BOX 10 WELLINGTON, CO 80549 (970) 568-3232 AUTOMATIC FIRE ALARM SYSTEMS A permit and plan review is required for the installation of all fire alarm component and systems. The installation and maintenance of fire alarm systems shall be in accordance with IFC, National Fire Alarm Code, N.F.P.A. 72, and Article 760 of the National Electric Code, N.F.P.A. 70. The following is required for every required and non-required fire alarm system installation, system extension, or system modification. 1. Plans and Specifications. Two copies of complete plans and one set of specifications for the fire alarm system shall be submitted for the review and approval by Wellington Fire Protection District prior to system installation. After review, one copy is required to be kept at the job site for the installing contractor. The plans shall include, but not be limited to, the following: • • • • • 2. 3. 4. 5. 6. 7. Architectural floor plan indicating room names and/or use, Location of all alarm initiating rooms and alarm signaling devices, Alarm control and trouble signaling equipment, Annunciation, power connection, battery calculation, including voltage drop calculations, Wiring types and sizes System Design. Fire alarm systems, automatic fire detectors, emergency voice alarm communication systems and notification devices shall be designed, installed and maintained in accordance with the National Fire Alarm Code, N.F.P.A. 72 and the National Electric Code N.F.P.A. 70. Equipment. Cut sheets are required with the submittal for all components and equipment which make up the system. Systems and components shall be U.L. listed and approved for their intended use and for which they are installed. All circuits are required to be supervised. Acceptance Test. Upon completion of the installation, a satisfactory test of the entire system, including the communicator (DACT), shall be made in the presence of the Fire Marshal or Fire Department Representative. All functions of the system or alteration shall be tested. Certification. The installing contractor/vendor shall provide written certification to Wellington Fire Protection District Fire Prevention Bureau that the system has been installed in accordance with the approved plans and specifications. Location and Security. The fire alarm control panel (FACP) is required by Wellington Fire Protection District Fire Prevention Bureau to be located at the front door or lobby of the building for firefighter safety. Building access keys and keys to all fire equipment shall be maintained in a Knox Box, with a list of responsible parties posted at the FACP. (See Knox Box policy). Instruction. Written operating instructions shall be posted on the (FACP). 8. 9. 10. 11. 12. Monitoring Equipment. When a fire alarm is monitored, it shall be done by a U.L. listed Central Station; and doing business within the State of Colorado. The monitoring equipment shall be commercial-grade and listed for fire service. A digital alarm communicator transmitter is required to have two separate means (phone lines) of signal transmission at the protected premises. The monitoring company shall be identified at the time of plan submittal or plans will not be approved until the monitoring company is identified. Duct Detectors. Duct detectors are required in accordance with N.F.P.A. 90A. They are required to go into the “alarm” condition and shut down the RTU unit. They are not required to be tied in to the fire alarm panel; however, if they are tied to the fire alarm panel they will annunciate a supervisory signal at a constantly attended location. Equipment Location. Communicators (DACT) shall be located in the Electrical or Phone Room. Annunciators shall not be allowed unless identical controls as those of the fire alarm panel are provided at the front location. Reset Codes. If a keypad is used which would require a code to reset it, this panel shall reset with a universal fire department code of 1,2,3,4. Maintenance Contract. Prior to final approval of the fire alarm system, proof of a maintenance contract shall be submitted to Wellington Fire Protection District Fire Prevention Bureau. This contract shall include a performance clause requiring the contractor to respond when requested by either the system owner or Wellington Fire Department Fire Marshal or Representative: • 4-hr response to any fire alarm condition by the fire alarm contractor, and/or • 24-hr response to any trouble signal. Elevator Lobby Smoke Detector Function and Operation • • • • This device is required by UBC3003 and the Elevator Code. This device does not provide area-wide coverage, as a corridor smoke detector is designed to do. The function of the elevator lobby smoke detector is to initiate elevator recall service only. There-fore, his device shall be tied to the FACP and only initiate a supervisory signal when this device has latched in “alarm.” NOTE: The heat detector required to be located in the elevator machine room by the Elevator Code is only required to shunt the power to the elevator equipment, prior to activation of the required sprinklered building. There-fore, the Building shall not be in an “alarm” condition causing evacuation of the tenants, when any of the of the following devices latch in the “alarm” condition at the device: 1. all duct smoke detectors 2. all elevator lobby smoke detectors 3. any heat detectors used to shunt power These devices shall initiate a “supervisory” signal at the FACP which prompts someone on the premises to investigate the condition.
