SALARY: $19.47 - $27.48 per hour — Pay grade 7 STARTING RANGE: $19.47 - $22.89 SUMMARY: The Apprenticeship Program is a developmental program that is intended to provide an opportunity for employees at NEW Water, the brand of the Green Bay Metropolitan Sewerage District, who are qualified and selected as candidates, to continue to improve their technical skills in a specific trade. Applicants for this position will typically be currently employed NEW Water personnel. Applicants will be required to pass a mechanical aptitude test to ensure their suitability for the position. Once selected as a candidate, the applicant will be required to sign an “Apprentice Contract” with Green Bay Metropolitan Sewerage District and the State of Wisconsin, as administered by the Department of Workforce Development. This contract will allow the applicant to become trained as a Maintenance Mechanic and award them a “Certificate of Apprenticeship” upon successful completion of the required classroom related instruction and on-the-job training certifying that they are a journeyman in their trade. Through the Apprenticeship Program, the person in this position is responsible for learning the skills necessary to perform a wide range of complex predictive, preventive and emergency maintenance and repair activities on equipment located in NEW Water’s wastewater treatment plants and interceptor system. These skills will be performed under the guidance of experienced mechanics and will include inspecting, troubleshooting, installing, repairing, lubricating, fabricating, and making adjustments of critical equipment affecting facility operations. As the Apprentice progresses in their skills and knowledge development, they are able to perform the assigned tasks under general direction and supervision. Work is reviewed for quality, thoroughness, adherence to schematic drawings or design concepts, installation efficiency and timeliness by the Mechanical Maintenance Team Leader and/or the Maintenance Manager, through observation of results and reports generated by the CMMS (Computerized Maintenance Management System). Persons in this position are responsible for documenting the resolution of tasks in the CMMS and updating any schematics or drawings associated with the task. This position is responsible for providing quality service to internal and external customers through the timely and accurate completion of mechanical maintenance work orders. ESSENTIAL DUTIES AND RESPONSIBILITIES: E MP LO YMENT O P PO RTUNITY F E BRUARY 5, 2015 Maintenance Mechanic Apprentice Ensuring Operation and Reliability of Equipment. As part of the Apprentice on-the-job training, the successful candidate will perform predictive and preventive maintenance, lubrication, adjustment, alignment, balancing, routine and emergency repairs on NEW Water’s equipment. This equipment will include pumps, compressors, valves, filtering and screening equipment, motors and mag-couplings, incinerators, boilers, HVAC systems, flow control devices, motorized vehicles, boats and other apparatuses throughout the plant and at remote locations to ensure the safe and efficient operation of plant processes. Uses machine shop, welding, pipefitting, media blasting and painting equipment to fabricate new parts, tools and rebuild existing equipment to improve the operation of NEW Water’s machinery. (60%) Troubleshooting Equipment Problems. Performs failure analysis on mechanical equipment by observing its operation, formulating a logical troubleshooting approach, and utilizing precision measuring devices to determine equipment problems. Enters work requests on the CMMS to identify maintenance problems encountered while performing their duties. Makes recommendations regarding needed improvements. (15%) Documentation, Training, Evaluations, and Special Projects. Attends classroom training at Northeast Wisconsin Technical College (NWTC) over a multi-year period, for 8 hours every other week, during the normal school year, until the required hours of classroom instruction are met. Attends special training to improve existing skills or obtain certification as needed. Participates in training on new plant processes and systems. Seeks assistance, identifies training needs and actively pursues training opportunities that are available. Documents completed tasks in the CMMS. Recommends updates to and/or revises mechanical systems diagrams and blueprints. Reviews and revises CMMS work task instructions to improve the preventive and predictive maintenance tasks performed on NEW Water equipment. Documents their apprenticeship training progress in their job book by having each new skill learned signed off to the satisfaction of a journeyman mechanic. (15%) Safety. Ensures that all NEW Water safety and security policies are followed. Participates in safety and security training as directed by the Maintenance Manager. Reports unsafe conditions within the plant and makes recommendations to correct the issue. Communicates with Maintenance staff and other NEW Water staff regarding safety hazards. Takes appropriate action when a safety hazard is identified (i.e. notifies direct supervision and staff after properly identifying and mitigating the hazard). Helps to ensure all Maintenance staff maintain an awareness of proper safety procedures and applies these in the performance of their daily tasks. Possess the ability to read and interpret service manuals. Must have a good understanding of safe work practices, hazard recognition, and the proper use of safety and personal protective equipment. Good oral and written communication skills, basic computer, and mathematics skills. Ability to keep accurate records and prepare routine reports from such records. Ability to work independently or as a part of a team and be able to establish and maintain effective working relationships with internal and external customers. QUALIFICATIONS: This position requires a high school diploma or its equivalent and a minimum of two years of maintenance or operational experience in a factory, paper mill, or wastewater treatment plant. Demonstrated aptitude in mechanical maintenance and successful completion of a mechanical aptitude test. The commitment to successfully complete a multi-year apprenticeship program which involves classroom instruction and on-the-job training at a documented proficiency level, to meet the requirements listed in State Exhibit “A.” The successful applicant must become certified in confined space entry procedures, lock out/tag out, CPR and First Aid within the first six months of the Apprenticeship. The applicant must complete training in fork lift operation, respiratory protection, and fire extinguisher operation within the first year of the Apprenticeship. The applicant will be required to be a sighted individual (vision corrected to 20/30) for performing job tasks, computer usage, and safety reasons. Work is performed inside and outside the treatment facilities and at remote lift and meter station locations, with exposure to potentially harmful atmospheres, confined spaces, extreme weather, raw wastewater, biosolids, slippery and dusty conditions. Must be able to work safely with, and in close proximity to, operating mechanical devices with a potential for serious injury present, for many hours each day. Persons in this position will be required to use light hand tools and heavy power tools, occasionally lift loads between 10 to 50 pounds several times per day and be able to lift loads in excess of 100 pounds on a minimal basis, stand, walk, stoop, crouch, crawl, sit, twist, turn, climb ladders, work from scaffolding or lifting equipment and work in somewhat awkward positions for extended periods of time. Individuals in this position will work day shift but can be subject to call-in at all hours of the day. At the completion of the Apprenticeship Program and upon approval from the Maintenance Manager, the applicant will be required to participate in a rotating weekend standby program as required in the Mechanics Position Description.
