Message from the Clerk of Course
Welcome to the 2016 International Rally of Queensland, Round 3 of the 2016 FIA Asia Pacific
Rally Championship. Conducted between 17 to 19 June 2016, this event (or IROQ as known to
many) also comprises Round 3 of the 2016 Kumho Tyre Australian Rally Championship®,
incorporating the 2016 Australian Rally Manufacturers’ Championship, 2016 Australian 2WD Rally
Championship, 2016 Australian 2WD Classic Rally Challenge, 2016 Australian 4WD Classic Rally
Challenge, and includes Round 3 of the MRF Tyres Queensland Rally Championship and
Queensland Clubman Series.
Once again the spectacular Sunshine Coast with its beautiful beaches and picturesque
hinterland provides the backdrop to IROQ with Rally Headquarters located this year at a new
venue closer to the rally area, close to the Maroochydore town centre and within 5km of the
Sunshine Coast Airport.
Along with the change in HQ venue, the Friday night’s Ceremonial Start will also have a brand
new location right on the shores of the Maroochy River and adjacent to the Maroochydore
business and shopping hubs. This high-profile location will provide an excellent chance to
showcase the cars, crews and the event to our VIP’s and the public, with a range of activities
planned to keep everyone entertained.
Our Team hopes to continue building on the relationships and successes of previous IROQ
events. To this end, the competition route this year will see crews tackling some old stage
“favourites” from previous years and cover around 240km of some of the most technical and
challenging drivers’ stages in the Championship.
On behalf of the IROQ Organising Team, the Sunshine Coast region and its friendly
inhabitants, we look forward to welcoming you to one of the best holiday destinations in Qld
and hosting you and your team for one of the “must-do” sporting events on the APRC circuit.

INTERNATIONAL RALLY OF QUEENSLAND 2016
A warm welcome from everyone here on the Sunshine Coast goes to all drivers and crews who will be
tackling our roads for the 2016 International Rally of Queensland – and a big welcome back to all of you
who have enjoyed this great event in past years.
We are now into the second decade that the Sunshine Coast has played host to the country’s best rally
drivers and teams, and we look forward to seeing you in our beautiful region once again.
For those new to Coast, you’ll get the chance to enjoy a place that loves its sport, especially when it
comes to participating and celebrating the feats of others.
With an enviable climate and a wide range of outstanding accommodation options and facilities, we
have built a proud reputation for being a world-class venue for sporting events.
While you are here, I invite you to take a look at the Sunshine Coast’s perfect beaches, the mystique
and beauty of our hinterland and check out our many varied towns and villages.
We also have easy access to the beauty of Australia’s Nature Coast, including magnificent Fraser Island.
There really is something for everyone and it’s well worth investigating a longer stay before or after
your rally commitments so you get to experience more of what we have to offer.

ORGANISATION
ARTICLE 1 - ORGANISATION
1.1
The 2016 International Rally of Queensland (IROQ) will be a National Championship
Special Stage Rally, run under the provisions of the International Sporting Code of the FIA,
the National Competition Rules (NCR of the Confederation of Australian Motor Sport Ltd
(CAMS), the National Rally Code, the Kumho Tyre Australian Rally Championship®
Regulations, these Event Supplementary Regulations and any Bulletins authorised under
the ARC regulations.
The Event will be conducted under and in accordance with CAMS OH&S and Risk
Management Policies, which can be found on the CAMS website at www.cams.com.au.
The Competition will be held in conjunction with Round 2 of the FIA Asia-Pacific Rally
Championship. Competitors are reminded that Appendix B of the ARC Sporting
Regulations applies to this event.
1.2
The Queensland Rally Championship section of the event will run as an additional
competition under the conditions for the Queensland Rally Championship. Where there is
any divergence between the relevant Queensland Rally Championship regulations and the
ARC Regulations and these present Regulations, the ARC Regulations and these present
Regulations will apply.
Any Bulletins or Communiqués issued will also apply to the Queensland State Championship
where appropriate.
1.3
The CAMS Permit Number authorising the event is: TBA

The organiser and promoter of the 2016 International Rally of Queensland to take place
on Saturday 18 & Sunday 19 July, 2016, will be Rallycorp Pty Ltd, ABN number

ARTICLE 2 - EVENT ELIGIBILITY
The 2016 International Rally of Queensland counts towards the following:






2016 Australian Rally Championship®
2016 Australian 2WD Rally Championship
2016 Australian Rally Manufacturers’ Championship
2016 Australian 2WD Classic Rally Challenge
2016 Australian 4WD Classic Rally Challenge
2016 MRF Tyres Qld Rally Championship
Note: For the purpose of the MRF Tyres Qld Rally Championship, event points will be allocated based
on leg one and leg two stages 9 to 14.
For the MRF Tyres Qld Clubman Rally Series, points will be allocated based on leg one results and
leg 2 stages 9 to 14.
ARTICLE 3 - EVENT DESCRIPTION
3.1
(a) The length of the ARC & Classic Rally Challenge component of the rally will be
approximately 681kms including 16 Special Stages which have a total distance of
approximately 240kms. None of these Special Stages will be on a bitumen surface. See
Itinerary - Appendix II
(b) The length of the MRF Tyres QRC & Qld Clubman Rally Series component of the event
will be approximately 486kms including 14 Special Stages which have a total distance of
approximately 207kms. None of these Special Stages will be on a bitumen surface. See
Itinerary - Appendix III
3.2
The Event will be an Endurance event as defined in the ARC Sporting Regulations and will
consist of two Legs on successive days. Competition in the second Leg will be conditional on
the vehicle having started in the first Leg but not necessarily finishing that Leg. Competition
in the second Leg will however only be available to those vehicles completing Leg One or
being placed in the overnight parc fermé prior to 2300hrs on Saturday 18 June and
notifying the organisers in writing of their intention to restart thirty minutes prior to
Stewards Meeting No 2, the time of which will be notified on the Notice Board.
ARTICLE 4 - VEHICLE ELIGIBILITY
4.1
For the ARC & Classic Rally Challenge, vehicle eligibility will be in accordance with 2016
Australian Rally Championship® Regulations - Part 1 Sporting Regulations and Part 2 –
Technical Regulations.
Invitational Classic Rally Cars will be accepted at the Organisers discretion but will primarily
be special interest vehicles which comply with relevant safety regulations of CAMS. These
vehicles will be seeded with the Classic Rally Challenge crews but will be eligible for
separate awards.
4.2
Vehicle Eligibility for Queensland Rally Championship & Clubman Series - refer to Rally
Road/Eligibility in the CAMS 2016 Manual of Motor Sport
4.3
Vehicles registered in Queensland under the “Transport Operations (Road Use
Management—Vehicle Registration) Regulation 1999” require a Compulsory Third Party
Insurance (CTPI) extension valid for this event.
ARTICLE 5 - COMPETITOR ELIGIBILITY
5.1
For a crew and vehicle to be eligible for ARC points the driver of the vehicle must be
registered for the 2016 ARC. Registration may be made through rally.com.au

5.2
As a round of the Qld Rally Championship, only drivers or co-drivers who have registered
in accordance with article 3.3.2 of the 2016 Qld Rally Handbook will be eligible for awards
and points in that championship.
5.3
Vehicles with a driver and co-driver who are eligible for the Qld Rally Championship may
be entered in the ARC section of the event and also be eligible for Awards and Points in the
Qld Rally Championship
5.4
Where Competitors enter only the Qld Rally Championship part of the event, the crew will
not be eligible for ARC Awards or Points. They will also not be eligible to be seeded with the
ARC crews.
5.5
For the ARC & Classic Rally Challenge both the driver and co-driver shall hold, as a
minimum, a current CAMS National Rally licence. Co-drivers who will not drive during the
event may hold a National Rally Navigator Only Licence. The minimum licence requirement
for other competitors is a Clubman Rally Licence.
Apparel: Crews must wear at minimum the apparel outlined in Schedule D of the 2016
CAMS Manual of Motor Sport. Apparel must be presented at Pre-Start Scrutiny.
Competitors are reminded that Frontal Head Restraints (FHR) are to be worn by all National
& State Championship crewmembers on all Special Stages.
ARTICLE 6 - ENTRY FORM, ENTRIES AND ENTRY FEE
6.1
Entries should be made via the online entry form available from
http://www.rally.com.au/aprc---international-rally-of-queensland.html payment is to be by
EFT or credit card
If you are unable to access the online entry form, contact the event secretary.
The disclaimer form is to be signed by the competitor, driver and co-driver and presented
at documentation.
Competitors paying by credit card will be charged a 1.5% credit card fee. Entries for these
persons will only be accepted when the credit card details have been supplied.
6.2
Entries may also be made by sending the completed entry form together with the appropriate
fee to the address below.
Entries for these persons will only be accepted when the competitor, driver and co-driver have
signed the entry form and payment is made in full. Cheques, money orders, etc. are to be

6.5
The number of entries will be limited to 100. If this limit is exceeded preference will be given
to drivers who have registered for the 2016 Australian Rally Championship® and then in order
of receipt of completed and fully paid entry form.
6.6.1

All fees include the Organisers Advertising Area G. To remove this advertising is $220 each
sponsor, to a max additional $660. Refer Appendix I of these Regulations for vehicle signage
diagram.
*Registered Qld Rally Championship crews are entitled to a $20 discount on their entry fee if
paying any of the fees i-iii. A Refund will be provided at documentation once championship
registration is verified on the list supplied by the Qld Rally Panel.

6.6.2
Additional service vehicle registrations will be $130.00 per vehicle (to be registered before
the close of Documentation). A maximum of 4 Service personnel will be registered per service
vehicle and each one must sign or have their permanent ID number shown on the service
vehicle registration form.
6.6.3
Extra road books may be purchased at $55.00 per set.
6.6.4
Testing will be available at a cost of $500.00 per car per 4-hour session (a maximum of 8hours testing is permitted per driver). A 2-hour session is available on Friday only, at a cost
of $250.00 per car. Full details of the locations will be in the Rally Guide. Test sessions will
be available by application via the official form:

The entry fee will be refunded in full (less any fees incurred):
- to persons whose entry in not accepted
- in the case of the rally not taking place
- withdrawal of entry prior to 1500hrs Thursday 2 June for competitors who have competed
in the National Capital Rally (ARC round 2) and sustained damage that cannot be repaired in
time for the International Rally of Queensland.
ARTICLE 7 - SERVICING AND REFUELLING
7.1
Up to 3 service vehicles per competing car starting the rally may provide service throughout
the rally. Each vehicle must be clearly identified by means of “Service” plates issued by the
Organisers and affixed in the locations specified.
7.2
All refuels will be located within the Globe Roamer Service Park – Imbil. A maximum of 2
Service Crew members per competing vehicle will be permitted into this area.

7.3
There will be no Remote Service Zones
7.4
In the Service Park, cars may only be washed by use of a sponge from a bucket. Where oils,
solvents and degreasing fluids are used all residues must be securely contained and not be
allowed to come in contact with the ground. The use of pressure cleaners is prohibited.
Breaches noted by an official of the rally will result in a report to the Stewards with a
recommendation that a fine be applied.
A car washing facility is available and will be identified in the roadbook.
ARTICLE 8 - CREW BRIEFING
8.1
A safety briefing will be held on Friday 17 June, at 1835hrs at the Ceremonial Start – Black
Swan Park, Cotton Tree Parade, Maroochydore. Crews must familiarise themselves with
Article 15 (emergency procedures and yellow flags) and the operation of the Rally Safe
equipment (refer 11.7 for Rally Safe website) before this briefing.
8.2
All drivers and co-drivers will be required to attend and must be in attendance by 1830hrs.
Non-attendance will result in a report to the Stewards of the Meeting with a recommendation
that a penalty be imposed.
ARTICLE 9 - RECONNAISSANCE
9.1
Crews will be issued with a pass covering each stage and valid for two (2) passages over the
course. This pass must be presented to and endorsed by an official at the start of each Special
Stage during reconnaissance. It is a condition of entry that each crew must complete at least
one run over each special stage during reconnaissance. Failure to do so may result in a report
to the stewards.
9.2
Each reconnaissance vehicle will be provided with a number to be placed on the top left corner
of the front windscreen and the top right corner of the rear-facing window for the purposes of
identification. These numbers must be affixed to the vehicle for the entire duration of
reconnaissance.
9.3
The maximum speed limit applicable on all special stages and other unsealed roads during
reconnaissance shall be 60kmh and all crews are required to strictly adhere to this limit.
Under NO circumstances are crews to travel in the opposite direction to the set course.
9.4
The speed of the vehicles being used for reconnaissance will be monitored by Officials using
Speed Cameras and Radar guns. If a vehicle is deemed to be exceeding the speed limit, a
sign bearing the words “STOP” will be raised. Drivers MUST stop and report to the Official.
9.5
During reconnaissance, roads WILL NOT be closed and crews are advised that they DO NOT
have priority over other road users. Members of the public may also be using these roads
and may be travelling in opposing directions.
9.6
Crews are also advised that the Road Traffic Act will remain in effect for the duration of
reconnaissance and that all road rules must be observed (e.g. complying with advisory signs,
obeying speed limits imposed and keeping to the left). Officials will be on course to police
these regulations.

protection, safety equipment and internal navigational aids are permitted.

The carrying of radar detectors in the vehicle during reconnaissance is prohibited.

The tyres to be used are to have a maximum groove width and depth of 8mm and no other
opening in the tread may be greater than 12mm. (worn rally tyres are not to be used) Tyres
marked M+S having a non-aggressive tread pattern may be used, but only after a written
application by a competitor has been approved by the Clerk of Course or his representative.
ARTICLE 10 - VEHICLE ADVERTISING
10.1
Those competitors who have paid the Entry Fee accepting advertising proposed by the
Organisers will be supplied with the additional sponsor signage. This signage must be affixed
in area G as per the diagram in Appendix I.

11.3
Road Books, Service Instructions, Door Panels and Organiser’s Advertising will be available
for collection upon completion of documentation. The Windscreen Number will be provided at
Scrutiny.
11.4
At the ARC Technical Manager’s discretion, drivers registered for the ARC may present a
signed Certificate of Technical Conformity. The vehicle will then be subject to random
checks.
All other competitors must present their vehicles for scrutiny & turbo scrutiny at the Cricks
Subaru, 88 Sugar Road Maroochydore on Thursday 16 June between 1800hrs and
2300hrs or on Friday 17th June between 0900hrs and 1400hrs according to a schedule
to be published in a Bulletin.
A penalty of $5.00 per minute will apply for any lateness.
Qld 2WD, Qld Classic, QRC, and Qld Clubman competitors will be scrutineered at SR
Automotive, 51 Beach St, Kippa-Ring on Sunday 12 June between 1000 and
1400hrs.
Drivers in the QRC & Clubman components of the event are permitted to undergo regional
scrutiny following confirmation with the Chief Scrutineer. All QRC or other State competitors
that have not been scrutineered at SR Automotive or regionally, must present their vehicles
for scrutiny (including turbo scrutiny) at Cricks Subaru, Maroochydore 88 Sugar Road
Maroochydore on Friday 17 June between 0900 and 1400 hrs.
Vehicles required to attend Shakedown/VIP Rides on Friday are to present for scrutiny on
Thursday.
11.5
Competitors are advised that any in-car video or moving film cameras must be installed in
the vehicle prior to scrutineering so that the camera and its mounting can be inspected.
11.6
Following the final control of the rally those vehicles selected for post event scrutiny plus
any others nominated by the Stewards will proceed to Main Campus, Mary Valley State College
via George Street Imbil. All teams are to provide vehicle stands and car jacks when delivering
their team cars to post-event scrutineering.

All competitors must make provision in their competition vehicle for the RallySafe GPS and
tracking system. Installation instructions will be available on www.rally.com.au and in the
Rally Guide.
RallySafe wiring loom, antennas and mounting kit can be Purchased for $175.00 (plus GST

The RallySafe GPS units and tracking systems will be available at Scrutineering
The correct functioning and installation of the equipment will be checked at scrutineering.
Any misuse of the equipment will result in the competitor being reported to the Stewards of
the Meeting who may impose penalties that may go as far as exclusion.
Should a competitor retire, they must return the tracking unit and associated cables to
RallySafe office in Service Park as soon as possible. The tracking units may have to be
removed from the rally cars at the final Parc Fermé, therefore cars should be left unlocked.
RUNNING OF THE RALLY
ARTICLE 12 - RUNNING OF THE RALLY
12.1
A ceremonial start in which all crews & their vehicles must participate, will be held on
Friday 17 June, from 1630hrs
The organisers will locate a staging area which is not considered a parc fermé in Black
Swan Park, Cotton Tree Parade, Maroochydore prior to the ceremonial start. It is
the competitor’s responsibility to ensure that their vehicle is placed in this staging area at
their due time between 1630hrs and 1700hrs on Friday 17 June, 2016. Each
competitor’s due time will be published in a Bulletin.
A penalty of $5.00 per minute will apply for lateness.
It is not necessary that a member of the crew be the person who places the vehicle in the
staging area. A map of the location and directions will be provided with the road books.
Any Competitor whose vehicle does not report the staging area by 1700hrs will be
subject to a penalty of $500 unless prior approval has been granted by the Clerk of
Course.
All crews are required to be in attendance in the Staging Area in their driving suits from
1700hrs.
12.2
The Start Ceremony will be held in seeded order. There will be no fixed intervals
between each car and no time card will be issued.
12.3
Following the Ceremonial Start crews are not required to place their vehicles in a parc
fermé and are free to work on their vehicles if required.
12.4
The Start of the Rally will be at 0800hrs (1st APRC car) on Saturday 18 June, from the
Out control from the Globe Roamer Service Park in Imbil. Crews must report to this
control in accordance with the Official Start List.
12.5
Cars will start Heat 1 Section 1 at 2-minute intervals. All other Sections will start at 2
minute intervals.
12.6
The running order for the rally will be APRC crews first, followed by ARC & Classic crews
followed by Qld then Clubman.
12.7
Provisional Results will be published on the Official Notice Board at the Event
Headquarters, Maroochy Waterfront Hotel, David Low Way, Diddillibah on Sunday

19 June 2016 at 1900hrs. These results will become Final 30-minutes after posting
subject to no protests being received.
ARTICLE 13 - CONTROLS AND PARC FERME
13.1
Crews may book in early at the following controls without penalty: TC8D, TC16C.
13.2
Flexi-service will apply at the end of Heat 1. At the Time Control at the entry to this Service
Park (TC8A) each crew will have the option of (a) proceeding directly into service or (b)
placing their car in an adjacent parc fermé from which their car may be removed at any
time within 1-hour of the arrival at the TC. If the car is not removed within the 1-hour
period, the time of entry into the Service Park will be deemed to be 1-hour after the time
at which the car was booked into TC8A.
13.3
Crews who withdraw from the rally must complete the form at the back of the Road Book,
‘Notification of Withdrawal from Rally’ and submit it to a CRO, Sweep Vehicle or a Control
Official.
When completing the form, you MUST indicate if you are withdrawing from the Event
altogether or if you are re-joining.
Any competitor who withdraws from a Leg and fails to notify a CRO, Sweep Vehicle or
Control official prior to the next Stewards meeting of their intent to re-join will not be
included in the Start List for the next Heat.
MISCELLANEOUS
ARTICLE 14
INSURANCE
Crews involved in accidents resulting in property damage are advised that they may be
required to pay up to the first $5,000 of any claim to rectify such property damage. Refer
Appendix I of the CAMS Manual of Motor Sport for further details regarding insurance
cover.
ARTICLE 15 - EMERGENCY PROCEDURES/YELLOW FLAGS
Crews should refer to the page in the front of the roadbook which details the action which
must be to taken in the event of an accident, stopped vehicle on a special stage or if
yellow flags are displayed on the course. Failure to adhere to these requirements will be
reported to the Stewards of the Meeting for consideration of exclusion or other penalty.
A copy of the SOS/OK sign (minimum size A3) is required to be carried in the vehicle at
all times. Those crews who require a laminated version may purchase one at
documentation at a cost of $5.
ARTICLE 16 – ALCOHOL, DRUGS AND OTHER SUBSTANCES
Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by
another ASN) may be tested for the presence of drugs (or other banned substances) and
subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy
and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS
website. Consumption of alcohol in the paddock, pits or any section of the competition
venue/course under the control of the Officials is forbidden until all competition is concluded
each day. Accordingly, any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or
equivalent licence issued by another ASN) may also be tested for the presence of alcohol
by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard
Operating Procedure for Breath Alcohol Testing.

ARTICLE 17 –SHAKEDOWN & VIP RIDE DAY
All registered ARC competitors must attend the VIP Ride Day on Friday 17 June.
All other invited crews must attend the VIP Ride Day at the later times shown below:





0900 - Compulsory Briefing (ARC crews) – location TBA
0930 - 2 Shakedown runs with Driver and Co-Driver only in the car.
1030 VIP rides - Series sponsors – ARC crews
1100 VIP rides - Organisers sponsors – Other Invited Crews
1200 VIP Rides finish
Each vehicle taking part must have the event rally plates/numbers and other event
signage affixed prior to the commencement of VIP Rides.
Each passenger will be required to register and sign the compulsory disclaimer before riding
in a competition vehicle. No team may place a passenger in a competition vehicle without
the permission of the Organisers.
ARTICLE 18 - PROTESTS
Protests, if any, must be lodged in accordance with Part XII of the NCR and the 2016 ARC
Regulations.
ARTICLE 19 - POSTPONEMENT, ABANDONMENT OR CANCELLATION
The event may be abandoned, postponed or cancelled for reasons of force majeure in
accordance with NCR 59.
ARTICLE 20 - COPYRIGHT
20.1
Video & Film
It is a condition of entry that vision taken by competitors from competing vehicles using
in-car video or moving film cameras may not be used for commercial use or broadcast, or
used for transmission without the specific approval of the Organisers, which shall not be
unreasonably withheld.
Further to this, any such vision shall be made available to the Organisers on request at no
charge, who shall be able to use such video, film and moving images for any purpose
whatsoever without any payment or encumbrance.
Competitors also note that it is a mandatory requirement to accept the fitting of an in car
dashboard mounted event sponsor decal for the duration of the event.
A UAV (unmanned aerial vehicle - commonly referred to as a drone) may only be used at
an Event with the permission of the Organiser and otherwise in accordance with the
following:

applicable law;

CAMS rules, policies and procedures;

CAMS Media Guidelines (available in the CAMS Media Accreditation Policy,

available at www.cams.com.au); and

any direction issued by an Official.
Note: To the extent of any inconsistency, the higher standard shall prevail.
20.2
On Board Camera
The organisers reserve the right to fit an in-car camera to any competitor’s vehicle at the
organisers’ sole discretion.

ARTICLE 21 – RALLYSAFE - OVERTAKING
Any crew intending to overtake another moving car during a Special Stage must push the
Pass button on the RallySafe unit. If the car to be overtaken is within 300m it will receive
a message that another car wishes to overtake them and the crew of this vehicle must
then allow the other vehicle to pass at the first safe opportunity. Any refusal to allow
another car to overtake will be considered to be a breach of NRC Art 5.9.
Transmission of send/receive of overtaking messages are logged in both vehicles. These
will be available to the Clerk of Course and to the Stewards of the Meeting in
consideration of any penalty for failure to allow the vehicle to overtake.
