Pre-qualified supplier Guide to providing industry support Why industry support is Fa required ct sh eet The Department of Education and Training (DET) requires pre-qualified suppliers (PQS) to provide industry support when they apply to add qualifications for: 1. Queensland VET investment programs, such as the Certificate 3 Guarantee and Higher Level Skills and/or; 2. User Choice 2010-2016 Program. Although a PQS may have full scope of registration for the qualification, DET requires industry support to determine the organisation’s ability to grow the training market in the requested qualification/s, and/or the market’s capacity to support an additional training organisation delivering Queensland Government subsidised training. What is industry support? Industry support means endorsement from: 1. the relevant industry advisory body — for the industry training group (ITG) (where applicable) associated with the qualification(s) requested — supporting the PQS and the need for additional training organisations in the market, and 2. two employers (independent of the RTO) that operate within the relevant ITG, confirming they wish to employ graduates of the training, train their current staff, or train their apprentices and trainees (User Choice only) in the skill outcome for the qualification(s) requested. The relevant industry advisory body (where applicable) and employers must supply the original support letters on official organisation letterhead, and key representatives must sign and date the letters. Letters must be current (within the previous 6 months.) What is an industry training group (ITG)? The ITG provides a classification of the industry associated with the qualification or training package. The Queensland Training Subsidies List and the User Choice qualification and price list include the ITG name assigned to funded qualifications. Mandatory requirement PQS must hold current and full scope of registration for training and assessment in relevant qualification/s within the Australian Skills Quality Authority’s (ASQA) jurisdiction, or the appropriate regulatory body jurisdiction stipulated by ASQA with delivery in Queensland. When is industry support required? DET requires qualifications: industry support for 1. in an ITG not currently on the PQS Delivery Schedule 2. that are within an ITG currently on the PQS Delivery Schedule however the qualification is from a different Training Package Supporting notes: some qualifications from the same Training Package belong to a different ITG. For example: if the PQS Delivery Schedule has SIT30112 Certificate III in Tourism and the variation request is to add SIT30713 Certificate III in Hospitality, letters of support are required as Tourism and Hospitality are different ITGs. Some ITGs have qualifications from more than one Training Package. For example, if the PQS Delivery Schedule has a CUS qualification from the Arts and Entertainment – Entertainment ITG and the variation request is to add CPP, letters of support are required as the qualification is from a different Training Package. Additionally, some industries have further support requirements. Please review the table for the industry requirements and ITG of the qualifications being requested. When is industry support partially or not required with variations? are excluded from the scope of this guideline. How to apply for a variation to a current PQS Agreement? Requests to add qualifications to a current PQS Delivery Schedule are submitted via Variations Online within the Purchasing Online (POL) system. Individuals with a POL account can login at www.trainandemploy.qld.gov.au/j_sec/login.jsp Letters of support are to be scanned and attached to the electronic variation request lodged with DET. Original letters must also be posted to DET. Variations will not be processed until the original letters have been received.
