LETTER FROM THE BOARD OF TRUSTEES AND STAFF
Dear Friend of UPA:
The beginning of 2009 was devastating for Palestinians. We watched in horror as the three-week Israeli attack on
the Gaza Strip early in the year killed over 1,400 people, most of them civilians, and destroyed much of Gaza’s
infrastructure – homes, farms, shops, factories, hospitals, and schools. We were heartened, however, to see the
resilience of Palestinians when confronted with so much loss and deprivation, which has too often been a feature
of life in the Gaza Strip, especially since Israel imposed a blockade in June 2007.
In the midst of the violence and destruction, we created lifelines for Gazans. We focused our attention and
resources on meeting the immediate humanitarian needs of the population by distributing food, water, fuel, and
plastic sheeting and by providing trauma counseling to children. UPA was proud to distribute an in-kind donation
of pharmaceuticals worth $1.9 million.
Throughout the year in the West Bank, the Gaza Strip, and the refugee camps in Lebanon, our Child Sponsorship
Program continued to extend lifelines to Palestinian children most in need, including orphans, the deaf, the blind,
and the developmentally challenged. We restructured the program this year to ensure that donor money is spent
most efficiently and to improve the program’s overall transparency.
At the same time, we helped support Palestinian independence by continuing our University Scholarship Program
and by implementing education projects in the Occupied Territories. This year we awarded more than one
hundred scholarships for qualified Palestinians with demonstrated financial need to attend Palestinian universities.
These students are the next generation of Palestinian nurses, doctors, engineers, business leaders, and teachers.
Their desire to improve the lives of fellow Palestinians will guarantee that they will make important contributions
in building a free and independent Palestine. We also funded several education projects such as holding a youth
summer camp in Nablus and rehabilitating three kindergartens in Gaza.
In the coming year, UPA will continue to provide lifelines by distributing medical supplies and helping to provide
for the basic needs of the population during periods of crisis. We will also redouble our efforts in supporting
development projects in the Occupied Territories that empower Palestinians to reclaim their land and livelihoods
and provide for a better future. We will support self-sustaining projects – income-generation projects, education
programs, and leadership training – and increase local Palestinian capacity so that the need for external assistance
diminishes over time.

MISSION STATEMENT AND HISTORY OF UPA
MISSION STATEMENT
United Palestinian Appeal, Inc. (UPA) is a non-profit, non-political, tax-exempt American charity that seeks to
alleviate the suffering of Palestinians, particularly those in the West Bank, the Gaza Strip, and the refugee camps of
Lebanon. UPA seeks to contribute to the long-term socioeconomic and cultural development of Palestinian society.
UPA maintains its independence and integrity by not accepting funds from political groups or from any source that
may attach unacceptable conditions to its contributions. Donations to UPA are tax-deductible in accordance with
applicable laws.
Since its establishment in 1978, UPA has developed and funded numerous programs to assist Palestinians in the
fields of health, education, child services, community development, job creation, and emergency relief. When
needed, it also conducts emergency campaigns to address urgent humanitarian crises. UPA is proud to have
contributed over $20 million towards the development of Palestinian society, and looks forward to strengthening
that development in the future.
HISTORY
UPA was established in 1978 in the state of New York by a group of Palestinian-Americans from the business and
professional communities who shared the objective of creating an efficient and professionally managed charity
that would assist needy Palestinians and contribute to socioeconomic and cultural development in Palestine.

In 1980, UPA was granted tax-exempt status under Section 501 (c)(3) of the U.S. Internal Revenue Code.
In 1985, UPA became the first Palestinian-American charity to be registered with the U.S. Agency for

International Development (USAID) as a Private and Voluntary Organization (PVO).
In 1985, UPA began funding the construction of a $2.4 million nursing college on the Mount of Olives
affiliated with al-Makassed Islamic Charitable Hospital. Thanks to a $1.1 million grant from King Fahd of
Saudi Arabia and his brother Prince Salman, UPA was also able to greatly expand its assistance programs
in the areas of healthcare, education, children’s services, community development, and emergency relief.
In 1986, UPA initiated its Child Sponsorship Program and its University Scholarship Program.
Between 1985 and 1987, UPA sent nearly $450,000 in emergency medicines and supplies to Palestinian
refugees in southern Lebanon.
In 1987, with the outbreak of the first intifada, UPA shifted its funding priorities to emergency medical
relief for intifada-related injuries.
In 1989, UPA became the first Palestinian-American charity accepted by the United States Combined
Federal Campaign (CFC), the national organization allowing for charitable solicitation of federal
government employees.
In 1990, the UPA/al-Makassed Nursing College in East Jerusalem was completed, the first modern, fouryear nursing college in Palestine offering training to meet the increasing healthcare demands of the
Palestinian population.
In 1991, UPA was accepted as a participating member agency by the Independent Charities of America
(ICA), a nationwide consortium of approved charities soliciting federal, state, and local public employees.

In 1994, in the wake of the Oslo agreement, UPA refocused its grant making on programs aimed at the
long-term socioeconomic recovery and development of Palestinian society in the West Bank and Gaza
Strip.
From 2000 onwards, UPA responded to the al-Aqsa intifada by giving priority to emergency medical relief
programs.
In 2002, UPA was awarded a $2.7 million grant from the United States Agency for International
Development (USAID) to implement the Emergency Employment Generation Project, a job creation and
infrastructure development program throughout the West Bank and Gaza Strip in cooperation with the
Welfare Association in East Jerusalem. The program represented an emergency response to a devastating
economic collapse, including an unemployment rate of over 40%.
In 2003, UPA and its partner, Nour Foundation, sent over $424,000 worth of medicines and supplies to
West Bank hospitals and clinics.
In 2004, UPA successfully completed the USAID-funded Emergency Employment Generation Project. UPA
and the Nour Foundation shipped over $1 million in medical supplies, including hygiene kits, supplemental
feeding formula, blankets, and clothing, to the United Nations Relief and Works Agency (UNRWA) for
distribution to hospitals, clinics, and schools in the West Bank and Gaza Strip.
In 2005 and 2006, UPA partnered with Project Harmony to implement the MEDIA Youth Leadership
Exchange Program between U.S. and Jordanian/Palestinian students. The program was funded by the U.S.
State Department Bureau of Educational and Cultural Affairs’ Linking Individuals, Knowledge, and Culture
Initiative.
In 2006, UPA facilitated two pharmaceutical shipments to the Gaza Strip and Lebanon: a shipment of $6.5
million worth of pharmaceuticals to 15 UNRWA health centers in Gaza to aid 35,000 needy refugees and
non-refugees; and a $1.5 million pharmaceutical shipment to the Hariri Foundation to aid Palestinian
refugees and the people of Lebanon. Immediately following the war in summer 2006, UPA sent $1.2
million worth of pharmaceuticals to Lebanon.
In 2008, UPA responded immediately to the devastation caused by an Israeli airstrike on the Palestinian
Medical Relief Society’s main clinic in the Gaza Strip, sending $40,000 so PMRS could continue running
their essential mobile clinics.
In 2009, UPA committed $152,100 to guarantee water, food, first-aid kits, and plastic sheeting (to replace
bombed-out windows) to those devastated by the war in the Gaza Strip.
YEAR IN REVIEW
UPA began the year expecting to continue its assistance and development programs helping Palestinians in the
Occupied Territories and the refugee camps of Lebanon. These included the Child Sponsorship Program, the
University Scholarship Program, community first-aid projects in the Gaza Strip and the West Bank, as well as an
arts project for Palestinian refugees in Lebanon. As is often the case, however, events on the ground compelled
UPA to refocus its energy and resources towards alleviating the immediate and desperate needs for the people of
Gaza.
On the morning of December 27th, 2008, Israel assaulted the Gaza Strip with blanket airstrikes, followed by an

invasion of ground troops and military bulldozers on January 3 , 2009. For the next two weeks, until January 18 ,
Israel attacked military and civilian targets throughout Gaza. Over 1,400 Palestinians were killed, of whom an
estimated 700 to 900 were civilians, and over 300 of whom were children.
UPA responded to the horrifying invasion, branded “Operation Cast Lead” by the Israeli military, with an
emergency campaign to save lives. Working closely with local partners who were able to assess crucial needs on
the ground, UPA distributed emergency food, water, and first-aid kits. More than a thousand families were
assisted by UPA during the crisis.
Long before this attack the economy in the Gaza Strip was in distress. The blockade imposed in June 2007 denied
Gazans access to jobs and services in Israel and the West Bank, and access to the rest of the world. Since its
economy is heavily dependent on access to export markets, the Gaza Strip has been in a severe depression for
several years. Gaza’s formal economy has largely collapsed and families contend every day with shortages of
necessities, including safe water, nutritious food, and medicine. Even after the military assault ended, Israel
continued and intensified the blockade. Indeed, Israeli-permitted food imports into Gaza in 2009 were a quarter of
their pre-June 2007 level.
The near-total blockade on the importation of basic supplies meant that Gazans were largely prevented from
rebuilding after the war. The physical infrastructure of the Gaza Strip was devastated – 4,000 homes, 15 of Gaza’s
27 hospitals, 43 of its 110 primary healthcare facilities, 800 water wells, 186 greenhouses, and nearly all of its
10,000 family farms – were destroyed or damaged beyond repair. The invasion left one million Palestinians
without electricity, over 400,000 without running water, and 50,000 homeless, and resulted in acute food
shortages.
Cement to rebuild homes, glass to replace shattered windows, pipes to repair crumbling water and sanitation
infrastructure were almost totally unavailable. Over $77 million allocated by the UN to repair homes, schools and
health facilities remain suspended for lack of goods and material.
The devastation of the Gaza war was not limited to physical destruction and the loss of life. Since no person in the
Gaza Strip could escape the danger, regardless of their geographic location, class, or political affiliation, the entire
population experienced severe psychological trauma. UPA provided a grant to the Palestinian Medical Relief
Society, a long-time UPA partner, for emergency trauma counseling for children.
At the same time, the political divisions that had effectively severed the West Bank from the Gaza Strip since June
2007 continued, as did the disastrous economic situation. Unemployment reached 18% in the West Bank and 42%
in the Gaza Strip. The percentage of Palestinians living below the poverty line reached 76.9% in the Gaza Strip.
Moreover, 37.3% of West Bankers and 69% of Gazans were in deep poverty in 2009.

The Palestinian economy, like the political sphere, has actually divided into three separate economies: that of
Ramallah, that of the rest of the West Bank, and finally that of the Gaza Strip. It is important to realize this when
looking at statistics that cover the whole Palestinian economy. Ramallah, as the seat of power for the Fatah-led
Palestinian Authority in the West Bank, is also the headquarters for most international NGOs – and nearly all of the
hundreds of millions of dollars in international aid flow through Ramallah. As a result, Ramallah’s economy has
recovered strongly since the end of the second Intifada. The rest of the West Bank, however, tells a different story.
For this reason, UPA has focused attention on the needs in the northern West Bank, including Nablus, Jenin, and
Tulkarem, as well as the in the southern West Bank, including Hebron and Bethlehem. In cities such as Bethlehem,
Hebron and Nablus, the restrictions on movement throughout the region and to jobs in Israel have thrown these
cities into a long term pattern of higher unemployment, lower wages and few private sector opportunities. By April
2009, despite a slight decrease in unemployment, over a fifth of the West Bank population able and willing to work
was still unemployed, and about 47% of the population was living below the poverty line.
Meanwhile, across the West Bank, 2009 was marked by heightened settler violence, Palestinian displacement, and
continued settlement expansion despite a government declared settlement “freeze.” Between January and August
2009, the United Nations Office for the Coordination of Humanitarian Affairs recorded 217 settler-related incidents
of violence against Palestinian civilians, property, and places of worship across the West Bank.
The Israeli demolition of Palestinian-owned buildings in the West Bank and East Jerusalem displaced 428
Palestinians, including 227 children, during 2009. UNICEF estimates that up to 60,000 East Jerusalemites live in
structures built without a permit, leaving them vulnerable to displacement by Israeli authorities at any time.
At the end of November, Israel promised a 10-month settlement freeze on any new construction in the West Bank.
Peace Now, however, reported that the pace of new construction in the settlements even during the “freeze” was
much higher than the average rate of construction in Israel proper. For example, 476 housing units were being
built in the Israeli settlement of Ma’ale Adumim during the freeze, while the average rate of construction for
comparably sized municipalities in Israel over the same period was only 95 units. Israeli statistics indicate that
there were 1,703 housing starts in West Bank settlements in 2009, just 400 fewer starts than the year before.
Restrictions on access and movement in the West Bank that hinder the ability of children to travel to school, health
centers, friends’ homes, cultural centers and places of worship, eased slightly in 2009, with 578 closure obstacles
at the end of November, down slightly from 632 in May. Israeli construction of the 705 km West Bank Barrier was
58% complete; and when fully built, 85% of the route will run inside the West Bank and has the practical effect of
annexing 9.5% of the West Bank to Israel.

CONTRIBUTIONS AND PROGRAM SERVICES
UPA’s development and emergency relief programs in the West Bank, the Gaza Strip, and Palestinian refugee
camps in the region in 2009 were made possible by generous contributions from a variety of sources: direct mail
campaigns; appeals to private foundations, corporations, associations, and religious institutions; dissemination of
information to the general public; and participation in the Combined Federal Campaign, the largest federal
workplace fundraising campaign in the United States.

UPA’s total income for the year was $3,305,610 and year-end net assets were $3,030,228. UPA expenditures on
assistance and development programs in the West Bank, the Gaza Strip, and refugee camps totaled $2.85 million
for the year, or 93% of total expenses. The following sections describe UPA’s work in these program areas during
2009 and profile some of the Palestinian partners that UPA works with to implement these programs.

UPA PROJECTS AND PARTNERS
HEALTH AND WELFARE
AL-HUDA DEVELOPMENT A SSOCIATION (KHAN YOUNIS, GAZA STRIP) – EMERGENCY FOOD DISTRIBUTION ,
MEDICAL VISITS
Al-Huda provides education and community awareness
programs for women, runs a free meal program for the
poor, offers vocational training for the unemployed, and
operates a mental health clinic for women and children.
With support from UPA in 2009, Al-Huda distributed bread
rations to more than 700 families in and around the Rafah
refugee camp following the war. UPA helped Al-Huda
replenish its emergency relief funds with support from
individual donations from the United States and abroad,
including a $5,000 grant to pay for emergency medical visits
to their clinic.
INTERNATIONAL RELIEF & D EVELOPMENT (GAZA CITY) – PHARMACEUTICALS
International Relief & Development (IRD) is a U.S.-based international
organization that works in all sectors of relief and development work. UPA
partnered with IRD to deliver an in-kind donation of pharmaceuticals
worth $1.9 million to six clinics throughout the Gaza Strip, serving more
than 25,000 individuals annually, from Khan Younis and Western Rafah
city in the south to Gaza City and Al Zaytoun and Beach camp in the north.

PALESTINE CENTER FOR YOUTH WORK (GAZA CITY) – EMERGENCY F OOD, WATER DISTRIBUTION
The Palestine Center for Youth Work (PYW) is a Palestinian organization that works on a variety of service projects
for communities in the Gaza Strip.
PYW carried out UPA-funded emergency water and food distribution during and after the 2009 attack. More than
one thousand families in hard-hit Jabaliyah received a week's supply of fresh water. A UPA grant of $10,000 to PYW
provided emergency food assistance to 200 families in Gaza City.
UPA food baskets fed an average family of six people for 10 to 14 days. The food baskets cost approximately $50
each and contained canned meat, beans, tuna, jam, hummus, milk powder, sugar, and other basic items.
Awad Yousef Khalil Al Batsh, a 78-year old farmer living near Jabaliyah in
Gaza with his family, said of the Israeli attack: "We lost the majority of our
furniture – the closets, the kitchen, the mattresses and blankets, the
refrigerator , the washing machine and the clothes for the whole family –
even the school bags and uniforms for the children.”
Awad also lost his chickens and goats, leaving his family without a source of
food. After the war, the family lived for weeks in their nearly demolished
two-story home, without electricity, food, or clean drinking water.
With a grant from UPA, the Palestinian Center for Youth Work was able to
distribute emergency food and water to Awad and his family. “As long as
there are good people like you who bring us clean water to drink, we won't
be concerned," Awad said.
PALESTINIAN MEDICAL RELIEF SOCIETY (GAZA CITY) – E MERGENCY T RAUMA COUNSELING
Palestinian Medical Relief Society (PMRS) is a grassroots, community-based Palestinian health organization and a
longtime UPA partner. PMRS provides a variety of medical services in Gaza, including mobile clinics, women’s
health, children’s health, psychosocial counseling and community-based rehabilitation. In 2009 UPA provided a
grant to PMRS that allowed them to hire eight new social workers to conduct trauma counseling for approximately
1,000 children immediately after the war.

RELIEF INTERNATIONAL (GAZA CITY) – EMERGENCY MEDICAL SUPPLIES, F OOD D ISTRIBUTION, PLASTIC
SHEETING
Relief International (RI) is a U.S.-based organization that provides humanitarian assistance around the world. In
early January, RI delivered emergency medical supplies to Gaza with an emergency grant from UPA. These supplies
included 4,000 endotracheal tubes, which were provided to the Palestinian Red Crescent Society for distribution to
hospitals throughout Gaza, including the hard-hit north. Endotracheal tubes allow doctors and nurses to stabilize
trauma victims who cannot breathe on their own, and they were listed as "high priority" supplies for Gaza by the
World Health Organization. Nearly half of the tubes purchased were designed for use on children. RI also
distributed 95 first aid kits to volunteer medics in eastern Gaza City, where Israel’s ground assault had severely
hindered access to medical care for the sick and wounded.
With another grant from UPA, RI implemented an "Emergency Food Parcel Project" in early January, providing
1,000 families (approximately 6,000 people) displaced by the fighting with sugar, salt, canned beef, canned tuna,
white rice, vegetable oil, and canned beans for the month. Commenting on UPA's response to the attack on Gaza,
RI's Program Officer Ben Granby said, "UPA's flexibility and ability to rapidly respond to changing needs helped us
immediately address critical needs from the first days of the Gaza crisis."
Finally, RI received emergency UPA funding to purchase more than 800 square meters of plastic sheeting to cover
bombed-out windows and protect families from the cold, enough for more than 200 families.
WELFARE ASSOCIATION (GAZA CITY) – EMERGENCY FUEL
In 2009 UPA supported the Welfare Association, a Palestinian NGO, with a $62,500 grant. The Welfare Association
provided 2,000 liters of diesel fuel, sufficient to supply 16 local health centers for one month, which were
distributed at a cost of $66,000. The fuel was purchased directly from stations located in the Gaza Strip and
distributed to hospitals in coordination with the International Red Cross.
AL-ITTIHAD ARAB W OMEN’ S UNION HOSPITAL (NABLUS, WEST BANK) – CONSTRUCTION OF A BURN UNIT
This non-profit hospital was founded in 1970 and caters to the population of Nablus. It provides low-cost
healthcare to poor Palestinians, including refugees, as well as running an orphanage. The hospital offers general
medical services, including surgery, internal medicine, OB-GYN, intensive care, an emergency room, and
paramedics. In 2009 UPA provided al-Ittihad with a grant that funded constructed a burn unit with four beds and a
special washing room for the burn patients.

CHILD SPONSORSHIP
For the past 24 years, UPA’s Child Sponsorship Program has
provided assistance for needy and disadvantaged Palestinian
children living in the West Bank, Gaza Strip, and refugee camps in
Lebanon. UPA administers the program in cooperation with 23
partner organizations, including reputable orphanages, schools, and
welfare societies throughout the Occupied Palestinian Territories
and Lebanon.
UPA connects individual sponsors with children who are desperately
in need. Sponsors are sent a photograph and a brief background
history of their child in addition to periodic progress reports, photos,
and letters. As the sponsor follows the child’s progress, a crosscultural and cross-generational bond of friendship often forms that
can last for years.
Children in poor circumstances received transportation to and from
school, help with tuition costs, food parcels, olive oil, physiotherapy,
hot meals, school uniforms, stationary, and books from their
sponsors’ donations. Without this support, many of them would not
be able to stay in school or receive adequate nutrition.
UPA reorganized the program in 2009 so that child sponsorship
donations were pooled and donated to partner organizations for
projects that benefit all children, instead of distributed as cash
payments to each child’s family. By focusing on high-impact
projects that benefit all the children served by these organizations,
it was decided, the Child Sponsorship Program would be more
efficient and transparent.
UPA does not deduct any money from a sponsor's monthly $40 taxdeductible contribution. A one-time registration fee of $25 helps to
cover a share of the administrative costs.
In 2009, approximately 500 orphaned or otherwise disadvantaged
children from 25 different schools and NGOs benefitted from the
monthly donations made by generous and caring sponsors.

UNIVERSITY SCHOLARSHIPS
For a society under occupation which is involved in the transition to an independent nation, higher education . . . is
essential as a forum for critical thinking, technical expertise and community leadership.

Since 1986, UPA’s University Scholarship Program has helped nearly 2,000 qualified students realize their dreams
of higher education, providing tuition funds for study at local universities. UPA supports students in a range of
fields who can give back to their community and to their nation. At the same time, UPA is strengthening the
institutional capacity of these Palestinian colleges and universities.
Each year, UPA accepts scholarship applications directly from Palestinian students and appoints a scholarship
committee comprised of educators and UPA staff to assess each application. Criteria for selection include
academic ability (as demonstrated by the student’s official GPA), financial need, and an essay outlining the
student’s reasons for pursuing his or her chosen field of study and how it will help him or her improve the
community and the nation.
For the 2009-2010 academic year, UPA awarded scholarships to 78 students (out of 800 applications) through the
UPA Scholarship Program, totaling $104,000 for students attending nine universities. Students were awarded
between $750 and $1,250 each for the academic year, depending on their financial need and tuition costs.

Several faithful UPA donors, such as Faisal and Gerda Kaud and the Palestine Heritage Group in Seattle, WA, made
donations to UPA in 2009 and asked that the money be used to give scholarships to qualified students who needed
financial assistance. These “restricted” scholarships amounted $9,191, which helped support students at the
following universities: Al-Azhar University, Al-Quds University, Bethlehem University, and the Islamic University of
Gaza.

continue their education here in local universities in order
to graduate people with new ideas and skills that help
[us]… build our independent state.” He added that the
scholarship he received to attend medical school will help
him achieve his dream of “becoming a specialized doctor
with professional skills,” able to help Palestinians in many
places on a voluntary or paid basis.

EDUCATION
Palestinians face overwhelming challenges that impact their ability to obtain an education. These include closures,
restrictions on movement, destruction of basic materials and facilities (especially in Gaza), and a number of
seemingly tangential obstacles: the impact of a blockade on access to nutritious food and clean water, the impact
of military attacks on mental health, and the impact of a devastated economy on livelihoods.
EDUCATION FOR EMPLOYMENT FOUNDATION (GAZA CITY) – CAREER TRAINING
In 2009 UPA continued to support a pilot career training program administered by the Education for Employment
(EFE) Foundation for accountants, engineers, and nurses. EFE partners with businesses both in Palestine and
abroad who commit to hiring the selected group of students; and EFE prepares these students with the specific
skills needed in their field, as identified by the businesses.
EL-LID CHARITABLE SOCIETY (NABLUS, WEST BANK) – Y OUTH SUMMER CAMP
William Langhorne’s generous $1,500 donation enabled UPA to provide funding to El-Lid so that it could hold its
Summer Camp as planned in July 2009. El-Lid Society’s “Friends of the Environment” Summer Camp provided
about 90 children aged 11 to 16 with challenging activities, training, workshops, trips, and educational programs.
The children developed their character, deepened their love of their homeland, and learned valuable challenging
life skills, as well as meeting and making new friends, learning through playing, and discovering new interests.
The grant enabled El-Lid Society to hire professional teachers to direct the workshops and to provide the necessary
teaching materials and supplies. The grant also funded food and drinks for the children and their transportation for
the children from all around Nablus governorate. Children also received daily professional psychosocial support.
NGO DEVELOPMENT CENTER (GAZA CITY) – KINDERGARTEN REHABILITATION
The NGO Development Center (NDC), a local Palestinian
organization, worked with UPA to manage a kindergarten
rehabilitation project for three kindergartens in the Gaza
Strip in 2009 at a cost of $30,000. The rehabilitation
included repairing classrooms, adding playground
equipment, building shade structures for the children to
play under, and building new restrooms. Working with the
Palestinian Women’s Union, NDC managed the renovation
of the three-room kindergarten by constructing an external
bathroom, installing a sewage line and connecting it to the
main sewage line.
