment Training Package and demonstrated vocational
competencies at least to the level being delivered and assessed. They should also be able to
demonstrate how they are continuing to develop their VET knowledge and skills as well as
maintaining their industry currency and trainer/ assessor competence. They should be experts in
National Skills Standards Council (NSSC) and ASQA matters and equipped to help sections meet
compliance requirements.
What is the difference between a teacher's role and that of a Tutor/
Instructor 2?
A teacher performs the full range of professional duties supporting teaching and learning, including:

developing curriculum , courses and programs in educational and technical disciplines
developing learning and assessment strategies and resource materials
understanding the full and complex needs of their industry or community in order to shape a
learning program.
The Tutor /Instructor 2 would train and support learning using existing curriculum, programs,
resources and learning materials developed by teachers.
What is the proposed salary rate for Tutor/Instructor 1 and 2?
The proposed salary for a Tutor/Instructor 1 from 2013, would be $64,542 per annum.
The proposed salary for a Tutor/Instructor 2 would be $73,278 per annum.
These rates have been determined using the relativities between classifications in the Modern
Award and applying those relativities to TAFE teacher salaries. This results in an attractive and
competitive salary for these roles and maintains TAFE's leading position as a VET employer in terms
of pay and conditions.
What are the expected conditions of Tutor/Instructors?
The proposed conditions for a Tutor/Instructor 1 and 2 are:
• 35 hrs per week
• 4 weeks annual leave
• The ratio of contact to non contact hours for Tutor/Instructors is 80/20
• Professional development in line with other staff

A casual loading of 25% on the hourly rate.
How would a Tutor /Instructor 1 work as part of a delivery team?
If a section uses a Tutor/Instructor 1 in their team, the tutor may be programmed to work with
students to achieve learning outcomes, reinforce or retain knowledge and skills, or help with
upcoming assessment events, so that they can perform well in assessment tasks. They support
students to achieve competence. They form an integral part of the delivery team and delivery
strategy.
How would a Tutor /Instructor 2 work as part of a delivery team?
If a section uses a Tutor/Instructor 2 in their team, the Tutor/Instructor 2 would work as part of a
team, delivering a pre-prepared training plan, resources and assessments designed by a teacher.
This may entail training, mentoring and assessment tasks. The Tutor/Instructor 2 would also assist
the teacher and HT with documentation to meet ASQA requirements.
What work would an assessor do?
If a teaching section uses an Assessor in their team, the Assessor would design, validate and carry
out assessments and moderations suited to a range of modes and locations. This might take place
where it is difficult or unnecessary for a section to deploy a fully qualified teacher. They would not
undertake training.
What qualifications are needed to be an Assessor?
An Assessor must have appropriate technical or professional qualifications plus appropriate
vocational and/or industry experience that meet the minimum regulatory requirement, that is, the
TAE10 Assessor Skill Set and vocational competencies at least to the level being assessed. They
should also be able to demonstrate how they are continuing to develop their VET knowledge and
skills as well as maintaining their industry currency and assessor competence.
What is the proposed salary rate for an Assessor?
The proposed salary for an Assessor from 2013, would be $69,821 per annum.
This rate has been determined using the relativities between classifications in the Modern Award
and applying those relativities to TAFE teacher salaries. This results in an attractive and competitive
salary for this role and maintains TAFE's leading position as a VET employer in terms of pay and
conditions.

How would an Assessor work as part of a delivery team?
An Assessor would carry out assessments according to an agreed assessment plan developed in
conjunction with the teaching section. The Assessor would draw on industry knowledge and skills to
assist in the development and delivery of contextualised assessment strategies and tools to suit
specific learning contexts and student cohorts - in the workplace, on-line, school-based. They also
would support teachers and Head Teachers to manage regulatory compliance around assessment
events.
