Background
• Static VAR Compensators are Transmission assets but modeled as Gens in
the PJM EMS system.
• Current process to report SVC outages is to submit Transmission Outage
Tickets for the SVC breakers.
• New functionality to identify SVCs in PJM’s model and allow TOs to report SVC
outages.
• PJM’s Operations Planning Department will identify list of SVCs in eDART.

Creating SVC Outage Ticket
• To create outage ticket for SVC select GEN from Type drop down
– Enter Min Var and Max Var:
• Min Var : minimum output available during outage
• Max Var : maximum output available during outage
– Business rules:
• For ticket with Open (O) or Open Ended (E) equipment status, Min
Var & Max Var must be zero.
• For ticket with Closed (C) equipment status:
– Min Var ≤ Max Var.
– Min Var & Max Var cannot be zero.

GIS Data in eDART
• New functionality for TOs to enter station coordinates.
•
Currently being maintained in spreadsheets by PJM Model Managers.
• Lat/Long Update button added to Network Model Main Menu.
– Button is red if there are stations missing GIS (Geographic
Information System) Data.

• By default, stations with missing data are displayed.
– Uncheck Missing Lat/Long to display all.
• Display limited to 500 rows; user can filter by Station for smaller list.

New Generator Ticket
• New date/time field for Forecasted Planned tickets called Est. Early Return
added to New Generator Ticket.
– Mandatory field.
– Defaulted to Est. End Date.
• Will be set to Est. End Date for existing tickets at time of eDART
release.
– End Date Unknown cannot be selected for Forecasted Planned
tickets.

If a recalled Maintenance outage is still active after the recall time, it
will be considered a forced outage and a Forced Date will be added to
the ticket.

• New field added for all ticket types called Related Ticket.
– Entered by PJM to link related outage tickets.
– Only displayed when ticket ID is entered.

Recalled & Forced Tickets Reports
• Recalled Tickets report displays
current Maintenance outage tickets
being recalled by PJM.
– Red if there are recalled tickets.
– Recall Date/Time in red
indicates mismatch with the Est.
End Date.
• Forced Tickets report displays
outage tickets that have a Forced
Date.
– By default, Active tickets for the
last 40 days are displayed.

• Certain transmission outages should be accompanied by ratings change on the
equipment.

TERM Coordinated Ties
• There are situations where multiple TOs are involved in the ratings calculation
for a facility. While one TO is responsible for providing the ratings information,
other TOs would need to be aware of the ratings and related changes.
• New functionality for PJM to flag equipment that require coordination and
identify involved parties.
– ‘Coordinated Tie’ displayed on TERM tickets for identified
equipment.
– List of Coordinating TOs displayed on ticket.

Addition of New Fields on Outage Reports
• During the September release, new fields were added to the Transmission
Facilities Outages List (linesout.txt).
• Per member request, new fields added to eDART Current & Future and
Historical outage reports:
– Availability: in hours or Duration
– Approval Risk: Yes (outage is At Risk or has active conflicts) or
blank
– RTEP Queue #
– Previous Ticket Status: blank if current status = first status
