ELECTRICAL AND MECHANICAL INSPECTOR A. CLASS DEFINITION Under direction, an Electrical and Mechanical Inspector performs complex technical inspections of construction activities, including but not limited to, electrical, plumbing, and mechanical systems in Port buildings and facilities. Performs other related duties as required. DISTINGUISHING CHARACTERISTICS This classification requires the exercise of considerable independent judgment and entails both field and office work. The incumbent is assigned systems to inspect from either an Engineer or a Supervising Engineer. In general, the Electrical and Mechanical Inspector determines own priorities by personally interpreting contract specifications or maintenance checklists on the basis of comprehensive understanding of most Port operating policies. The person recognizes and handles major problems on a day-to-day basis by applying his/her own initiative. Routine contacts are with outside contractors, construction and maintenance trades people, Port tenants, and Port personnel. Errors in judgments could cause serious consequences such as injury to persons or damage to property. B. TYPICAL TASKS/DUTIES (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.) 1. Inspects construction and maintenance of plumbing and mechanical systems including heating, ventilating and air conditioning systems, baggage conveyor and retrieval systems, passenger and freight elevators, crane drive and structural systems. 2. Inspects construction and maintenance of domestic sewer and drainage systems, gas piping systems, water distribution systems, industrial exhaust systems. 3. Inspects construction and maintenance of electrical systems including power distribution, lighting, fire alarm and telephone, high and low voltage distributions, runway and taxiway lighting, standby generators and transformers, control tower electrical systems, railroad crossing signal installations, crane control and power systems. 4. Reads and interprets all related blueprints and diagrams. 5. Ensures that Port Projects are in compliance with City building, zoning, housing, fire and related codes in addition to Federal Avaition Administration (FAA) guidelines. Makes recommendations according to local, state and national codes. 6. Maintains complete inspection records and submits progress reports and other routine reports. 7. Prepares letters, memos, sketches, billing data and other documents necessary to the progress of construction or maintenance projects. 8. Performs general inspection support to Resident Engineer. 9. Performs other related duties as required. C. KNOWLEDGE, SKILL AND ABILITIES To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required. Knowledge of: • Materials used in electrical, plumbing, mechanical, sprinkler, and air conditioning trades. • Federal and local codes, including but not limited to: National Electrical Code, Uniform Plumbing Code and related local codes, regulations and ordinance enforceable by involved jurisdictional entities. • Federal and state construction safety requirements, including O.S.H.A. requirements. Ability to: D. • Recognize non-conforming installations. • Read and understand general plans, electrical and mechanical schematics, calculations and specifications. • Conduct inspections and analyze electrical and mechanical systems for conformance with approved plans, codes, regulations and specification. • Identify violations of the applicable plans, electrical codes, regulations and specifications. • Prepare accurate and concise reports in a timely manner. • Read and interpret electrical, mechanical, plumbing, sprinkler, air conditioning, fire alarm, lighting, and construction drawings. • Communicate with and maintain effective working relationships with various trades and Port personnel. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform this job. While performing the duties pertaining to this position, the employee is regularly required to extensively make use of close vision to read reports, documents and blueprints; have color vision sufficient to distinguish color coded wires; hear instructions and alarms; have fine motor control to manipulate keyboards and multi-button telephone sets and radio-telephones; and have a range of motion sufficient to push, pull and manipulate a variety of hand and power tools. The employee must occasionally lift up to 90 pounds. In the field, the employee is required to walk, stand, stoop and crawl to inspect equipment and systems; works on an elevated structure on a routine basis; climb or balance; employ eye, hand and foot coordination to operate a vehicle in conformance with Port policies and the State Vehicle Code. E. WORK ENVIRONMENT The work environment described here is representative of those an employee encounters while performing this job. The incumbent usually works out-of-doors in a variety of weather conditions. The employee wears protective gloves, shoes, clothing and safety glasses as required while working in confined spaces with limited visibility and where airborne particulates may be present; in wet and slippery conditions; with risk of electrical shock or exposure to pathogens; and, high noise levels. The employee sometimes works indoors, with a mixture of natural, incandescent and fluorescent light. Typical noise levels are muted. F. EDUCATION AND EXPERIENCE This position requires education and experience reflecting possession of the knowledge and skills described above. A typical combination would include graduation from high school or equivalent plus two years of recent, full-time journey-level experience in the electrical/mechanical construction or inspection trade and completion of a recognized apprenticeship program. OR Five years of varied, recent, full-time journey level experience in the electrical/mechanical construction or inspection trade may be substituted for the apprenticeship program. OR Two years of experience as an Inspector for electrical/mechanical project with a public works agency. G. OTHER CHARACTERISTICS 1. Possession of a valid California Driver's License at the time of and for the duration of appointment. 2. Possession of an I.C.B.O or I.A.E.I certificate is highly desirable. 3. Must be willing and have the ability to work scheduled and emergency overtime, as needed. 4. Must be willing to work outdoors in all weather conditions. 5. This classification requires each incumbent to complete and pass a 10-year employment history verification which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. In addition, the incumbent in this position will be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment with the Port.
