The FIG 2016 Working Week is an example - next week I will be heading to the 2015 working week in Bulgaria as part of the New Zealand support contingent to promote our biggest international event, the FIG 2016 Working Week in Christchurch next year. The team in Bulgaria will consist of myself, Simon Ironside and Hadyn Smith (CEO), LINZ staff and Otago Survey School representatives. The week will allow us to demonstrate how a city can ‘recover from disaster’ to once again thrive and show how surveying and allied professions have been integral in this renaissance. I encourage everyone to mark the dates 2-6 May 2016 in their calendars and share in the unprecedented event. NZIS Council and Board have been successfully meeting six monthly and two monthly respectively and continue to provide excellent governance. The 2015-2020 Strategic Plan is complete and will be launched in the coming weeks to all members. This document provides the blueprint for the next 5 years from which comes the NZIS Business Plan and Budget. This year is an election year for NZIS Council and at the October meeting the Council will elect a new President from within the Council and confirm the representatives from Professional Streams and Divisions in line with the new constitution. Members are encouraged to take part and get involved in the streams and divisions as this inclusiveness allows everyone to play a part and drive the decision making in NZIS. A major topic for NZIS at present, and one that I have been heavily involved in, is the cadastral boundary situation in Christchurch. Members’ concerns relating to this issue have contributed to dialogue and subsequent action taking place with LINZ. The NZIS Christchurch Working Party has put in a huge amount of effort into responding to the situation and have provided detailed information to LINZ’s project team who are working on a set of solutions in response. A Canterbury Property Boundaries Leaders Group has been established by LINZ to support the solutions and expedite these through appropriate channels to get the best outcomes. Mark Allan and I are part of this group that includes representatives from LINZ, CERA, EQC, NZ Law Society, NZ Insurance Council and Christchurch City Council. The professional reputation of NZIS is held in high regard by the group and how we have managed the challenges around the impacts caused by the shallow ground movement issue. They are keen to work with the profession to ensure the Canterbury rebuild is not held up. It is a complex situation, both legally and practically and solutions will take time to develop and implement to ensure the integrity of the cadastral system is maintained. I am aware of concerns some have that NZIS is not doing enough, however our messages are carefully selected to focus on clarity and certainty of information relating to the issues and not to be reactive and or divisive. I will continue to communicate through NZIS to members where we have clear direction and progress. The media often look to sensationalise the situation; it is disappointing and we find the general media coverage of our messages can fail to emphasise the key points we see as important. It is a complicated situation and difficult to get across in simple terms. Another communication trend noted by National Office, has been increasing queries from the public concerning surveyor’s fees and what appears to be a lack of communications relating to what people are paying for. To avoid this, members are encouraged to explain carefully to their clients what the scope of work covers and provide transparency around what will be charged. As always, fee disputes are not dealt with by NZIS but where a written complaint is received, the NZIS is bound by our code of ethics and constitution to uphold high ideals and we will investigate and potentially sanction members who are failing to meet professional practice standards. As a reminder, the NZIS Award of Excellence deadline is looming and this year, to make it easier for both entrants and judges, we will trial electronic receipt of project documents and images using the Dropbox file transfer service. The sector leaders group includes Jeff Needham and Mark Allan along with representatives from LINZ, CERA, EQC, NZ Law Society, NZ Insurance Council, Christchurch City Council. The group met on 1 May to consider potential options for addressing property boundary issues facing property owners in Christchurch’s eastern suburbs. It was agreed that the main objectives of any selected option should be to minimise barriers to the rebuild associated with boundary uncertainty, and to provide current and future property owners with continued confidence in their legal property titles. It was also agreed that it was important to recognise the realities of ground movement, and take into account any rebuild activity that has already occurred on affected properties. Three options were put forward to be considered against these objectives, which were: that property boundaries have moved with any earthquake-related ground movement, that they have not moved, and that the status quo is maintained. Over the coming weeks LINZ officials will be exploring with a broader group of stakeholders the detail and implications of the option where affected property boundaries have moved with earthquake-related ground movement. CANTERBURY BRANCH Russley Road Monument Relocation The Canterbury Branch have been involved in a project to the relocate the Russley Road Baseline Monument to Avonhead Park in Christchurch. Established in 1965 by voluntary members of the New Zealand Historic Places Trust, the monument commemorates the original Baseline Survey of the Canterbury Settlement put in by Captain J Thomas, C.O Torlesse and T Cass in September 1849. Due to increasing access difficulties over the years, in 2002 discussions started between the Trust and Canterbury Branch to move the monument culminating in the relocation to Avonhead Park in 2012. An Unveiling/Site Celebration will take place at Avonhead Park on Friday 15 May at 3.30. newslink | Issue 224, May 2015 5 Open Letter to Members of the Surveying Profession (MNZIS) The NZIS has a long and esteemed history of support and advancement of surveyors, surveying technology and methods, and continued professional development. Indeed, the membership certificate of a Member of the Institute claims that it is “. . . an Institute Incorporated for the advancement of the profession of surveying”. In the past, the main agent for knowledge sharing has been the Journal of the NZIS – the New Zealand Surveyor. Over the 127 years since the establishment of the NZIS (est. 1888) there have been 303 issues of the Journal. The purpose of the Institute, and of the journal, includes “that in the record of experiences and the discussion of professional subjects, the common stock of knowledge may be enlarged, and the general level of attainment raised higher” (President’s editorial Vol 1, No.2 December 1889. The Journal of the NZIS). It might be asserted that in the current climate of open internet access, high levels of knowledge (established by the graduate-level entry requirement into the profession), the economic and business imperatives of the modern professional surveyor (. . . has it ever been anything different?), and the managerial and administrative focus of the Institute, there is no need or demand for a journal referencing the experiences and developing knowledge of surveyors. However, such a short sighted view is a serious encumbrance on the status of surveying as a profession. The body of knowledge that defines the modern profession of surveying is in an increasingly dynamic state of expansion in breadth and in depth. The need is as great as it ever was, or may be even greater, to share the experiences in the practice of the profession as it evolves to incorporate the opportunities for wider applications of new technology. The profession must continue to acknowledge and promote the advanced research being undertaken by both academic surveyors and the applied experiences of practical surveyors by maintaining the long and strong tradition of the New Zealand Surveyor. While a new format needs to be developed as befits our digital capacity and it must have a more global reach, resources of both money and expertise should be applied and, one way or another, the continued publication of the Institute’s flagship Journal, New Zealand Surveyor, must be an Institute priority. The Diagram of Parcels comprises the Title sheet/s of a CSD and any Plan Graphic/s attached. Surveyors need to ensure that all of the relevant information is shown on the Diagram of Parcels. For a subdivision where only a few underlying parcels are being subdivided text can be added with their associated Title or Gazette references to the Title sheet diagrams. However, where there are a large number of parcels care needs to be taken to ensure that each parcel is depicted in its entirety on at least one sheet (Rule 10.4.2(d)) and all of the information is clear, unambiguous, and legible when printed at A4. (Rule 10.4.10). On the Diagram of Parcels underlying parcel information must depict estate boundaries where they pass through the land under survey, clearly annotated with their estate record references (Title and/or Gazette references for example) (Rule 10.4.2(f )). Note that this rule applies even when two neighbouring estates are held in common ownership. Plan Generation diagrams automatically include a North point (Rule 10.4.10(c)), however, if a Plan Graphic is used – as for Cross Lease Flats Plans and Unit Title Developments then ensure the North point is shown. Other points to note under Rule 10.4.2: • The spatial relationship between certain parcels is required (Rule 10.4.2(e)) • Where applicable the vertical extent of each parcel must also be depicted (Rule 10.4.2(a)). Area Schedules Surveyors commonly attach a schedule of areas to Survey Office CSDs that have been prepared for Legalisation or Crown Subdivision purposes. These are not required under the Rules for Cadastral Survey 2010. If a client requires an Area Schedule then they can be attached as a Supporting Document – type ‘Area Schedule’ – to the dataset. The Area Schedule will not bundle with the CSD or Title Plan and is not checked by LINZ as part of the validation process. The Survey Report can refer to the Area Schedule. Surveyors should fully report on the purpose for which the survey was conducted, and include references to the relevant legislation and intended parcel actions. In most cases, comprehensive reporting will allow the dataset to be processed more efficiently. For more information see Schedules of Area on the LINZ website. The goal of the CPS is for members to actively participate in the ongoing advancement of knowledge, skills, techniques, resources and relevance of Cadastral surveying. Members are encouraged to participate through the use of the Member’s Forum, participation at Branch meetings and on special project committees, through providing CPD and seminars and through appointment to the leadership team. They were undertaking a survey to determine the spatial relationship between the invariant reference points of two VLBI telescopes (operated by AUT) with the antenna reference point of the PositioNZ CORS (operated by LINZ) near Warkworth to sub-millimetre accuracy. Very Long Baseline Interferometry (VLBI) involves a network of telescopes at locations spread around the globe. A signal from an astronomical radio source, such as a quasar, is collected at multiple radio telescopes on Earth simultaneously. VLBI is useful as it is the only technique that can make the celestial position measurements required to calibrate the GNSS systems (via ITRF solutions). For more information refer to the training calendar on the NZIS website. The final week of March saw a flurry of GNSS satellite launches, with five new GNSS satellites launched in less than a week. Two Galileo satellites were launched, with one satellite for each of the GPS, IRNSS and Beidou constellations. The Beidou satellite is the first of the third generation of satellites for that constellation, and the Beidou system is currently on schedule to become a fully global system by or before 2020. A new type of measurement instrument that has made an impact in the US construction market with its arrival is the Topcon LN-100 3D Layout Navigator. It is billed as “a fusion of laser and robotic technologies”, and it does indeed look like a hybrid of a robotic total station and rotating laser level. This instrument is being promoted as a one-person three-dimensional stakeout tool for compact construction sites, with an accuracy specification of 5” up to a maximum range of 100m. And perhaps most interestingly for surveyors: no surveyor is required! This will be a new type of instrument to watch with interest, and potentially presents both threats and opportunities for surveyors. A pre-validation check that each boundary point and each new survey mark is connected by two vectors and that the relationship between all boundary points can be ascertained and verified [RCS 8.1€ and 8.1(d)]. Failure will result in a fatal error i.e. the CSD will not be able to be submitted until this is complied with. 2. A fix of the area check at pre-validation which previously was reporting differences that the surveyor did not expect. 3. A reduction in the risk of accidental deletion of a survey dataset i.e. through an additional pop up warning 4. Multiple changes to mark information i.e. will be able to highlight multiple items on a list and change the common “fields” that you want to amend 5. The intent of this rule is to ensure all personnel and mobile equipment are working in sufficiently clear areas of operation and the likelihood of interaction with personnel or other mobile equipment is minimized or eliminated. Background Chris Patrick an Engineering Surveyor, was stuck and fatally injured on 27th September 2014 by a grader. The employee was undertaking a conformance survey when for unknown reasons, the employee made contact with the plant. What is the CP (Chris Patrick) 50/20 Rule • No personnel are to approach or pass, in vehicle or foot, within 50 metres of operating mobile equipment until they have contacted the operator of the mobile equipment and received positive verbal confirmation that it is clear to approach or pass. At no time shall mobile equipment approach or pass within 50 metres of personnel or a light vehicle without first making verbal contact and having received positive verbal confirmation that it is clear to approach or pass. • If any personnel, in a vehicle or on foot, are required to approach or pass within 20 metres of operating mobile equipment then they must first make verbal contact with the operator to seek approval to do so. Personnel must not proceed until the mobile equipment ceases operation; attachments are grounded and have received positive verbal confirmation from the operator that it is clear to approach or pass. Where the CP Rule Cannot be Applied? • Personnel must be separated from mobile equipment through the use of using physical barricades and/or specifically designated exclusion zones that are enforced and clearly marked. Personnel may not enter the exclusion zone or pass the barriers unless they have first made verbal contact with the operator of the mobile equipment, the mobile equipment has ceased operation, attachments are grounded and they have received positive verbal confirmation from the operator that it is clear to enter the exclusion zone or pass the barrier.
