PART 1- GENERAL

Drawings and general provisions of Contract, including General and Special Conditions and
Technical Specification sections, apply to work of this section.
DESCRIPTION OF WORK
A.
Work of this Section includes all labor, materials, equipment and related services necessary to
complete demolition and the legal disposal of demolished materials as shown on the Drawings
(Attachment A - Section 1) or specified herein.
B.
Schedule of Demolition Work: Demolition requires removal and disposal of demolition material at
a legal landfill or recycling facility of the following:

Related Work Specified Elsewhere:

Clearing, Grubbing and Earthwork for backfill and compaction shall conform to Section 16
and 19 of the State Standard Specifications. No separate measurement or payment shall be
made for this item. All costs shall be included in the bid price for Building Demolition.
2.
Erosion Control Planting shall conform to Section 20-3 of the State Standard Specifications.
No separate measurement or payment shall be made for this item. All costs shall be
included in the bid price for Building Demolition.
Work by Others Prior to Demolition
1.
Removal and legal disposal or recycling of hazardous material including asbestoscontaining material, PCB-containing light fixture ballasts, and fluorescent light tubes.

1.3
QUALITY ASSURANCE / CONTROL OF INSTALLATION
A.
Contractor Responsibility: In case of ambiguities, discrepancies or irregularities in the drawings,
specifications, manufacturer's instructions, site conditions, or applicable codes and standards;
request clarification from the County before proceeding. The cost of correcting work done as a
result of proceeding without obtaining clarification will be borne solely by the Contractor.
B.
Codes and Standards: Perform excavation work in compliance with applicable requirements of
governing authorities having jurisdiction.
1.4
REQUIREMENTS OF REGULATORY AGENCIES
Conform to the requirements of all laws, ordinances, rules, regulations and orders of any public
authority having jurisdiction, including, but not limited to, County of Sonoma, State of California,
and California Occupational Safety & Health Administration (Cal-OSHA). Applicable
documents include but not limited to the following: Title 10, Code of Federal Regulations,
Sections 1910.134, 1910.1001, and Occupational Safety and Health Administration (OSHA),
U.S. Department of Labor. Title 40, Code of Federal Regulations, National Emission Standards
for Hazardous Air Pollutants. U.S. Environmental Protection Agency (U.S. EPA). Title 49, Code
of Federal Regulations, Part 172, U.S. Department of Transportation. ANSI 86.1-1973
Commodity Specification for Air. California Administrative Code, Title 8, 22, and 26 and
Regulation 11 Hazardous Pollutants, and the Health and Safety Code. All Federal, State, and
County regulations, codes, and ordinances as applicable.
A.
Contractor will provide copies of EPA, OSHA regulations, or ordinance at the site for review.
B.
Contractor shall have an employee lead monitoring program in-place in accordance with OSHA
regulations.
C.
The Contractor shall, at his expense, secure and pay for all permits, governmental fees, licenses and
disconnection charges necessary for the proper execution of the demolition work.
1.5
SUBMITTALS
A.
Demolition Schedule: Submit proposed demolition procedures and operational sequence for
review and acceptance to County prior to start of work, including coordination for shut-off, capping
and continuation of utilities.
B.
Submit copies of permits, required legal notices, and disconnection certificates to County, including
the following:

Any County of Sonoma Permit Application and Permits required for the proposed work.
CEQA, EPA and Department of Health notifications, responses and amendments.
Submit names and addresses of legal landfills and/or recycle facilities, which will be used for
disposal.

Submit Record Document drawing indicating location and depth of all capped utilities.
JOB CONDITIONS
A.
The Buildings shall be vacated and use discontinued prior to start of demolition work.
B.
Owner assumes no responsibility for actual condition of structures to be demolished. Conditions
existing at time of inspection for bidding purposes will be maintained by Owner in so far as
practicable. If hazardous materials requiring special handling are discovered, notify the County.
Any additional costs for specialized handling will be negotiated.
C.
Items of salvage value to Contractor may be removed as work progresses, but must be transported
from site as they are removed. Storage and sale of removed items on site shall not be permitted.
D.
Explosives: Use of explosives will not be permitted.
E.
Traffic: Conduct demolition operations and removal of debris to ensure minimum interference with
roads, streets, walks, and other adjacent occupied or used facilities. Do not close or obstruct streets
or other occupied or used facilities without County permit. Provide alternate routes around closed
or obstructed traffic ways, and flagmen and traffic control as required by the County.
1.7
PROTECTION AND ASSUMPTION OF LIABILITY
A.
Upon receipt of "Notice to Proceed", the Contractor shall assume possession and liability of the site
and premises as soon as possible. The Contractor shall secure, guard and protect site and premises
as necessary to hinder trespass, vandalism, and theft.
B.
Prior to entrance onto site, contractor shall secure Airport Operations Area
security badges for all employees assigned to work at site. An initial fee of $25.00
per badge will be charged. All security badges shall be returned to the airport
upon completion of work or portion of work or Contractor will be assessed a fee of
$150.00 per badge not returned. Contact Airport office for information regarding
scheduling of appointments and identification required to obtain badges.
C.
Provide, erect, and maintain barricades, scaffolding, sidewalk bridges, fencing, lighting and
guardrails as required to protect the general public, workers, and adjacent property.
D.
Ensure safe passage of persons around area of demolition. Conduct operations to prevent injury to
adjacent buildings, structures, other facilities, and persons.
E.
Prevent movement, settlement or collapse of adjacent structures, services, sidewalks, driveways and
trees. Assume liability for such movement, settlement or collapse.
F.
Repair damages caused to adjacent facilities or services by demolition operations at no cost to
Owner or adjacent property owner.

EXISTING UTILITY SERVICES

A.
Maintain existing utilities indicated to remain in service and protect from damage during
demolition.

PG&E service to adjacent property.
B.
Do not interrupt existing utilities serving occupied or used facilities, except after notification and
authorization from appropriate utility company and County. Provide temporary services during
interruptions to existing utilities as acceptable to appropriate utility company and County.
C.
Excavation, backfilling and resurfacing of areas outside the property lines as required to complete
disconnection of utility services shall conform to the specifications and requirements of the County.
D.
Existing power service equipment and poles on this property shall be removed and disposed of off site. All work shall be coordinated with PG&E.
PART 2 - PRODUCTS

PART 3 - EXECUTION
3.1
POSSESSION AND INSPECTION
A.
Upon receipt of "Notice to Proceed", the Contractor shall assume possession and liability of the site
and premises as soon as possible. The Contractor shall secure, guard and protect the site and
premises from unauthorized persons as necessary to hinder trespass, vandalism, and theft.
B.
Prior to commencement of demolition work, inspect site and premises. Photograph any existing
conditions of adjacent structures, surfaces, equipment or surrounding properties, which could
reasonably be misconstrued as damage resulting from demolition work. Date and label location of
photographs and provide duplicate set to County prior to start of work.
3.2
ENVIRONMENTAL CONTROLS
A.
Use water sprinkling, temporary enclosures, and other suitable methods to limit dust and dirt rising
and scattering in air to lowest practical level. Comply with governing regulations pertaining to
environmental protection.
B.
Control potential erosion, pollution and siltation with the use of hay/straw bales, fences of geotextile materials or other suitable material(s) acceptable to the County and governing authority.
C.
In the event that underground gas or oil tanks are uncovered during demolition, the contractor must
notify the County. Such tanks must be removed in accordance with State and County regulations
and additional costs will be negotiated.
D.
Existing well, as shown on the Drawings, shall remain in place with a 5 foot by 5 foot foundation,
in conformance with State and County requirements, and the price shall be included in the lump
sum bid price for demolition.

E.
In the event that unknown existing water wells are uncovered, the contractor must notify the
County. Such wells must be removed and sealed in accordance with State and County requirements,
and additional costs will be negotiated.
F.
Clean adjacent structures and improvements of dust and dirt caused by demolition operations, as
directed by County or governing authorities. Return adjacent areas to prior existing condition after
completion of demolition operations.
G.
In the event that underground septic tanks or systems are uncovered during demolition, the
Contractor must notify the County. Such tanks must be removed in accordance with State and
County regulations and additional costs will be negotiated.
3.3
SITE CLEARING
A.
General: Remove trees, shrubs, grass and other vegetation, improvements, or obstructions,
shown on the Plans as a part of the demolition work. Remove all Eucalyptus trees. Remove
similar items elsewhere on site or premises as specifically indicated. Removal includes
digging out and off-site disposal of stumps and roots.
B.
Removal of Improvements: Remove existing above-grade and below-grade improvements as
indicated and as necessary to facilitate the demolition.
3.4
DISPOSAL OF WASTE MATERIALS
A.
Burning on Owner's Property: Burning is not permitted on Owner's property.
B.
Removal from Owner's Property: Remove waste materials and unsuitable and excess soil from
Owner's property.
3.5
DISCONNECTION OF UTILITIES
A.
Disconnect (or arrange and pay for the disconnection of) utility service connections to buildings to
be demolished such as water, sewer, gas, electricity, cable and telephone in accordance with the
regulations of the appropriate utility.
B.
Cap, seal, or terminate all utilities as required by the County by approved trade contractors.
C.
When work is required within the street or County Property, obtain necessary permits and approvals.
All such work including excavation, backfill, compaction, and resurfacing must conform to the
specifications and requirements of the County of Sonoma.
D.
Provide by-pass connections as necessary to maintain continuity of services to occupied buildings.
Provide minimum of 72 hours advance notice to County if shut-down of service is necessary during
change-over.

E.
Coordinate disconnection and removal of utility owned equipment with appropriate utility
companies prior to starting demolition. Place markers to indicate location of disconnected services
for coordination and approval of County.

Identify remaining service lines and capping locations on Project Record documents.

SALVAGE
Items of salvage value to Contractor may be removed as work progresses, and salvaged items must
be transported from site as they are removed. Storage and sale of removed items on site shall not be
permitted.
DEMOLITION
A.
Completely demolish building structures and building systems in an orderly and careful manner
using methods as necessary within regulations of and in accordance with governing authorities.
B.
All demolition material must be removed and transported away from the site and disposed of
properly. This includes all structure materials, foundations, basements, and floor slabs.
C.
The Contractor shall remove all other at-grade masonry, concrete slabs, and steps from the property.
D.
The Contractor shall remove all other minor structures from the site.
E.
The Contractor shall remove all fences except those that are situated on a property line common to
property not owned by the County. Other fences shall be removed only as directed by the County.
Retaining walls and fences shall only be removed after inspection and approval by the County.
F.
The Contractor may not cut or remove any tree from a site without prior permission from County.
If any trees are cut or destroyed by the Contractor without prior approval, the Contractor will pay
the County damages of $200 per tree. Any such damages will be deducted from the Contractor’s
payment.
G.
Completely demolish below-grade construction and concrete slabs-on-grade
H.
Keep work adequately sprinkled to minimize dust. Provide hoses and watermain or hydrant
connections for this purpose. Coordinate use of water with County if use may create hazardous or
objectionable conditions.
3.8
EXCAVATION
A.
Excavation is limited to work ancillary to demolition work for structures, pavements, foundations,
underground utilities and other items indicated to be demolished and removed.
B.
All excavations shall be backfilled to match adjacent ground using native material or equivalent
unclassified imported fill and compacted to 85% relative compaction. Imported fill material shall
be free from organic matter and other deleterious substances.

STABILITY OF EXCAVATIONS
Slope sides of excavations to comply with local codes, ordinances and requirements of agencies
having jurisdiction. Shore and brace where sloping is not possible due to space restrictions or
stability of material excavated. Maintain sides and slopes of excavations in safe condition until the
completion of backfilling.
DEWATERING
A.
Prevent surface and ground water from flowing into excavations and flooding project site.
B.
Do not allow water to accumulate in excavations. Remove water to prevent soil changes detrimental
to stability of sub-grades. Provide and maintain pumps, sumps, suction and discharge lines, and
other dewatering system components necessary to convey water away from excavations.
3.11
DISPOSAL OF DEMOLISHED MATERIALS
A.
Regularly remove all demolished materials from site as the work progresses.
B.
Transport materials in accordance with transport permits, and transportation regulations.
C.
Dispose of materials (which will not be recycled) in a legal landfill.
3.12 EROSION CONTROL PLANTING
A.
All disturbed areas shall be hydroseeded in conformance with Section 20-3 of the State Standard
Specifications. Hydroseed shall consist of the application of Fiber (1500# per acre); Seed ;
Commercial Fertilizer (300# per acre); and tackifier (80# per acre). Seed shall be per Table 1
below. All costs for erosion control planting shall be included in the bid price for Demolition.

3.13 BASIS OF PAYMENT
A.
For the purpose of preparing a bid, the Contractor shall include the cost for all work described in
this Section and as shown on the Drawings on a Lump Sum price basis in the Total Bid.
