Professor Mehmet Haberal describes how
Başkent University received its name
“THEN, IT IS BAŞKENT”
İsmet Sezgin, the Minister of Internal Affairs at the time, had been diagnosed
with a kidney stone and scheduled for surgery at the Gülhane Military Medical
Academy Hospital.
It was May 4, 1993. Together with my mentor
Professor İhsan Doğramacı, we went to the
Gülhane Military Medical Academy Hospital to
accompany Minister İsmet Sezgin during his surgery.

The operation went on smoothly, without any
complications. Afterwards, Professor Doğramacı and
I started talking about current health issues in the
country and possible solutions when suddenly he
said: “Why don’t you establish a new university?”
His comment caught me by surprise. The idea of
establishing a new university had been on my mind
for a long time, and I had started working on the
project. I told Professor Doğramacı that the paper
work had almost been done and completed; I was
ready to submit the file for application. As we were
walking to his car, he said: “Let’s go to my office.”
As a surgeon, as a man of science, and as a citizen of
the Turkish Republic, it is my primary duty to express
my gratitude to Professor Doğramacı and honour
the memory of this great man, not only because,
by establishing Hacettepe University back in 1967,
he had accomplished a significant breakthrough in
the field of medicine in Turkey and, by establishing
Bilkent University in 1986, led the path for the
“Sir, I would like you to name my new university,” I said to
Professor Doğramacı.
That was the very day Başkent University got its name.
We went to Professor Doğramacı’s office in the Bilkent
University Library. He immediately summoned the
University’s legal adviser and asked her to prepare
the documents needed for the establishment of a
foundation university. Then he turned to me and
asked another question: “What is the name going to
be?” When I told him that I hadn’t thought of a name
yet, he suggested the name “Haberal”. I remember
responding to it without hesitation: “Sir, why doesn’t
Bilkent University bear the name ‘Doğramacı’?”
Without waiting for his answer, I added: “Whatever
name you see fit will be the name of my university.”
Professor Doğramacı thought for a while and then
said: “Then, it is ‘Başkent’.”

From The Founding President
The journey which led us to the establishment of
Başkent University, had started with the Turkish
Transplant and Burns Treatment Foundation
established in 1980, and continued with the first
dialysis center coming into operation on March 12,
1982. After the foundation of the first hospital on
September 16, 1985, we launched Başkent University
in 1994, for the purposes of educating individuals who
stand bound to Atatürk’s principles, embrace science
as their guide, have a national consciousness, possess
an inquisitive, productive, analyzing and integrative
frame of mind, are creative and innovative, and
respect human rights and nature. Perseverance, selfsacrifice and confidence have enabled us to make an
impressive progress in a short period of time. Başkent
University provides services through its employees
and facilities according to “The week is 7 days, a day is
24 hours” principle with an aim to offer a high quality
service.
Currently, Başkent University consists of various
faculties and schools, namely Faculty of Medicine,
Faculty of Commercial Sciences, Faculty of
Communications, Faculty of Dentistry, Faculty of
Economics and Administrative Sciences, Faculty of
Education, Faculty of Engineering, Faculty of Fine Arts,
Design and Architecture, Faculty of Health Sciences,
Faculty of Law, Faculty of Science and Letters, a state
conservatoire, seven institutes, six vocational high
schools and two private high schools. The university
also boasts hotels for practical training, a TV channel
as well as a radio channel that has a capacity to
broadcast globally, an academic orchestra, various
health institutions and organizations throughout
Turkey that provide, after the Ministry of Health,
largest patient services in the country.
The University welcomes the students with a lively
life on the campus, where the construction of the
buildings began in 1995 and which has become
more dynamic with other facilities added since then.
Başkent University’s technological infrastructure,
high tech medical equipments, and dynamic and fully
qualified academic staff have made the University
a more successful higher education institution. All
of our university’s resources are being used to their
fullest capacity in finding ways to help improve the
problem areas of our country, which are health,
education and communication.
I would, on behalf of the Başkent University family,
like to welcome you who have chosen to partake in
this team and wish you good luck with your studies as
well as new cultural experiences.

In order to fulfile the need for well-qualified
universities in our country, our founding president
Prof. Dr. Mehmet Haberal established Başkent
University by combining 30 years of hard work and
devotion with a great vision. By founding Başkent
University, Prof. Dr. Mehmet Haberal who is at the
pinnacle of achievement among the elite cadre of
general surgeons in the world, has launched a great
system for the purpose of serving his country and his
nation.
Our students are able to learn more than one foreign
language, take art lessons and improve their selfesteem through “student based practices”. Moreover
they have the privilege to receive education from
nearly 1500 institutions that have the highest
number of international publication capacity. Besides
providing opportunities for attaining a double major
or an additional minor degree, Başkent University
has entered into collaborative projects and exchange
programs with many universities abroad in order to
enhance the enrichment and quality of teaching and
research programmes. Başkent University is the first
university in Turkey, which has been certified by an
International Organization for Standardization –ISOdocumentation.
Başkent University has 9000 employees and nearly
10.000 students. It also has many distinctive features
and significant areas of competence that differentiate
it from other higher education institutions. As stated
by our founding President, one of the most important
features of our university is its policy of foreign
language learning. Although our university’s language
of instruction is Turkish, English is a mandatory part
of the curricula. Our aim is to equip our students
with a high command of English needed in their
future professions. All services, except banking and
transportation, are being provided and owned by the
university.
As a leading university, Başkent is committed to
continuous quality improvement and also contribute
to the improvement of technological, socio-economic
and cultural aspects of Turkish society. As the academic
staff, employees and students of the “Başkent Family”,
we are inspired by Professor Mehmet Haberal’s great
vision of becoming an internationally recognized
university which has a high level of competition
capacity, and carry on our activities by preserving and
improving our high standards of learning and success.

The Music section, with the support of our founding
President Prof. Mehmet Haberal, was founded as a
department of Music within the Faculty of Fine Arts
in 2003 and in order to further its activities it became
a State Conservatory in 2006.
Başkent University State Conservatory has two
departments: The Department of Stage Arts and The
Department of Music. The aim of the education is to

train composers-theorists and performer artists.
Department of Music students receive education
in the fields of composition, theory of music and
performing under the supervision of fulltime Inst.s
and artists of Turkey who work in important art
organizations. Our students are eligible to work in art
organizations as performers after the completion of
their studies in license and master degree programs

on performing. Theory and composition students
carry on their studies in composing and are eligible
to work as theorist Inst.s in music schools.
Stage Arts Department offers programs in the fields
of Opera and Popular Music Singing. These students
get a chance to study with important performers of
Turkey and following their graduation, can work as
performers in professional art organizations as well.
Successful students are given the opportunity to
go to European countries to study through student
exchange programmes.
Our education programme also includes Certificate
Programs together with License and Master Degrees.
People from all ages get the chance to study Music
Theory and Performance within our facilities. These
certificate programs do not only serve people who
take music as a hobby but also those who want to
study music to become a musician as well.
Another important body under the conservatory is
the Orchestra Academic Baskent which is Ankara’s
first professional string chamber orchestra.
Orchestra Academic Baskent as a very successful
orchestra, performs both in Turkey and abroad and
hosts distinguished artists as soloists and conductors
from all over the World.

Baskent University Faculty of Dentistry was founded
in 1999. The faculty has been administering postgraduate education and clinical service from that
year on. Undergraduate education has started with
a 30 student quota in 2006.
Dental education is comprised of a 5 years education program, where the first 3 years consists of
pre-clinical courses which are followed by 2 years
of clinical training. Preclinical courses involves basic
medical sciences and dental courses. The language
of education is Turkish. As a part of individual training at preclinical level, all students are trained on
patient simulators under the supervision of faculty
members. Each student has the chance to follow the
practical demonstrations from monitors placed before them. In adition to the theoretical courses, 4th

and 5th year students are trained in Prosthodontics,
Periodontology, Pedodontics, Orthodontics, Restorative Dentistry, Endodontics, Oral and Maxillofacial
Radiology and Oral and Maxillofacial Surgery clinics
again under the supervision of faculty members.
Currently, there are ongoing 4 years PhD programs
for postgraduate education in all departments of
the faculty. The first two years of the PhD programs

consist of both theoretical and clinical courses and
the final two years consist of the students’ thesis
and clinical practice. The students find the opportunity for research and are able to use the animal and
research laboratory of the university.

Prof. Dr. Mehmet HABERAL, the founding president
of Başkent University, who brought in several
institutions to Turkey by inspiring and enlightening
the country at the universal level in the areas of
science, education and services, founded the first
Faculty of Education among Turkish foundation
universities in 2000 trusting that education is in the
key position in paving Turkey’s way to advancement
in the twenty first century. Our faculty inaugurated
in the academic year of 2000-2001.
with the achievements put in practice, solutions
provided for educational problems, ongoing projects
and graduates. Our principal philosophy is, to create
an integrative structure in education to establish an
educational system that will improve the culture
of life and economics, create awareness, carry our
society to universal values through uniting it with
its own cultural repertory and pave the way for
authentic breakthroughs in the way Great Leader
Atatürk has pointed.
Our faculty consists of seven departments and nine

In this respect, to improve our education system,
our faculty always takes part within national and
international scientific studies, organizations, and
projects, keeps track of novelties and advancements,
carries out research constantly, transmits its
achievements to students, corporations and to the
society, and makes use of the results it gets for
institutional development. These processes make up
the very chief characteristic feature and difference
of our faculty among other faculties.
Our Faculty proved its place in a very short time
among the pioneering institutions in the country

Although the medium of instruction in our faculty
is Turkish, our students graduate with a salient
level of foreign language competency. After a
year of preparatory education at the Department
of Basic English, students are offered vocational
English courses within the undergraduate programs.
Students also have the opportunity to learn several
different foreign languages in university’s Centre for
Language Studies.

In order to ensure the integration of technology into
education and to develop and make the applications
of distance education and e-learning prevalent, a
fully equipped Instructional Technologies Application
and Development Laboratory is operating in our
faculty. Besides, there exist computer laboratories
that students use actively, technology classrooms,
a science classroom, an arts workshop, and a music
and performative arts room are all used efficiently.

Başkent University Faculty of Education trains
prospective teachers who attach high importance
to doing research and improving the self upon a
solid vision and who acquire scientific manners
and abilities at the universal level. Graduates of
our faculty take responsibility on the education

arts, literature, and culture and they have a high
opinion of national values and culture and of Turkish
language which is the highest symbol of Turkish

Established in 1994, the Faculty of Science
and Letters consists of four departments: the
Department of American Culture and Literature,
the Department of Turkish Language and Literature,
the Department of Statistics and Computer Sciences
and the Department of Psychology. The Department
of Psychology, recently established, will start its
undergraduate programme as soon as official
procedures are completed.
The Faculty of Science and Letters has two computer
laboratories and one visual laboratory, all of which
are equipped with high speed internet and modern
technology. All of the computers at the Faculty are
supported by a high speed Local Area Network

With our fully-qualified academic staff, we aim
to train self-confident, outgoing and creative

out their responsibilities for society efficiently and
successfully.
The curricula of our departments, including both
compulsory and elective courses, are in line with
international accreditation agencies and are
updated regularly to keep up with new academic
developments. In order to be actively involved in
academic innovations, our Faculty attaches great
importance to its contacts with several outstanding
universities, both at home and abroad.
Students are encouraged to learn foreign languages
and to keep up with new developments in information
technologies. They also have the opportunity to take
elective courses from other departments.
Students have the opportunity to spend an
academic year at a European university by applying
to the ERASMUS Student Exchange programme. In
addition to this, volunteer students can take part in
national and international projects conducted by our
departments in order to obtain experience in their
chosen fields.
Among the academic activities organized by our
departments are student seminars, national and
international student conferences, research paper

based on film presentation, drama, and various

Baskent University Faculty of Fine Arts, Design and
Architecture is an educational institution which was
founded to bring a new perspective to cultural and
artistry movements and to provide the world of
design with unique inventions.
Our faculty has its basis on our great leader Atatürk’s
well-known words: “Culture is the fundamental
component of Turkish Republic.” Our philosophy is
to unify our cultural background with modern and
universal art, to carry out research in pursuit of new
findings in the field and to put forward novice designs
that come out as a combination of technology and
art.
Department of Visual Arts and Design, Graphic
Design Program
The aim of the Graphic Design Licence Program; is
to educate creative individuals who can express the
feelings visually on printed or/and digital media by
using graphics and images. While the Program is
giving basic and improved technical, technological
and critical thinking strategies, which will be useful
in graphic design, to the students, it also provides
students to have an ethic, social and environmental
point of view. The program encourages students
to develop ideas in the imagination, sensitivity

and research periods individually and also by
cooperation.
Department of Interior Architecture and
Environmental Design
The 4-year undergraduate degree program structures
itself around contemporary approaches related
with the aspects of function, aesthetic, technology,
production, organization, and management. The
outstanding difference of the under-graduate
program is: to discuss Interior Architecture and
Environmental Design around contemporary
phenomenas- like function, aesthetic, technique,
technology, economic, production, organization- and
to carry these discussions to the artistic and scientific
outcomes and to stimulate critical and creational
way of thinking in order to develop contemporary
artistic and scientific methods; and to practice these
methods in future-oriented designs, and also in
conservationist designs to preserve and re-use our
cultural and architectural heritage.

Başkent University Faculty of Law was opened
in 1997-1998 academic year. Although there is a
great demand in Turkey for law schools, in order
to promote excellence in education and attract
students of high quality, enrollment is limited to 150
students. Twenty-five of these students will receive
scholarships through the Student Placement Exam.

The medium of instruction is Turkish; however, to
operate in the field of international law, students must
have mastered English. Therefore, if their English is
not satisfactory upon admission, they will attend the
School of English Language. The legal curriculum
includes additional English language courses so that
students may expand their professional vocabulary

in four academic years. As modern education in
law entails knowledge of economics, management,
accounting and international law, electives will also
be available in these areas. Our Faculty is the first
faculty in Turkey, which includes a “moot court”
where students will debate topics of interest.
As in all educational programs, the quality of the
teaching staff is of primary importance. Our faculty
includes Inst.s widely recognized in the field of law.
Under these circumstances, our faculty aims to give
a high level of law education with the knowledge of

at least one foreign language, broad culture, good
computer skills and the ability of using economic

Citizens of Ankara whose age are over thirty are
very well aware of the stony, treeless and sandy
environment of Bağlıca Campus. Prof. Dr. Mehmet
Haberal, our founding President, once in a while used
to regurgitate troubles and difficulties encountered
while vitalizing the barren land. However, he used
to share out with great pleasure the created work
during the graduation ceremony called “render
account” days.
Because the Faculty of Economics and Administrative
Sciences is one of the early establishments of Bağlıca
Campus, special attention is given then.

With its educational programs and curriculum and
also with the emphasis placed on foreign language,
our Faculty served as a “source of inspiration” to the
other faculties that were established later.
The Faculty that started enrollment in 1995 now has
five departments, namely: Management, Economics,
Political Science and International Relations,
Tourism Management, Technology and Knowledge
Management.

is one of our prime objectives to teach our students a

foreign language since our establishment. By offering
Professional English courses that are available in our
curriculum and by using course materials in English,
we ensure our graduates to have good command of
English. Although the date of our first graduates is
quite recent, they are among the top rank in Civil
Servants Language Exam.
The main objective of our Faculty is to prepare
students for the global community of the future by
equipping them with qualitative and quantitative
techniques. There is no doubt Turkey will have a
great need to those young people who are faithful
to the principles and revolutions of Atatürk.
Our Faculty also makes important contributions
to postgraduate education by taking part in the
design and implementation of master and doctorate
programs that are successfully carried on within the
University.
Our students have the option to continue their
education in foreign universities based on the
prevailing agreements. Thus they are enabled to fit
the global environment and make acquaintance with
other cultures.

The primary goal of the education and research
activities of the Engineering Faculty is to graduate
our students as productive, analytic, and inductive
individuals. We strive for educating our students as
creative and innovative engineers, who are capable of
embracing the place and importance of engineering
in human life, environment, and technology with
complete respect to human mind. Furthermore,
our programs focus on developing characters with
the motivation and ability to question, investigate,
and research. Based on the fundamental principle
of Başkent University; “Science accumulates here
and disseminates from here,” our objective is to
contribute to the elevation of the technological,
socio-economical, and cultural level of the society,
to improve human health, and to spread social
services by means of training-education, research,
development, and scientific dissemination activities.
Education at the Faculty started with the
Department of Electrical and Electronics Engineering
in the 1996-97 academic year and kept expanding
with the opening of Computer Engineering and
Industrial Engineering Departments in 1998-99
and 1998-99 academic years, respectively. Our
Faculty, which continually bases its development
on rational principles, launched Turkey’s first
Biomedical Engineering Department in the 200001 academic year, with the foresighted proposal
of Prof. Dr. Mehmet Haberal, the founder and the
founding president of Başkent University. Finally, the

Department of Mechanical Engineering was opened
in the 2003-04 academic year.
As a requirement of the Başkent University policy
of steady improvement, academic programs of its
departments are updated according to the criteria of
the national and international accreditation boards.
Besides basic sciences, general engineering, and
profession-specific courses, social sciences, and fine
arts courses are also offered in every engineering
program, each semester.
Theoretical engineering courses are supported
with applications and experiments, which are
interactively carried out in small-groups in modern
laboratories, under the supervision of experienced
teaching staff. Teaching staff of the Faculty carry
out both theoretical and research projects with
national and international institutions, in particular
cooperation with the Scientific and Technological
Research Council of Turkey (TÜBİTAK) and the Turkish
Ministry of Industry, and they pay due importance
to university-industry relations. This experience and
the know-how pool are shared with our students in
the educational activities in order to prepare them
to real-life problems.
The entire staff of our Faculty pays utmost care
to student advisory and strives for supporting
education and social life of every student. ‘English

Preparatory’ principle of the Başkent University
applies to all programs of the Faculty in the
undergraduate curricula. Each student graduates
with sufficient knowledge of English in his/her field
of profession. In order to relate theory with practice
our students have to fulfill two summer internships

for 40 workdays after the 4th and 6th semesters.
In their senior year, every student in their 7th and
8th semesters carries out a senior graduation project
under the supervision of a dedicated faculty staff. Our
students during the course of their projects perform
their research particularly through a concerted full

exposure to the industry-university collaboration,
usually on a leading-edge technology platform
and knowledge base, which gets them prepared
to the real work environment. Some of the senior
graduation projects are realized with international
collaboration among universities and are supported
through grants from TUBİTAK. Completed projects
are presented to the industry at an exhibition
at the end of semester. Başkent University has
launched another primordial, namely to financially
support senior graduate projects at national and
international meetings. In the past, participating
student groups have won first and second places,
success awards and represented our university and
country successfully.
Our students can benefit from the Erasmus program,
which enables the exchange of students and
academic staff among the universities of European
Union member countries, during regular or summer
semesters, and they can gain foreign experience
during their university education.
In addition, Master of Science Programs in Computer
Engineering, Biomedical Engineering, Electrical and
Electronics Engineering, Industrial Engineering,
Quality Engineering, Mechanical Engineering,
Energy Engineering, and Doctorate Program in
Electric-Electronics Engineering are carried out by
the Graduate School of Natural and Applied Sciences
of Başkent University for a graduate degree.

FACULTY OF HEALTH SCIENCES
The Faculty of Health Sciences was established in
the academic year of 1999-2000 with the aim of
equipping graduates with hands-on experience of
their jobs as well as helping them gain the skills of
lifelong learning, research, teamwork and leadership,
all of which are regarded as the indispensable part of
a successful career in the field of healthcare. Taking
the vision of “quality and teamwork in healthcare”,
of Prof. Dr. Mehmet Haberal, the founder of Başkent
University, into account, the Faculty integrates the

be launched by various universities in Turkey.

In response to Turkey’s need for high quality
institutions of higher education, The Organ
Transplant and Burns Treatment Foundation which
has been in operation since 1980, made the decision
to turn its existing complexes into a university. In
1993, procedures were begun to establish Baskent
University, with the aid of the Haberal Education
Foundation. The University was officially founded by
the founder and the president, Professor Mehmet
Haberal on January 13,1994. Başkent University
Faculty of Medicine was established at the same year.
Although the postgraduate program was started in
1994, the undergraduate training was established
in the academic year of 1998-1999. Up to the end
of 2010 there are 261 graduates who are training
and working at different universities and different
hospitals of Turkey.
At Baskent University Faculty of Medicine the
number of full-time academic staff continuously
increased to provide a higher quality education to
students in small groups.
The language of education in our Faculty is Turkish.
However, medical English education is a mandatory
part of the curriculum.
High technology of medical equipment, significant
contributions to research, and dynamic academic
staff have made this Faculty a successful higher
medical institution.

Medical Sciences; Surgical Sciences; and Medical
Sciences. Each section is made up of departments

The goal of the Faculty of Commercial Sciences,
Baskent University, is to raise creative and solution
oriented individuals with entrepreneurial spirit who
can comprehend practices, necessities, and novelties
in the targeted economic sectors. Educational
programs or the departments in the Faculty of
Commercial Sciences are all 4 year undergraduate
programs.
The academic content of the programs is prepared
according to the expectations of the targeted
economic sectors. The educational programs of the
90
departments of Banking, Accounting and Financial
Management, Insurance and Risk Management,
International Trade, and Management and
Information Systems are conducted in close cooperation and co-ordination by all the departments.
Having completed successfully a common program
module for two academic years, all students follow
their own core program modules. Meanwhile, the
students in the Department of Tourism and Hotel
Management also take some essential courses
from the common module which is spread over the
academic years.

All educational programs are also supported by
the summer internship and on-the-job training
programs which are compulsory and carried out by
the co-operation of both the university and related
economic sectors. Learning foreign languages
and using computers as well as computer based
instructional technologies, which have important
roles in raising the personnel of the information age,
are the core components of all programs.
The instruction in the Faculty of Commercial Sciences
is in Turkish. However, every student has to be able to
follow any course module that is thought in English
as well as to use instructional sources in English if
necessary. Therefore, students are required to pass
an English proficiency exam. Otherwise they have to
complete a one year English preparatory program.
Additionally, in order to use English effectively in
their professional life, students are required to pass
the compulsory English Language courses that take
place in the four-year educational programs.

The objective of Başkent University, Vocational
School of Health Sciences is to educate and train
qualified healthcare technicians in order to meet the
demands of rapidly changing healthcare sector.
The vocational school offers nine different
programs: Operating Room Services, Anesthesia,
Dialysis, Physiotherapy, First Aid and Emergency
Care, Pathology Laboratory Techniques, Medical

Imaging Techniques, Elderly Care. Based on
modern approaches and up-to-date information,
our programs are run by experienced Inst.s in their
fields. The common medical, behavior sciences

In order to spread the community oriented facilities
in all over the country our founding President Prof.
Dr. Mehmet Haberal established, Adana Vocational
School of Health Sciences. Our Vocational School
had its first graduates by the support of its service
quality, value added students and the effort given to
education have assertive and successful graduates.
The vocational school offers four different programs:
First Aid and Emergency Care Program, Anesthesia
Program, Physiotherapy Program, Radiology
Program (Medical Imaging Techniques program)
Based on modern approaches and up-to-date

in our country, is growing and the importance of
vocational education, is increasing and intermediate
manpower is needed. To train educated and trained
man power in our school is a very important service
for our country.

most important investment is education. With
this awareness in our country, the international
harmonization in the field of health, the industry’s
expectations while maintaining standards of
professional competence and national guards, in
the field of knowledge, skills, the ability to practice,

successfully in teams are all important elements.

to train professional business people who can meet
the needs of the business sector.
The School offers two-year associate degree
programs. Scholarships are granted on the basis
of the Student Selection Examination grades and
scholastic performance.
Common features of the curriculum, besides
the programs equipping the students for their
specialization areas, are summer programs linked
with on-the-job training, second language education
commensurate with the requirements of students’
future professions.
All programs are designed to allow students to
proceed to a bachelor’s degree. Vocational School
of Social Sciences is a member of Leonardo da Vinci
Program via Başkent University’s Erasmus Charter.
Vocational programs in “Tourism and Hotel Services”
and “Office Management and Executive Assistance
Program” have been offered since 1995; “Tourism
and Traveling Services Program”, “Accounting
and Taxation Program”, “Radio and Television
Programming Program” and “Photography and
Videography Programs” have been offered since
2008. The school has a dynamic staff, small classes,

The vocational school has a two year education
program. In the first year, basic technical subjects
are covered; in the second year focused concepts

equipped with modern machinery and equipment.
A carefully managed balance of technical skills

Başkent University is aware of the fact that training
qualified teachers and education experts in Turkey
should be a high priority task of higher education
institutions. Therefore, The Institute of Educational
Sciences was established in 2002-2003 academic year
by admitting students to the Secondary Education
Field Teaching MA without Thesis Programme in
order to train teachers for the secondary schools
in different subject areas. Since then, 2700 teacher
candidates have graduated in the fields of Turkish
Language and Literature, History, Mathematics,
Physics, Chemistry and Biology from our Institute.
Moreover, Masters in Curriculum and Instruction
with/without Thesis Programmes and Masters in
Educational Administration and Supervision With/
Without Thesis Programmes have been offered in
order to train the necessary educational workforce
for the Ministry of National Education and other
educational organizations, and to train academicians
for universities. In addition, post-graduate courses

It is obvious that the impact, thus the significance, of
the European Union (EU) as a sui generis international
formation is increasing in the context of the new
balance of power that has emerged as a result of the
continuously changing dynamics of the international
system at the beginning of the twenty first century.
Currently, the enlarged EU is going through a process
of metamorphosis. Hence one of the determinants
of the Turkish foreign policy, the Western alliance, is
taking up new characteristics. On the other hand, the
Turkish foreign policy seems to be going through a
process of transformation with its regional leadership
claims and initiatives that emphasize Turkey’s bridge
position between Asia and Europe. In a context in
which the traditional distinctions between domestic
and international politics are blurred, power blocks
and polarized alliances have expired, and the
impact of multi-dimensional interdependencies is
increasingly felt, both of these transformations call
for an understanding and evaluation from a social
science perspective.
Başkent University, European Union and
International Relations Institute was established
to produce and disseminate knowledge about the
legal, political, economic and cultural aspects of the
European integration model. With its MA degree
in European Union program, the Institute aims at
educating visionary, active, dynamic and up-todate experts needed for producing a foreign policy
congruent with the changes and transformations
in the international sphere, and for facilitating the
adoption and protecting the interests of Turkey in

Başkent University Institute of Health Science (IHS)
was established in 1995 and was created from the
critical mass of health and health service researchers
who were part of the former medical and dentistry
faculty. The mission of the Institute is to benefit
the community through programs of research,
education, and professional practice that address
the health and health care needs of the community.
IHS intends to achieve this mission by creating a
vibrant research culture that provides staff with
the support and facilities required for the efficient
conduct of research into the need for, access to and
delivery of healthcare.All programs are planned to
train students who are sensitive to human and health
problems, accept the professional ethical standards
and abide by them, possess critical thinking skills
and continuous lifelong learning conscious, carry a
leadership role, detect problems and create solutions
for them. All curricula are varied and flexible. Based

Graduate school is a great opportunity for students to
explore more specific areas of study through research
and teaching. The decision to pursue postgraduate
studies is an exciting and challenging journey. Some
of the learning outcomes of a graduate level study
can be listed as follows:

Master’s education is a substantial, dynamic and
important part of graduate education, which through

The Doctor of Philosophy program is designed

degrees focus on fairly specific areas of study, usually
derived from topics studied during an undergraduate
degree.
The Institute of Science and Engineering started its
education in 1996, firstly with the master program
in Electrical and Electronics Engineering. Master
program in Computer Engineering (1997), master
program in Industrial Engineering (1998), doctorate
program in Electrical and Electronics Engineering
(1998), master program in Information Technologies
and System Management (2004), master program
in Biomedical Engineering (2004), master program
in Quality Engineering (2006), master program in
Mechanical Engineering (2007) and master program
in Energy Engineering (2008) followed this.

INSTITUTE OF SOCIAL SCIENCES
The Institute of Social Sciences, with the directives
of our founding president Prof. Mehmet Haberal,
launched its first graduate program in the field of
Business Administration in 1995-1996 academic
years.
Since then, our MBA program has remained as one
of the most popular, most prestigious programs our
Institute offers.
Over the years we have been very selective with
planning and opening new programs. We have
carefully studied the demands of related sectors
in order to offer the most appropriate graduate
programs to candidates. Our second program in the
field of Health Care Management (M.Sc) was started
in 1996-1997 academic year, and until 2000-2001
academic year no further programs were launched
by our Institute.
2000-2001 academic year was a turning point for the
Institute of Social Sciences with its new programs in
the fields of American Culture and Literature (MA),
Civil Law(MA), Public Law (MA), Economics (M.Sc)
and Management and Organizations (Ph.D).
Musicology (MA), Performance (MA), and
Composition (MA) programs were launched in 20032004 academic year.
In 2004-2005 academic year, The Law of Economics
(MA), Atatürk’s Principles and The History of Turkish
Revolution (MA), and Accounting and Finance (Ph.D)
programs were started.
The above programs were followed by accounting
and Finance (M.Sc) in 2006; Banking and Finance
(M.Sc), Classical Archaeology (MA), and Public
Relations and Publicity (MA) in 2007; News Speaking
and television Presenting (MA), Reporting (MA), and
Television Directing (MA) in 2008.
The Institute of Social Sciences offers 20 graduate
programs altogether and its number of graduates
has reached 640 over the years.
The Institute has based its philosophy of education
on high quality strategies and has formed its teaching
staff with well-known academicians in their fields of
study. That is one of the many reasons that make our
programs unique and distinguished. The programs
offered by our Institute are subject to continuous
development and improvement.

ENGLISH LANGUAGE DEPARTMENT
When Başkent University was established, our
founding president Prof. Mehmet Haberal defined
one of its missions as “The medium of instruction of
the university is Turkish but English is a compulsory
component of education for all.”
In line with this mission, the English Language
Department of Başkent University aims to ensure that
graduates of all academic and vocational programs of
Başkent University

Başkent University are equipped with English language
skills which will enable them to follow the literature in
their fields of study and communicate effectively both
in written and spoken English.
One of the main aims of Başkent University is to educate
a generation of dynamic and successful researchers
and business people who can communicate with the
outside world. In order to achieve this, the university
International Relations
Coordination Office
has made English a compulsory language to learn for
all students throughout their education.
The Department offers both Intensive English Programs
and English for Specific Purposes (ESP) courses
applicable to each academic or vocational program.
Newly arriving students are required to take a
Proficiency Test at the beginning of the academic
year. According to their exam results, students are
either placed in a year of Intensive English program
(Preparatory class) or permitted to pass directly into
their freshman year where they take an ESP course.
Departmental English Courses offered are all
compulsory credit-courses. They are designed
specifically to meet the language needs of each
department, thus the focus is on English for Specific
Purposes (ESP) and English for Academic Purposes
(EAP) with a high degree of input in General English.

The International Relations Coordination Office is in
charge of the development and implementation of
European and trans-national university agreements
and projects and has been continuing its work since
its establishment in 2003.
With the completion of one of the European
Education and Youth Programs, Socrates in 2007,
a new phase has been launched under the name
Lifelong Learning Programme (LLP). LLP enables
people at all stages of their lives to take part in
stimulating learning experiences, as well as helping
to develop the education and training sector across
Europe. Başkent University is among the higher
education institutions which have been awarded the
Extended Erasmus University Charter by the European
Commission to participate in LLP in the period 20072013. As a EUC holder, Başkent University is able to
offer its students the opportunity to spend one or
two semesters in Europe studying or participating in
an internship programme. Within the framework of
Erasmus Programme, Başkent University has signed
a total of 115 agreements with 23 EU countries in 38
different areas.

Academic Assessment
Coordination Office
The Academic Assessment Coordination Office works
in coordination with the “Commission of Academic
Evaluation and Quality Development”, which was
formed in accordance with the Turkish Higher
Education Regulations. The mission of the office is
to form the basis for the accreditation processes of
criteria used in universal higher education systems
and to ensure the continuity of quality processes of
the university which are being carried out since its
foundation.
• To carry out a detailed analysis of KPSS (The
Selection Examination for Professional Posts in Public
Organizations) results in relation to Higher Education
Programs.
The duties of the Academic Assessment Coordination
Office are
• To carry out work within the framework of Bologna
Process and to work in coordination with Başkent
University Bologna Coordination Commission (BEK).
• To submit an annual Academic Evaluation and
Quality Development report to Higher Education
Council (YÖK).
• To ensure that the ECTS credits of the vocational,
undergraduate and graduate programs are kept upto-date.
• To prepare a detailed report, comparing the current
performance criterion with the previous year, and to
distribute it to all academic units of the university.
• To keep record of all scientific/academic activities
of the university and to give guidance to academic
units in planning, coordinating and implementing
their research activities as well as guiding them with
measurement-evaluation-feedback processes.
• To carry out annual work on performance
evaluation and internal evaluation as outlined in the
report.
• To prepare and follow the strategic planning of the
university.
• To give support to the Commission in the process
of defining the internal-external strategies and the
aims and objectives of the university.
• To determine the effectiveness of reaching the
goals set by individual units and giving guidance and
support when needed.

• To carry out a detailed study on the University
Entrance Exam Results and to analyze the exam
results in relation to the programs and departments
of the university.
• To ensure that all project, research and thesis
proposals submitted to Humanities and Social
Sciences Committee and to Arts Research Committee
are checked thoroughly and to write their reports.
• To carry out statistical work on Başkent University
student enrollments.

Human Resources And Career Planning Center
The main aim of the center which was formed in
1997 is to assist students in making well-informed
decisions in planning their future carriers and to help
them find jobs most suitable for their qualifications.
The center provides the following services:
• Organizing a series of Career Days where students
and their prospective employers meet. These
meetings provide the opportunity for students to
learn about different companies operating in specific
sectors and for companies to give information about
them and to hand out job application forms.
• Establishing links between graduates and the
companies seeking employees.
• Researching job options for graduates.
• Informing students who want to pursue an
academic career about graduate programs within
Turkey and abroad and help them in the application
process.
The center is open between 09:00 – 17:00 on
weekdays and provides service to Başkent University
students free of charge.
Başkent University graduates are given the priority to
apply and work in Başkent University affiliates such
as Patalya hotels, Başkent hospitals around Turkey.
• Helping graduates who are planning a change of
job find a new one by providing them with a list of
options.
• Conducting one-to-one meetings with students
in order to help them pursue a career path most
suitable for their individual skills and interests.
• Conducting seminars and individual meetings to
equip students with important skills such as resume
writing and interview techniques.

Center For Language Studies
OFFICE OF HEALTH, CULTURE
AND SPORTS
The function of the center is to provide Turkish
courses which are compulsory in all undergraduate
and vocational programs of the university and to
organize cultural activities, seminars to enhance the
knowledge and appreciation of our mother tongue
and culture. The center also offers elective language
courses in German, Arabic, Persian, Spanish, Italian,
Russian, French and Greek.
Health Services
The Health Center provides service to Başkent
University students and personnel. There are 3
doctors, 1 dentist, 4 nurses, 2 emergency medical
technicians, 2 secretaries, 1 driver working in the
center. The center offers outpatient services and
dental health and is open 24 hours a day, 7 days
a week. There are also an emergency room and
an ambulance service. Initial medical care and
emergency services are free of charge.
Cafeteria
Physically Disabled Students Unit
In accordance with “Higher Education Institutions
Guidance and Coordination Regulations” item 8,
Başkent University Physically Disabled Students
Unit was formed in 2006. The unit operates under
a vice president and is run by an administrative
board consisting of the vice president, the director
of health, culture and sports, two faculty members
of the department of social service and the health
services representative. The disabled students
currently enrolled have been contacted and their
needs have been defined. It has been confirmed that
the buildings and the open areas within the campus
accommodate their needs.
Psychological Counseling and Guidance Center
The purpose of Psychological Counseling and
Guidance Center which was formed in 1997 is to
help students mobilize their resources to solve
their personal, social and academic problems and
to help them grow emotionally, intellectually and
socially. In order to achieve its aim, the center
provides individual or group counseling. The center
also offers seminars on communication skills,
anger management, stress management, efficient
studying skills, time management, test anxiety,
communicating with the opposite sex, adolescent
problems and depression. Students who participate
in these work groups are given a “certificate of
attendance.” All activities are free of charge and
adhere to the principle of confidentiality. The center
is open between 09:00-17:00 on weekdays and
operates on an appointment system by a group of
specialists under the management of a coordinator.
Student Housing
The student dormitory has a bed capacity of 500,
eight of which are for disabled students. Rooms are
single or double. Each room has its own bathroom
and internet connection. The rooms and the
hallways are carpeted. Incoming calls for students
are announced and telephones on each floor are
easily accessible for that purpose.

Every floor has laundries and two common rooms.
Cleaning of rooms is done by the floor attendants
under the supervision of the manager. The building
complex contains a study hall, a cafeteria, a
restaurant, an automatic telephone machine, an
ATM, an internet hall, billiard parlors, a chess room,
a market, a bookshop, a launderette, a hairdresser
and photocopy access.
Health and general services are available for 24 hours
a day. The housing fees are determined annually by
the university management.

The main aim of the unit is to offer students the
opportunity for personal growth in social and cultural
aspects that will inevitably help them increase their
academic performance.
Başkent University Bağlıca Campus has a variety of
catering facilities offering food at competitive prices.
In the English Preparatory School building, there is a
fast-food cafeteria with a capacity of 500, a market
and a photocopy center. In the Faculty of Medicine
building, there is a restaurant with a capacity of
200 and a cafeteria. The Faculty restaurant with a
capacity of 300, the student restaurant-café with a
capacity of 700, a market, and a photocopy center
are all located in the Faculty of Law building. In the
dormitory complex, there is a Billiard café with a

a personnel restaurant with a capacity of 600. In the
Faculty of Dentistry building, there is a market and
an internet café. In Channel B building, there is a
fast-food and pastry cafeteria and a market.
Transportation
Transportation is free of charge for Başkent personnel
and students. There are buses running between the
city center and Bağlıca Campus regularly.
BAŞKENT UNIVERSITY CAMPUSES
City Campus
The city campus is located around Bahçelievler, Emek
and Maltepe. The area around Başkent University
Ankara Hospital is where the outpatient clinics, the
physical therapy center, the Faculty of Dentistry
units, the first aid training center, the administrative
offices and family planning research center are
located.

Bağlıca Campus
The campus, located 20.km west of the city center,
on the main highway to Eskişehir, is built on 650
acres of land. Vocational, undergraduate and some
graduate programs are run on the premises of
Bağlıca Campus. To meet the expanding needs of the
University, construction has continued throughout
the years since the admission of the first students.
The annual construction program is done by taking
into account the programs and student quotas.
Apart from the buildings which house administrative
offices, faculties, schools and vocational schools,
there are dormitories and social facilities for
students, an amphitheatre, a sports center, indoor
and outdoor tennis courts, football and athletics
fields, food facilities, technical support units, and
Channel B TV station building on campus.
Başkent University Alumni Association (BAŞMED)
BAŞMED is established to unite the alumni of Başkent
University under one roof, to organize social activities
and to generate projects which our graduates
would benefit from, and to strengthen the bond
among the alumni by effective communication and
support. BAŞMED has also taken the responsibility
of maintaining the link between the university and
its alumni and to give support to graduates in their
career paths and their social and cultural lives.

Library
Library is a center which plays an essential role in
education and research by gathering information
resources. The aim of the library is to assist all
users from our university as well as readers and
researchers from other universities.
The library has three sections: periodicals,
references and books. The capacity of the library
allows 367 people to work all at once. It has a multiuser computer network. The library catalog can be
reached through the BLISS UNIX Library Program.
Users can search the catalog by writing a key word
(author, book title, topic, etc.). All the materials
available are arranged by subject on open shelves.
Circulation of materials (loans and returns) is also
done electronically. Within the framework of the
interlibrary agreement, books can be borrowed from
other libraries.
As of May 2010, the total number of materials
available in the library is 122,975.

Sports Center Coordination Office
The aim of Başkent University Sports Center
Coordination Office is to enable our students and
personnel to maintain and improve their physical
health, gain regular and disciplined sports habits and
become actively involved in with the kinds of sports
activities they enjoy.
In order to achieve its aim, the sports center
organizes a variety of activities and tournaments in
volleyball, basketball, table tennis, football, tennis,
chess, and fitness. The center also runs courses on
step, aerobics, Pilates, tennis, boxing, wing t-sun,
and yoga.
Our university sports teams (volleyball, basketball,
football, soccer, table tennis, billiard, tennis, chess,
swim, etc.) participate in a variety of tournaments
organized by the Turkish University Sports Federation
(TÜSF) and successfully represent Başkent University.
The sports facilities on campus include volleyball,
basketball, handball courts, an outdoor field for
soccer and American football, a gym, a fitness center,
a dance studio, and an indoor and outdoor tennis
court that are open on weekdays and weekends.
The location of the campus is suitable for outdoor
activities such as, walking, jogging, and training in
natural surroundings.
