August 26, 2016 ADDENDUM No. 1 TO ALL OFFERORS: Request for Proposal: RFP # 16-07-05 Description: Commissioning Agent Services Dated: August 11, 2016 For Delivery to: Alexandria City Public Schools (ACPS) RFP Due: September 1, 2016 NOTE: This Addendum includes two Exhibits: SD Arch Plans & SD System Narratives. PATRICK HENRY PROJECT COMMISSIONING AGENT RFP QUESTIONS/ANSWERS 1) Are there any drawings or more detailed descriptions of the mechanical systems for the Patrick Henry Prek-8 School and Recreational Center project that can be provided? See attached architectural plans and engineering narratives from the schematic design package. 2) Are there any lighting controls or daylight harvesting systems to be included in the commissioning? Yes, these are anticipated to be part of the final building design. See system narrative. 3) Is the commissioning agent expected to participate in any design team meetings, and if so, how frequently? The CxA may occasionally be asked to attend or dial into a regular ownerarchitect-contractor progress meetings, however the CxA’s primary mode of engagement will be through Commissioning-specific meetings throughout the project. We anticipate these projects would occur on average 1.5 times per month starting in September 2016 going through project closeout which is scheduled for December 2018. These do not include field visits required for duct testing and witnessing equipment startups. 4) Are there any minority/women owned business participation goals associated with this contract? No 5) Are there any MBE goals for this scope of work? No 6) Will there be a pre-bid meeting or walkthrough of the existing site? No. 7) Will envelope commissioning be required for this project? No. 8) Article 8 (Services Required), Item m requires written verification of the owner/operator training. Will video recordings of the training sessions also be required? Yes. 9) Does ACPS have a preferred controls vendor, or is this scope being competitively bid out upon completion of the Construction Documents? The project will utilize Automated Logic controls. 10) Are any schematic level design documents available? See response to #1 above. 11) Who is the A/E design team? Moseley Architects are serving as architect and MEP engineers on the building. Bidders are reminded that all inquiries on this RFP and the project shall be directed to ACPS and that contacting the architect is prohibited. 12) Bullet #1 “Equipment and Systems to be Commissioned – Plumbing Equipment and Systems” references Solar “as applicable”. Is it anticipated that Solar PV or Solar Hot water be included in the scope? If so – what is the anticipated size/capacity? Solar PV panels are not anticipated on this project. 13) Does ACPS or the City anticipate including Building Envelope Commissioning as part of the scope? Should pricing reflect such efforts? Envelope commissioning is not required or desired at this time. 14) Does ACPS or the City require the CxA to commission any electrical systems including: generators, ATS, switchgear, lighting controls, etc. If so – please specify what. Yes. APCS and the City desire the commissioning agent to commission the generator, ATS, switchgear, and lighting controls such as daylight harvesting. See electrical system narrative. 15) Only Mechanical and Plumbing systems were included in the scope of the RFP. Should all other systems not specified be excluded from the scope? Bidders pricing shall address only the scope described. As requested in the RFP, bidders are encouraged to provide additional line item pricing for any additional services which they feel may benefit ACPS and the City which were not included in the RFP scope. 16) Were any drawings, equipment lists, or any other documentation provided as part of the package? Only the RFP document could be found on the ACPS website. See attached schematic level floor plans and exterior imagery. 17) A systems manual is usually delivered as a component of “Enhanced Commissioning”, and ACPS has requested that our pricing separate Fundamental from Enhanced. However, it appears that a mandatory provision is to provide a systems manual no matter the chosen path. Is this accurate? Would ACPS require delivery of a systems manual during a fundamental only path? Correct – ACPS and the City desire a Systems Manual regardless of whether or not Fundamental or Enhanced Commissioning is chosen. This should be included as a line item as required under Article 4-B-9-b. 18) Article 4. (B.)(9.)(a.) – Please clarify reference to section 2.03. No RFP Body reference could be identified; The reference to “section 2.03” should read “Article 8 – Services”. 19) Article 4. (B.)(9.)(b.) Is there any specific line by line cost matrix that ACPS or the City would like to see attached in the cost breakdown to be submitted? Please provide. Or, is the responder responsible for its own format? If the latter, how does ACPS anticipate comparative analysis on pricing submission by multiple vendors with a variety of line by line categories? Vendors shall provide their own format for ACPS and the City to review. Comparative analysis will be performed based on information provided. 20) Article 4. (B.)(9.)(c.) Please clarify reference to section 5.01a. No RFP Body reference could be identified. The reference to “section 5.01a” should read “Article 4-B-9-a”. 21) Please confirm that LEED v2009 will be secured and not LEED v4. The deadline for submission of 2009 is October 2016. Confirmed. 22) Will audited financial statements be required? No 23) Will ACPS consider extending the submission deadline? No. Note: A signed acknowledgment of this addendum should be received at the location indicated on the RFP either prior to the due date and hour or attached to your response.
