Dear Prospective QIP Scholar,
Your interest in the 'Quality Improvement Programme (QIP)' sponsored by AICTE is appreciated. As you may be aware, the
main objective of the programme is to upgrade the expertise and capabilities of the faculty members of the degree-level
engineering institutions and the National Institutes of Technical Teachers’ Training & Research (NITTTR) in the country. The
programme launched by the Government of India in the year 1970 is now being implemented and monitored by the National
QIP Coordination Committee funded through the AICTE.
There are three main activities under QIP serving the faculty of degree-level engineering institutions:
1.
Providing opportunities to faculty members of the degree-level engineering institutions to improve their
qualifications by offering admissions to Master's and Ph.D. degree programmes.
2.
Organizing Short Term Courses at the QIP Centres for serving teachers.
3.
Curriculum Development Cell activities which help to improve class room teaching.
The eight major QIP centres at IITs and IISc undertake the various activities listed above. Admissions to Master's and Ph.D.
programmes are also offered in selected areas in additional 17 recognized institutions. A large number of faculty members
from engineering institutions from all over the country have pursued Master's and Ph.D. degree programmes under this
scheme. These are aimed at improving the standard and quality of technical education through improvement of the
qualifications of the faculty members in the various engineering institutions.
The curriculum development cells have been set up at major QIP centers for improving the effectiveness of technical
education in the country. The activities include curriculum development and revision or preparation of monographs,
textbooks, teachers’ manuals, teaching aids and other resource materials, examination reforms, organizing inter-institutional
programs, seminars, workshops and panel discussions, development of educational technology, creation of methodologies
for formal and informal training, technical education of the handicapped etc.
A number of short term courses have also been organized by major QIP Centres for the benefit of the faculty members from
engineering institutions. The courses have proved very popular and useful.
This information brochure will give you the necessary information about the programme as well as about the requirements
and the procedure for applying for admission to M.Tech. programmes. The details of the disciplines and specializations
available at various centres are also included in the brochure to enable you to make appropriate choices.
Please note that the last date for the receipt of the application in the office of the Principal QIP Coordinator is
October 15, 2004.
The procedure of admission under QIP involves the following steps:

Scrutiny of all applications in the office of the Principal QIP Coordinator,
!
Short-listing by individual institutions for interviews and sending of call letters to those selected for interviews,
!
Recommendations by the institutions.
!
Final selection by the National QIP Coordination Committee (NQCC) and
!
Admission by the Institution where the final selection has been recommended by NQCC.
The admission letters will be sent to you by the institution offering admission.
The schedule of interviews at various QIP centres is given in the brochure so that you can plan your travel for attending the
interviews at places of your choice.

where admission may be sought.

The duration of the Master’s Degree Programme is 24 months.
Candidate should read the entire brochure thoroughly before filling and sending
Application Forms.
Concessions, relaxation and reservations for candidates belonging to SC/ST/OBC/
Physically Challenged categories etc. are as per rules.
The candidate and the forwarding Principal/Head of the Institution should ensure that
the application is sent to the office of the Principal QIP Coordinator well within time, so
as to reach on or before October 15, 2004. Applications received after this date will not
be considered.
The Application No. would be intimated through the Acknowledgement Card in due
course. This number should be quoted in all future correspondence related to
admissions, and such correspondence should be routed through the Principal/Head of
the candidate’s parent institution. The Application No. may be changed in some
unavoidable circumstances.

case of any difference found in experience, % of marks, designation, addresses, age etc.
his/her candidature is liable to be cancelled at any stage even after selection/admission.
Conditional recommendation by the Principal/Head of the Institution will not be
accepted.
Applications submitted without signatures of the candidate and the appropriate
authorities with seal, and/or without the required enclosures will automatically be
rejected.
Before mailing the completed forms, please ensure that each copy of application form

The applicant is requested to use cloth-lined/thick envelope for sending application
form(s) within the stipulated last date of receipt.
Short-listed candidate will get Interview Call/Admission Call letters from the QIP
Coordinator of the Institute, where they have applied to seek admission. Principal QIP
Coordinator will not send any Call letters to the candidates directly.
Interview schedule mentioned in Section XIV is final and it cannot be altered/changed
under any circumstances. Candidate has to appear for interview at the Institute(s), where
he/she would like to seek admission.

IV. ELIGIBILITY CONDITIONS
1.
Only full time regular/permanent faculty members of degree-level engineering
institutions approved by AICTE and full time regular/permanent faculty
members of NITTTRs are eligible to apply. Adhoc/contract or part-time teachers
will not be considered. Admissions to Master’s degree programme under QIP are
open only to candidates with a basic Engineering or Technology
Degree/Architecture or such other qualifications.
2.
The candidates should have a minimum of two-years teaching experience as on
15-10-2004 at degree-level technical institutions.
3.
Computer Programmers, Systems Programmers, Workshop Staff, Guest Lecturers,
Visiting Lecturers, Teaching Assistants, Ad-hoc appointees, Technical Assistants
and other such categories of staff are not eligible.
4.
Faculty members of the major QIP Centers are not eligible.
5.
Faculty members of the Departments of other institutions (minor centers)
recognized for admission under QIP are also not eligible.
6.
The candidate should satisfy the minimum eligibility criteria prescribed by the
individual Department (and/or the Institution) to which admission is sought.
V.
CONDITIONS FOR ADMISSION
1.
Admission is possible only to the Institutions and the Departments listed in the
Information brochure.
2.
The final admission of the candidate will be subject to the clearance and approval
by the Admissions Wing (Section) of the concerned institution as per its rules and
regulations in force at the time of admission.
3.
The candidate, if selected, should be relieved to join the programme in time for the
session to which he/she is admitted.
4.
The candidate joining the Master’s degree programme under QIP on deputation
would be entitled to receive his/her salary and allowances, which must be paid by
the parent institution sponsoring him/her.
5.
Conditional recommendation by the Principal/Head of the Institution will not
be accepted.
6.
The Principal/Head of the Institution of a candidate who is selected for admission
should ensure that sponsorship certificate is produced by the candidate at the time
he/she joins the course.

VII. APPLICATION FEE
Single DD on State Bank of India of Rs 500/- for General Category and Rs. 250/- for

only. Candidate should write their name, address and course applying on back side of
the DD. Candidate should note that the fee paid other than DD i.e., by IPO, cheques, etc.
are not acceptable. Application fee once paid cannot be refunded to the candidate in any
case.
VIII. LAST DATE
Application Forms including the Copy for Principal Coordinator, with its enclosures,
complete in all respect should reach the office of Principal Coordinator, IIT Kharagpur
on or before 15th October 2004. Applications received after this date will not be
considered.

Candidates belonging to SC, ST or OBC category, must attach an attested copy of

India rules.
Physically Challenged candidates must attach a copy of the certificate issued by a
competent authority as per Government of India rules.
INSTRUCTIONS FOR COMPLETING THE APPLICATION
1.
Application forms must be type written or hand written clearly and legibly with a
ball point pen in BLOCK LETTERS. Enough space should be kept in between the
words for better understanding.
2.
You should enter all required information in all items in the Application Forms
and the Data Sheet completely, clearly and legibly.
3.
Candidate should attach required enclosures (see Section IX) with all application
forms.
4.
In Item #6 of the application forms and Item 5 of the Data Sheet, enter date of birth
and age in numbers, gender as ‘M’ or ‘F’, the category you belong to by GEN, SC,
ST or OBC, please put ‘Y’ if you belong to Physically Challenged category and ‘N’
if you do not and Married as ‘Y’ if you are married and ‘N’ if you are single. Please

attach an attested copy of the caste and/or handicap certificate in prescribed
format and issued by a competent authority as per Government of India Rules.
For filling Item 8, if the absolute marks are awarded, then fill, e.g. 650/800 where
marks obtained are 650 out of total of 800. If the Grade Point Average (GPA) is
awarded, fill, e.g. 6.7/10 where 6.7 is GPA obtained out of a scale of 10. If the
candidate has failed in any subject during any semester examination and cleared
that subject in a later semester, the marks obtained in that subject should be added
back to the semester in which it was supposed to have been cleared and then the
total marks calculated. Candidate should take only marks of those semisters,
which are considered for their final class/division for calculating the overall
percentage or CGPA.
A candidate can apply to a maximum of three institutions and a maximum of
two departments in each of them.
If a candidate intends to apply to all three institutions and two departments in
each of them, then the candidate needs to fill in seven copies of application forms
(six plus one additional application form to be retained by the office of the
Principal QIP Coordinator).
The following Table indicates the number of application forms to be filled in and
the number of sets of enclosures required as related to the number of institutions
and departments a candidate proposes to apply to.

from the Post-office) may also be used as Acknowledgement Card. The
Application Number will be intimated through the acknowledgement card.
(d) Before mailing the completed forms, please ensure that each copy of
application form and its enclosures are properly fastened with a tag separately
at the left-hand top corner.
In case, your applications are submitted by your sponsor, it is your responsibility

XII. SCHOLARSHIP AND CONTINGENCY GRANT
The candidates admitted for the Master’s degree programme under QIP will receive a
scholarship of Rs. 2,500/- per month and a contingency grant of Rs. 3,000/- per annum.
XIII. PROCEDURE FOR ADMISSIONS UNDER QIP
1. Short-listing of the candidates will be done first by the office of the Principal
Coordinator then finally at the Department/Institute concerned. Interview letters
will be sent to the short-listed candidates by the Department/Institute concerned.
2. Interviews will be conducted in the Departments at the individual Institutions.
Schedule of interviews is given in Section XV of this Information Brochure. Please
note that no TA/DA will be paid for attending the interviews.
3. Selections will be made by the National QIP Coordination Committee based on the
recommendations of the various institutions.
4. Final Results will be displayed in the web site www.iitkgp.ernet.in
5. Admission letters will be issued to the selected candidates by the respective QIP
Centres of the institutions offering admission.
