BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.
This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry and cruise ships.
Reporting to the Director Information Services and Technology, this position is accountable for the overall leadership of the technology infrastructure functional area including:
• Managing the IT operational budget
• Technology Management - Operations and support of the IT infrastructure;
• Technology Standards – Data centre, cloud and infrastructure;
• System Management - Configuration, change, release, availability, performance, and capacity management, and disaster recovery planning.
Working closely with the Change Management, IT Security, Service Desk, and Application departments and division leaders
Key Accountabilities:
The Manager, Technical Services is responsible for all IT infrastructure related activities. Primary duties include managing staff and the provision for ongoing support of critical information systems and to develop, implement and support IT operations, programs, and initiatives for BC Transit. The Manager
Technical Services is responsible for interactions between staff and other divisions within BC Transit and all third party IT vendors and contractors. The Manager Technical Services must work closely with other members of the Department’s management team to achieve the department’s goal of providing the
Corporation effective management, governance, delivery and support of IT services and systems.
• Plan, organize, direct the activities, and provide direction and leadership to infrastructure team by identifying problems and issues; allocating appropriate resources; and ensuring that technology management services are completed in a timely manner and at the highest levels of quality;
• Managing IT operational budget
• Development and implementation of related Information Technology strategies, standards, policies and procedures.
• Provide leadership to staff; determine staff work priorities/assignments and work with staff to establish project scheduling, creating an effective working environment
• Provide a production environment for all IT systems that includes backup and recovery, disaster recovery, job scheduling, performance monitoring and tuning, capacity monitoring and planning, and cost allocation;
• Research and evaluate hardware, software, industry trends and new and emerging technologies and recommend appropriate strategies to the Director of Information Services;
• Provide leadership and counsel on corporate-wide projects to clients and manage expectations
(in cooperation with other IT managers and Directors) through regular project status meetings, needs analysis, risk mitigation strategies, and advice to IT management and various Project
Steering Committees;
• Establish and maintain processes and procedures to ensure a standard approach to system management based on best-practice standards.
• Establish, monitor and evaluate employee performance objectives; conduct employee performance reviews; provide and/or coordinate training, recommending external education and training as appropriate;
• Recommend, develop, and implement technology solutions to support current and future requirements;
• Keep abreast of new technological advances as they might affect and/or enhance the
Corporation’s information systems environments;
• In addition to management duties, assist in the delivery of services as appropriate.
Skills and Experience:
• 5+ years of managing IT staff, including; hiring, performance reviews, creating training plans and develop job profiles
• Demonstrated ability to resolve complex issues (root cause analysis)
• 3+ years in building and managing both project and operating budgets
• 5+ years’ experience in design, configuration and management of complex information systems in a virtual environment
• 3+ years’ experience working with Windows operating systems, Oracle database systems and web-based platforms.
• Ability to develop strong working relationships with multiple levels of the organization.
• Excellent knowledge of Office computer applications, eg: Microsoft Office
• Ability to establish programs and workload requirements and implement new work methods.
• Ability to prepare budgets and provide forecasts and variance reporting.
• Strong written and verbal communication skills.
Education:
• Degree in Computer Science
• Industry accreditations like; PMP, ITIL, MCITP
