Purpose
People credited with this unit standard are able to: identify the
requirements for entry to a restricted area in an electricity
supply environment; demonstrate knowledge on an electricity
supply site of health and safety requirements and procedures
pertaining to a restricted area; demonstrate knowledge of the
principles and purpose of on-site workplace practices as they
apply to restricted area entry in an electricity supply
environment; enter and exit a restricted electricity supply area;
demonstrate knowledge of on-site emergency procedures in a
restricted area; in accordance with industry requirements.

Explanatory notes

This unit standard is intended for, but not restricted to, workplace assessment. The
range statements across the assessment standard can be applied according to
industry specific equipment, procedures, and processes.

Safety of personnel and plant must be a priority throughout the assessment. If the
safety requirements are not met the assessment must stop.

There must be evidence of understanding the principles and purpose of safe work
practices and performance and outcomes and evidence requirements must comply
with all current legislation, especially the Electricity Act 1992 (and any amendments),
and any regulations and codes of practice recognised under that statute; the Health
and Safety in Employment Act 1992 (and any amendments), and the Resource
Management Act 1991. Electricity supply industry codes of practice and documented
industry procedures include the current version of the Safety Manual – Electricity
Industry (SM-EI) (Wellington: Electricity Engineers’ Association), and occupational
safety and health codes of practice. A full list of current legislation and industry

Industry requirements include all asset owner requirements; manufacturers’
specifications; and enterprise requirements which cover the documented workplace
policies, procedures, specifications, business, and quality management requirements
relevant to the workplace in which assessment is carried out.

Practical exercises should be used for assessment wherever possible.
Outcomes and evidence requirements
Outcome 1
Identify the requirements for entry to a restricted area in an electricity supply environment.
Evidence requirements
1.1
Site entry and exit procedures are explained in terms of restricted areas, and
the requirements for undertaking the work.
1.2
Responsibilities of employees when entering areas are described.
Range
1.3
includes but is not limited to – entry log for personnel and
equipment, site security, supervision of visitors, personal
protective equipment requirements.
Potential hazards are described.
Range
may include but is not limited to – in-service plant and equipment,
environmental hazards, physical structures, equipment in distress.
A minimum of three examples required.
Outcome 2
Demonstrate knowledge on an electricity supply site of health and safety requirements and
procedures pertaining to a restricted area.
Evidence requirements
2.1
A process for identifying , reporting and managing hazards in restricted areas in
a workplace is explained.
2.2
Workplace health and safety procedures are identified, described and complied
with as appropriate to the area.
Range
may include but is not limited to procedures relating to –
machinery; noise; handling and storage of hazardous substances
such as – carbon dioxide (CO2), sulphur-hexafluoride gas (SF6),
hydrogen (H2), emergency procedures, site security, working on
site.
Evidence is required for two in the range.

Outcome 3
Demonstrate knowledge of on-site workplace practices as they apply to restricted area
entry in an electricity supply environment.
Evidence requirements
3.1
Knowledge is demonstrated of the requirement for minimum approach
distances for work on or near electrical equipment.
Range
3.2
Knowledge is demonstrated of rules and specifications for special work
locations.

3.3

work position movements; when using vehicles, vehicle aerials,
ladders and mobile plants.

to flooding by gas or water, heights.
Evidence is required for two locations.
Knowledge is demonstrated of requirements for entry to access permit and test
permit areas.

Outcome 4
Demonstrate an entry and exit of a restricted area in an electricity supply workplace under
supervision.
Evidence requirements
4.1
A restricted area is entered safely.
4.2
A restricted area is exited safely.
Outcome 5
Demonstrate knowledge of on-site emergency procedures in a restricted area.
Evidence requirements
5.1
Emergency procedures to be followed on hearing the emergency siren/alarm
sound are identified.
Range
assembly areas, escape routes, roles and responsibilities.
5.2
Knowledge is demonstrated of the correct type of fire fighting equipment for
area and hazard.
5.3
Accident/incident reporting procedures are identified and forms are located.
