Background
In 2006, US DOL ETA launched the Technology-Based
Learning (TBL) Initiative.
Seeking to “expand access to training resulting in an increased
number of workers trained, particularly in high-growth,
highdemand occupations, and to meet the needs of industry for
skilled employees. “
Defined TBL as: “learning that takes place via some form of electronic
technology, typically a computer, with materials accessed over the Internet or via
CD-ROMs, or on a particular computer or group of computers in a computer lab.
TBL is essentially synonymous with several other terms in common usage,
including e-learning. Practically speaking, TBL is becoming increasingly
inseparable from the Internet, but in a strict sense TBL is broader and more
inclusive than terms referring to learning that occurs via the Internet, such as
online learning.”

Background
June 2008, ETA released a Solicitation for Grant
Applications (SGA) to provide $10 million in funding
for TBL projects throughout the country.
January 2009, ETA awarded funds to 20 grantees in 16 states to
develop and implement TBL projects over a three-year period.

Our TBL Proposal





Expand access to training
Enhance and disseminate, via TBL components, the
Center's “Manufacturing Essentials” and
“Manufacturing Fundamentals” training curriculum
Existing learning objects created by an NSF partner
project as well as materials from industry partners
used to enhance the curricula.
650 workers will be trained on a statewide basis
during the grant period.
The addition of TBL in the classroom is anticipated
to increase the overall CPT pass rate to 65%,
resulting in 423 workers earning the CPT credential.

Course Delivery



To make the TBL program available to a geographicallydispersed audience, needed to use a distance delivery
platform that:
 Was not aligned with any college
 Easy to use
 Accepted by industry
Purchased a host account with Microsoft™ Live
Meeting.
The TBL team chose Live Meeting after testing various
other options. Live Meeting was chosen because of its
robust ability to stream video and audio via VoIP, thus
negating the need for learners to dial into a conference
line. Additionally, Live Meeting was priced substantially
better than its rivals, and offered much the same
functionality (chat, Q&A, polling, screen sharing, etc.).

 When
coupled with the LMS and related
eLearning assets, learners can access the
course from anywhere. Each cohort of
learners, thus far, have come from different
regions of Florida (Orlando, Sarasota, New
Port Richey, Lake Wales, Lakeland, and
others) and even different states (California in
one instance).
