SkillsDMC Background
SkillsDMC is the National Industry Skills Council for the Coal Mining; Civil Infrastructure; Quarrying (Extractive);
Drilling; and Metalliferous Mining Industry sectors. SkillsDMC engages with enterprises and key Industry
organisations to ensure the greater use of the National Training System within an Industry led arrangement
where Industry is the client (demand side) and the training system is the provider (supply side). This
engagement is underpinned by SkillsDMC leadership on behalf of its Industry in ensuring training content;
delivery, flexibility and equitable public funding reflect the Industry needs.
SkillsDMC engages with enterprises and key Industry organisations in the Coal Mining, Metalliferous Mining,
Quarrying (Extractive), Drilling and Civil Infrastructure Industry sectors to:

Identify Industry’s skills needs via units of competency in the Resources and Infrastructure Industry
Training Package;

Identify and plan for their current and future workforce needs; and

Facilitate access to funding programs.
These three foundations set the direction for the response of education and training providers in meeting
Industry needs.
SkillsDMC plays an active role in workforce data gathering and on the basis of this Industry intelligence
provides guidance on how to gain the benefits of the Industry led, competency based, nationally recognised
vocational education and training system.
SkillsDMC applies best practice strategies in all aspects of contemporary workforce planning and development.
These practical strategies are supported with analytical tools and services developed by SkillsDMC in
consultation with Industry stakeholders.

About this Companion Volume
This Companion Volume is intended for trainers and assessors to assist them with identifying and addressing
Foundation Skills in Units of Competency and Qualifications from the RII Resources and Infrastructure Industry
Training Package.
Industry representatives may also find this guide useful in understanding the different ways trainers and
assessors can undertake the development of Foundation Skills in training and assessment programs.
It should be noted that not all RII Training Package Units of Competency have been mapped to the Australian
Core Skills Framework (ACSF) at the time of publishing this companion volume. This Companion volume
contains mapping information for 420 of the 785 RII Units of Competency. Whilst only 18 Qualifications have
been analysed thus far to determine ACSF levels, many of the Units of Competency analysed appear in other
qualifications.
What are Foundation Skills?
Foundation Skills are the communication skills that underpin almost everything people do at work, at home,
and in the community. There are several terms that have been used to refer to these skills in recent years.
Language, literacy and numeracy (or LLN), was used for many years and refers to the ability to speak, listen,
read and write in English, as well as to use mathematical concepts.
Core skills is the term used in the Australian Core Skills Framework (ACSF), which specifies levels for the five
skills of learning, reading, writing, oral communication and numeracy.
Foundation Skills is the term that Australian Government agencies have begun to use to include the five core
skills (defined by the ACSF), plus employability skills or the skills outlined in the Core Skills for Work framework,
although the definition tends to vary slightly across different documentation. It is also worth noting that the
Foundation Skills Training Package includes the five core skills, plus digital literacy.
The focus here is not on a precise definition of the term Foundation Skills, but on how Units of Competency
and Assessment Requirements identify which areas need to be addressed within a training and assessment
program. It is essential that trainers and assessors interpret these documents effectively.

Foundation Skills in Units of Competency
All job tasks and all Units of Competency include Foundation Skills – almost everything we do at work is
underpinned by Foundation Skills. This can include having a conversation with a team member, completing a
vehicle management record, or working out a solution to a problem. Every effort has been made to ensure
that Foundation Skills essential to performance are explicit in the RII Units of Competency that have been
revised to meet the current Standards for Training Packages. However, Training Package users are still
required to take the time to analyse Units and identify where the Foundation Skills appear. This is because
there are many different words used in the performance criteria to describe Foundation Skills as they relate to
the vocational task.
In the following extract from RIIHAN206D Transport plant, equipment and personnel, the words used to
describe Foundation Skills in the context of the job task have been highlighted.
Note that the highlighted words are either verbs (carrying out a Foundation Skill) or specific documents that
need to be referred to (read and interpreted).
1.1. Access, interpret and apply load handling documentation and
ensure compliance to the work activity
1.2. Identify load characteristics, environmental issues, and any
special handling or equipment requirements
1.3. Determine location of transfer, establish transfer pathway and
prepare equipment and/or authorised personnel according to
transportation schedule
1.4. Identify and report potential risks and hazards, and apply risk
management procedures
1.5. Conduct pre-operational checks to establish the readiness of
equipment for operation and report unsafe equipment to
appropriate personnel
2.1. Carry out start-up, park-up and shutdown procedures
2.2. Calculate the load
2.3. Lift and shift load safely using appropriate devices, protective
restraints for personnel, and appropriate personal protective
equipment
2.4. Transport load within the operating capacity of the transport

Foundation skills in Assessment Requirements
In a similar way, the Assessment Requirements—which link to each Unit of Competency—also include
Foundation Skills. Assessment Requirements need to be analysed in a similar way to Units in order to ensure
that assessment includes the Foundation Skills relevant to the job task.
The following text outlines the Performance Evidence requirements for the unit RIIHAN206D Transport plant,
equipment and personnel. The highlighted words correspond to Foundation Skills.
Performance Evidence
Evidence is required to be collected that demonstrates a candidate’s
competency in this unit. Evidence must be relevant to the roles within this
sector’s work operations and satisfy all of the requirements of the
performance criteria of this unit and include evidence that the candidate:
competently completes all evidence activities with the ability to
transfer and apply skills and knowledge to new situations and
environments on more than one occasion
locates and applies applicable legislation, documentation, policies
and procedures
implements the requirements, procedures and techniques for the
safe, effective and efficient transportation of plant, equipment and
personnel through:
◦ interpreting load plans, reports, maps and specifications
◦ reading and interpreting instructions, procedures and labels
relevant to the preparation, loading, transporting and unloading of
loads
◦ identifying, selecting and using relevant equipment, processes
and procedures when preparing, transporting, loading and
unloading
◦ estimating the size, shape and special requirements of loads
◦ modifying the preparation, loading, transporting and unloading
procedures
works effectively with others to undertake and complete the
transportation of plant, equipment and personnel that meet all of
the required outcomes through:
◦ acknowledging and sending messages with communications
equipment whilst operating other equipment
demonstrates consistent timely transportation of plant, equipment
and personnel that safely, effectively and efficiently meet the
required outcomes through demonstrating on three (3) separate
occasions each of the following:

The Australian Core Skills Framework
The Australian Core Skill Framework, or ACSF, is a national framework that provides:

a consistent approach to identifying Foundation Skills in a range of environments, including work, training,
personal and community contexts

a common language to describe individuals’ skills and performance across five skills.
The five skills covered by the ACSF are:

Learning

Reading

Writing

Oral communication

Numeracy.
The ACSF defines five levels of skill, numbered from 1 to 5, where 1 refers to a low level performance and 5
refers to a high level performance. The 2012 version of the ACSF includes a supplement, or a ‘mini-level’, that
covers skills and performance at Pre-Level 1.
Each of the skills and levels are described in the ACSF in a lot of detail. Sample activities are also provided to
demonstrate what each of the skills and levels look like in practical situations.
Understanding and engaging with the detail of the ACSF, and using the language that it includes, will help
vocational trainers and assessors to better understand and describe the Foundation Skill levels of their
learners, the Foundation Skill requirements of training programs, and the Foundation Skill requirements of job
tasks and job roles.
Understanding the framework will also assist industry representatives to engage meaningfully with trainers
and assessors in terms of the Foundation Skill needs of their workers.
The table below includes a very brief summary of what people can expect to see at a particular level.

Using the ACSF
The ACSF can be used for a variety of purposes. It can be used to determine the Foundation Skills
requirements of Units of Competency and Qualifications, the Foundation Skills requirements of job tasks and
roles, and a learner’s Foundation Skill levels, as well as providing information to guide training programs to
ensure that Foundation Skill requirements are met.
Unit ACSF mapping
SkillsDMC have mapped many Units of Competency to the ACSF. The levels identified are those that a
competent learner would have at the end of a training program.

Qualification summaries
The ACSF mapping information for units has been combined to form a qualification summary. Each
qualification summary includes information about:

the occupational outcomes

the key Foundation Skills

detail of unit mapping presented in separate tables for core skills and some electives.
The information can be used to assist a trainer to plan the Foundation Skills that need to be addressed as part
of a vocational training program. They can also be used to compare a potential learner’s Foundation Skill levels.
If new learners do not meet the ACSF levels identified for Units and Qualifications, Registered Training
Organisations (RTOs) need to determine how support can be provided in these areas. This may include
recommending a bridging program or a pathway qualification so that learners can build the Foundation Skills
required to cope with a vocational program, or it may involve determining the best way to support the learner
through a training program.
For further information, refer to the ‘Strategies to support the development of Foundation Skills’ section of
this guide.
Note that the diagrams, or spiky profiles, included for each qualification are a general summary of the
Foundation Skills required of a competent learner.
More detailed information is provided in the tables at the end of each summary. Also note that the level of
skill shown in the tables is indicative and could vary between work contexts and environments.
Appendix 1 contains a consolidated list of all Units of Competency that have been mapped.

Occupational Outcomes for this Qualification
The Qualification is an introductory Qualification and is designed to raise
awareness of the Resources and Infrastructure Industry. This Certificate I
in Resources and Infrastructure Operations is a pathway Qualification.
There are no specific job outcomes. However, it will prepare an
individual in successfully undertaking a Certificate II and III from the
Resources and Infrastructure Industry Training Package. This certificate
allows individuals to develop basic functional skills and knowledge to
prepare for work in the Resources and Infrastructure Industry. The range
of technical skills and knowledge is limited.

Determining a learner’s ACSF levels
Understanding learner’s Foundation Skill levels can assist with making realistic decisions about training
pathways. Workers may experience barriers to their learning or their career pathway, even if they have
completed school and further study.
It is common for people with low level Foundation Skills to be very reluctant to disclose issues, as they may
feel embarrassed or ashamed of their limitations and frightened of the consequences. Many people with low
level Foundation Skills have developed their own practices to cope. Be on the lookout for:

uneasiness or nervousness

reluctance to read or write in front of others (often excused by saying things like ‘I forgot my glasses’ or I’ll
take that home and have a good look at it’)

providing very short responses with only one word or one sentence

making obvious mistakes or using language that is very difficult to understand (written or verbal)

not seeming to be aware of mistakes when spelling, using capitals, punctuation and grammar, adding,
subtracting or multiplying using simple numbers

reporting that they don’t feel they have very good reading or writing skills

needing to ask for a lot of support

providing little or no detail or refusing to expand when encouraged to do so
It is important to understand a worker’s Foundation Skills to be able to advise on the most effective course of
action. For example, it might not be helpful to have a worker undertake a training program if they do not have
the Foundation Skills to cope. A better option would be to undertake a Foundation Skills pre-training
assessment to build an overall picture of a worker’s skills. This information will assist in planning realistic
pathways.
SkillsDMC has developed an ACSF assessment kit that can be used to carry out pre-training assessments
against the ACSF. The kit includes a bank of assessment tasks and a user guide that explains how the tasks
should be used. Each task has instructions for use and is mapped to the ACSF. The kit is available at in the
SkillsDMC e-store.
Once completed, a comparison of the ACSF levels of a qualification, compared to the ACSF levels of a learner,
may reveal skills gaps.
The next section of this guide provides some strategies that trainers may use to build learners’ foundations
skills.

Strategies to support the development of Foundation
Skills
Often a pre-training assessment will reveal that a learner, or a worker, has skills at different levels. For
example, a person’s writing may be considerably stronger than their spoken communication or numeracy.
Everyone will be different.
There are different ways to address Foundation Skills gaps and the strategies used will depend on the need.
Sometimes it will be appropriate to address the skills of individuals, for example to build writing skills to
complete a particular report. At other times it may be appropriate to build the skills of a group, for example to
introduce a new Standard Operating Procedure and ensure everyone understands the content and how it
applies to a job task, or how to use a new measuring device.
Talking about the issues
Everyone needs to build Foundation Skills to adapt to new roles and new job tasks, especially as workforces
adapt to new technologies, changed work processes and mounting compliance and quality assurance
requirements. People need reassurance that it is not only those with low level skills who need to develop their
skills further – it is helpful for everyone, including people with high level Foundation Skills.
Scenario: Being open about skill levels
QMAG is one of the world's largest producers of magnesia. They produce a range of magnesite products. The magnesia is
quarried at Kunwarara site, 70km north of Rockhampton in Central Queensland.
John is the training coordinator at both the Parkhurst and Kunwarara sites. He is very aware that many of the people who
join the company not only have low level literacy skills, but that they have low self-esteem in a learning environment and
are often embarrassed about their skill level. John encourages the industry trainers to put some effort into getting the
learners to feel comfortable.
“When I start with a new group one of the first things I say is ‘Don’t worry if you have trouble reading and writing – lots of
people do – just see me after the session and we’ll work out a way to deal with whatever issue you might have. We can
work anything out.’
“Some of our best workers are people with low level reading and writing skills – we need to reinforce that having low level
reading and writing skills is not a huge problem. We need people to feel comfortable about where they’re at so that we
can work from there and get on with it. If we make low level skills a negative then people won’t move on.”
John’s approach to encourage learners to be open about wherever they are at has resulted in an open and supportive
attitude amongst the workers at the site.
Michael is a diesel mechanic.
“Yeah... I have trouble with reading and writing – always have. But I just let everyone around me know, and I ask for help
when I need it. I don’t need to be embarrassed – I just ask. I’ve picked up bits and pieces along the way so I can usually fill
out the basic forms and things that I need to do, but sometimes I need help so I ask for it.
“Sometimes there are things I need to check in manuals. The manuals I use have good pictures to mark each of the
sections – I can find the section that I need to go to, I just have trouble with the detail, so I ask and other people help me.
“Sometimes I can do things that other people can’t – we all work together and help each other out.”

Conversations with people with low level skills will vary but the important thing is to remain respectful by
reassuring workers that the point of the conversation is about finding ways to support their needs, not about
threatening their employment status.
General tips to build Foundation Skills
Gaps in Foundation Skills of one ACSF level could possibly be addressed by vocational trainers if they have
some simple strategies that they could use. Some suggestions follow:

train in a context that involves real work tasks and real situations

use a step-by-step approach to scaffold tasks, building complexity as you go

use visual supports to illustrate steps and concepts, such as photos, videos, diagrams

partner learners who have low level skills with a learner who can provide some support (buddy system)

present information from simple to complex, known to unknown, concrete to abstract

encourage a positive view of learning by ensuring opportunities for success.
Tips to build Learning skills
To learn effectively, individuals need to develop an active awareness of themselves as learners. Ensure that
you:

acknowledge and build on the skills that learners bring to the learning environment

make sure learners understand why they are learning a skill and where it can lead

provide models to show learners how to plan and organise work (checklists, scheduling, work plans)

encourage learners to take responsibility for their own learning
Tips to build Reading skills
To build Reading skills:

ensure that learners understand the purpose of the text they need to read

pre-teach technical terms

encourage the use of personal reading lists

teach learners how to access texts, utilising contents pages, headings (main headings and sub-headings),
diagrams and graphics

encourage learners to engage with texts by using highlighters
Tips to build Writing skills
Develop Writing skills by:

providing learners with model texts that can be used as a guide (such as completed forms, sample reports,
instructions)

ensuring learners have opportunities to practise



modeling and encouraging turn-taking
Tips to build Numeracy skills
To build Numeracy skills, ensure that you:

teach in context and make real connections to real work tasks and functions

use problem-solving and investigative approaches to solving numeracy problems

check learners have a grasp of the basic operations (and units of measurement relevant to ensure learners
understand the real purpose behind why they are learning)

demonstrate the use of equipment, measuring techniques and allow opportunities for practise in different
circumstances

encourage the use of step-by-step approaches to understand the problem, consider the options, estimate
an answer, calculate an answer, check the outcome
Using the Foundation Skills Training Package to build targeted skills
The Foundation Skills Training Package includes a bank of units covering the five ACSF skills of Learning,
Reading, Writing, Oral communication and Numeracy. The Foundation Skills Training Package also includes a
stream called Digital Technology.
The package includes three Qualifications that could be used as a pathway into a vocational qualification:

The Certificate I in Access to vocational pathways is intended to provide a vocational learning pathway at
ACSF Level 1 for individuals with significant support needs.

The Certificate I in Vocational preparation and pathways contains core units at ACSF Level 2 and is
intended to prepare learners for vocational pathway Qualifications or further Foundation Skills
development.

The Certificate II in Preparation for work and vocational pathways is intended to prepare individuals for
workforce entry or vocational training pathways.

Each of the preparatory Qualifications listed can be contextualised for a particular work context to ensure that
learners build the specific Foundation Skills for their job role. Vocational units can be imported into these
Foundation Skills Qualifications to provide an industry pathway.
Units from the Foundation Skills Training Package can also be imported into vocational Qualifications so that
learners can build Foundation Skills specific to their job.
Take a look at the FSK Unit Matrix available on the Innovation and Business Services Australia (IBSA) website:

Competency available in the Foundation Skills Training Package. The units are mapped to the ACSF – note the
skill levels at the left of the table, and the matching colours across the top (also note that Numeracy units are
listed on the second page).
Trainers could address the gaps identified in learner’s skills, by offering units from the Foundation Skills
Training Package. For example, an ACSF assessment identifies that a potential learner has a skills gap of one
level for Reading and Writing (when compared to the spiky profile for the qualification summary), as shown in
the following diagram.

The FSK Unit Matrix lists three units for both Reading and Writing at ACSF Level 3. The choice of ‘which units’,
would depend on the specific skills required of the targeted qualification, which may include them all.

Scenario: Using units from the Foundation Skills Training Package to build targeted skills
Deanne has carried out an ACSF assessment for Matt, a potential learner, who is very keen to undertake the Certificate III
in Drilling Operations. Deanne locates the ACSF qualification summary for that qualification and compares the spiky
profile with the results of Matt’s assessment. There is a match for Learning, Writing, Oral communication and Numeracy,
and a gap of one level in Reading at ACSF Level 3. Deanne knows she can address the gaps with some ‘top-up’ units from
the Foundation Skills Training Package. The detail of the ACSF qualification summary says that in the Certificate III in
Drilling Operations, reading skills are used mainly to:
...interpret key information in familiar compliance documentation, work instructions, policies, procedures, site
specific instructions, safety rules and regulations; accurately read instructions on maintenance procedures,
equipment lubrication and filter services/changes; review procedures related to risk, unacceptable risk and
action plans; and interpret manufacturer’s maintenance and operations manuals.
Deanne has a look over the FSK Unit Matrix and sees three Reading units at ACSF Level 3. She decides that the units below
are the best match for the reading skills included in the qualification:

FSKRDG10 Read and respond to routine workplace information

FSKRDG09 Read and respond to routine standard operating procedures.
Deanne recommends that Lindsay, the vocational trainer who will deliver the Certificate III, include these units as part of
the training program. She also organises some contact between Lindsay and a specialist Language, Literacy and Numeracy
(LLN) trainer who can provide support for him to deliver those units.
When to get help
Vocational trainers can assist in developing the Foundation Skills of their learners, but there will be cases
where trainers will need some assistance from specialist Foundation Skills practitioners. Trainers who feel out
of their depth should ask for assistance.
Large RTOs often have teams of specialists whose expertise can be drawn on to help. Smaller RTOs may not
have specialist expertise on staff in which case managers may need to think about how to source such skills, or
how current staff may build the required skills.
The TAE Training and Assessment Training Package now include a Skill Set and Qualifications for vocational
trainers to build specialist skills to develop learners’ Foundation Skills.
It is also important to belong to networks where it’s possible to talk to other trainers about the issues you face
in your work and discuss options for how issues can be addressed. Trainers shouldn’t feel alone in addressing
Foundation Skills – most trainers need to address Foundation Skills in their vocational training at some stage.
